    Mid-Day Meal Programme(Annual Work Plan & Budget 2013-14)

    ************************************************************************************************

    1- Introduction:

    1.1 Brief history, objectives and rationale of the Mid-Day Meal Programme:

    National Programme of Nutritional Support to Primary Education alsoknown as Mid-Day Meal Programme, was launched as a centrally sponsoredscheme on 15th August 1995. Its objective is to boost universalization of primaryeducation and to improve the nutritional status of children by the food beinggiven to them.

    On 28th November 2001, the Honble Supreme Court passed thefollowing order:-

    1- We direct the State Government/Union territories to implement themid-day meal scheme by providing every child in every government andgovernment assisted primary schools with a prepared mid-day meal withminimum contents of 300 calories of energy and 8-12 grams of proteineach day of school for a minimum of 200 days. Those governmentsproviding dry rations instead of cooked meals must with in 3 monthsstart providing cooked meals in all government aided primary schools inall of the districts of the state (in order of poverty) and must with in afurther period of 3 months extend the provisions of cooked meals to theremaining parts of the state.

    2- We direct the Union of India and the FCI to ensure provision of fairaverage quality grain for the scheme on time. The State/Union Territoriesand the FCI are directed to do joint inspection of food grains. If the foodgrains is found, on joint inspection, not to be of fair average quality, it willbe replaced by the FCI prior to lifting.

    In compliance of the Honble Supreme Courts order dated 28-11-2001cooked meal is being served to the beneficiaries of Mid-Day Meal from 1stSeptember 2004. The food being served has been enriched by raising its proteincontents and calorific value from 15

    thAugust 2006 and now it must have 450

    calories of energy and 12 grams of protein in Primary Schools. In Upper Primary

    Schools, it should provide 700 calories and 20 grams of protein. In UpperPrimary Schools, the mid-day meal programme has started from 17th October,07 in 695 Educationally Backward Blocks and Forest Areas of 66 districts. Nowthis programme is running in upper primary schools of all blocks of the State.Improved weekly menu has been circulated. The menu provides for such a dietso as to meet the enhanced energy level and protein contents.

    The objective of the scheme is to increase enrolment, retention and the

    learning abilities of the beneficiaries, especially of children belonging to poor

    and downtrodden sections of the society, and, to provide a delicious meal to

    school going children. It is also visualized that such a meal would promote

    friendship and feelings of brotherhood among the children belonging to different

    caste, colour and creed.

    1.2 Management Structure:In order to comply with the Hon'ble Supreme Court's order, Mid Day Meal

    Programme was launched in Primary & Upper Primary Schools. The Primary &Upper Primary classes running in High School / Intermediate College are alsocovered under the same scheme. In order to maintain the scheme at state level,the state Govt. has formed Mid Day Meal Authority. District Magistrate is theNodal Officer of this scheme at district level. A district level & block level TaskForce under the leadership of District Magistrate & Sub Divisional Magistraterespectively, for frequent & effective supervision of MDM scheme has beenformed. This Task Force comprises officers from the education department aswell as from other departments also. At division & district level MDM cell isestablished, in the office of Asstt. Director (Basic Education)/Distt. BasicEducation Officer respectively . There is one Coordinator & one ComputerOperator working in the MDM cell. At the school level Mid Day Meal is providedby Gram Panchayts in rural areas and in urban areas the Ward Members &

    NGOs are responsible for providing MDM. The official (accountants andcomputer operators) at block level made available under SSA have beeninstructed by SIS to work for MDM scheme also.

    1.3 Process of Plan Formulation:

    The Annual Work Plan and Budget 2013-14 has been prepared on thebasis of various data about the scheme, collected from districts. For thispurpose MDM Authority made available to all districts the AWP&B formatsformulated by GOI. Detailed guidelines were issued to all districts for filling the

    AWP&B formats and all the divisional & district co-ordinators have also beentrained. The district level authority collected these data from block/school level.The information of allotment of budget and food grain has taken from thesanction released by State Government. The requirement of food grains &budget for the year 2013-14 has been estimated on the basis of peak number ofchildren who availed mid day meal on 4th may 2012 and we hope to achieve thistarget throughout the year 2013-14. The number of working days expected forthe year 2013-14 are 243 for PS/UPS & 287 working days for NCLP Centers.

    2- Description and assessment of the programme implemented in the current

    year (2012-13) and proposal for next year (2013-14) with reference to :

    2.1 Regularity andwholesomeness of mid daymeals served to children;reasons for programmeinterruptions, if any andplanning to minimise them.

