Due to fluctuating lake levels, floating jetties are needed at Kennedy Bay (Rotoehu) and Rotoma. 4.2 Sandra Goodwin – Lakes Water Quality Society Highlighted the Lakes Water quality Symposium – 31 Jul - 1 Aug 4.3 Diane Calder – Hamurana
Rocks around the jetty at the Hamurana boat ramp had been eroded. Previously concreted which made it last longer. She suggested extending the jetty up onto solid land. Rob Pitkethley offered to follow this up, and would contact her.

Removal of old signs RLC signs are near lake or reserve entrances and around the shore. BOPRC and DOC are working to combine/reduce the number of signs around boat ramps, which cover navigation and bio security. The last BOPRC signs were made in the wrong dimensions - portrait style, should have been landscape. Council working with contractor to clean and tidy around the existing signs, and update where necessary. He asked that people let him know if signs are well below standard (e.g. Okawa Bay sign). Events signage Council is working on creating event signage billboards in urban areas to display temporary event signage. In the lakes and rural communities we are identifying areas where event organisers to put up their own signs, if necessary. Council does not have authority to approve event signage on state highways (e.g. Rotoiti and Rotoma), so focussing on Okareka, Tarawera, Hamurana and Ngongotaha. July update – Council is planning place name bi-lingual signage. Events signage - consent and engineering process – what they’re going to look like and how they will operate. District council signs will be positioned at reserve entry, BOPRC signage by lake edge re water. Update report at Sept meeting.
Update on iwi engagement strategy Jim Stanton LCB continues to liaise with Ngati Pikiao representatives and Mr Stanton attended Te Takinga Marae AGM on 30 June. He has also had brief discussions with Alan Skipwith and Ken Raureti of Tuhourangi Tribal Authority and Ngati Rangitihi respectively around opportunities

for LCB to engage with iwi entities within the LCB’s area of responsibility which includes Tarawera and Okareka. The board will seek opportunities to engage with Hamurana-based iwi.

Have had a meeting and identified a number of possible strategies to follow up. Suggested maps for handing out to campers in wrong spots similar to those provided for the Lions tour. Keen to engage with ‘App’ designers. Further report to Sep mtg.

Legal advice was sought by Lake Rotoiti Community Assn on behalf of Rotoiti residents. In an advanced stage of reaching agreement around these. May be of interest to other lakes residents. LCB could facilitate the exchange of information – contact Jim Stanton. Find out when other lakes’ lakes structures are due for re-consenting. Locational representatives were asked to follow up.
Liquor Licensing Hearing for the Hot Pools at Rotoiti
An on-license has been granted, subject to a number of conditions to address safety concerns raised by submitters. COMPLETED

Infracore have cleared the vegetation from track sides from 13 July. This has now been put on Infracore’s regular maintenance list. Council’s objective is to keep the footpath clear and to a certain standard, so will be cleared as often as necessary to achieve this. COMPLETE

July update – Walking track currently flooded in parts. Vegetation section opened up and the contour of the track opened up to make more usable for buggies to exit only. Still to remove the seat at the bypass side track towards the Lake Rotokakahi end and install signage. Council’s Transport team are getting their contractors to schedule placement of more road edge markers on several bends. AMCO barriers still being investigated. Update in September.

Support for greenwaste collection option at the transfer stations
Consult with Rotoiti and Tarawera/Okareka communities about this. Smart Environmental are working to prepare an amended price schedule for the transfer stations for green waste collections. The schedule proposal is not yet ready for this coming meeting but it will be at the next meeting of the Board and before the summer season. Report to September mtg.
Maori Trusts may be interested in a partnership with Council to provide managed camping areas
This idea is still sitting with the Pikiao Rugby League Club. A site has been identified with an existing toilet block although more work is needed to bring this up to an appropriate standard. Some ground shaping may also be required and this is being worked through by the club and land trustees. Report to Sept meeting.
Equitable rating
Mr Stanton reported that the Ratepayers’ Equitable Rating Group is presently finalising discussion points and opportunities to present to Council in time for the upcoming

