As a Committee/Commission member, what ideas or projects are of interest to you?
I have several interests related to all of the commissions and committees I have applied to here. My principal
interest lies in the City Planning Commission and its efforts to manage affordable housing needs and goals.
From there, FPAC is appealing insofar as the group is charged with problem-solving novel issues related to
budgetary topics which are near and dear to me. On that note, I believe the pressure that SARS CoV-2 has had
in Costa Mesa will require additional eyes to make sure our City's public servants continue to be funded as
promised, and to look long-term for economically responsible and sustainable growth. Also, the Parks, Arts
and Community Services Commission deals directly with potentially complicated issues with community
services. I will thrive in taking part in working with the group of commissioners to keep things moving in a
positive direction, especially as it relates to programs for children and seniors.
Next, the Bikeway and Walkability Committee (BWC), the Fairview Park Steering Committee (FPSC), Cultural
Arts Committee (CAC), and the Historical Preservation Committee (HPC) are all interesting components of
what helps Costa Mesa continue to be a leading City within the region when it comes to community-related
services. The BWC and FPSC would be a good fit for me since I am an avid walker and jogger through several of

our local parks, including Fairview Park. I see firsthand some of the issues with transportation-related themes
around the City, and I believe my background in surveying and planning will do these committees justice. With
the HPC and CAC, I believe I can make a difference as well. My family moved to Costa Mesa in 1958 when my
Grandfather, Raymond Perry, was hired to build the Water District. My family and I grew up here in the City,
and I believe very strongly that we should do our part to preserve the history and art that comes from where
we live.

To the Honorable Mayor Katrina Foley, Mayor Pro Tem Andrea Marr, esteemed City Council Members Chavez,
Reynolds, Gameros, Harlan, and Harper, and the City Manager and Staff:
I am honored to enclose my application for your consideration regarding several Costa Mesa committees and
commissions up for appointment. Civic engagement is not only a great responsibility that requires relevant
experience and a history of involvement and future promise of dedication, but an ongoing sense of civic duty
and pride to make recommendations and decisions on behalf of our current and future residents, and at the
pleasure of City Council. What follows here will show my professional background, how it relates to these
appointments, my level of involvement and dedication, and where my strengths might be best positioned to
carry out the City’s vision for a healthy, prosperous, and sustainable future.
As you will note from the attached CV, I have the distinction of having served in several capacities associated
with the appointments for which I am applying to you now. I have a professional background in geographic
sciences (cartographic, spatial, urban and public works planning, statistical analysis, cost analysis), public
health and environmental health sciences (climate change and environmental writing and planning, State
boards/commissions, public engagement), and a long list of having served in related capacities and jobs within
my career. Please note, I have served as chair, co-chair, or lead in many of these roles over the years.
Most recently, I have the honor and distinction of having been appointed as the Programs Director for one of
Costa Mesa's longest-standing and impactful nonprofits. In this role I am focused on solving local food
insecurity and homeless-related issues while maintaining fiscally responsible decisions. I carry out my work
while also keeping an eye on the future of how we fit into City and County needs, including our SARS CoV-2
safety protocols and how we serve an at-risk population within the confines of our community. Also, I have
been recently appointed to the Costa Mesa Sanitary District’s Citizens Advisory Committee and continue to
serve as State Mentor for South Carolina’s Green Steps Schools program for Air Emissions and Carbon
Sequestration. I perform these duties while working in other service-related capacities while finishing my
research dissertation in the next few months in the School of Public Health at the University of South Carolina.
What you will glean from my CV is a dynamic work history, and through these experiences the ability to
connect and simplify disparate pieces of information. Much of that has to do with having built my career
around being of service through problem-solving, working collaboratively and collegially in diverse groups, and
looking at issues from all angles before moving forward with a plan. I believe these skills (among others) will
be of great use to the Costa Mesa Planning Commission in addition to other boards and commissions. Please

