(144 km) stretch of a busy highway running between the Twin Cities of St. Paul and Minneapolis and I-90. Located on TH 52 in the rural city of Cannon Falls, nearly midway between the Twin Cities and I 90, the signalized intersections sit very close to each other and are the primary connec- tions to the city from the four lane high- way. Association officials noted that, at the current rate of growth, it would not take long before many firms begin having difficulty finding enough skilled workers to meet demand. “Despite a second month of unusually severe weather in much of the nation, contractors more than offset the job loss- es that occurred in December,” said Ken Simonson, the asso- ciation’s chief economist. “All segments of the industry added workers for the month, and the sector has increased employment at nearly double the all-industry rate in the past 12 months.” Construction employment totaled 5.9 million in January, the highest total in 4-1/2 years and an increase of 48,000 from a month earlier — the largest one-month gain since April 2007, Simonson noted. For the year, construction employment rose by 179,000 or 3.1 percent, compared with an increase of 1.7 percent for total nonfarm payroll employ- ment. Nonresidential construction firms added 31,300 new jobs in January and 57,100 (1.6 percent) over 12 months while residential firms added 16,800 jobs for the month and 121,400 (5.8 percent) over the year. FABCO saw the needto address the ever-growing short-age of technicians and so the pro-gram was born. FABTECH offers two
Caterpillar specific service techni-cian career tracks that focus ondeveloping Caterpillar construc-tion equipment and electric powergeneration and marine engine serv-ice technicians. Students receive a technical
diploma and can apply the creditsearned toward an associates ofapplied science degree in construc-tion equipment technology or elec-tric power generation and marineengine technology.What FABCO learned through
working with these partnershipsand getting feedback through theyears was that students wanted aprogram where they could get towork as soon as possible.“What is very unique about the
program is some students like tocome in and graduate in a year andbe able to go to work. Others wantto get their associate degree and theFABTECH program allows forboth directions for individuals totake a path either to a diploma pro-gram or an associate degree pro-gram,” said Bailey.Recognized by McGraw-Hill

In addition, the company haspartnered with Matco ToolCompany, which provides tools forthe students to use, up to 30 tool-boxes. The school provides a lap-top computer for the students touse, as well as uniforms, whichinclude safety boots, safety glasses,and ear protection, just like they’dwear out on a real job.“We are one of the few pro-
grams that we are aware of in thecountry that actually builds in pro-fessionalism as part of their grade.About 30 percent of their grade isfor professionalism,” said Bailey.“Their attendance, how punctual
they are, how they conduct them-selves in the classroom and lab andwith other fellow students orinstructors. All of that is graded aspart of their overall GPA. Whenour students actually get on to theshop floor for the first time, theyare very prepared to be employeesof an organization such asFABCO. They know it is impor-tant that they communicate well, ifthe customer asks questions, howto communicate to that customer,”he continued.
To help make the program areality for students far from home,FABCO developed a partnershipwith the University of Wisconsin -Oshkosh. The university has afloor in one of the dormitories forFABTECH students, allowingthem to be within three miles ofFABTECH while also giving thema taste of traditional college life. “Our general philosophy is that

strong breakout forces and highdump clearances, which makethem particularly well-suited to thematerial handling needs of grain,feedlot and dairy operations, aswell as construction and snowremoval, according to the compa-ny. Terex FD4000 Features Short Turn Radius, Upgrades The Terex FD4000 front discharge mixer truck boasts sig-
nificant steering and front suspension improvements thatenable the truck to take advantage of the front axle’s fullwheel cut capability, significantly reducing the turn radius,according to the manufacturer. Curb-to-curb turn radius is now a maximum of 68 ft. (20.7
m), a 15 percent reduction from previous models, to improveonsite maneuverability. At the same time, the wheel base onthe FD4000 mixer truck has increased by 12 percent to 208in. (528 cm) for improved weight distribution, ride qualityand operator comfort. More than 20 upgrades have been made to the operator’s
cab of the FD4000 mixer truck, highlighted by 8.5 in. (21.6cm) of additional floor space, making it morecomfortable for taller operators. Itsredesigned dashboard features logical posi-tioning of gauges for improved operatingefficiency, while brighter LED domelights with door entry switch makes iteasier to enter/exit the cab. Rear ventsand louvers help to improve inside cabheating and make it easier to close thedoor. Accessing the cab is now easier,due to the stair rail handle and flexiblehanging third step. Customers can choose between two 2013 EPA-com-
pliant engines, offering the latest in emissions controltechnology, for the FD4000 mixer truck. The MTU DD13diesel engine can be configured to provide 350-, 380- or450-hp (261-, 283- or 336-kW) to meet application needs.
