I refer to your Mining Proposal and Mine Closure Plan for the Mecking Kaolin Project on Mining Lease 70/1334, dated 22 February 2017 (Reg ID 61370). The Mining Proposal and Mine Closure Plan have been assessed by the Department of Mines and Petroleum (DMP) and determined to provide the information required in the guidelines approved under section 70O of the Mining Act 1978 (the Act).
Approval is hereby given to undertake the mining activities outlined in Schedule 1 of this letter, provided those activities are undertaken within the area represented in Schedule 1.
Approval is also given to implement the Mine Closure Plan. Please note the comments in Schedule 2 which need to be addressed when revising the Mine Closure Plan for submission in 2020.
The project will be required to achieve the environmental outcomes outlined in this Mining Proposal (provided in Schedule 1). DMP will not approve a change to these outcomes unless they are assessed and approved via a revised Mining Proposal and Mine Closure Plan.
I advise that I intend to recommend to the Minister responsible for the Mining Act 1978 that he impose further conditions on Mining Lease 70/70/1334 under the provisions of Section 84 of the Mining Act 1978. The list of recommended further conditions is provided in Schedule 3.
Important – please note that under the provisions of the Mining Act 1978, you must submit a revised Mining Proposal and Mine Closure Plan for assessment and approval in the following circumstances:
When any disturbance is proposed outside the activity envelope represented in Schedule 1 (e.g. a project expansion);
The characteristics of any ‘Key Mine Activities’ detailed in Schedule 1 need to be altered; or
A new activity, or change to an activity type, beyond that listed in Schedule 1 is proposed.

This approval does not remove the need for any necessary approvals from other authorities. Please note that this letter does not constitute a clearing permit under Part V Division 2 of the Environmental Protection Act 1986 for clearing of native vegetation.
Please be reminded that you are required to report disturbance data on an annual basis and pay any corresponding levy in accordance with the Mining Rehabilitation Fund Act 2012 and associated Regulations.
I would also like to take this opportunity to remind you of your royalty and production report obligations under Section 82 of the Mining Act 1978.

RECOMMENDED FURTHER CONDITIONS
FOR MINING LEASE 70/1334
Please impose the following new conditions:
6. All mining operations to be managed to meet the environmental outcomes stated in Table 22 of the mining proposal titled “Mecking Kaolin Project Mining Proposal” dated 22 February 2017 signed by Iggy Tan and retained on Department of mines and Petroleum file no. EARS-MPMCP-61370. [MTSD: Non-Standard Condition]
7. Management of mine closure to be undertaken in accordance with the mine closure plan titled “Meckering Kaolin Project Mine Closure Plan” dated 22 February 2017 signed by Iggy Tan and retained on Department of mines and Petroleum file no. EARS-MPMCP-61370. [MTSD: Non-Standard Condition]
8. The lessee will report any unplanned incident that will cause, or is likely to cause, injury to the land, including any relevant breach of environmental outcome or performance criteria in the approved mining proposal, to the Executive Director, Environment Division within 24 hours of the lessee becoming aware of the occurrence of the incident. [MTSD: Non-Standard Condition]
9. The development and operation of the project being carried out in such a manner so as to create the minimum practicable disturbance to the existing vegetation and natural landform. [MTSD: Standard Condition 384]
10. All topsoil and vegetation being removed ahead of all mining operations and being stockpiled appropriately for later respreading or immediately respread as rehabilitation progresses. [MTSD: Standard Condition 385]
11. All rubbish and scrap is to be progressively disposed of in a suitable manner. [MTSD: Standard Condition 387]
12. The Lessee taking all reasonable measures to prevent or minimise the generation of dust from all materials handling operations, stockpiles, open areas and transport activities. [MTSD: Standard Condition 659]

On the completion of operations or progressively when possible, all waste dumps, tailings storage facilities, stockpiles or other mining related landforms must be rehabilitated to form safe, stable, non-polluting structures which are integrated with the surrounding landscape and support self-sustaining, functional ecosystems comprising suitable, local provenance species or an alternative agreed outcome to the satisfaction of the Executive Director, Environment Division, DMP. [MTSD: Standard Condition 388]
16. The Lessee submitting to the Executive Director, Environment Division, DMP, a brief annual report outlining the project operations, minesite environmental management and rehabilitation work undertaken in the previous 12 months and the proposed operations, environmental management plans and rehabilitation programs for the next 12 months. March 17. A Mine Closure Plan is to be submitted in the Annual Environmental Reporting month

RECOMMENDED FURTHER CONDITIONS
FOR MINING LEASE 70/1334
Please impose the following new conditions:
6. All mining operations to be managed to meet the environmental outcomes stated in Table 22 of the mining proposal titled “Mecking Kaolin Project Mining Proposal” dated 22 February 2017 signed by Iggy Tan and retained on Department of mines and Petroleum file no. EARS-MPMCP-61370. [MTSD: Non-Standard Condition]
7. Management of mine closure to be undertaken in accordance with the mine closure plan titled “Meckering Kaolin Project Mine Closure Plan” dated 22 February 2017 signed by Iggy Tan and retained on Department of mines and Petroleum file no. EARS-MPMCP-61370. [MTSD: Non-Standard Condition]
8. The lessee will report any unplanned incident that will cause, or is likely to cause, injury to the land, including any relevant breach of environmental outcome or performance criteria in the approved mining proposal, to the Executive Director, Environment Division within 24 hours of the lessee becoming aware of the occurrence of the incident. [MTSD: Non-Standard Condition]
9. The development and operation of the project being carried out in such a manner so as to create the minimum practicable disturbance to the existing vegetation and natural landform. [MTSD: Standard Condition 384]
10. All topsoil and vegetation being removed ahead of all mining operations and being stockpiled appropriately for later respreading or immediately respread as rehabilitation progresses. [MTSD: Standard Condition 385]

2.9 SOCIAL CONTEXT
2.9.1 Other Land Users
Altech has secured key landowner’s agreements and surface rights to the Project area. The Cunderdin Shire
Council has also been advised of the Project by Altech. At the closure of the Project’s mining operations the
Project area will be returned back to its original state of agricultural land use.
The nearest occupied residency is approximately 3km northeast of the Project site. A farm shed is the closest
building to the Project, situated approximately 400m to the southeast. There will be no impacts on the nearest
town to the Project, Meckering, which is situated approximately 8km to the northwest of the Project.
2.9.2 Aboriginal Heritage
A search of the Aboriginal Heritage Inquiry System (April 2015) maintained by the Department of Aboriginal
Affairs (DAA) indicated that there are no known registered Aboriginal sites or other heritage places within
M70/1334 (DAA, 2015).
Altech has consulted the DAA Due Diligence Guidelines (DAA 2013) and the proposed activities are a
‘Significant’ disturbance. However, given the proposed operations are contained within an area tilled for a
century, there are no watercourses or rock outcrops at site and, there is no undisturbed land in the Project area,
Altech considers there will be no impact to any Aboriginal Heritage site.
In accordance with Condition 5 on M70/1334, Altech has signed an Heritage Agreement with the Ballardong
People (dated 17 August 2016). The Agreement makes reference to the undertaking of heritage surveys and
Altech’s operations will be undertaken in accordance with this Agreement.
2.9.3 European Heritage
There are no items or heritage sites of European significance at the Project.
