SUSPENSION OF LOCAL LAW At 6.35 p.m. COUNCILLORS STAPLEDON.BALMES: That the Local Law be suspended.

Carried Passing of Mrs Rae Johnson Cr Stapledon advised of the passing of Mrs Rae Johnson. Mrs Johnson was a very well respected member of the community and was a member of many various community groups. Rae was president of the Cranbourne Arthritis Group for 30 years, and joined the group in 1985. She was instrumental in providing a place for arthritis sufferers to exercise and learn more about their condition to help sufferers improve their lifestyle. Rae extended the group and as a result many tens of thousands of dollars went out to the community over the years. Rae undertook the role of water coordinator and was appointed to the Community Advisory Group that saw the development of Casey RACE. Rae’s enormous community work was acknowledged with the warm water pool at Casey RACE named in her honour. RESUMPTION OF LOCAL LAW At 6.39 p.m. COUNCILLORS BALMES/HALSALL: That the Local Law be resumed.

SECTION 7 PUBLIC QUESTION TIME At 6.46 p.m. Question Time commenced. Note: Questions are reproduced as prepared by the Questioner and no guarantee is given that

any subject matter or statement contained in the question is factually correct. Question 1 Alex Niezgockly CRANBOURNE EAST 21-12 Casey Fields Boulevard

Casey Fields Boulevard opposite Mayfield was changed from 34m wide Boulevard to 10m wide road by a VCAT decision in favour of the Hunt Club Estate. Why weren’t the residents informed of the VCAT hearing as Mayfield was going to be the service road of the Boulevard? Will the 34m Boulevard still be constructed using Mayfield Road and land owned by the residents?

The question was answered by the Manager Transport.

The standard and location of Casey Fields Boulevard (CFB) went through a public process through the preparation of the Cranbourne East Precinct Structure Plan which was run for the Growth Areas Authority (GAA). The position and width of the road was a recommendation made by the GAA. The design standard was further determined through a VCAT decision. In accordance with the Cranbourne East Precinct Structure Plan CFB within the Hunt Club Estate is a 17m collector road running generally parallel with Mayfield Road. Long term the Precinct Structure Plan indicates CFB and Mayfield Road will be combined to form a Boulevard collector road with one carriageway in each direction formed by CFB & Mayfield Road. The timing of when this occurs is not determined.

SECTION 7 PUBLIC QUESTION TIME Question 2 Lesley Richardson BERWICK 21-12 Timbarra Estate

Given the community concern about the trees in Timbarra Estate, would not a whole of estate review of this issue be more appropriate than a street by street approach? Yate Mews has similar concerns to the two community petitions to date.

The question was answered by the Manager Parks & Reserves.

At the Council meeting tonight a report will be considered that addresses some streets in Timbarra Estate. In the report it mentions there will be ongoing monitoring of all streets in the estate.

Question 3 Maryanne Boce CRANBOURNE 21-12 Zoning of Collison Estate

Would Council officers agree that procrastination over the preparation of a Precinct Structure Plan for the Collison Estate is responsible at least in part, for the fall in property values on that estate over the last two valuations as shown in the reductions of rateable values, thus leading to a drop in Council’s revenue?

The question was answered by the Manager Property, Rates & Valuations.

Council’s rating valuations are derived from sales that occur in or around local residential areas. The value of the properties is as a result of many attributes, one of which would be the planning scheme and in particular the zoning, but it is only one of many attributes. Council’s rate revenue requirement is fixed by the Council budget. The revaluation done every two years establishes relativity between properties and is used to pick up the relative proportion.

SECTION 7 PUBLIC QUESTION TIME Question 4 Allan Tully CRANBOURNE EAST 21-12 Collison Estate – Required new zone

Since this question concerns a matter of Council policy, it must be answered by the Mayor, on behalf of all elected Councillors, not by a Council officer. Will Councillors agree, now, as a matter of policy, that the Collison Estate in Cranbourne East will be rezoned to the new ‘Neighbourhood Residential Zone’ immediately that zone comes into effect in October 2012, in order to provide certainty to property owners and discourage speculative purchases?

The question was answered by the Mayor.

Council received notification of new zones last week. More specific details were received today. Council officers will prepare a report on implications of this notification to a future Council meeting.

Question 5 Fred Riet CRANBOURNE EAST 21-12 New neighbourhood Residential Zone

Will Councillors agree as a matter of urgency that the Collison Estate should be rezoned into Neighbourhood Residential Zone as soon as the new zone comes into effect?

The question was answered by the Director Planning & Development Services.

As mentioned in answering the previous question, Council received notification of new zones last week. More specific details were received today. Council officers will prepare a report on implications of this notification to a future Council meeting.

Item 2 Review of Street Tree Plantings in Timbarra Estate, Berwick 26-18-6 Council Plan Reference: 4.2

Purpose of Report: To review the street tree plantings in Boree Court, Coolong Avenue, Coowarra Way, Glendale Crescent, Theodore Terrace and Valley View Crescent of the Timbarra Estate, Berwick.

COUNCILLORS OWEN/CURTIS: 1. That the actions identified within the report be undertaken to address residents

concerns regarding the six streets in the Timbarra Estate;

2. That all residents in Boree Court, Coolong Avenue, Coowarra Way, Glendale Crescent, Theodore Terrace and Valley View Crescent be advised of the Council decision;

3. That an amount of $171,000 be allocated to fund the actions from within existing Council Budgets the 2012/13, 2013/14 and 2014/15 financial years.