Alternatively, customers can opt for the Cummins ISX12engine, offering three different power ratings of 350-, 385- or425-hp (261, 287- or 317-kW). In the summer of 2014, cus-tomers also will have a 400-hp (298-kW) compressed natu-ral gas (CNG) engine option. A standard on-board diagnos-tic (OBD) system provides self-diagnostics of emission sys-tem components and reports through a CAN-bus connectionto help operators monitor the working condition of all EPA-required components. The standardized 11-cu. yd. (8.4 cu m) mixer drum on the
FD4000 truck excels in transporting and dis-charging low-slump
concrete. Its drum shell is constructed with AR400 steel, and0.25-in.-thick (0.64-cm) AR230 steel fins and flights in themixing area improve wear resistance. Bolt-on trunnionrollers provide easier adjustment and simplified servicing. To improve truck service-life longevity and reduce corro-
sion, components are pre-primed and powder coated. Themixer truck’s air system features more than a hundred part-count reduction from previous models, resulting in fewerconnections for less air leakage potential. The lift axle is con-
trolled by a single lift axle control module(LACM), which replaces four valves peraxle, improving system servicing ease.Wiring harnesses are efficiently routed toimprove electrical system reliability,while stop/turn/tail, back-up andlicense plate lights use LED lighting forlonger life. To simplify the mixer truck ordering

we do recruiting from what we did in thepast,” said Human Resources SupervisorTara B. Thurs. “When we first startedrecruiting we were going out to all of thehigh schools doing presentations, but todaywhere we are at using social media andEmarketing we have built relationships with

Poor Soil Conditions Hamper Parts of Blasting OperationsRochester.Along with a safer and more
efficient connection to CannonFalls, the new interchange willeliminate the confusion driverssuddenly face when they meet twosignalized intersections a short dis-tance apart on a highway that oth-erwise appears to be a freeway.“Drivers on TH 52 experience
the corridor as a combination free-way facility or a rural expresswayand do not expect to encountertraffic signals. Therefore, manydrivers are not prepared to slowdown or stop at these locations,which can lead to high-speed,severe crashes” according to areport published by MnDOT.The report further noted that the
two current, at grade signalizedintersections at Cannon Falls havea higher crash rate than normal thatresult in serious injuries and fatali-ties. In addition to the interchange,
the current county and local roadsystem will be extended. Withmuch of it dug out from virginground, approximately 24,000 ft.(7,320 m) of asphalt frontage andcounty roads stretching east, westand south of the new interchangewill be placed to make these geo-metric improvements.Because of the loss of eight at-
grade crossings, the extension ofthe county road system on bothsides of the highway was a neces-sity. “There is a lot of frontage road
work resulting from the closure ofat-grade median entrances and thetwo signalized intersections,”Engstrom said. “We’re putting inthe frontage road system to con-nect everything back to the inter-change.” A lot of work that featured blast-
ing and pipe jacking operations hasbeen accomplished since construc-tion started in July.“We have the bridge up and the
deck is poured, the west frontageroad is roughed in and on the eastfrontage road, all the rock excava-tion is done along with the grading.We also have quite a few box cul-verts in and storm sewer pipe,”Engstrom said.With all the excavating and
grading work required, S. M.Hentges and its subcontractors hada good representation of more than
two dozen pieces of equipment onhand for the digging and earthmoving operations. Included inthis mix were Komatsu and Catexcavators, Cat dozers and loaders,John Deere scrapers, Cat andVolvo articulated dump trucks,Dynapac compactors and JohnDeere tractors pulling rollers andwater tankers for dust control.Gomaco equipment moved in
for the concrete paving and curbwork while S.M. Hentges broughtin an American 7250 crane andTruck Crane Service Company inEagan, Minn., rolled in a GroveGMK 6350 and Demag AC395-1hydraulic all terrain cranes for thebridge construction.Excavation along a section of
