Thousands have lived without love, not one without water.” Poet W.H.Auden beautifully captures the essence of water for life

in these few words. In a startling study of statistics, it is estimated that only 18% of total rural population of 833 million Indians

have access to treated water. In comparison, 41% of the rural population, or 346 million people, own mobile phones. The

situation is worse in the only desert state of the India, Rajasthan. Consisting of approximately 10% of land area, 5% of the total

population, the State has only 1% water of the Country. A 2012 report of Rajasthan State Action Plan on Climate Change

reveals that Rajasthan has the highest probability of drought in India. The State of Rajasthan, under CM Vasundhara Raje, has

earmarked 2016 as the 'Year of JalKranti'.

With a vision to find long-term solution for a water-sustainable Rajasthan, CM Vasundhara Raje has recently announced her

most ambitious scheme “Mukhyamantri Jal Swavlamban Abhiyan (MJSA) to conserve and harvest rain water and make

villages self-reliant even during drought periods. The programme has been designed in such a way that everything from

planning to execution shall be followed in a participatory approach down to the village community level. The scheme is

created with the idea of natural resource management with hydrological unit as a base to develop water, forest and land. The

purpose of this Mission on Water Conservation is to make villages self-sufficient in water use and thus provide a permanent

solution to the demand of drinking water besides ensuring storage and conservation of water for making it available for

irrigation. In first year around 3000 villages on the basis of priority will be identified and, in coming 3 years, by including

around 6000 villages every year, 21000 villages of the State will be benefited by the mission & permanent solution will be

achieved by making them self sufficient in terms of water.

Some of the key objectives of the programme are:

To create a water sustainable Rajasthan

To increase the irrigated area Ensure effective water conservation through convergence of resources of different

departments

To create awareness about community participation in water management

To prepare a village action plan through water budgeting via community participation

To make the village a self sufficient unit in drinking water through sustainable measures

Four waters concept, which has been successful in countering drought and averting migration of labour in China, is quite

relevant to the drought-prone Rajasthan. This low-cost technology can increase recharge of groundwater by four times and

provide thrice the benefit than conventional modes. The Four Waters concept revolves around the harvesting of available

runoff (rain water, ground water, under-ground water & in situ soil moisture) in rural areas by treatment of catchment, proper

utilization of available water harvesting structures, renovation of the non-functional water harvesting structures & creation of

new water harvesting structures. It also includes development of forest, land, water & fauna keeping watershed/cluster/index

as a unit for natural resource management.

To ensure effective implementation of water conservation and water harvesting related activities in rural areas, convergence

of schemes of various departments has been carried out. The planning also involves ensuring people's participation through

both education and motivation at the village level. A unique concept of water budgeting is being introduced in Gram sabhas

where after determination of usage of water (for drinking, irrigation, livestock & for other commercial purposes) & a water

budget will be prepared to conserve water available from various resources and accordingly, works will be identified and

approved for the preparation of action plan of the mission.

The root of the campaign lies in the premise that problem can be solved at its source if rural indigenous communities are

mobilized to produce water — that is, to increase the supply of water available for their own needs and, by extension, for

society as a whole. Increasing society's ability to produce water, as well as use it more efficiently, can bring about an

interrelated series of benefits that will dramatically improve environmental, sanitary, and productive conditions among some

of the poorest social groups. It involves a bottom-up approach of involving the primary stakeholders in planning, designing,

developing and management of water conservation activities. Overall, primary efforts are being made to create a sense of

ownership among villagers for construction of water harvesting/conservation structures and their maintenance.

For the Rajasthan Government, the problem looks gigantic and resources are scarce. Probably for the first time ever, the

Rajasthan Government has created an online crowd-funding portal where donations for the campaign shall be accepted to a

single rupee. The portal consists of a unique feature through which one can adopt a village or a lake in Rajasthan and contribute

for the same. With planning in initial stages, there is a discussion of making contributions enabled through e-mitras and web

payment gateways.

CM Raje has set out on a mission mode, calling on all stakeholders across the State to contribute to the campaign – the

government departments, Non-Government Organizations, civil society, religious institutions and leaders from all political

parties. The Government is also set to invite Businesses to contribute towards MJSA through a CSR sub-campaign. Another

sub-campaign called 'Chalo Rajasthan' will be soon launched to call on the non-resident Rajasthanis to contribute to the

mission. CM Vasundhara Raje has appealed to all the people of Rajasthan to step in, join hands and work together for the cause

of this Jal Kranti.