As a current member of the Bikeway and Walkability Committee, I would appreciate the opportunity to continue working with fellow committee members, council reps, and community liaisons to advocate for a safe and accessible Costa Mesa for pedestrians and cyclists. I have biked, ran, and walked through this city since moving to the Mesa Verde neighborhood in 1997. I recently purchased my first home on the Westside and promised myself to double my efforts in walking and biking to complete everyday activities in order to best learn my new neighborhood. I experience double the cyclists and pedestrians in my new neighborhood, doubling down on my desire to help my community be as walk and bike friendly as possible through serving on the committee. I also work in the transportation and infrastructure industry and have a deep understanding of transportation projects, in particular roadway improvements and ped/bike/multimodal planning. Representative Experience Mr. Bryan Estrada is a native of Southern California and also stayed in the area by attending the University of California, Irvine, School of Planning, Policy and Design where he received a Bachelor of Arts degree in Urban Studies. Mr. Estrada’s multidisciplinary background is concentrated around current transportation challenges and their environmental impacts within urban areas. Mr. Estrada is committed to sustainable development practices, transportation demand management, and global climate change awareness. Since 2007, Mr. Estrada has gained experience in the many aspects of Transportation and Environmental Planning while working with RK Engineering Group. He is an active member of the American Planning Association (APA) and the Association of Environmental Professionals (AEP), and stays up to date on the latest trends and topics concerning CEQA policy. I have been a member of the Bikeway and Walkability Committee (“BWC”) since its inception and have been the Chair since 2018. I am a long-time Costa Mesa resident and while I enjoy walking and cycling in Costa Mesa, I am well aware of the many challenges and impediments that cyclists and pedestrians encounter. In 2018 the City adopted an Active Transportation Plan (“ATP”). The ATP set goals and objectives for the City to encourage a shift in modes of transportation. Active transportation is not only a means of transportation and recreational activity, but it is also a boost to the local economy. 2020 was the biggest year for cycling in the US since 1973. Costa Mesa needs to capitalize on this boom by increasing the number of its bike lanes so our safety rating with associations, such as People for Bikes, will improve. Bicycle tourism and cycling events were moneymaking businesses before the pandemic and will continue to be so. Among the duties of the BWC is to review capital improvement projects. Cyclists and pedestrians see the world from a perspective that is vastly different from motorists and we often point out opportunities for improvements to City staff. Through my experience on this committee, I have acquired knowledge about street designs that enables me to look for critical elements of safety. Our participation in Walk-to-School and Bike-to-School events are an opportunity to witness good street design in action. My work with large and small companies has taught me ways to achieve success in group projects and how to collaborate with City staff, business owners, and residents. My contacts from participation in school, community, and City activities make it possible to engage more residents in the efforts to increase walking and cycling.

2020 was a year of many challenges, but the BWC has continued to work on projects. We just started assisting a consultant with the Pedestrian Master Plan, which will augment the ATP. The BWC continues to work on the goals set forth in the ATP, such as achieving Silver Level Bicycle Friendly Community, Walk Friendly Community status and HEAL City designation. All of these designations can be used for advertising for tourism. Prior to the pandemic, the BWC was planning an open streets event, similar to CicLAvia, to engage the community in active transportation and encourage residents and visitors to be patrons of our local businesses. In addition to these projects, since walking is the most popular and easiest ways to exercise, I would like to map heart-healthy walking routes in each neighborhood. This would only involve signage, but it would encourage more people to find a trail to a healthy heart. I appreciate your consideration for reappointment to the BWC. I believe my knowledge, enthusiasm, and commitment to Costa Mesa would continue to serve its residents and businesses well.