    In order to maintain regularity andwholesomeness of Mid Day Meals theGovernment of U.P. has formed District andBlock level task forces under the leadership ofDistrict Magistrate and Sub DivisionalMagistrate (SDM) respectively, for frequentand effective supervision of MDM scheme.This task force comprises officers from theEducation department as well as from otherdepartments also. Each member has torandomly inspect 5 schools per month andsubmit their report to the District Magistrate. Ifmid-day meal providing agency like GramPradhan, NGOs fails to achieve their goals,the District Magistrate is authorized to replacethem by local Self Help Group (SHG) or otheragency.

    In order to maintain a hurdle-free andregular flow of food grains from FCI go-downsto the schools, an analytical study of systemictrends is being planned to be conducted by aninternal team to detect the loopholes, if anyand take remedial actions immediately.

    Besides this, I.V.R.S. system has beenintroduced to supervise the M.D.M.programme implementation at school level onday to day basis. Cross checkup of datacollected through I.V.R.S. is being done

    manually by comparing it at school levelthrough MDM registers and also through headcount of children present during checking.

    A Toll-Free Number 1800-419-0102 is alsoestablished at Mid-Day Meal Authority so as tomaintain a Grievance Redressal Mechanism atState Level.

    2.2 Coverage of children ofNCLP schools as per upperprimary norm. NCLP schoolsare primary school buteligible for benefit as perupper primary norm.

    NCLP Schools are covered under Mid DayMeal Programme, according to the approval ofPAB for the financial year 2012-13. Thechildren enrolled in NCLP centers are gettingMid Day Meal as per primary schools norms.The GOI allotted the food grain & conversioncost on the basis of that norms. The

    requirement of food grain & conversion cost isbeing proposed in the AWP&B (2013-14) onthe norms of upper primary schools. Order hasbeen issued for upper primary norms.

    2.3 Foodgrains management,including adequacy ofallocation , timeliness oflifting, transportation anddistribution and suitability ofstorage at different levels.Challenges faced and plan toovercome them.

    The Food corporation of India provides grainsto regional go-downs from where it goes toBlock level go-downs and finally to fair priceshops. The number of beneficiaries isintimated by the education department.

    To ensure timely lifting and inspection offood grains, government orders have beenissued from the Department of Food and CivilSupplies that the food grains would be liftedwell in advance and information regarding theblock wise lifting would be made available toinspecting authorities. The fair price shopowners receive the grains from Block go-downs and make them available to GramPradhan/ Ward members/NGO.

    In order to maintain supply of quality grainsas per the specification of Government ofIndia, the Government of U.P. has issuedinstructions for Joint inspection of food grainsby a team consisting of senior officers fromFCI and Department of Education. Besidesthis, the provision of keeping sample of foodgrains allocated for MDM purposes at districtand block level has been ensured, so thatcross checking of quality of grains could bedone during inspection. The timely lifting offood grain is regularly monitored. Thetransportation cost is paid to the civil supplies

    2.4 System for payment of costof food-grain to FCI. Statusof pending bills of FCIprevious year.

    The payment of cost of food grain is doneby district authority (District Basic EducationOfficer) with the approval of DM after theverification of lifted quantity of grains. Theverification of the quantity of food grain liftedfrom the FCI is done by the lifting agency.

    A system to provide a login ID to FCI isunder discussion with the officials of FCI, so

    that the bills raised by them against the cost offood grains could be immediately viewed andtimely payment could be made accordingly.This system will again help in maintaining aregular supply of food grains to the schools.The payment of pending bills for previous yearof cost of food grain to the FCI is 312.41 lacs,

    which is under process and will soon becleared.

    2.5 System for release of fundsprovided under cookingcosts (Central and State).Please indicate the dateswhen the fund was releasedto Directorate/StateAuthority, District/Block/Gram panchayat and finally

    to cooking agency to theschool.

    The state government makes budgetaryprovision for the conversion cost which isreleased to the district collectors. The districtcollectors deposit it in Madhyan Bhojan Nidhiin the rural areas; and in urban areas theyhand it over to Nagar Nigams, Nagar Palika,Nagar Panchayats, town areas etc, as thecase may be. In urban areas where NGOs are

    in operation, the conversion cost is given tothem according to the bills raised by them afterverification from the education department.

    The funds received from the Govt. of Indiaare deposited in the consolidated funds of thestate government. The detail description ofreleases are as under;

    2.7 System of payment ofhonorarium to cook-cumhelpers and implementingagencies viz. NGOs/ SHGs/Trust/ Centralized Kitchenetc.