Rating Review.
Willows around the lake had been used as erosion protection, but invasive species. Council officers investigating whether they can be replaced with less invasive trees on RLC reserves.
July update: Council is seeking a blanket resource consent from BOPRC for erosion protection works around Lake Rotorua. The resource consent will allow for various options from soft fixes (vegetation) to hard repairs (retaining walls). The consent will require consultation with stakeholder groups prior to any works being undertaken. This consent will hopefully be in place in about six months. Protection works will be done when lake levels are lower. Next update in November.
Second boat ramp at Gisborne Point
July update: The site has been surveyed and the ramp alignment established. The surveyor needs to complete a profile that can be used to determine how the ramp can be constructed and the engineering designed. Once the design is complete then a resource consent application will need to be prepared and lodged. Hoping to be completed in time for the summer holiday season.
Follow up Te Arawa Lakes Trust’s cultural assessment for the lakes

State highways mowing update.
Mr Stanton has had further discussions with Mr Michael who will undertake a costing exercise on increased maintenance work through Mourea village. The footpath along the side of Hamurana Road will be done shortly. (If the Community Board wishes such an elevated service it would need to be recommended for consideration for the next LTP.) Report to September meeting.
Tarawera walkway carpark
Jenny Riini advised that while the chair of the Rotomahana Parekarangi 6J2B4 Trust is not in favour of the idea of allowing campervans to park in the Tarawera Walkway carpark, he is open to having a meeting about this.

6.2 FINAL UPDATE ON TARGETED RATE DISTRIBUTION 01-14-471\05
Mr Pitkethley clarified that repainting of the Hinehopu Toilet was internal painting. Council is looking at modernising the design of this and other public toilets in the district (e.g. raised roofs and different exterior cladding).
The defibrillator from Rotoma to be handed to Henry Weston, chair of Lake Okareka Community Association. The chair offered to put LOCA in touch with St Johns to organise training in the use of the defibrillator.

6.3 RESPONSE TO SUBMISSION TO ROTORUA LAKES COUNCIL’S ANNUAL PLAN 2017-18 01-14-471\05
Mr Stanton expressed disappointment that Council’s response to the community board’s submission had been too generic and hadn’t addressed specific submission points raised by the board (e.g. capital spend), apart from the ‘big ticket’ items which Council had sought feedback on. A further response was requested. A comment was raised that a number of (Rotoma) submitters’ letters had been sent to the Rotoma Post Shop, where submitters’ residential addresses had not been provided. Rick Dunn offered to re-direct any letters received by the Rotoma Post Shop if they are provided to him.
The chair advised that he would look into the community boards’ involvement with long-term plan hearings next year.

Allegations of instances of recycling going into general waste are under investigation.

b) Roading capital expenditure planned for 2017/18 A list from Council’s Transport Operations Manager (Peter Dine) had been emailed (Attachment 3). Mr Michael invited the board to make a list of possible improvement projects to be considered as part of the long-term plan discussions. Mr Tony Lipanovic commented that Rotoiti Forest is currently undergoing a 5 year harvesting plan, and the resulting heavy truck use of Pongakawa Valley Road has made the road almost impassable in places. Mr Michael said he would follow this up.
Action point – pass on a request for Rotoehu Forest Road to be graded more regularly to Mr Dine.
7. VERBAL REPORTS FROM OTHER COMMITTEES: 7.1 Rotoma/Eastern Rotoiti sewerage scheme
Mr Thomass provided the following summary of activity since last Community Board report (15 June 2017):
RRSSC hasn't met since the last Community Board meeting.
The Resource Consent Hearing for Waste Water Treatment Plant to be situated at Rotoiti on the block of land known as Haumingi 9B3B was held 11-12th July.
Phill Thomass made oral submissions on behalf of RLCB and other community groups (Attachment 4).
Hearing was adjourned until 28th July when RLC Right of Reply will be submitted in writing
Steering Committee and Council are hopeful of a positive outcome.
The scheme is looking to be ‘on track’ – it may be a month or two past the (MOH) deadline but Council reports to MOH fortnightly, so not expecting this to be an issue.
7.2 Rotoehu sewerage scheme
Tony Lipanovic read a written report on behalf of the Rotoehu sewerage scheme (Attachment 5).
7.3 Lake Tarawera Sewerage Steering Committee
Mr Stanton reported: Met on 3 July. Committee to seek funding avenues for ongoing administrative and associated costs for this FY. Awaiting response to the application for capital subsidy from Govt Fresh Water Fund. Production of CIA to be finalised by Sept/Oct. It was confirmed that connection to existing Okareka pipeline had capacity to receive Tarawera wastewater and would fall within the existing Resource Consent. The meeting received a report on the ‘Impact of sewerage reticulation on water quality of Lake Tarawera’ from Grant Tempero of Waikato University which confirmed that the ‘manageable’ nutrient load from the surface catchment could be reduced by 15% following the implementation of reticulation. Number of properties unable to comply with OSET to be investigated and reported back. BOPRC to confirm rollover of OSET deadline. Further e-coli testing to be undertaken in interim. A public engagement meeting is planned for Labour weekend at Lake Tarawera.