Costa Mesa deserves an active transportation network that is safe for all users, accessible throughout all parts of the city, and that residents will want to use. Our current network is not as safe as I know it can be. Over the last few months, I’ve read news articles about cyclists struck by cars and I can only help but think, “What if that happens to me?” I want to serve on this Committee so that no one has this worry in the back of their head while they are biking or walking in our city. I want bike lanes that are protected from traffic by barriers and that reach the intersection. Sidewalks and bike lanes free from obstacles to be avoided by those who use them. I want to help make sure that our network is safe. There are many residents whose only option is to use active transportation. Residents who cannot afford the costs of owning a car, the elderly, students who cannot drive. They rely on an accessible network that takes them where they need to go. We need to make sure that our network is equitable for all users, that all areas of our city are available to bike or walk to safely. Our network will not be successful if we do not have residents that want to use it. If we continue to have news articles about the deaths on our streets, to have sidewalks that are difficult to navigate, to have bike lanes that are not safe, to have an active transportation network that residents are scared to use, we will not be successful. I want to help make certain that our network will be used by residents. 2. As a Committee/Commission member, what ideas or projects are of interest to you?
Filling in “missing links” - I want to make sure that we have a complete network of sidewalks and bike lanes that connect where people are to where they need and want to go. Connecting existing infrastructure and creating methods for people to get across existing barriers is very important. Vision Zero - We CANNOT tolerate any more deaths on our streets. We CANNOT allow our infrastructure to be subpar. I want to help make sure that our streets are safe and that no deaths or injuries happen again.

Safe Routes to Schools/Parks - After having looked through the Bikeway & Walkability webpage, I found the “Suggested” Route to School maps. It seems that they haven’t been updated in 10 years and that the routes are not “Safe” but “Suggested.” From where I live to my local elementary school there is no “Suggested” route, much less a safe one. I want to update these maps not just on paper but with infrastructure making the routes safe for children to get to school. Public transit - Having active transportation infrastructure next to public transit stops and routes will help “last mile” problems and encourage use of not only our network but the county’s transit network as well. Having easy connections to public transit will be beneficial to all. Protected Bike Lanes - Bike lanes that have no protection have no deterrent to cars driving in them. On streets that have both bike lanes and on-street parking, we should have the bike lanes next to the curb, not in between the fast cars and the area where a driver might open their door. Where there isn’t on-street parking and there are bike lanes, as on many of our major arterials, cars are moving much faster than cyclists causing worry to would-be riders. Having protected bike lanes would be safer for all cyclists and encourage many to ride. Bike Racks - With all of our new cyclists encouraged by the protected bike lanes, they will need somewhere to leave their bikes. We should make sure that every public area and private business that requests them have bike racks. I’ve seen bikes locked to signs and fences and want to make sure that they have a proper place in the future. Street Improvements - I would like to see future street improvements before the Committee. Adams, it can be advocated, has a missing portion between Royal Palm and Harbor. The recent improvements on Bear were good, but I’m sure a detailed review by the Committee would have shown that heading southward toward Baker, it would be dangerous for a cyclist to cross a lane of traffic to get to the first bike box in the city, and that there was room for a protected bike lane. So while the improvements were good, I would like to see in-depth committee reviews for them to be great. Wayfinding Signage - Signage meant for pedestrians and cyclists in areas such as the Santa Ana River Trail, Joann Street Trail, and more, to locate points of interest and streets. Other cities already have this on their trails, and I would like to see Costa Mesa include it on ours. Parking/Streateries - While not directly related to walking or biking, parking is a big issue in this city which can be helped by increased cycling and walking to local destinations. Especially with the continuation of streateries, many will be encouraged to walk and bike to nearby restaurants. Community Bike Rides - In the future, when it is safe to do so, I hope that we can continue our rides throughout the city.

Originally from Riverside, CA, I have lived in Costa Mesa since 2016 when I purchased my first home. I was drawn to Costa Mesa in part for its unique biking and walking opportunities. Indeed, I walk at least 3 miles every day in the City, sometimes through a patchwork of sidewalk and sidewalk-less streets. I am also an avid bike rider. Few other cities in Orange County can boast the ability to walk or bike ten minutes from a safe residential neighborhood to a nearby coffee shop or grocery store. As someone who enjoys taking advantage of the coastal Southern California climate, I can't imagine living anywhere else. The Bikeway and Walkability Committee interests me because I have a background in both government and regulatory law and municipal engineering. From 2014 to 2019, I worked as an Associate at Rutan & Tucker, LLP, in the firm’s Government & Regulatory Law practice group. In that capacity, I provided support to public agencies regarding land use and planning issues (though never to the City of Costa Mesa). I also served as the City Attorney for the City of La Palma and the Assistant City Attorney for the City of Yorba Linda. Since leaving Rutan & Tucker, I have served as Senior Land Use and Entitlements Specialist for Albert A. Webb Associates, a civil/traffic engineering and land use company. There, I have continued my focus on land use and transportation, now from a planning perspective as well as a legal one. I continue to work with many municipalities on items such as general plan updates. Accordingly, I am well-versed in the challenges faced by cities in implementing changes to the general plan and appreciate the difficulties of coordinating a desirable transportation network. Ultimately, I want to serve on this committee because I love Costa Mesa and I am proud to be a resident. I am experienced in community outreach and I am not afraid to work with residents and businesses to create better transportation opportunities and increase awareness. By seeking to protect and enhance one of the key features of Costa Mesa life, I think I can help the City flourish even more.

