31.08.2010 • Chief Secretaries of Bihar and Jharkhand were to decide whether the Bihar State Industrial Development Corporation shall be a joint venture corporation or whether it is to be divided into two independent Corporations and assets and liabilities of the undivided Corporation be apportioned.

The total cost of the Scheme is Rs.100 crore to be implemented in 100 identified Districts in the XIth Five Year Plan. It was approved in April, 09. In 2009-10, Rs.15 crores was released to States and DGCD for various activities. Allocation during the current year is Rs.15 crore. (i) Proposal for upgradation of 12 out of 17 existing Institutes have been received. These were approved and funds released partially in 2009-10. (ii) No proposal for new Training Institutes has been received from any of the 10 States. Govt. of Chattisgarh has, however, allotted land. (iii) Training of 214 Master Trainers completed in 2009-10.

The Scheme was approved by Cabinet on 22.10.2009, as a Centrally sponsored Scheme with an outlay of Rs.200 crore to be implemented during the current Plan period. In 2009-10, Rs.14 crore has been released to the States and DGCD. In BE 2010-11, Rs.38 crore has been provided (Rs.33 crore as grant-in-aid to the States and Rs.5.00 crore for other activities of DG, NDRF.

In order to ensure that vacancies in CPOs / CPMFs are filled up in a smooth manner, the existing system is to be reviewed. Accordingly, a new system was evolved and notified on 27.11.2009. Follow up measures for implementing the new system are required to be taken.

A Committee has been constituted regarding this issue. The FA has sent the names of the persons from the Finance side also. The work will start soon and will be completed shortly.

22 NPM - Soft Skills Training to Police Personnel

FICCI will develop training module and organize sponsor for delivery of modules in the States. A MOU is to be signed between FICCI, MHA and concerned States: Punjab and Delhi. A Training needs Analysis (TNA) is underway and training module will be designed based on TNA. Training will start after the MoU is signed with

the states which they have agreed. This is a carried over activity from last year and is contingent on FICCI signing the MOU.

23 NPM - Setting up of Community Counselling Centres

Project is in PPP Mode. FICCI will set up 5 pilot projects, initially in 5 States within 3 months and then upgrade to 200 centers within one year. A MOU is to be signed between FICCI, MHA and concerned States. All the 5 State Govt.s have agreed for signing the MoU. The final MoUs sent to FICCI in respect of Orissa, Rajasthan, Haryana and TN for signing. This is a carried over activity from last year and is contingent on FICCI signing the MOU.

24 NPM - Effective Incidence Response: Dial 100

A DPR was required to be prepared and the proposal by the NISG was rejected by HM. However a US based company OST has offered to do a DPR for one of the cities free of cost to integrate the 100, 108 and Fire Helpline. Some more documentation was requested after which the file would be put up for approval. They would need 4 months to complete the study for one city which would be the template for standardisation by all other cities.

25 NPM - MMM1: Project on ‘National Police Information & Convergence Network’.

Mission for Geo Spatial Applications, (GoI) has been asked to prepare a DPR for the pilot project in Assam. They have started the work and will complete the DPR within 3 months (20th May, 2010)

26 NPM - MM2: Project on ‘Standardization of Procurement Processes’.

Further clarifications being obtained from the MM as desired by SS(CS). The concept paper would be finalised within May. The scoping work and the system requirement study would take another 2 months to complete. The application software based on the SRS would be developed for a pilot which would take 3

months.

27 NPM - MM3: Project on ‘Forensic Science as an Aid to Investigation at Police Station’.

. Further clarifications were asked from the MM and it is being submitted on file as per the direction of HS. This could be subsumed within the Forensic Reform being taken up. This micro mission may be dropped.

28 NPM - MM5: Project on ‘Police Community Partnership and Overarching Model of Community Policing’

The file received back from MHA on 17/3/2010 asking to draft a pilot scheme for 7 states. Gr. Leader MM-2 has been informed to do the needful. The pilot scheme would be prepared within May and obtaining financial sanction would take 1 month. Implementation would take another 3 months.