    The mid-day meal programme isimplemented by Gram Panchayat / NGO/SHG.The cooks honorarium is distributed to thecooks from school level through accountpayee cheque. Where NGOs are engaged toimplement the MDM programme the cookhonorarium is paid to them according to

    norms. The detailed guidelines forappointment of cooks has been provided todistrict authority by State Government.

    It is also being planned to verify thepayment of cooks through I.V.R. system.

    2.8 System for procuringcooking ingredients (pulses,vegetables including leafyones, salt, condiments, oiland fuel etc.) commodities,

    which are centrallypurchased and supplied toschool or locally purchasedat school level .

    The onus of procuring cooking ingredientsis on Gram Pradhan and Local Self HelpGroup /Mahila Samakhya in rural areas and onSabhasads (member of the local bodyinstitutions) in urban areas.

    Where NGOs are the service providers,they arrange for it.

    Instructions have been issued to useiodized salt and good quality (Agmarked) oiland condiments during cooking of food.

    The conversion cost provided to primaryschools is at the rate ofRs. 3.11 per studentper day and for upper primary school is at therate ofRs. 4.65 per child per day.

    The Government has facilitated availabilityof cooking gas cylinders and equipments.

    2.9 System for cooking, servingand supervising mid daymeals in the school andmeasure to prevent anyuntoward happening.

    At school level, particularly in rural area,the food is cooked in the kitchen shedsconstructed in the school premises. The GramPanchayat appoints cooks according to thenorms. An essential requirement for being acook under MDM scheme in U.P is that his/herchild shall be enrolled in the school.Instructions have been issued for the food tobe tasted by the cook/teachers Gram Pradhanand one or two of the parent, and when they

    certify that the food is palatable, delicious andharmless it is to be given to the children. Acommittee has been constituted at the GramPanchayat / Ward level to supervise day-to-day cooking at the school level as follows:

    1- Gram Pradhan /ward member-President

    2- Two gentlemen and two ladiesnominated by the gram Pradhan/wardmember, who are also parents of somechild studying in the school- Members.

    3- The Head Master of the schoolMember.

    Mata Abhibhavak Sangh have been formedfor above stated purpose. SMCs have beenconstituted under the RTE rules and are beinginvolved in the monitoring of the schemebesides ABSA / BSA/ District Task Force.

    2.10 Procedure and status ofconstruction of kitchen cumstore.

    Under MDM Programme, Kitchen Shedsare constructed in the school by the fundreleased in phased manner by GOI since2006-07. Design for kitchen cum store hasbeen developed by mid-day meal authorityaccording to GOI norms. Till December 2012.

    A total of 1,09,823 kitchen sheds have beenconstructed. The kitchen-shed wereconstructed in a decentralized manner byVECs.

    2.11 Procedure of procurement ofkitchen devices from (i)funds released under the MidDay Meal programme (ii)other sources.

    Kitchen devices have been made availableto 1,57,398 schools from the funds releasedunder MDM Programme. A sum of Rs 5,000(Five Thousand) was put at the disposal ofschools to procure cooking utensils andarrange for gas based cooking. The kitchendevices are procured in a decentralizedmanner by VECs.

    2.12 Capacity building andtraining conducted for

    different categories ofpersons involved in the MidDay Meal programme.

    Training courses have been organized atBlock & Nyaya Panchayat level by Panchayati

    Raj & Basic Education Department under theprogramme of Total Sanitation campaign . Allthe new teachers are trained in MDM Schemeat block level at their inception of job. Atraining program for Block Education Officershas been organised with the help of UNICEF,in five phases till December 2011. Rest BlockEducation Officers & District Basic EducationOfficers will be trained in near future.

    2.13 Management Information

    System at School,Village/Gram Panchayat,Block, District and State leveland its details.

    The computer based Management

    Information System has been developed in thestate and the district level officers have beenprovided with computers and one ComputerOperator along with the Coordinator.Presently, the up-linking facilities are availableat Mid-day Meal Authority. Simple and easy-to-maintain proformas have been developed bythe name of MDM Register for school, blockand district levels to keep a track of the grainsand conversion cost. The MDM Register keepstrack of conversion cost received, spent,

    unspent balance at every level along withnumber of students availing mid-day meal andfoodgrain consumed. The information flowsfrom schools to the district level from where itis sent to the head quarters in MPRs andQPRs formats. Proformas have also beendeveloped to monitor inspections being done

    in the districts. An I.V.R.S. programme wasalso introduced for monitoring theimplementation of MDM programme at schoollevel. Commissioners, District Magistrates,BSAs & Block Education Officers are providedwith a Password to monitor & supervise theprogramme on daily basis with the help of IVRsystem.

