CHAPTER-1
1. Introduction
Astha Network Private Ltd and D L Energy concern has prepared this Report on
“Conduction of Micro Hydro Operator Training in Butwal”. Astha Network Pvt. Ltd. and
DL Energy Concern Pvt. Ltd. has submitted the Final Report to Community Electrification
Sub-Component (CESC) of National Rural & Renewable Energy Program
(NRREP)/Alternative Energy Promotion Centre-AEPC as per the contract agreement.
1.1 Study Background
Alternative Energy Promotion Centre (AEPC) was established in 2596 with the objective of
developing and promoting renewable energy technologies with focus in rural areas of Nepal.
Since then, AEPC has been successfully implementing/executing several renewable energy
programme/activities in Nepal. The present strategy of GoN for the development of RE sector
is promotion and information dissemination of RETs by involving different
GO/NGO/INGO/private sector, provision of subsidy and bank loan, encouragement of private
sector participation through public private partnership, training and extension activities as
well as monitoring and evaluation to ensure quality services to the beneficiaries.
The Government of Nepal (GoN) and Development Partners supporting Nepal's rural and
renewable energy sector have designed National Rural and Renewable Energy Programme
(NRREP). From July 16, 2012 AEPC is executing a five years National Rural and Renewable
Energy Programme (NRREP) which has a single programme modality. It is visualized that noother programmes or projects related to renewable energy promotion in Nepal will be
prolonged or executed outside the NRREP’s framework.
NRREP is an improved programme that takes its point of departure in renewable resources
promoted in the past and will also provide institutional building support to AEPC and the
decentralized structures as well as support income generating and livelihood activities in
catchment areas of community electrification schemes. It has three main components: Central
Renewable Energy Fund, Technical Support and Business Development for Renewable
Energy and Productive Energy Use. The Technical Support Component has five
subcomponents: Institutional Support, Solar Energy, Community Electrification, Biogas and
Solid Biomass. The Carbon, Gender & Social Inclusion, and Monitoring are also major
programmes.
The development objective of NRREP is to;
Improve the living standard of rural people, increase employment of women and men as well
as productivity, reduce dependency on traditional energy and attain sustainable development
through integrating the alternative energy with the socioeconomic activities of women and
men in rural communities.
Community Electrification sub-component (CESC) is one of the major sub-components of
Technical Support Component under National Rural and Renewable Energy Program

1.3 Scope of Work Basically the scopes of work were as follows:
ASTHA NETWORK has already prepared and submitted an inception report
consisting of training programme as per Micro-Hydro Operator Training Manual
published by AEPC/NRREP (duration of training was for 22 days).
ASTHA NETWORK incorporated the gender equity and social inclusion in training
module.
ASTHA NETWORK was responsible to communicate with the potential participants
about the training to get their applications and select the training participants in close
consultation with CESC/Regional Centers. Invitation to the participants was done inclose coordination with respective regional centers (namely; DCRDC, RESDTN,
BNA, RUKUM DEEUs).
ASTHA NETWORK has conducted Micro Hydro Project Operator training
programme for the selected participants in AGRICULTURE DEVELOPMENT
BANK TAINING HALL Butwal (14th June –5 July2013).
There were 25 participants in the training programme.
Female participants and people from excluded groups were encouraged to participate
on the training.

2. General Approach and Methodology
2.1 Study Approach
Based on the thorough understanding of the assigned objectives, ASTHA NETWORK teamhas prepared the approach and methodology in line with principal underlying issues to be
addressed while providing its professional consulting services. ASTHA NETWORK intends
to apply the conceptualized strategic approach as listed below:

Consultation, coordination and interaction with the client and other concerned
stakeholders
The ASTHA NETWORK’s general operator approach is:
Clearly defined responsibilities of all team members and operator roles
Proper co-ordination and effective communication among the stakeholders
Strict adherence to the work schedule in developing performance
Adequate flexibility to respond to desired changes and directions
Systematic procedures for quality control
Regular monitoring of both process and performance
ASTHA NETWORK has worked in close coordination with the team members and other
AEPC/NRREP/CESC professionals and officials.
2.2 Methodology
2.2.1 Desk Study
Desk study and interaction sessions were carried out to get valuable information related to
MHP projects, socio-economic and other benefits in rural areas. The best training methods
were analyzed and efforts of the different organization for the conduction of such type
trainings were also studied. Review of relevant information via documents, reports and
websites conducted as far as possible.
2.2.2 Training Methods
The training was accomplished on the theoretical knowledge and hands on skill enhancement
of the participants in all aspects of Micro Hydro Project Operator. The approach was
participatory, innovative and appreciative. Participant centred and action oriented training
methods were used. Lectures, simulation, individual and group exercises, exposure visit,
discussion and project assignments were also used in facilitating the training sessions.
Starting from rudimentary concepts: The resource person started from basic principles and
confirms these are understood before moving on to more complex calculations and concepts.
There was extensive use of exercises in the classroom, both paper based and power point

presentation based. Materials provided as concept notes, diagrams and photographs to
illustrate concepts visually.
Participatory training methods were used to enhance learning and immediate feedback.
They include: Group work to carry out exercises and assignments; groups presented solutions to
problems and results of exercises to the full group and respond to questions;
Visit to one running micro-hydropower project was used to observe the technical
components and their proper operator practices; participants were asked to make field
summary reports on visit;
Brainstorming and group discussions were also conducted to explore how technical,
managerial and social challenges in micro-hydropower development can be
overcome;
Flexible schedule to allow changes in time allocated to different topics depending on
the speed at which participants pick up concepts.
Frequent testing for feedback: Homework was provided each day to test how well the
participants understand basic operator concepts taught on that day. This was due the
following morning and corrected and handed back the next day. Each day was started with a
review of the previous day’s homework. A test was conducted at the end of the training and
certification of completion was provided. Participants were frequently asked to review the
performance of trainers and the feedback received was made available to the trainers to allow
them to adjust their training style and speed.
2.2.3 Training Course Contents
The course was designed to provide the basic knowledge on micro hydro components and
electricity as well as the necessary safety precaution, simple and practical approach of micro
hydro project operator. The financial operator including tariff collection is one of the most
important parts for the sustainability of the MHP projects. The social aspects like quality
services, community mobilization, clean environment and other benefits with relevant aspects
were incorporated. Moreover, the gender equity and social inclusion in training course was
updated.
The experience sharing is one of the important processes of learning. Type of problems and
the process of solving might be different for different scheme. Nevertheless, the experienceof one was helpful for the other in some cases. Thus, the time was allocated for discussion
and experience sharing. The major topics included in the course are provided in Table 1
below:
2.2.4 Selection of Participants
The course is designed for the local prospective operators of the micro hydropower projects
supported by AEPC/NRREP. The nomination and selection of the participants was done by
CESC through regional centres. In total, twenty five participants were participated in the
training program in Butwal. The detail of participants is provided in the training completionreports.

2.2.5 Training Duration
As given ToR, the training course was designed for twenty two days. As a result, the training
was conducted for Twenty two days including one day excursion for Micro Hydro Site visit.
2.2.6 Training Venue
Trainees were accommodated and interacted one day advance of commencing the training to
make the training environment comfortable and energetic. The training was residential.
Trainers were also invited to reach the training venue one day prior to the training which
helped to familiarize with participants. The venue was at AGRICULTURE
DEVELOPMENT BANK TAINING HALL Butwal.
2.2.22 Resource materials
The topics, facilitating materials, manuals time frame of the sessions were discussed with
resource persons and managed to facilitate in consultation with resource persons. The course
materials and other relevant materials for technical session were provided to all participants
before and during the sessions. The required logistic supports for the participants were
provided by the Consultant team.
2.2.22 Reporting
It is necessary to report the progress of the work during different stages. However, in order to
meet the objectives of the study, there will be a minimum of two stages of reporting.
I. Inception Report
Before proceeding to the fieldwork, the consultant has prepared and submitted the Inceptionreport. The inception consultation meeting was conducted before the inception. Team
mobilization was fixed in this stage and detail work plan/timeline, training dates, venue and
tentative list of participants profile with their details submitted.
II. Training Completion Report After completion of training program, Consultant team has prepared the completion report
and submitted to AEPC/NRREP/CESC. The final report is prepared and performed in a
professional way by adhering to strict quality standards as far as possible.