The issues that most stand out to me are the need to better incentivize the business community to support pedestrians and bicycle users in tangible ways and to support awareness campaigns for walking and biking, particularly in parts of the City that may be viewed as less biking and walking-friendly. Improvements need to be made to each area of the City (if gradually) in order to ensure a consistent and fluid transportation network where possible. I am very interested in the considered improvements to Adams and Randolph Avenue, and look forward to future ATP projects in the City.

Hello, Planning commission and the Housing & Public Service Grants Committee are my top two preferences. I reside in district 2. I am willing to take any length of term as the city sees fit. I seek to increase my involvement in city matters that affect those that reside, work, etc. in Costa Mesa to further improve our great city. I have recently participated in two recent city council meetings and found that many of the agenda items I had a unique, experienced perspective to offer the council. My input was appreciated and useful to further the discussion so the council could resolve the issue in a timely fashion. I hope to do the same for one or more of these committees, commissions I have requested. I am an Air Force overseas war veteran, have a degree in legal studies from UC Berkeley with associate degrees from IVC in Spanish, Computer Information Science, and Physical Education. I have been elected leader of many organizations including honor societies in college focusing on service to the community and an Orange County non profit focusing on restoring developed and undeveloped lands, areas back to OC native plants and away from wasteful, harmful invasive plant species. I have also personally served our community in many capacities including regularly donating platelets hundreds of times this century, leading group cleanups/restorations of parks/wild lands, as well as delivering donated food to low income Costa Mesa seniors with the Costa Mesa Senior Center for most of this C19 pandemic. I am educated, experienced, motivated and prepared to be a valuable contribution to any committee/commission. My focus will be primarily on improving all things Costa Mesa for a more sustainable, healthy, efficient, and representative future for all. Specifically upgrading our city building, restoration, procurement codes/policies for greater cost effectiveness for all stakeholders in the long term with respect to energy efficiency, water efficiency, indoor air quality, safety, local material/product usage, etc. A long term focus should be applied for such long term projects, purchases for the benefit of all involved. I find the focus is often too much on short term or purchase price rather than long term/life cycle costs, benefits. With that said, all issues/items brought to my attention while serving on a committee/commission will receive my full attention to explore, learn about, discuss and decide in a timely fashion. I will be diligent with my assigned duties.

BIKEWAY AND WALKABILITY COMMITTEE
Mayor Katrina Foley appointed me to the "original" Bikeway and Walkability Committe in 2015. I was an active member on several subcommittees as well. We all worked hard to develop, write and edit the City's Active Transportation Plan. In 2017, I reapplied to the committee and was appointed to a one-year term. Again, I was a regular and very active member. In 2019, I reapplied to the committee for a two-year term and, again, was appointed to work hard on behalf of pedestrians and cyclists in Costa Mesa. In early 2020, I reapplied for another term but have no idea if that application is still "valid," so am submitting this. I have lived and walked in all parts of Costa Mesa for the past 53 years. (I walk an average of 10 miles a week...for chores, shopping and recreation.) My husband, Joe, bikes everywhere, every day, for chores, shopping and recreation.
The City is now developing a Pedestrian Master Plan...RIGHT UP MY ALLEY! In my 53 years as a Costa Mesa resident (eastside, westside and College Park), I have walked all parts of Costa Mesa---from Sunflower on the north, Fairview Park on the west, Back Bay on the east. I know the city like the back of my hand. As a past member of the Bikeway and Walkability Committee, I worked with the Walk Audit Subcommittee and participated in multiple walk audits. As a member of the Presentation subcommittee, I developed several presentations for City Council and for public meetings of the entire Bikeway and Walkability Committee. ( I even remember Mayor Foley's remark at that public meeting after I had presented the Powerpoint: "That's the best Powerpoint presentation I have ever seen.") .