the new alignment for the eastfrontage road was not just a simpledig and dump operation.Preliminary testing showed rocksat below approximately 2,000 ft.(610 m) of the new road alignment.Kasbohm Custom Drilling
Inc./KBC Inc. a company based inSavanna, Ill., with more than 41years of experience arrived on siteto loosen the solid rock.Over a period of one month,
dynamite crews blasted and loos-ened solid rock below the newroad alignment. Excavating crewsfollowed behind with a pair ofKomatsu and Volvo excavators toscoop up and dump the shattered
material into a string of Cat dumptrucks to haul all 100,000 cu. yd.(76,500 cu m) back to the bridgeapproaches to be used for the com-mon embankmentThough the blasting went well,
poor soil conditions below sectionsof the new road alignment didhamper parts of the blasting opera-tions.“The rock wasn't very consistent
and made shooting kind of diffi-cult,” said Terry Hartung, a super-visor with KBC Inc. “We had a lotof large floaters in there; a lot ofclay and water. For the most partthough, it shot pretty well.”Crews blasted an average of a
150 by 40 ft. (46 by 12 m) sectionat a time with some of the rockreaching up to 30 ft. (9 m) in depth.Blasting crews from Minnesota
used Ingersoll-Rand ECM 490,590 and 670 hydraulic drills to drillthe rock to set 2,575 charges. Eachof the 30 shots were monitored bya Nomis 5400 seismograph.With the addition of thousands
of feet of additional road surface,box culverts, ponds and jackedpipe are all part of the storm waterrun-off design. Part of this includ-ed draining run-off from the north-east quadrant of the interchangethrough a culvert jacked under thepavement to the west side of thehighway.S.M. Hentges brought in EJM
Pipe Services Inc., a 40 year oldcompany based in Lino Lakes,Minn., for the jacking operations.Using Akkerman tunneling
equipment, EJM crews pushedapproximately 170 ft. (52 m) of 48in (122 cm) RC pipe below fourlanes of the highway. Run-off willflow to a holding pond on the westside of the highway and drain intotwin barrel 60 in (152 cm) pipesthat lead to a natural undergrounddrainage pattern.Though “it was a little more dif-
ficult than normal, shallow andclose to solid rock, it went acrossfairly well and took the better partof three weeks,” said MarkMontgomery, project manager ofEJM Pipe Services.All of the construction has taken
place over daylight hours exceptfor the bridge construction over thehighway. Bridge crews steppedoutside the day time schedule andworked night time hours to takeadvantage of lower traffic volumesto set the beams for the super struc-ture.Lead by S.M Hentges, a team
with E & J Rebar, Anoka, Minn.,and Lefebvre Trucking, Elk River,Minn., set the beams.With the help of the state patrol,
officers closed down traffic forshort periods of time to allowcrews to safely jockey the beamsinto position. When completed, the
bridge crossing over the road pave-ment below will be 230 ft. (70 m)long, 57 ft. (17 m) wide with a 12ft. (4 m) sidewalk.Road crews completed the
bridge deck last fall and operated aGomaco C-450 Cylinder finisherto get the job done. Curb and gut-ter for the bridge will be pouredthis season with a GomacoCommander II.Local residents and area farmers
also will see a change in trafficcontrol at the ramps of the inter-change and new county road sys-tem. Four round-a-bouts will takethe place of the more traditionalleft turn movements. One pair willbe located at the ends of the inter-change ramps to route drivers inand around the interchange and thesecond pair will be located farthereast and west of the interchangeand control traffic coming out of orinto the new frontage road net-work. Construction has now shut
down for the winter. When warmerweather returns this spring “there issome drainage that needs to bepulled away from the embankmentand we’ll need to pour theapproach panels for the bridge andpour a 2 in. (5 cm) low slump con-crete for the wear course,” RyanKniefel, S.M. Hentges projectmanager said. Then, “the bridgerail will be installed and the centermedian and sidewalk will bepoured.On the roadways, aggregate
base, curb, gutter, sidewalks andpaving will be completed this yearalong with the signing, signals andlighting installations. On the high-way itself, the existing at-gradeintersections and traffic signals willcome out and an overlay of theexisting pavement through the lim-its of the construction also will bedone.The contractor and MnDOT are
shooting for an Oct. 3 completiondate this year.

