Indonesian media reported that the company that owns the tugboat – Patria Maritime Lines – was willing to pay ransoms in exchange for the hostages, believed being held by Alhabsi Misaya, a rebel commander also tagged as behind the re- cent kidnappings of 4 Malaysian seamen in Sabah, Malaysia. NPA captures cops, soldierin daring operations

CAGAYAN DE ORO CITY –Communist rebels have cap-tured at least 5 policemenand army soldier in daringoperations in southern Phil-ippines where they put upcheckpoints and roadblocksalong highways in threeprovinces.

Police have confirmedlast week that the NewPeople’s Army are holdingsome officers and amongthem were SPO3 Edwin Cas-tor of Wao municipal policestation in Lanao del Sur prov-ince in the AutonomousRegion in MuslimMindanao; and SPO1 War-ren Coñales of theImpasugong Municipal Po-lice Station in Bukidnonprovince.

The Philippine Army didnot release the identity of thesoldier, but Maj. EzraBalagtey, a spokesman forthe Eastern Mindanao Com-mand, said they are exertingefforts to rescue the “ab-ducted PNP and Armypersonnel without compro-mising the rule of law, respectof human rights and adher-ence to InternationalHumanitarian Law.”

He said rebel forces setup checkpoints and block-ades over the weekend alonghighways in Carmen town inAgusan Del Norte; inImpasug-ong in Bukidnonand Talisayan in MisamisOriental province.

It was not immediatelyknown why police and mili-tary forces failed to detect orprevent the daring opera-tions of rebels, but Balagteywas quick to denounce theNPA’s actions.

“The AFP’s EasternMindanao Command con-demns the road blockadesset-up by the NPA. This is acowardly act for an armedgroup pretending to fight forthe rights of the people,” hesaid.

“This is a dastardly act ofprojecting an image ofstrength at the expense ofpeace-loving communities.

The capture of the secu-rity personnel came after theNPA strongly denouncedthe brutal dispersal by po-licemen on protestingfarmers in Kidapawan Cityin North Cotabato that left 3people dead and dozensmore wounded, includingtwo cops, who were injuredin the clash.

Over 5000 hungry farm-ers barricaded the highwayand demanded food aidfrom the government, say-ing, their farms weredevastated by droughtbrought about by the ex-treme weatherphenomenon El Niño.

Rubi del Mundo, aspokesman for the NPA,said: “The National Demo-cratic Front in SouthernMindanao and the entirerevolutionary forces in theregion are enraged by thebloody turn of events fol-lowing the violent dispersalof the barricade mounted inKidapawan City by strug-gling peasants and Lumadswho are reeling from the ca-lamitous effects of El Niño inthe province of NorthCotabato.”

“No one else have theirhands bloodied by the mur-ders of three farmers, thewounding and detention of116 others, but the fascist re-gime of US-Benigno AquinoIII and local reactionarygovernment of NorthCotabato Gov. EmmylouTaliño-Mendoza,” he said.

Del Mundo said there isno acceptable ground forthe local government to ex-ercise brute force against apeaceful barricade of hun-gry peasants and theirfamilies.

“The US-Aquino re-gime cannot wash its handsclean of criminal responsi-bility from the murders inKidapawan City, which nowbrings the toll of his fascistadministration’s extra-judi-cial killings to 61. OplanBayanihan, the rulingclique’s atrocious masterplan against all forms of re-sistance, is virtually amarching order to kill or ha-rass peasants, Lumads,workers and other poor Fili-pinos who stand in the wayof foreign capitalist plunder,feudal exploitation or bu-reaucratic neglect andabuse. It is US-Aquino III’sdespotic regime and cultureof impunity that allow thiskind of criminal attacksagainst hapless civilians,” hesaid.

Del Mundo also vowedto punish all those involvedin the deadly police dis-persal of protesters.

“The People’s Demo-cratic Government in NorthCotabato vows to ensurethat the perpetrators of thisvicious crime—the US-Aquino regime and its localreactionary machinery ofimplementing OplanBayanihan (Philippinemilitary’s anti-insurgencycampaign)—will be held ac-countable to the full extentof revolutionary justice.”

“We salute the massesin the barricade, heroes inthe eyes of the exploited Fili-pino class, who only rightlybelieve that relief from ca-lamity can only be achievedthrough militant struggle.The martyrs of Kidapawanbarricade will but inspire usto continue to wage the na-tional democraticrevolution and intensify allforms of resistance as theonly means of achievinggenuine peace and justice,”he said.

The Indonesian daily,Republika, has quoted ChiefSecurity Minister Luhut B.Pandjaitan as saying: “Theship’s owner has communi-cated directly with thehostage takers. But the gov-ernment is still waiting forfurther progress in the situ-ation.”

