Indonesia and Malaysia, aswell as the Southeast Asianterror group Jema’ahIslamiyah also pledged alle-giance to the IS last year.

Last year, the jihadistsalso released a video of theIS’s Alhayat Media Center,which shows the Philippinesas among countries inSoutheast Asia where theywere planning to expand the“Khilafah” (caliphate).

Most of the Ansaru’lKhilafah members are basedin Sultan Kudarat provinceand operate in nearby areasof Maguindanao, Lanao delSur and Lanao del Norte,where the BIFF and KIM areactive.

They now use the blackIS (Daesh) flag, just like whatthe Abu Sayyaf does, in theprovinces of Basilan, Tawi-Tawi and Sulu – all in theAutonomous Region in Mus-lim Mindanao (ARMM) – towhich Maguindanao andLanao del Sur belong.

Basilan also has becomethe bastion of power of theAbu Sayyaf after its leaderspledged allegiance to the IS.

And in a propaganda videoreleased this year by the AbuSayyaf and picked up by in-ternational media, morethan two dozen gunmen –including child warriors – ledby rebel leader IsnilonHapilon, were seen hiking inthe hinterlands of Basilanwhile chanting “DawlahIslamiyah (Islamic State)” af-ter which they recited anArabic script of bayah, orpledge of allegiance.

Hapilon, alias “AbuAbdullah,” was named as thenew leader of the “HarakatulIslamiyah” (Islamic Move-ment), the name given to theAbu Sayyaf by its founderAbdurajak AbubakarJanjalani – who was slain ina police shootout in Basilanin Dec. 1998.

The Abu Sayyaf evolvedto a notorious group knownfor having carried outkidnappings, bombings andother criminal activities insouthern Philippines.

The US government hasoffered a $5 million bountyfor Hapilon’s head – dead oralive.

Al-Filibbieni, who is reportedto be deputy commander ofthe al-Ansar Infantry Divi-sion of the IS, and MohdNajib Husen (Hussein), alias“Abu Annas Al Muhajir,” a di-vision head of the Ansaral-Sharia of the IS.

The rebels explained inthe video that they had pre-viously done the bayah, butdid it again in front of theirnew leaders. It was unknownwhen the video was re-corded, but it was releasedjust after Philippine authori-ties claimed that Husen waskilled during offensive op-erations against the AbuSayyaf in the troubled prov-ince of Basilan in December.

Husen was with otherMalaysian jihadists –Mahmud Ahmad,Muhammad JoraimeeAwang Raimee, Amin Bacoand Jeknal Adil – who fled tosouthern Philippines report-edly to recruit militants andsend them to “Dar al-Harb”(Place of War), referring toSyria and Iraq, where the ISestablished its own caliphatestate. Sinabi ni EsperidionCabaltera, ang presidentng Musahamat WorkersLabor Union, na umabotna sa 52 ang bilang ng mgatrabahador na sinibak ngkumpanya mula pa noonPebrero 26 nitong taon.

“So far, 52 workershave been dismissed, 19have been placed under30-day suspension and 19union members, includ-ing 9 union leaders are tobe given their walking pa-pers,” pahayag pa niCabaltera.

Aquino inaugurates Basilan road projectBASILAN – President Aquinoflew to the volatile provinceof Basilan last week andinaugurated the completed135-kilometer circumferen-tial road project launched bythe Philippine Army and theDepartment of Public Worksand Highways during thetime of President FidelRamos in the 1990s.

Aquino was accompa-nied by Governors MujivHataman of the Muslim au-tonomous region and JumAkbar of Basilan province.

The president’s visitcame despite a series ofbombings and ambush onsoldiers by the Abu Sayyaflate Sunday. One militiaman,

Masital Indasal, was slightlyinjured in the explosion inSumisip town where Aquinoled local officials in the inau-guration of the road project.

The military also helpedconstruct the road projectwhich was financed througha concessional facility ex-tended by Saudi Arabia. Thecircumferential road projectwas first launched by themilitary’s Southern Com-mand under the Basilan TaskForce and had stalled manytimes due to rebel attacks.

In 2014, the DPWH un-der Rogelio Singsonaccelerated the road devel-opment project in Basilanwhich is also funded by

Saudi Arabia under the so-called Mindanao RoadsImprovement Project.

The army said a loan of75 million Saudi riyals wasextended on October 2005 –to revive the road project af-ter being stalled for manyyears – while the Filipinogovernment provided acounterpart fund of 1.118billion pesos.

Zamboanga region hashighest rubber production

RUBBER TREES have alwaysbeen known to produce amilky white sap known as la-tex which is being used inmany ways and modern pro-cessing of the latex sapproduced has been generat-ing income for the localcommunity in ZamboangaPeninsula.