    2.14 Systems to ensuretransparency and openness

    in all aspects of programmeimplementation, includinginter alia, foodgrainmanagement, ingredientsprocurement, cooking andserving, appointment ofcooking staff, construction ofkitchen sheds, procurementof cooking devices.

    A lot of effort has been made to make

    the system of providing MDM service fully

    transparent. The menu, including the

    requirement of ingredients for 100 children is

    permanently displayed by painting the menu

    on school walls. The information on conversion

    cost and food grains available to schools for

    that month is also painted.

    The schools maintain registers

    containing all the necessary information such

    as number of children enrolled, number of

    children fed on each day, the type of foodserved etc. The district level functionaries have

    been instructed to move immediately, should a

    mishap gets reported and immediately

    appraise the head quarter of the situation

    without waiting for instructions from the head

    quarters. A detailed guidelines was released to

    the district for the selection of cook cum helper

    at school level.

    2.15 Measures taken to rectifya) Inter-district low and

    uneven utilization of foodgrains and cooking cost

    b) Intra-district mismatch inutilization of food grainsand cooking cost

    Low or uneven utilization is mainly due to low& uneven attendance in respective districts.MDM Authority has directed to district levelofficers to take remedial steps for increasingattendance of students.

    There is no issue of any such mismatch.

    c) Delay in deliveringcooking cost at schoollevel.

    There is no delay in delivering of cooking costat school level.

    2.16 Details of Evaluation studiesconducted and summary ofits findings.

    Third party evaluation has been conducted bythree Institutions viz. Institute ofEnterpreneurship Development U.P. Lucknow,

    Lucknow University Lucknow and G.B. PantSocial science Institute Allahabad. Insititute ofEnterpreneurship Development U.P. Lucknowand G.B. Pant Social science Institute

    Allahabad have submitted their report to MDMAuthority. According to that report-

    1- Positive Responses from students werearound 89 percent in schools.

    2- 94% children were satisfied with thefood provided to them and did not bringlunch boxes to school.

    3- In about 93% of sample schools, MDMwas being served on daily basis.

    4- Weekly menu has to be followed by allschools.

    5- About 85% of sample schools hadkitchen shed and over 91% of schoolshad cooking utensils.

    6- There is a need to maintain a bufferstock for a month in the schools.

    7- The MDM Programme is effective inincreasing the enrolment of children in

    upper primary and primary schools.8- It has also succeeded in reducing the

    dropout rates and increasing the overallattendance of children at primary andupper primary level.

    9- The MDM Programme has alsosucceeded in breaking boundaries andbringing about social equity andequality.

    10- Community sensitization andawareness campaign about MDM

    should be mounted for parents.11- There is still a need of LPG based

    cooking in about half of the sampleschools.

    An Impact assessment study by an internalteam is being planned to find out that whichfacility out of mid day meal, school uniform,bags, scholarship, books etc attracts thestudents most and also to study the relevanceof mid day meal.

    2.17 Brief write up on bestpractices followed in theState.

    In order to promote women welfare, the stateof U.P. has introduced Mahila Samakhya in 16districts, where some specified schools ofselected blocks are allotted to them to providehot cooked mid-day meal in place of GramPradhan. MDM programme is monitored atschool level on daily basis through I.V.R.

    system. Block Education Officers are alsoprovided Password to monitor & supervise theprogramme on daily basis with the help of IVRsystem at block level.

    The DMS based on MDM is already beingreplicated by GOI for all over India.

    To ensure good quality of food beingserved to children in schools, it is mandatorythat the cooks engaged for cooking mid daymeal in school should be the parent of anychild studying in that school.

    2.18 Instances of unhygienic foodserved, children falling ill,sub-standard supplies,diversion/misuse ofresources, socialdiscrimination and safetymeasures adopted to avoidrecurrence of such incidents.

    2.19 Extent of involvement of

    NGOs and Civic BodyOrganizations (CBOs)/PRIs inthe implementation andmonitoring of the scheme.

    NGOs are engaged mostly in urban

    areas. Civic Bodies have been entrusted withthe task of supplying cooked meals in urbanareas. Mahila Samakhya is also involved inpreparing Mid-Day Meals in selected schoolsin rural area of 16 Districts. In rural areasGram Panchayats are the main implementingagency.