“I think it’s thecompany’s decision. Thegovernment only monitorsthe situation, because it’s thebest strategy we can takeright now,” he added.

An attempt to rescue thehostages had been carriedout, according to ForeignMinister Retno Marsudiwho met with President JokoWidodo to report on the de-velopment of theoperations.

“I reported to the Presi-dent about the attempt toliberate 10 ship crews andresults from visits to Manila,”Retno was quoted as sayingby the Indonesian media.But details of these attemptsto free the hostages were notmade public. “The safety ofthe ship crews is the mainpriority of all currently avail-able options,” Retno said.

Indonesia earlier saidthat it is ready to send policecommandos to the Philip-pines to rescue the hostages.

Malaysia has so far main-tained silence over thekidnappings of its citizens –Wong Hung Song, 44, WongTeck Pang, 41, Wong TeckChi, 39, and Johnny Lau JungHien, 21 – all from Sarawakin the oil-rich state of Sabah.

Last week, the Philip-pine military has sacked 2army brigadier generals –Alan Arojado and his deputyJose Cabanban – whoheaded the anti-terror JointTask Group Sulu because oftheir failures to “neutralize”the Abu Sayyaf.

DepEd-ARMM re-launches safety measuresfor teachers serving in May polls

COTABATO CITY - Anelection response mecha-nism that ensures thewelfare and security ofpublic school teachersserving in the May 9 polls,has been reactivated re-cently by the Departmentof Education in the Au-tonomous Region inMuslim Mindanao(DepEd-ARMM).

The DepEd-ARMM’sElection Response Net-work (DERN) was firstlaunched in the ARMM inApril 2013. This mecha-nism effectively providestechnical and legal assis-tance to teachers in caseof problems while per-forming as electionofficers.

The process includesthe establishment of anElectronic Results Trans-mission Services at thedivision and municipallevels that will keep a di-rectory of teachers’names and their contactnumbers. It also assessesthe security situation andthreats to teachers serv-

ing as Board of ElectionInspectors (BEIs). The BEIserves as the panel thatconducts the ballotingprocess at the precinctlevel.

Operating with per-sonnel from governmentagencies, specifically thePhilippine National Po-lice, the Armed Forces ofthe Philippines, the Com-mission on HumanRights, the Public Attor-neys’ Office, theCommission on Elections(Comelec) as well asmonitors from the UnitedNations’ Children’s Edu-cational Fund, teachersare better protected.

“It is important toprotect the teachers be-cause they are exposed tomany dangers,” AlfhadarPajiji, DepEd-ARMM as-sistant secretary forspecial projects said. Outof over 26,000 teachingand non-teaching per-sonnel in the region,Assistant Secretary Pajijisaid more than 4,000 willserve in the upcoming

elections. He also reiter-ated that his office is stillwaiting for the final listsof the teachers from thepublic school district su-pervisors.

“The DepEd-ARMMmechanism is a big help tous teachers who will su-pervise polling precincts.At least with DERN, weknow we are safe in the up-coming elections,” ApaoDirangaren, planning of-ficer of Barira SouthDistrict said.

Under Comelec Reso-lution No. 10031, thechairperson and membersof the BEIs will each re-ceive P3,000 honorarium,P500 for the verificationand sealing of the book ofvoters plus P500 for trans-portation and anotherP500 allowance. A supportstaff of the BEIs will re-ceive a per diem of P500.A polling/voting centersupervisor will get a perdiem of P1,000 while a su-pervisor support staff willreceive P500. ZAMBOANGA CITY –Mayor Ma. IsabelleClimaco Salazar brandedas ‘saboteurs’ the council-ors who voted against orabstained from voting theapproval of a resolution forthe implementation of vitalprojects of her administra-tion.

In her weekly pressconference at City Hall,Mayor Salazar said the ac-tion of the councilors whovoted against or abstainedthe resolution was totallyunacceptable.

She said the variousprojects which her admin-istration is trying toimplement include theslope protection inbarangay Tugbunganwhere flood is rampant dur-ing rainy season, a schoolbuilding in San Roque, anda police station in Labuanwhere the threat ofkidnappings is alwayspresent.

sage of the resolution.“What happened in the

council is unacceptable, allof us are elected officials.The people did not elect uswith whatever parties webelong. She continued thattheir action was very vital inthe implementation of theprojects.

Boy killed by soldiers in Davao CityDAVAO CITY – Govern-ment soldiers killed an11-year boy who was hunt-ing wild animals and birdsfor food on a village inDavao City in southernPhilippines.