The region is consideredto have the highest produc-tion of natural rubber in thecountry, producing 171,126tons in 2010 and 188,934tons 2011. With this flourish-ing rubber industry, a majorchallenge is to ensure thatthe state and quality of theirrubber and rubber productscomply with industry regula-tions and marketrequirements.

The Philippine RubberIndustry Association (PRIA)has identified the need for arubber testing facility in thecountry to provide objectiveevidence using scientific ap-proach of the rubber’s stateand quality.

To address this chal-lenge, the Department ofScience and Technology(DOST) provided funds tothe region’s rubber industrythrough its so-called Grants-in-Aid program to set up alaboratory testing facilitythat will analyze the qualityof natural rubber crumbs.Quality of natural rubber isone of the top issues affect-ing the competitiveness ofthe industry.

The rubber testing labo-ratory located at the DOST inZamboanga City has the ca-pability to test sevenparameters: Dirt content,Nitrogen content, Ash, Vola-tile Matter, PlasticityRetention Index, Mooney

Viscosity and Color.Dirt Content helps de-

tect adulteration in theproduct for it affects the pro-cessing of rubber and itsquality. Nitrogen Content in-dicates possible adulterationwith skim latex if content ishigh. Ash Content helps de-tect adulteration with clay,talc, sludge and silicates andcoagulants such as sulfuricacid and phosphoric acid.

Meanwhile, VolatileMatter indicates dryness ofthe rubber where it shouldnot exceed 0.8% becausewet rubber may developmolds and foul odor. Plas-ticity Retention Index on theother hand, measures the re-sistance of rubber tooxidative degradation or ag-ing. Mooney Viscositycharacterizes the ability toprocess the rubber andlastly, Color determines thegrade of rubber crumbs. Allthese parameters are impor-tant in establishing thequality of the natural rubbercrumbs.

The facility is equippedwith major equipmentnamely, Plastimeter,Mooney Viscometer,Kjeldahl Block Digestionand Distillation System,Furnace, Laboratory Mill,Aging Chamber, AnalyticalBalance, Ultrasonic Bath,and Hydraulic Press.

To further elevate therubber industry inZamboanga, DOST assistedthe Philippine Pioneer Rub-ber Product Corp. (PPRPC)in Naga town in ZamboangaSibugay province throughits Small Enterprise Tech-nology Upgrading Program(SETUP) that provides assis-tance to micro, small and

medium enterprisesthrough funding, technol-ogy upgrade, andmanpower training.

According to DanielRevantad, manager ofPPRPC, the SETUP helpedthem compete in the rubberindustry. “Naisip naminnung palapit itong ASEANIntegration, hindi napwedeng yun produkto mona pwede na, kailanganpwedeng- pwede (Wethought that with the com-ing ASEAN Integration, youcan no longer make do witha so-so product. DOST said it assistedPPRPC with a technologyintervention worth P8,276,800 for the improve-ment of their system andproduct; and manpower de-velopment with a projectduration from 2014 to 2017.Two units of slab cutter andtwo units of blending tankswere delivered and installedin the plant.

The PPRPC providesmilling services to rubber-producing cooperatives,rubber farmers and traders.It was organized in 2000 asa federation of six agrarianreform communities whichenabled them to avail theSETUP assistance. The pro-duction increased by 25%and they now provide betterquality and faster service torubber farmers and traders,became compliant to ISO2000 quality standards, andgenerated 23 additional em-ployees, from 127 to 150,according to a statement re-leased by DOST. COTABATO CITY – Muslimsin the Philippines com-memorated the 48thanniversary of the infa-mous “Jabidah” massacreperpetrated during Marcostime.

The Jabidah massacre,also known as the“Corregidor” massacre, wasan incident which occurredon the night of March 18,1968 on the island ofCorregidor in Luzon wheremembers of the ArmedForces of the Philippineskilled at least 28 Muslim re-cruits under their custody.

The recruits weretrained to lead an invasionof Sabah in Malaysia whichis being claimed by the Phil-ippines, but the plan didnot push through and thetrainees were instead mur-dered by soldiers, except forone who survived the or-deal and exposed themassacre.

In Cotabato City, Gov-ernor Mujiv Hataman of theMuslim autonomous re-gion, led thecommemoration partici-pated by a huge crowd.

In his speech, Hatamansaid it has been almost fivedecades since the JabidahMassacre left its mark onthe Bangsamoro con-sciousness – “a mark akin toa wound that has neverfully healed as its scab ispicked over and over againwith every other act of in-justice committed againstour people.”

He said among theBangsamoro, the story ofJabidah needs no introduc-tion. “In our minds andhearts, there is no questionthat it happened and that itis true. In our history, thereis no question about itsrightful place in the longnarrative of our struggle forself-determination.”

