Miguel Fabregas is an FBI agent who also does CIA work. I first encountered him in a library in Pembroke Pines, Florida where he was accompanied by Valerie Plame, Cheri Leberknight, John Spann, and Eunjoo Kensinger [*]. He also has a connection to convicted Chinese smuggler Gail Zhan Gao ( aka Gail Heights) which I know personally. Oddly enough, Gail Zhan Gao's husband in Virginia, Mr Donghua Xue, refuses to divulge where she is. But that's another story. Miguel is an English major (doesn't that figure) and apparently he's looking for post FBI work because he has everything listed on his resume except a perfect attendance certificate from elementary school.