The victim, DanielFerrer, was with anothercompanion Danny Feliwhen soldiers fatally shothim on Monday in the vil-lage called Sibulan in Toril

district. His family is seek-ing justice for the boy.

The Philippine Armyand the military’s EasternMindanao Command didnot give any statementabout the killing of the in-nocent boy, but mediareports have identified theperpetrators as membersof the 2nd Scout RangerBattalion.

At least 8 gunmen on aspeedboat intercepted thetugboat MasFive 6 nearLigitan Island on April 1 andabducted Wong Hung Song,44, Wong Teck Pang, 41,Wong Teck Chi, 39, andJohnny Lau Jung Hien, 21 –all from Sarawak in Sabah.

Five other sailors – TwoIndonesians and three Bur-mese – were left behind in theboat and reported the attackon Malaysian authorities. Noindividual or group claimedresponsibility for the latestabductions and Philippineauthorities have not releasedany reports about this.

The tugboat was head-ing to the coastal town ofTawau in Sabah – after deliv-ering timber in thePhilippines - when gunmenraided the vessel.

The kidnappers, be-lieved to be members of theAbu Sayyaf under AlhabsiMisaya, were negotiatingwith the boat owner PatriaMaritime Lines for the saferelease of the victims, whoare allegedly being held inSulu province in southernPhilippines.

Sulu Governor TotohTan, chairman of the Provin-cial Peace and OrderCouncil, and Vice GovernorSakur Tan convened the spe-cial action committee andmet with representatives ofvarious law enforcementagencies, the police and mili-tary authorities and townmayors of Jolo, Talipao,Indanan, Pata, Panamao,Kalinggalan Caluang totackle the reportedkidnappings and other secu-rity concerns.

The report of thekidnappings was first re-ported by Peter TonsenBarahama, the tug boat’sskipper, after he wrote on his

Facebook account that “Tugboat Brahma 12 is being hi-jacked, all crew are beingheld hostage by Abu Sayyaf.Pray for our safety and God’sprotection.”

Pirates and other crimi-nal gangs are also activelyoperating in Tawi-Tawi, oneof five provinces under therestive Autonomous Regionin Muslim Mindanao.

The humanitarianmission, which included ablood drive, was initiatedand launched by Sulu Pro-vincial Women’s Council,Jolo municipal govern-

It was the 3rd blooddrive that the Sulu Provin-cial Women’s Councilunder the leadership ofNurunisah Tan, who isrunning for vice governor,in partnership with the

Philippine National RedCross in Sulu Chapter. Andthe free circumcision isnow on its 10th year.

The activities wereheld in Jolo town and werepraised by various sectorsin the province. Tan, a pro-fessional nurse andphilanthropist, also ledthe annual Libre Pag-Is-lam.

The Sulu ProvincialWomen’s Council regu-larly holds free clinic forwomen and children, andthe elderly every Sundayand providing medicalservices. And all thosewere on top of the variouslivelihood seminars andtraining, and workshopsfor women to help themuplift their living condi-

tion and help provide ad-ditional income for theirfamily.

“We want to empowerour women, teach themand help them throughlivelihood trainings andseminars and workshopsand we are so happy to re-port that all theseprograms are really suc-cessful. We even provide

the free transportationmoney so our women canattend these free liveli-hood trainings,” Tan toldthe regional newspaperMindanao Examiner.

Barter Trade In Sandakan Sees 1,199Boats From Southern Philippines In 2015

The department'sSandakan branch officer,Shahrilnizam Aliakbar saidthe boats were levied RM68for each trip and only al-lowed a stay of seven daysfrom the date of approval.

"Only eight persons areallowed on board and theycannot be in the vicinity ofSandakan town as the localagent will send the supply ofgoods to the port," headded.

He said the crew of theboats entering Sandakanwaters undergo a verifica-tion of documents and thisis done at sea by the Mari-

time Malaysia EnforcementAgency and the MaritimePolice.

When docking in wa-ters in the district, theirdocuments are further ex-amined by the ImmigrationDepartment at the jetty ofthe Department of Port andPier , while goods being ex-ported have to be checkedby the Royal Malaysian Cus-toms Department.

"The barter trade in thedistrict contributes RM2million monthly to the statecoffers, with RM1 millionbeing from the sale of ciga-rettes and the rest fromessential goods,"Shahrilnizam told Bernamahere.

He said the barter tradeinvolved mostly items ascooking oil, noodles, flour,biscuits, keropok and ricefrom Vietnam.

"Controlled goods suchas local rice and sugar arenot allowed to be tradedunder the barter system.