“But for many other Fili-pinos, the reality of theJabidah Massacre remainseither unknown or denied.In the midst of all the un-knowns and denials, this iswhat we know: During theMarcos regime,Bangsamoro men weretaken to Corregidor from theisland provinces of Basilan,Sulu, and Tawi-tawi, andwere recruited to be part ofan elite commando groupcalled Jabidah. This grouphas been tasked to carry outOperation Merdeka, an op-eration that involveddestabilizing Sabah, allow-

He continued on to re-lived the story behind themassacre – “one night, theirmilitary handlers began totake them by the dozen to aremote airstrip. Here ourbrothers were executed asthey were shot with ma-chine guns, making sure notone of them survived. Theywere indiscriminately shotat and summarily executed,after being treated unfairlythroughout the duration oftheir supposed training.”

“The number ofBangsamoro men killedranges from eleven to thethousands. No one knowsfor sure. This is because ourhistory knows not the exactnumbers or dates, becauseour history has always beensubjected to denial and era-sure,” he said.

Hataman further said:“After so many of our com-munities have been burneddown, so many of our fami-lies torn apart by war, and somany of our children grow-ing up while fightinginjustice, the murder of ourbrothers who wanted onlyto fight for our country wasthe final straw. Jabidah be-came the spark whichstarted the flames of ourstruggle.”

“It is our history thatspeaks of our pain and heal-ing, of conflict and survival,of losing and seeking ourrightful place in this coun-try. It is a history that hasbeen seared onto our mindsand our hearts by the fire ofour long and difficultstruggle, because no there isno other way for us to re-member.”

He said today,Bangsamoro people con-tinue the difficult task ofremembering – a task that isnecessary in the greaterstruggle for our rights asBangsamoros, a strugglethat we wage for lastingpeace and genuine justice.

“Never again will we al-low our people be hidden bythe shadows of the past, andwe will never forget ourpeople whose lives dependso much on peace andwhose deaths strongly de-mand justice,” Hatamansaid. In Manila, hundreds ofsectoral representatives thatincluded the youth, reli-gious groups, peaceorganizations, and the aca-deme also gathered inCorregidor Island to observe

the 48th year of the JabidahMassacre.

“CSOs play a crucialrole in promoting transi-tional justice to address pasthuman rights violationscommitted against theBangsamoro, such as theJabidah massacre,” LaisaAlamia, ARMM’s ExecutiveScretary, said.

Only in 2013, whenPresident Benigno Aquinowitnessed the 45th com-memoration of themassacre, did the nationalleadership fully recognizedthe historical injustice doneto the Bangsamoro. A his-torical marker recognizingthe killing of theBangsamoro men was un-veiled in 2015 near theairstip where the massacreoccurred.

For 21-year-oldJohnlypee Mokudef of theMaguindanao Youth Net-work, the commemorationof the massacre is an effec-tive way to raise theconsciousness of the youthabout the struggle of theMoros. “Pagbalik namin saground, tutulong kami sapag-eeducate sa ibangkabataan tungkol saipinaglalaban ng mgaBangsamoro (When we re-turn to our areas, we wouldhelp in educating the youthon the Bangsamorostruggle),” Mokudef said.

Being a Teduray, an in-digenous tribe in Upi,Maguindanao, he hopesthat more youth will be en-couraged to participate insimilar activities for betterinter-faith understanding ofissues in the religiously di-versified ARMM. TirmizyAbdullah, an assistant pro-fessor of history at theMindanao State Universityin Marawi City, Lanao delSur, said the Jabidah Massa-cre is more than just part ofhistory of the Bangsamoropeople, noting it is of reli-gious, cultural and historicalsignificance to the Morostruggle.

Brussels attack investigation:What's next for authorities?

AUTHORITIES have iden-tified the two suicidebombers involved in theattack at the Brussels air-port, a senior Belgiansecurity source told CNN.

They are brothersKhalid and Brahim ElBakraoui, both of whomwere known to police, butfor organized crime, not foracts of terrorism, statebroadcaster RTBF re-ported.

Khalid El Bakraouirented an apartment inBrussels that was raidedlast week, the source said.

Investigators are ex-pected to ascertain cluesbased on the explosivesthat struck the airport anda metro station inMaelbeek, and they'rehunting for the one re-maining suspect that theythink is alive, digging upinformation and attempt-ing to untangle thenetwork used to plan theattack.

While Belgian officialssay both brothers were sui-cide bombers, a U.S.official briefed earlier onpreliminary evidence fromthe investigation says au-thorities are looking at thepossibility that one of theairport explosions mayhave been caused by abomb inside a suitcase andthe other was a suicidebombing.

Just hours after the ex-plosions, Belgianauthorities released aphoto from airport securitythat showed three men --two in black and one inlighter clothes, wearing ahat.

Fortunately, a taxidriver called police shortlyafter the photo was re-leased and said he believedthat he drove the trio to theairport.

The driver told au-thorities that hispassengers would not al-low him to unload thesuitcases from the cab. Healso led investigators to thelocation where he pickedthe three of them up.