    2.20 Status of School HealthProgramme with specialfocus on provision of micro-

    nutrients, Vitamin-A, de-worming medicine, Iron andFolic acid, Zinc andrecording of height, weightetc.,

    The school health programme popularlyknown as Aashirwad School HealthProgramme was being conducted by Health

    Department under National Rural HealthMission in 70 pre decided primary schools ofeach block of the State till 2011-12. In2012-13 this programme was to be convertedinto Ashirwad Bal Swasthya GuaranteeScheme All children between the age group2-18 years , be they be school going or nonschool going were to be covered for healthcheckup under this scheme. Under thisprogramme, general health checkup, eyecheckup, recording of height and weight,

    distribution of iron and folic acid tablets as wellas de-worming tablets and refferal of seriouslyill children to health centres is to be done bythe health professionals. Due to certaincircumstances, this programme got startedfrom 1

    stFebruary,2013 .

    2.21 Present monitoring structureat various levels. Strategy forestablishment of monitoringcell at various levels viz.Block, District and State levelfor effective monitoring ofscheme.

    A task force under the leadership of DistrictMagistrate & Sub Divisional Magistrate isformed at Distt. & Block level respectively tomonitor the programme. The members of TaskForce has to randomly inspect 5 schools permonth & submit their report in monthly taskforce meeting. At state level officers of MidDay Meal Authority also visited & inspectedthe programme every month. Officers ofdifferent departments of state level are alsovisited the districts time to time and monitor

    the MDM programme.

    2.22 Steps taken to strengthen themonitoring mechanism in theVillage, Block, District andState level and status ofconstitution of SMCs at theselevels. Status of formation ofschool ManagementCommittee at village/School/C ooking agency level

    in the light of Right toEducation Act.2009

    Task-forces at the state, district and blocklevels have been constituted to constantlymonitor the progress of the scheme. Thereports of the task forces are analyzed at thedistrict level. The district magistrates havebeen asked to take corrective measures on thereports of the inspecting officers. SMCs havebeen constituted with the approval of thegoverning body. I.V.R.S. programme was also

    introduced to monitoring the implementation ofMDM programme at school level.

    2.23 Arrangement for officialinspection to MDM centersand percentage of schoolinspected and summary offinding remedial measures.

    Widespread inspections have been done inthe state by the departmental/other officersalong with the district and block level officers.The district magistrates have been authorizedto replace the functionaries at school level bylocal SHGs should they be found deficient intheir services. The State Government alsosend the officers from state level for the

    inspection of MDM Programme at schoollevel.

    2.24 Feed back/Comments inrespect of report ofmonitoring institutiondesignated for yourState/U.T. to monitorimplementation of MDM andaction taken there on.

    On the feedback / comments of monitoringinstitution district authority takes necessaryremedial action. Which is being monitored atthe state level.

    Regular interaction takes place betweenthe monitoring institutions & MDMA.

    2.25 Grievance redressalmechanism if any, used bythe State/UTs.

    On any Grievance received from anysources, MDM Authority obtains the reportform district level. After scrutinizing that report,authority instructs the district leveladministration for taking remedial action. Inmany cases, the grievances are solved atdistrict/block level by district/block authorities.

    For this purpose a Toll Free Number 1800-4190-102 is also established at Mid Day Meal

    Authority.

    2.26 Media campaign if any For publicity of Mid Day Meal Scheme,Radio Jingles & Videos have been createdwhich are aired or telecasted on differentRadio / T.V. Channels respectively from timeto time.

    2.27 Overall assessment of the

    manner in whichimplementation of theprogramme is contributing tothe programme objectivesand an analysis of strengthsand weakness of theprogramme implementation.

    The mid-day meal programme started in

    the State to achieve the following objectives:-1- To provide the nutritious mid-day meal

    to all students ofGovt./Parishadiya/Govt. Aided Schools.

    2- To develop the learning level ofstudents.

    3- To increase the enrolment of students.4- To encourage the students to attend the

    school more regularly and decrease thedropout rate.

    5- To break caste barriers and foster a

    sense of social equality amongs schoolchildren.

    Now the people at large are aware of theprogramme. It has been successful in breakingsocial inhibitions as children from differentcaste sit together to eat.

    To achieve the above goals, mid-day mealauthority developed Online Reporting Systemson prescribed proformas. The mid-day mealauthority is being equipped with a strong MISCell & IVR System.