"The Sandakan portjetty and harbour is themain centre of barter tradeactivity in the district, in-cluding the loading ofgoods," he added.

Shahrilnizam said thelocal agents in the districtsupplied goods to the boatsthrough arrangements withtheir business partners inthe Southern Philippines.

He added that tradethrough the barter systemcontributed to the economyof the district as well as sup-ply of goods.

Meanwhile, an agentsupplying goods here,Muhammad ShamKonel,40, said Sandakan'sclose proximity to the south-ern Philippines compared

to Manila, saw traders fromthere choosing the town tomake trade purchases.

"The monthly profit tobe reaped can reach up toRM10,000 depending onthe weather and sea condi-tions," he added.

Muhammad Sham,who has been an agentsince 2012 said the licencefor the barter trade - renew-able annually - can beobtained from theSandakan MunicipalCouncil, which is then pro-cessed by the FinanceMinistry.

Police order probe on deadlydispersal of farmers in Kidapawan

KIDAPAWAN CITY – ThePhilippine National Policeordered a thorough investi-gation into last week’sdeadly dispersal of protest-ing farmers in KidapawanCity that killed at least 3people. Policemen opened fire onfarmers who barricaded thehighway to dramatize theirprotest on the government’sfailure to provide them foodaid after being devastated bydrought in Mindanao.

The farmers’ groupcalled KilusangMagbubukid ng Pilipinassaid dozens of farmers werealso wounded in the brutaldispersal. This after some ofthe protesters hurled rocksand attacked policemenwith wooden clubs injuringsome of them. The farmershave been demanding ricefrom the government, say-ing, their families have nomore food to eat due to thelong dry spell brought aboutby El Niño that had alreadydestroyed over P240 millionin crops.

The drought damagedrice, corn, banana, rubber,coconut, oil palm and veg-etable planted by smallfarmers in over 27,500 hect-ares in Kidapawan City andthe towns of Arakan,Antipas, President Roxas,Magpet, Makilala, Tulunan,M’lang, Matalam and

Kabacan – all in NorthCotabato.

The women’s groupGabriela said the woundedfarmers were shot in thestomach, mouth and legs.“Initial reports reveal thatfarmers suffered bulletwounds in the stomach,mouth and legs. These wereobviously not warningshots. These shots weremeant to kill farmers hold-ing barricade anddemanding food,” said Rep.Emmi de Jesus.

Gabriela said as muchas 5,000 people joined theprotests.

De Jesus condemnedthe dispersal, calling it “bru-tal.” “We strongly condemnthe government’s brutal re-sponse to the farmers’demand for relief and aid.We hold President Aquino,Liberal Party-backed NorthCotabato Governor LalaMendoza, and the local po-lice forces responsible forthe killings and the wound-ing of at least 30 farmers aspolice responded to protest-ers with bullets,” she said.

Bai Ali Indayla, ofGabriela who was amongthe protesters, said securityforces has cordoned themoff at the Methodist Churchcompound in KidapawanCity where they sought saferefuge.

Indayla said the provin-

cial government refused totalk or negotiate with barri-cading farmers to end thecrisis and resolve the woes ofthe protesters. She said theprovince has long been de-clared in a state of calamitydue to the drought, butfarmers received to assis-tance from the Aquinogovernment.

“This bloody responseto the farmers’ just and le-gitimate demands anddepriving farmers of reliefwill have its political costsand Liberal Party bets willsuffer greatly in this obsti-nate display of brutality andcallousness,” Indayla said.

Ariel Casilao, of the pro-farmers group Anakpawis,said: “This is the latest atroc-ity that the Aquinopresidency has inflicted onthe poor farmers. We totallycondemn this brutal act andwe hold him and his LiberalParty as primary respon-sible. We demand justiceand accountability.”

Casilao, citing reportsby his group, said at least 30farmers were reported miss-ing and believed taken bythe police during the violentdispersal. He said amongthose wounded in the dis-persal were human rightsworkers Roger Imuy, LeoDeyong, Darwin Madiao,Roland Jampas, MarioAnsabo, Alce Awi, Ejay

Policemen alsosearched a church com-pound where farmers fledto escape the brutal opera-tion where at least 80protesters – demandingrice subsidy from the gov-ernment – have beenarrested and detained.

The order to sackTagum came from Philip-pine National PoliceDirector General RicardoMarquez. He also orderedan investigation into theviolent dispersal that alsoinjured several policemenwho were hit with rocksthrown by protesters.

