Army Sergeant kills cop,wounds teacher in robbery

PAGADIAN City––Com-munist rebels have threat-ened to attack mining firms operating in the Zamboanga Peninsula in the southern Philippines.

Jorge Madlos, a spokes-man for the New People’s Army, also warned sol-diers and policemen from protecting mining firms he accused of plundering natural resources.

The warning came after rebels freed a policeman Faizahl Juhaili who was held hostage during a raid at a police headquarters in Zamboanga del Sur’s Tigbao town last month.

“During combat situa-tions, in order to avert the unnecessary loss of lives, we ask the combatants from the opposite side of the armed conflict to desist from any attempt to resist when your opportunity to fight back is nil in order, especially so that you are only fighting as mercenary pawns defending the interest of plundering mining companies like the Toronto Ventures Inc. (TVI) and other vested interests of the ruling class that pay you with people’s taxes,” Madlos said.

The city of Cagayan de Oro is one of the most progressive cities in Mindanao and in the country today. One of the factors that contributed to the city’s rapid development is the sterling steward-ship of City Mayor Vicente Emano.

The attitude of incumbent city officials in enhanc-ing progress is an important element. A positive outlook would ensure confidence among stake-holders willing to pour investments. City Mayor Vicente Emano has exemplified a character that prospective investors are willing to take. Stake-holders want their investment protected and the city government provided them that assurance. Thus, investors keep on coming to Cagayan de Oro City.

In effect, the people of Cagayan de Oro City ben-efited the pouring in of investments in the city. It has sparked employment and improved revenue for the city. In return, we, the people of Cagayan de Oro City are enjoying the fruits of a progres-sive regional city. The city’s growth continues as more investors express their confidence of the city government’s liberal attitude to those willing to pour in capital investment.

However, many of the city’s political opposi-tion do not agree to the idea that the incumbent administration of City Mayor Vicente Emano has contributed much in the city’s progress.

In general, the people of Cagayan de Oro are not bothered with the pandering of a recalcitrant opposition. The opposition are only few but they make loud voices because the people of Cagayan de Oro never listen to them.

The opposition employs everything to discredit the incumbent administration. They have forgot-ten that doing so means insulting the people of Cagayan de Oro. The opposition had forgotten that they themselves benefited the amenities of the city’s progress. Instead, the opposition is destroying the gains of the city. They refused to acknowledge the city’s accomplishment because they just want to confuse the people.

What has the opposition accomplished through the years of Cagayan de Oro’s existence? It is unfortunate that people pretending to be opposi-tion are actually hungry for power. They want to take control of the city government and feed us, Cagayanons, to the vultures of their creation.

What can we expect of leaders whose inclinations are only to destroy the gains of the city and its people? The Cagayanons are aware of the selfish motives of people oppose to the city’s incumbent administration. We unite to get rid of them!

Think about it! How much actual good does all that criticizing and gossip-ing do?

For our family and com-munity? It really does no good whatsoever! It only

hurts and sometimes even destroys people, building walls of anger, hate, and distrust between people.

You see, criticizing and gossiping is a bad habit like swearing. It keeps us busy and gives us something to talk about. But the habit of gossip will poison your heart and attitudes.

So at the end of the day, it actually gives you a bad name and character.

But today, you can quit your bad habit of criticizing and gossiping.

Just ask Jesus Christ to forgive you and take charge of your heart and character.

Let Jesus start changing the way you think and feel toward other people. Then instead of competing with them and seeing them as a threat, even your enemy, you’ll start wanting to un-derstand and care about them.

The last thing you’ll want to do is hurt them with your criticism and gossip.

So why not ask Jesus to come in to your life today? Only He can change your heart and the things you talk about every day for the rest of your life. Just Think a Minute…

Traffic enforcers should not read thisLAST WEEK, we talked about pos-sible solution to traffic congestion during peak hours of the day. We have no intention to criticize the way the Road and Traffic Administration (RTA) perform its task. What we have in mind is for those who manage the office to be aware of some oversights that the traffic agency may have overlooked.

In fact, traffic congestion is an everyday menace since attempt to solve them is insufficient. The RTA appears to be not wary of these things. As we have discussed, traffic con-gestion happened only during peak hours of the day. It is at this time of the day that traffic builds up as everyone scramble for work or are leaving for home. It is also at this time of the day that traffic enforcers seemed to add more traffic problems than solving it.