The optional quick-attach cou-pler system allows for easy bucket and attachment changes,offering contractors versatility for multiple job site applica-tions with one machine.It is able to handle 2.5 to 13.2 cu. ft. (.07 to .37 cu m)
bucket capacities, and it is ideal for using a hydraulic ham-mer. The 78 in. (198 cm) wide dozer blade is independentlycontrolled from the track drive for uninterrupted operation.And with a simple flip of a switch, operators can changefrom ISO to SAE controls to suit personal preference. Built for consistent, reliable job site performance, the
TC50 is manufactured with top-mounted, inverted boomcylinders and spherical bearings. The inverted boom helps toprevent the cylinder seals and the hoses from dirt buildupand offer protection from the elements.“The design allows for maximum protection of the
hydraulic hoses and boom cylinder from impact with themachine’s load,” said Wright. “It reduces stress to the pinsand bushings, reducing normal wear and tear during opera-tion.”Operators and technicians are able to easily conduct daily
inspections and regular maintenance procedures on theTC50. The design of this machine offers ground-level accessto all of the critical machine components, including theengine, drive train and hydraulics. Preventive routine main-tenance ensures optimum machine performance and reducescostly downtime.
The cab on the TC50 was designed with the operator inmind, said Wright. The spacious, insulated steel cab is com-fortable even for full-sized operators, reduces noise levelsand provides enhanced visibility. It is FOPS and TOPS cer-tified for operator safety. The design incorporates a newdozer control lever, directly next to the joystick, which ismore intuitive for the operators. Additionally, operators willenjoy the ability to adjust the height and tilt of the fabric-cushioned, hydraulically cushioned driver’s seat, and opera-tor fatigue is minimized with standard armrests on both sidesof the seat. Two other importantcost saving features include ECOmode and auto deceleration. Whenactivated by the flip of a switchinside the cab, ECO mode willreduce the engine speed by 10 per-cent without sacrificing power.Utilizing ECO mode will save fuelwhen full speed is not necessary.Auto deceleration mode improvesfuel economy, lowers noise levelsand reduces emissions by decreas-ing the engine speed to idle afterfour seconds without hydraulicmovement.Multiple improvements also

Theoperator can easily select standardISO or an optional backhoe controlpattern with a turn of a mechanicallever. An integrated digital displaylocated in a highly-visible area fea-tures recordable maintenance his-tory with adjustable time intervalsand reminders. Allface re-election this year and couldbe politically damaged by rejectionof the pipeline. Republican MittRomney carried all three states inthe 2012 presidential election. The 1,179-mi. (1,897 km)
pipeline would travel through theheart of the United States, carryingoil derived from tar sands in west-ern Canada to a hub in Nebraska,where it would connect with exist-ing pipelines to carry more than800,000 barrels of crude oil a dayto refineries on the Texas GulfCoast. It would cross Montana andSouth Dakota before reachingNebraska. An existing spur runsthrough Kansas and Oklahoma toTexas. Canadian tar sands are likely to
be developed regardless of U.S.action on the pipeline, the reportsaid.The report said oil derived from
tar sands in Alberta generatesabout 17 percent more greenhousegas emissions that contribute toglobal warming than traditional
crude. But the report makes clearthat other methods of transportingthe oil — including rail, trucks andbarges — would release moregreenhouse gases than the pipeline. U.S. and Canadian accident
investigators warned about thedangers of oil trains that transportcrude oil from North Dakota andother states to refineries in theUnited States and Canada. Theofficials urged new safety rules,cautioning that a major loss of lifecould result from an accidentinvolving the increasing use oftrains to transport large amounts ofcrude oil. An alternative that relies on
shipping the oil by rail through thecentral United States to Gulf Coastrefineries would generate 28 per-cent more greenhouse gases than apipeline, the report said. State Department approval is
needed because the pipeline cross-es a United States border. Otheragencies will have 90 days to com-ment before Secretary of StateJohn Kerry makes a recommenda-tion to Obama on whether the proj-ect is in the national interest. Afinal decision is not expectedbefore summer. Senate Minority Leader Mitch
McConnell, R-Ky., said the report“once again confirms that there isno reason for the White House tocontinue stalling construction ofthe Keystone XL pipeline.’’ McConnell said: “Mr.