In the spirit of 'charity begins at home', Chief Minister Raje herself announced to contribute her salary of six months to support

the Jal Swavlamban Abhiyan. On her call, people representatives and all ministers and mayors announced a donation of 3

months' salary along with zila pramukhs donating their two months' salaries. MPs, MLAs and board Chairpersons also

pledged their one-month salary to the cause.

Any citizen can donate any amount through this portal: http://water.rajasthan.gov.in/mjsa Corporate Sector, Non-

Governmental Organizations & Religious Trusts have full freedom to execute plan of any particular village as a whole or a

particular work of village plan, by themselves as per guidelines. May adopt any village as a whole or works of a particular

village and can execute works themselves under technical guidance of Line Department.

In addition to above, may contribute funds to bridge Financial Gaps for works proposed in village plan.

While the world's rising requirement for water is a big threat for the future, the story is more complicated than just too many

people putting their straws in the glass. The growing conflicts over water use are worrying and it seems that human race has

taken water for granted and massively misjudged the capacity of the earth's water systems to sustain the demands made upon it.

In crisp white letter, water conservation ought to be, and must be, the foremost agenda for any government. Water is known to

take many forms; we must not force it to take a fatal one. In hindsight, this bold move of Vasundhara Raje is greatly warming

and welcome.

Excise notification have made following modifications under various notifications issued on 01.03.2016. Govt. has proposed

to change the excise duty on branded readymade garments and made up articles of textiles with a retail sale price of Rs.1,000

and above from 'Nil without input tax credit or 6%/12.5% with input tax credit' to '2% without input tax credit or 12.5% with

input tax credit'.

MOBILE TOWER RADIATION APPEARS TO HAVE NO 'ADVERSE HEALTH EFFECTS': TRAI

Telecom Regulatory Authority of India (Trai) experts have claimed that radiation from electro-magnetic fields (EMF) of

mobile towers does not appear to have "adverse health effects" either on adults or on children in the country.

"Anumber of judgements delivered by the High Courts in Gujarat, Kerala,Allahabad, Delhi and Himachal Pradesh have ruled

that there is no conclusive evidence to prove that EMF radiation emitted from mobile towers has adverse effects on health.

Thus, they cannot potentially harm humans," Advisor (B&CS)Agneshwar Sen said.

The emission levels in the country are kept at 1/10th of the global standards recommended by International Commission on

Non-Ionizing Radiation Protection and recognised by the World Health Organisation, the experts said during an interactive

session on Effects of EMF Radiation on Human Health in Kolkata on Monday.

"The EMF penalty norm that has been set by the Department of Telecom ( ) as on November 2013 levies a penalty of Rs. 10

lakh per tower site per telecom service provider if they fail to comply with the set standards," Trai Principal Advisor Suresh

Kumar Gupta said."Trai and DoT have implemented stringent emission norms that ensure no adverse effects on human health

from mobile tower emissions," he said.The Telecom Enforcement, Resource and Monitoring (TERM) cell is mandated to test

the level of EMF radiations of 10 percent of the total number of base stations and roof top towers per year.

In West Bengal Circle, such violation was observed only at Siliguri's Prakesh Nagar which was rectified by increasing the

height of tower, its officer Supriyo Dutta said.

Trai, Gupta said, has recommended merger of acquisitions and spectrum sharing to provide quality service to the continuously

expanding figures of almost one billion mobile subscribers in the country.

"This is because the need for more and more towers and quality infrastructure is increasing exponentially in the present age of

high demand for data and mobile Internet service," he added.

Sen said the dearth of adequate number of mobile towers was one of the reasons for deteriorating quality of mobile services in

the country. A number of state government officials, city municipal bodies, resident welfare associations, NGOs, consumer

fora, builders, academicians and telecom service providers participated in the interactive session held in the city.

GUIDELINES FOR FIILING THE ONLINE UDYOG AADHAAR FORM

No need to apply for upcoming units.

12 digitAadhaar number issued to the applicant should be filled in the appropriate field.