For instance, traffic enforcers are not effectively directing ‘right lanes’ in the city’s major street corners. Right lanes are supposed to be clear at all times. However, drivers of passenger vehicles and private vehicles abused the ‘right lane’ rule by simple blocking its way. When this happened, traffic builds up since vehicles bound for ‘right lane’ turns cannot moved at the back end. This problem is prevalent at the Kauswagan junction where Bonbon, Bayabas and Kauswagan bound passenger ve-hicles blocked the right lane portion of the road. Traffic enforcers are doing nothing to correct this malady.

It is also in Cagayan de Oro City that all streets had ‘no parking’ signs. Drivers of both public and private vehicles blatantly ignore these ‘no parking signs.’ The jitney stops where loading and unloading of passengers has to take place is of no use too. Public utility jeeps pick up and unload passengers in the middle of the streets. These things contribute to heavy traffic. Again, traffic enforcers are not doing anything.

There are also a number of ‘no entry’ and ‘no left turn’ signs. Actually, these signs are also contributory to traffic build up. RTA should minimize the installation of ‘no entry’ signs in order to provide vehicle owners, especially private cars, alternative routes to ease build-ing up of traffic. These ‘no left turn signs,’ however, are strictly for public utility vehicles. Another thing is for public vehicles to follow strictly their prescribed routes. More often, these public utility vehicles violate prescribed routes. Traffic enforcers are doing nothing to correct this.

There is also another important thing that the RTA and traffic enforcers to consider. This is the utilization of dormant roads and streets. These streets could serve as alternate routes for private vehicles during peak hours of the day. We are talking of the Burgos Street in down-town Cagayan de Oro. What happened to this street? The street simply became parking spaces of private vehicles. Is RTA aware of this? If not, then, what is the purpose of creating RTA? We think, this article is not for traffic enforcers. Obedience is doing the will and seeking to please someone in authority over you.

Sacrifice is seeking to appease or cool off the anger of an authority you have disobeyed.

Disobedience results in a need to sacrifice. Obedi-ence prevents the need for sacrifice. Obedience brings blessing, but disobedience results in a curse.

Under Old Testament Law, sacrifice was done to prevent or to remove the curse of sin. It was a payment for having disobeyed. Those sacrifices were accepted by God, but they were never

a sincere sacrifice, He de-sires obedience even more. (22a) None of the Old Tes-tament sacrifices could remove sin’s curse.

The perfect sacrifice, the only thing that could take away the curse of sin, was the blood Jesus shed when He died on the cross. Jesus died in obedience to the Father’s will.

Philippians 2:8, And be-ing found in appearance as a man, He [Jesus] humbled Himself and became obedi-

ent to the point of death, even the death of the cross.

Obedience, not religious sacrifice, is the key to a life

of joy. Religious sacrifice implies a dry, joyless, re-quired kind of service.

Even God doesn’t enjoy that (Hebrews 10:6) He-brews 10:5-6 Therefore, when He came into the world, He said: “Sacrifice and offering You did not desire, But a body You have prepared for Me. In burnt offerings and sacrifices for sin You had no pleasure.

God always wants a genuine loving relation-ship with His children. Love isn’t a sacrifice. Love causes us to want to please Him with a whole-hearted, joyful obedience. Obedience, not religious sacrifice, is the basis of spiritual authority and leadership. (23b)

This is true at church, at home, at school, at work. We can’t lead people to a place we’ve never been. A spiritual leader must first be a spiritual follower.

SAPANG Dalaga, Misamis Occidental––Local residents and stakeholders coming from four towns recently

Residents, stakeholders gather to manage their ‘source of life’met to discuss how to ef-fectively manage their wa-tershed.

The meeting was con-ducted with the help of the local government units, the Department of Envi-

ronment and Natural Re-sources (DENR)––and with teachnical participation of the Partnership for Rural and Technical Services, Inc. (PARTS), an nongov-ernment organization, in partnership with the Eco-System Alliance (IUCN-NL) Network International.