President, no more stalling, nomore excuses. Please pick upthat pen you’ve been talking somuch about and make this hap-pen. Americans need these jobs.”However, a top official at the
Natural Resources DefenseCouncil, an environmental group,said the report gives Obama all theinformation he needs to reject thepipeline. “Piping the dirtiest oil on the
planet through the heart ofAmerica would endanger ourfarms, our communities, our freshwater and our climate,’’ said SusanCasey-Lefkowitz, the NRDC’sinternational program director.“That is absolutely not in ournational interest.’’ The report said the pipeline was
likely to have an adverse effect onthe endangered American buryingbeetle, found in South Dakota andNebraska. But it said that could beoffset by a monitoring programand other requirements on thepipeline operator.
In Canada, Natural ResourcesMinister Joe Oliver welcomed thereport and said officials there“await a timely decision’’ on thepipeline. “The choice for the United
States is clear: oil supply from areliable, environmentally responsi-ble friend and neighbor or fromunstable sources with similar orhigher greenhouse gas emissionsand lesser environmental stan-dards,’’ he said. The new report comes only days
after Obama’s State of the Unionaddress, in which he reiterated hissupport for an “all-of-the-above’’energy strategy that embraces awide range of sources, from oil andnatural gas to renewables such aswind and solar power. The remarkswere a rebuff to some of his envi-ronmental allies who argued thatObama’s support of expanded oiland gas production doesn’t makesense for a president who wants toreduce pollution linked to globalwarming. Obama blocked the Keystone
XL pipeline in January 2012, say-ing he did not have enough timefor a fair review before a deadlineforced on him by congressionalRepublicans. That delayed the
choice for him until after his re-election. Obama’s initial rejection went
over badly in Canada, which relieson the United States for 97 percentof its energy exports. The pipelineis critical to Canada, which needsinfrastructure in place to export itsgrowing oil sands production In response, Obama quickly
suggested development of anOklahoma-to-Texas line to allevi-ate an oil bottleneck at a Cushing,Okla., storage hub. The 485-mi. southern section of
the pipeline operated by Calgary-based TransCanada did not requirepresidential approval because itdoes not cross a U.S. border. TransCanada chief executive
Russ Girling said he was pleased atthe latest environmental review,the fifth released on the projectsince 2010. “The conclusionshaven’t varied. They are the sameas before,’’ he said. Environmental groups criticized
the State Department for publish-ing the report before the depart-ment’s inspector general releasedfindings of an inquiry into a con-tractor that worked on the review.Friends of the Earth and othergroups say the contractor,Environmental ResourcesManagement, has financial ties toTransCanada. “We feel confident there are no
issues related to this contractor,’’said Kerri Ann Jones, an assistantsecretary of state who has overseenthe Keystone review.

Unemployment Rate Drops Almost Four Percent in Jan.The unemployment rate for workers
actively looking for jobs and last employedin construction declined from 16.1 percent inJanuary 2013 to 12.3 percent last month —the lowest January rate since 2008. Thenumber of unemployed construction work-ers decreased from 1.3 million in January2012 to 1 million last month. That drop of277,000 exceeded the growth of construc-tion employment by nearly 100,000, imply-ing that many experienced former construc-
tion workers have left the industry in the pastyear, Simonson pointed out. He said theresult is in line with an AGC survey thatfound many contractors report difficultyfinding skilled workers.“Construction demand for workers is like-

ments in 2011, Volvo CE has added300 jobs in the Shippensburg, Pa., area,making a total workforce of more than1,000 employees.