Mr Stanton reported that residents have continuing concerns around high lake levels and impact of erosion on lake margins and properties. Discharge through outlet pipe to Tarawera may also have implications and is subject of additional research of remedial options. Committee reps recently attended hearings of WWTP consent re Rotoma/E Rotoiti sewerage scheme.
c. Rotoiti – Nick Chater (especially Okere Falls), Jim Stanton
Mr Stanton reported that concerns with reported incidences of refuse collectors emptying recycling bins into general rubbish. Further discussions with BOPRC to ensue over new lake

Mr Thomass attended hearings of Eastern Rotoiti/Rotoma Sewerage Scheme submissions to Environment Court 11-13 July.

CONSENT HEARINGS FOR WWTP SITUATED ON HAUMINGI 9B3B 12/07/2017
Submission on Behalf of the Rotorua Lakes Community Board
The Rotorua Lakes Community Board is elected every 3 years, alongside District and Regional
Councils in the local body elections.
Our role is to represent and advocate on behalf of our constituents – the ratepayers and residents of
the Rotorua Lakes. We advocate for their community needs and aspirations, their health and
wellbeing, and the health and wellbeing of their environments.
We have supported the reticulation of all our lakes and we strongly support the Rotoma Rotoiti
Sewerage Scheme, including the proposal for a local treatment plant.
We also support residents of Otautu and Kennedy Bays in their desire to be joined to the above
scheme, and are delighted that Lakes Council has signalled their intention to proceed with this,
subject to financing.
Rather than repeating submissions from other groups I’d like to talk in general about the scheme.
This has truly been a community driven scheme, with strong technical support from Council to help
the Steering Committee come up with the best scheme for this area. The Steering Committee has
made sure to ‘bring the community with them’, so much so that the refrain ‘Just get on with it’ is
now the most common response when the committee goes to public meetings. Lakes Council
through independent consultation has confirmed the level of support for the scheme, giving it
confidence to go forward.
This is the scheme the community wants, and the treatment plant at Haumingi 9B3B is at its heart.
This scheme gives the two lakes their best chance at maintaining and improving water quality.
It gives people the best chance of affordability.
It gives Iwi the best chance of achieving their aspirations, for their people, for their land.
This scheme, its development has also rebuilt a community. When this scheme goes ahead, that
rebuilding will most likely be its greatest achievement. When I was a child, we all talked with each
other. Us kids all played together. Somehow over recent decades we lost that connection. The last 3
years of developing this scheme has re-forged those connections, those links. As adults, we have
started talking with each other, not just about sewerage, but other projects. Aspirations. We are
becoming one community again, all through working together on this sewerage scheme.
Without that relationship being rebuilt there would not have been the trust that has enabled the
land to be offered for the plant. And we wouldn’t have been able to find a way forward when
concerns came to light.
We need this scheme for our community. For our lakes.
We need this treatment plant to have a scheme.

Rotoehu Sewage Steering Committee
Summary of progress. July 19th 2017
Residents’ committee was elected by the communities of Otautu and Kennedy Bays in June 2015 to
work with RLC to explore a possible waste-water solution for Otautu and Kennedy Bays.
The two spokespeople for the committee (Graeme Dohnt and Tony Willmoth) attended meetings for
the Rotoma/E.Rotoiti scheme. Agreement was reached for that scheme to include capacity to
connect Otautu and Kennedy Bays if that is the wish of those communities.
A survey of residents in April 2016 showed a majority to be supportive of a reticulated scheme at a
cost affordable to the community.
July 2016 Robyn Skerrett, resident at Otautu Bay and member of Ngati Te Rangiurunora was cop-
opted to commence iwi liaison.
A meeting was held (? Date) at which iwi were invited to attend along with the spokespeople and
RLC staff.
Nov 2016 meeting with wider stakeholder representation as well as iwi. Alison Sellars elected
chairperson.
February 2017 meeting of the committee a) confirmed Terms of Reference, b) set up a Working
Group to explore possible systems and in particular the STEP system. The Working Group includes
members who bring cultural as well as technical expertise and are charged with considering