4. That a report be presented to a Council meeting in August 2012 regarding a review of the Casey Tree Manual.

Item 1 2012/2013 Community Grants - Panel Recommendations 65-39-3 Council Plan Reference: 1.2

Purpose of Report: To allocate grants under the 2012/2013 Community Grants Program.

COUNCILLORS AZIZ/BALMES: That the Deputy Mayor take the chair.

NATURE OF INTEREST “My son attends a day placement facility that has been recommended for a grant.” At 7.06pm the Mayor vacated the chair and left the Council Chamber having declared a conflict of interest. At 7.06 p.m. Cr Stapledon left the Council Chamber having declared a conflict of interest. At 7.06 p.m. The Deputy Mayor took the chair.

COUNCILLORS AZIZ/BALMES: 1. That Council acknowledges the current four year sponsorship agreement with Casey

Radio at $150,000 per year has provided the following benefits to Council:

a. The promotion of multiculturalism and engagement of the community through ethnic programming to a level that has been recognised by the National Ethnic Multicultural Council as one of the best in Australia.

b. The hundreds of community groups that use Casey Radio for community service announcements, appeals and information on cultural activities.

c. The promotion of many City of Casey events.

d. Outdoor broadcast done in several different cities to engage the local communities in the South East of Melbourne.

e. The variety and quality of a diverse range of programs to suit an audience of over 280,000 listeners per month and an average of 80,000 listeners per week.

f. The fact that now over 9% of people over 15 years of age only listen to community radio.

g. The fact that over 64% of people over 15 years of age listen to community radio every month.

h. The fact that the Casey Radio brand is growing rapidly and is attracting more awareness every week.

i. Casey Radio continues to promote City of Casey council objectives. 2. That officers negotiate an appropriate agreement with Casey Radio for a further four

year sponsorship at $75,000 per year commencing on 1 July 2013. 3. That officers organise a briefing of Councillors to advise how funding provided by

COUNCILLORS BRADFORD/CURTIS: That in light of the findings from the recently published Victorian Auditor-General’s Report, Effectiveness of Justice Strategies in Preventing and Reducing Alcohol-Related Harm (VAGR), Council write to the Premier, the Hon Ted Ballieu MP; the Minister for Consumer Affairs, the Hon Michael O’Brien MP; the Minister for Planning, the Hon Matthew Guy MP and the Minister for Community Services, the Hon Mary Wooldridge MP to request that the State Government: 1. Prohibits the development of new “big box” packaged liquor outlets in suburbs that are

identified as having high levels of alcohol-related harm.

2. Investigates the introduction of a “capped area”, similar to the Electronic Gaming Machine Cap, which would restrict the amount of packaged liquor outlets in a geographical location taking into account an array of social and economic determinants.

3. Provides Councils with access to retail volumetric sales data (litres of alcohol sold per outlet/area) so as to better understand the cause-and-effect relationship between the levels of alcohol consumed and incidences of alcohol-related harm, including domestic violence.

4. Investigates, in consultation with relevant Council officers, Mr Grant O’Brien, CEO Woolworths, Mr Richard Goyder, CEO Wesfarmers (Coles) and any other relevant organisations including the Municipal Association of Victoria and Victorian Local Government Association, opportunities to develop “liquor-free” supermarkets.

5. Provides business support for existing independent “boutique” packaged liquor operators who are unable to sustain a financially viable model when competing against the “big box” branded outlets.

6. Provides financial assistance to Councils to research and develop a local planning policy for licensed premises, as per Recommendation 5 of the VAGR.

Council acknowledge the work performed by Mr David Richardson and other Council Officers and thank them for their efforts and ongoing contact with the residents in the estate.

Council write to Melbourne Water thanking them for their efforts and to thank them for

their current involvement and their commitment to future works in the area, ensuring residents do not incur these flooding issues in the future.

SECTION 12 REPORTS BY COUNCIL DELEGATES Item 1 Outcomes of Conference Attendance 21-13 Council Plan Reference: 7.1

Purpose of Report: To inform Council of the benefits and outcomes of Councillor’s attendance at the Dr. Edward Koch Foundation Suicide Prevention Conference July 13 – 15 2012.

COUNCILLORS HALSALL/SMITH: 1. That the report be noted. 2. That officers continue to meet with representatives of Casey secondary schools to

discuss and share information resources around youth mental health. 3. That Council officers look at and evaluate the suitability of a video produced by

students at a Cairns high school and consider similar evaluation of a book and video by Andrew Matthews in line with an all agency approach towards youth mental health.

4. That Council explore the provision of links to youth mental health agencies and other

youth support services via the youth services web page.

SECTION 13 URGENT BUSINESS Item 1 Community Forum on Youth Suicide 65-58-3 Councillor Aziz sought leave to introduce an Item of Urgent Business relating to a conference on youth suicide to be held in August 2012. COUNCILLORS AZIZ/BALMES: That the Item be admitted as Urgent Business.

Carried COUNCILLORS AZIZ/BALMES: That Council grants use of the Council Chamber free of charge to the Hon. Anthony Byrne MP, Member for Holt to facilitate his hosting of a community forum to discuss the issue of youth suicide, at a time his office nominates, in August 2012.