As a father of two kids 7 and 8 who both attended Woodland Elementary school. i would like to be part of this committee to make sure its safe for my kids to walk or bike toschool. I moved to Costa Mesa about 50 years ago, after growing up in Corona del Mar. I graduated from UCI and raised two wonderful sons here. I have been active in school and civic affairs, cycled and walked neighborhoods, and attended many council and commission meetings. I watching the city grow and evolve from open fields and quaint bungalows to a vibrant metropolis that is exciting but is plagued with big-city problems. My professional experience includes a career as a general contractor, real estate broker, and teacher, and along with my interest in civic activism, I have acquired an in-depth knowledge of all areas of Costa Mesa. I have extensive of the physical layout of the city and the issues that it faces in connection with the incorporation of new bikeways and multiuser trails. I am also on the board of directors of two local nonprofit organizations. The reasons why I want to continue serving on the Bikeway and Walkability Committee are to implement the Active Transportation Plan, as supplemented by the Pedestrian Master Plan that is in progress. For over five years the Committee has work to create a comprehensive plan that will benefit the community for years to come, but much more work remains to implement the goals and policies contained in the Active Transportation Plan.

The committee needs to help the City meet the challenge of updating the active transportation infrastructure in order to get residents to transition away from a car-oriented culture. This mode shift is one of the policies in the Active Transportation Plan.

Since many of us now work from home as a result of COVID-19, we have seen an increase in the popularity of cycling and walking in our neighborhoods. We need to take advantage of this shift and encourage residents to use cycling and walking as primary modes of transportation. New technologies, such as battery-powered bikes and shared active transportation modes, need to be considered in future street designs. The Committee has a subcommittee that has been working to bring a micro-mobility sharing to the City Council for consideration. We need to continue this work as legislation passed last year has cleared up some of the liability issues associated with shared micro-mobility. Companies are interested in bringing bike and scooter shares to the city and we need to be able and cooperative in this effort towards mode shift.

I enjoy serving community for something that would better their lives. Being a part of the committee will give me a chance to raise voice on things I believe could help Costa Mesa become a better place. I have lived in UK, Netherlands, Sweden, Cyprus and Denmark and I believe although there is a big difference in American and other cultures but as human and community there are many aspects of essential elements that we all commonly need for better our lives. Build environment can help in easing stress level in community which in return bring positive results in our interaction and communication. I am a student in Cal Poly Pomona, for Urban and Regional Planning/design. Completed my Architecture Associate degree from Orange Coast College. I also participated in research and presented my finding at the OCC symposium 2019 (How to encourage walkability in Costa Mesa) and 2020 (Effects of High Density Housing on Walkability in Costa Mesa). Right now I am running a meetup group named "Building Communities" that focuses on how build environment and negative spaces, I give presentations to my members on topics concerning Urban design and planning. I am also working on a RIO research with my professor on tiny house.

According to my research on "Effects of High Desnity housing on Walkability in Costa Mesa" I survey six locations and found out that the old low density housing areas are more walkable than the new high density housing locations in Costa Mesa. Afew of the issues that come to my mind for now as a Costa Mesa resident who has lived here for 8 years are 1) Costa Mesa needs to emphaize on more foot traffic by making the sidewalks more safer and interesting. And 2) All residential sites in Costa Mesa need a community park /outdoors areas and their community market place to minmize low density house owners to drive to local grocery stores. It is studied that people living in low density houses tend to drive more often and have more cars.

I moved to Costa Mesa in 2015 after moving from nearby Westminster,Ca. I enjoy the walk ability of much of Costa Mesa and would like to continue to promote riding a bikeas a safe and normal mode of transportation through the city. I am also an undergraduate from UC Irvine’s school of Humanities with a BA in History. I have enjoyed followingCosta Mesa and the Segerstrom family’s rich history.