The participants––who came from the towns of Sa-pang Dalaga, Concepcion, Calamba and Baliangao––mostly rely their source of water for their agricultural and drinking water from Dioyo Watershed Manage-ment Council.

Dioyo Watershed is one of the water basins found along the boundaries of Mt.

Malindang Nature Park on its four catchments travers-ing into five rivers that pass to the four municipalities.

With the remaining hectares of forest cover of 33,700 (as of 1995 survey) hectares from the origi-nal 53,262 hectares with 1,284 plants species, Dioyo Watershed comprises the 10, 937.75 hectares that stretches to 3.9 kilometer and four catchment of water basins that will end to the Murcielagos Bay.

Sapang Dalaga has 6,113 hectares, Calamba

has 2,126 hectares, Balian-gao has 1,333 hectares and Concepcion of which is the smaller hectare of 566 but it is the head start of the water basin that passes into 5 rivers down to the bay needs protection and preservation.

In the recently held consultation, Mr. Nonoy Penorel, Executive Director of PARTS, gave a situational analysis of the Dioyo Wa-tershed, that sometime in November 11, 2011, DENR started to work for the pro-tection of the watershed.

For his part, Vice Mayor Manuel Animas, who repre-sented Sapang Dalaga Mayor Donjie Animas, said that Dioyo Watershed must be protected not only because of its water source but to preserve it in order also to protect the town’s food resources––the Murciel-lagos Bay.

As the consultation pro-ceeded with PARTS assisting in the creation of the Dioyo Watershed Management Council, the participants went home with full of en-thusiam.

PRESIDENT Benigno S. Aquino III and Agriculture Secretary Proceso J. Alcala honored six local govern-ment units and a fishers’ group as this year’s best implementers of livelihood projects funded by the Department of Agriculture through its Mindanao Ru-ral Development Program (DA-MRDP).

For t he i r fe at , t he awardees received respec-tive citations and a total of P13 million in project grants, during a simple cer-emony, called ‘Parangal sa mga Bosing ng Kanayunan,’ as part of the DA-MRDP People’s Organizations Congress, on May 14, 2012, in Davao City. The event was attended by about 1,500 farmers, fisherfolk, indigenous peoples, rural women, and local govern-ment officials.

The seven winners were selected from among thou-sands of DA-MRDP project beneficiaries. They are:

· Salay, Misamis Orien-tal – rural infrastructure implementation, with a P5-million project grant. The award was received by its Mayor Romeo L. Gue;

· Mat i City, Davao Oriental – CFAD imple-mentation, with a P2.5-M project grant. The award was received by Mayor Michelle Marie Denise Rabat;

· Nasipit, Agusan del Norte – agro-forestr y project, with a P1.5-M project grant. The award was received by Mayor Roscoe Democrito Plaza;

· Roseller T. Lim, Zam-boanga Sibugay – f ish sanctuary management, with a P1.5-M project grant, and a special cita-tion for rural infrastruc-ture implementation. The award was received by Mayor Michael A. Piodena;

· Kalamansig, Sultan Kudarat – mangrove reha-bilitation, with a P1.5-M project grant. The award was received by Mayor Rolando P. Garcia;

· Libungan, North Cota-bato – special citation for overall sustainable CFAD management. The award was received by Mayor Manuel T. de la Cerna; and

· Doyos Eastern Coast Fishermen Consumers’ Cooperative, of Carrascal, Surigao del Sur – as the best performing Peoples’ Organization implement-ing a CFAD project. The award, along with a P1-M project grant, was received by chairperson Tito T. Garcia.

projects, benefiting more than 125,000 POs, LGUs, and farming and fishing families in 225 cities and towns, across 26 Mindanao provinces.

Of the total, the in-frastructure component got the biggest allotment of P4.885 billion for 514 infrastructure projects that included 386 farm-to-market roads, 29 bridges, 31 communal irrigation systems, 51 potable water supply, and 17 solar dryers with warehouses.

The DA-MRDP has also allotted P1.26 billion for 3,716 CFAD agri-fishery production and enter-prise projects, benefiting 124,816 farming and fish-ing households.

Some 90 natural re-sources management proj-ects, worth P167.9 million, were also funded. These include mangrove rehabili-tation, agro-forestry, fish sanctuary and riverbank stabilization projects. (DA Information Service)