Mix well.The quantity of the flours is not much -- it is only to bind the veggies when yousqueeze them into balls. The ratio of veggies to flour ratio is much higher -- but ifyou find that the manchurain balls are not holding shape while frying, then addmore flour to bind them well -- add flour 1tbsp at a time.2) Heat the paniyaram pan and add about 1~2tsp oil in each depression. Add about1tbsp of veggie mixture formed into a ball and fry on medium flame, stirring occa-sionally, till all the sides are well browned and cooked through. Remove onto papertowel lined plate and repeat with the remaining veggie mixture.3) To make the Gravy: Heat 2tbsp oil in a pan, add ginger and garlic and once theyget fragrant, add the chopped scallions and cook for 3~4 minutes or until tender.4) In the meantime whisk water/ stock with corn starch and set aside.5) Once the scallions are cooked, stir in the soy sauce, chili sauce, tomato ketchup,salt and pepper. Tap the Google accountyou want to remove, then tapthe menu icon (three dots) atthe top right and tap Re-move. Do this for everyGoogle account on your de-vice.

Once you've done this,go to the Backup & resetmenu and tap the Factorydata reset button at the bot-tom. Confirm that you wantto do this, and your phonewill be as good as new. Yourdata will be restored whenyou log back into yourGoogle account.

Just recently, hundredsof protesters, mostly fromprogressive and environ-mental groups led bySanlakas and PhilippineMovement for Climate Jus-tice (PMCJ), flocked to CebuCity Hall to express their op-position to the proposal.

The Ludo Power Corpo-ration together with itsconsultant Geosphere Tech-nologies, Inc. held a publichearing on the proposedconstruction of coal-firedpower plant in the village ofSawang Calero.

The protesters also pa-raded a “coffin” that they saidsymbolizes the adversehealth impacts on the resi-dents if the proposal pushesthrough.

Aaron Pedrosa, ofSanlakas, said: “The scientifi-cally established proof thatcoal-fired plants have detri-mental health effects on thecommunities surrounding it,and its massive contributionto the climate crisis areenough for the people ofCebu to reject the project.”

“The City Council mustonce and for all get a shot ofpolitical will in order toswerve a way from a hazard-ous development pathtowards stewardship of natu-ral resources andpeople-based develop-ment.”

He said majority ofCebuanos will be placed atrisk should the coal-firedpower plant project pushesthrough.

Pedrosa said the dem-onstration of Sanlakas andPMCJ was to remind the CityCouncil of its resolution sup-porting a moratorium on theestablishment of carbon-in-tensive and fossil fuel- basedtechnologies in favor oftransitioning to renewablesources of electricity.

Inday Olayer, of PMCJ,also said that they plan to fur-nish members of the CityCouncil copies of the re-cently publishedGreenpeace study in part-nership with her group,Harvard University, and localhealth nongovernmental or-ganizations.

Citing a study, Olayersaid: “The air pollutants fromcurrently operating coal-fired power plants cause anestimated 960 prematuredeaths each year and mayrise up to 2,410, or more thandouble the current numberof people dying from coal-re-lated pollution in thePhilippines. This is veryalarming.”

P r o - e n v i r o n m e n tgroups said coal-fired powerplants are the single largeststationary source of pollu-tion in any country. Thetoxins these coal fired powerplants produce severelydamage both human healthand the environment andcontribute to a reduced qual-ity of life.

Coal-fired power plantsare responsible for releaseover 85% of total global car-bon dioxide emissions, aprime contributor to globalwarming. Emissions fromthese power plants containtens of dozens of toxicchemicals and the pollutionthey release every day are amajor threat to humanhealth and environment.

Coal-fired units produceelectricity by burning coal ina boiler to heat water to pro-duce steam. The steam, attremendous pressure, flowsinto a turbine, which spins agenerator to produce elec-tricity. The steam is cooled,condensed back into water,

and returned to the boilerto start the process over. Butenvironmentalists say thecoal-fired power plants willpollute the air and contrib-ute to global warming.

Greenpeace said coal-fired power plant is a clearthreat to sustainable devel-opment.

“Coal is the dirtiest fos-sil fuel and a main driver ofclimate change. There arehundreds of examplesaround the world wherecommunities around coalplants suffer the impacts ofenvironmental damageand health problems,”Greenpeace Southeast Asiacampaigner, AmalieObusan, said.

Greenpeace said datafrom the Department ofEnergy shows that there isalready at least 50 mega-watts geothermal energyproject committed forMindanao that will be op-erational by 2014 andanother 300 megawatts ofindicative renewable en-ergy projects scheduled for2011-2017.

It also cited data fromthe Philippine Solar PowerAlliance which show thatas much as 100 megawattsof solar service contractsfor Mindanao have beensubmitted to the Depart-ment of Energy. (With areport from Cebu Exam-iner)
