    The ProjectIn 2009, the Ministry of Water and Irrigation approached the AfricanDevelopment Bank (AfDB) for support in development of Thwake Water andSanitation Project.

    Construction the Thwake Dam was one of the major components of thisProject as it is the water source.

    This project is one the Vision 2030 flagship projects with a major impact in

    both the social and economic pillars. It is therefore of high priority ranking asfar as the Ministry is concerned.

    The Dam Project will have the following sub-components:o Irrigation to irrigate 3,000 ha downstream of the damo Hydro-power power capacity of 20 MWo Water Supply to supply surrounding areas including Konza Techno City (100

    million litres per day when the City is fully functional) An initial design of the dam had been completed in 2008 which did not

    include water supply demand for Konza ICT City.

    Present Status

    A review of the earlier design of the Dam Project is under way to enable AfDBappraise the project appropriately. The review will be complete by October2012 so that the Project proceeds to the Board of AfDB inApril 2013.

    The design review also includes a 60 km water pipeline to the City andsanitation facilities at the Techno City with an estimated water demand of 100million litres per day.

    Water conve ance will be throu h um in to Kilun u Hills and thereafterflow by gravity to the City.

    AfDB has been informed that Konza Techno City is an important Vision 2030Flagship Project and needed to be factored into water demand calculations.

    Following preliminary estimates, AfDB has been requested to review fundingof the Project upwards from KSh 7.5 billion already set aside to KSh 12 billionand Treasury is following up. This cost estimate is exclusive of hydropower andirrigation which are considered as Phase II of the Project

    Proposed Project Implementation

    It is expected that project implementation will commence inOctober, 2013 and be completed within 3 years.It is proposed that dam construction proceeds in parallel withthe water treatment works, community water supply and thepipeline as Phase I.

    Immediate Measures

    The Ministry anticipates that water must be availed for purposesof water supply for initial construction work at Konza TechnoCity even before the main dam project is ready.

    In this regard, the Ministry has undertaken groundwater

    investigations, sited and proposes to drill 10 boreholes within theroximit of the Cit . These boreholes within the Konza A uiferare expected to provide 2 million litres per day which theMinistry considers sufficient for use by investors to set up theirfacilities.

    Drilling of these boreholes is starting shortly to be completedwithin this financial year 2012/2013

    Risk Mitigation

    In order to achieve success of this project it is important thatthe Government accords it high priority at all Donornegotiation consultations with AfDB so that the latter canappreciate that it is on a critical path of the Konza Techno CityProject.