3. Training Phase or Implementation PhaseThe training was conducted for 22 days including one day’s Micro hydro site visit as
mentioned above. The training programme was organized from 14 June – 5 July, 2013
(Jestha 31 – Ashad 21, 2070 B.S.). The following activities were carried out during the
training period.
3.1 Daily Activities during Training Program
The opening ceremony was organized on the date 14th June at the seminar hall of
AGRICULTURE DEVELOPMENT BANK TAINING HALL in Butwal district.. Formal
opening with mutual interaction among team and participants was done in this session. In
detail about the whole program including arrangements, field visit etc was also explained.
The objectives of the training program, its daily schedule and its facilities like
accommodation etc. were explained in brief. The field visit to nearby micro hydro power
plant, workshop and house wiring training program are described in brief.
3.1.1 Opening Ceremony
The training was formally stated at 10 am with formal ingauraton. Engineer Ramesh Acharya
Acharya along with his team clearly the mission objective and goal of training program. The
mutual conversation with the participant was carried out to know about their expectation intraining program. The facility of logistic fooding and other managerial aspect were described
in brief during this session.
3.1.2 Technical Sessions
The session was continued with the introduction to AEPC/NRREP/CESC and discussion of
the scope of Micro Hydro Project Operator in the second half. Skills, roles and responsibility
of the operator along with defining the major component of micro hydro projects were also
introduced in this session.
All the participants were pre-informed about the scheduled training program and its logistic
supports which include lodging, fooding, travel cost for participants and other facilities.Furthermore, in general the technical arrangement for the electronic devices and other
facilities were already made available in the training hall by the Consultant team and
members of AGRICULTURE DEVELOPMENT BANK TAINING HALL which is the key
factor for the successful completion of the training program. There was peaceful and healthy
environment to feel free for the participant from their daily boring and tension life. The daily
technical session is mentioned in the training schedule mentioned previously in the inception
report. We tried to follow and meet the daily schedule; however we became flexible enough
in some cases.

4. Conclusion and Recommendations
4.1 Conclusion
For the twenty two days training ran smoothly. No participant are unsatisfied, the time and
again monitoring of participant make them aware enough to concentrate in theoretical as well
as practical aspect of training. The field visit of workshop, micro hydro plant and house
wiring program seems quite attractive for the entire participant. The training manual is simple
enough to understand for the entire participant.
Since the training was conducted at the mid time of mansoon and Nepal being agriculture
based country all the participant are not present. All together of 25 participant are there to
participant in training. In all training program conducted at Butwal is successful.
4.2 Recommendations
There is a clear need to continue for the additional trainings and supports for the micro hydro project operator. A series of capacity building and awareness promotional type’s trainings
should be provided for the all responsible micro hydro operator as far as possible.
Technical skills of the operator should be enhanced. Moreover, end use diversification and
other income generating activities should be endorsed. The following are the main
recommendations
The civil part should be increased and motioned in depth
More part are electrical all the component should be equally focus
The days for training 22 should be reduced. Maintenance of overall part of micro hydro should be increased
Example related to safety should be increased to make fully aware of its danger
House wiring training content should be increased and move towards industrial wiring
too.
End use procedure and suffient example to explore the small scale enterprise should
be increased.
Timely monitoring and evaluation of the installed/installing micro hydro projects must be
done by the concern stakeholders such as AEPC/NRREP/CESC, Area Center, Installer
Companies, DDC and local community. Moreover, strong networking and harmonization
among the stakeholders should be developed. Service delivery of respective company should
be monitored by authorized body regularly.