The applicant should fill his/her name strictly as mentioned on theAadhaar Card issued by UIDAI. E.g. if

Raj Pal Singh has his name as Raj P. Singh, the same should accordingly be entered if the name does not match with theAadhar

Number, the applicant will not be able to fill the form further.

1. Validate Aadhar- The applicant must click on Validate Aadhaar button for verification of Aadhaar, after that only user

can fill the form further.

2. Reset- The applicant can click on reset button to clear the field of Aadhaar No and Name of the owner for different

Aadhaar.

The Applicant may select the Social Category (General, Scheduled Caste, Scheduled Tribe or Other

Backward Castes (OBC). The proof of belonging to SC, ST or OBC may be asked by appropriate authority, if and when

required.

TheApplicant must fill the name by which his/her Enterprise is known to the customers/public and is

a legal entity to conduct business. One applicant can have more than one enterprises doing business and each one can be

registered for a separate UdyogAadhaar and with the sameAadhaar Number as Enterprise 1 and Enterprise 2 etc.

The Applicant may select from the given list the appropriate type of the organisation for his/her

enterprise. The Applicant must ensure that he/she is authorised by the legal entity (i.e. enterprise being registered for Udyog

Aadhaar) to fill this online form. Only one UdyogAadhaar number shall be issued for each enterprise.

The Applicant should fill in the appropriate field the complete postal address of the Enterprise including

State, District, Pin code, Mobile No and Email.

The date in the past on which the business entity commenced its operations may be filled in the

appropriate field.

If the Applicant's enterprise, for which the Udyog Aadhaar is being applied, is

already issued a valid EM-I/II by the concerned GM (DIC) as per the MSMEDAct 2006 or the SSI registration prevailing prior

to the saidAct, such number may be mentioned in the appropriate place.

The Applicant must provide his/her bank account number used for running the Enterprise in the appropriate

place. The Applicant must also provide the IFS Code of the bank's branch where his/her mentioned account exists. The IFS

code is now a days printed on the Cheque Books issued by the bank.Alternatively, if theApplicant knows the name of the Bank

and the branch where his/her account is there, the IFSC code can be found from website of the respective Bank.

The major activity i.e. either "Manufacturing" or "Service" may be chosen by the enterprise for Udyog

Aadhaar.

The Applicant may choose as appropriate National Industrial Classification-2008 (NIC) Code for the selected

"Major Activity". The NIC codes are prepared by the Central Statistical Organisation (CSO) under the Ministry of Statistics

and Program implementation, Government of India..

The total number of people who are directly been paid salary/ wages by the enterprise may be

mentioned in the appropriate field.

While computing the total investment , the original investment (

purchase value of items) is to be taken into account excluding tho cost of pollution control, research and development,

industrial safety devices, and such other items as may be specified, by notification of RBI. If an enterprise started with a set of

plant and machinery purchased in 2008 worth Rs. 70.00 lakh has procured additional plant and machinery in the year 2013

worth Rs. 65.00 lakh, then the total investment in Plant & Machinery may be treated as Rs. 135.00 lakh.

The Applicant, based on the location of the Enterprise, has to fill in location of DIC. This Column will be active and

show option only when there are more than one DIC in the district. In fact if there is only one DIC in the district system will

automatically register you in the same DIC.

We have just heard that corporation bank has offered Mudra Loan at interest rate of 11-12%.

There is no formal or structured way of apply Mudra Loan. You will have to approach all the banks listed in this blog and give

them the detailed description of your business. Then will ask to to fill the Mudra form. If you already have a current account in

that bank then it will help your application to process quickly. If you need any equipment for your business please carry the

INTEREST EQUALISATION SCHEME ON PRE AND POST SHIPMENT RUPEE EXPORT CREDIT

The Government of India has announced the Interest Equalisation Scheme on Pre and Post Shipment Rupee Export Credit to

eligible exporters. The scheme is effective fromApril 1, 2015. The details of the scheme are enclosed.

2.Accordingly, scheduled Urban Cooperative Banks holding AD Category I licencesare eligible under the Scheme and are

advised to adhere to the following operational procedure for claiming reimbursement:

A. Procedure for passing on the benefit of interest equalisation to exporters:

(i) For the period April 1, 2015 to January 31, 2016 banks shall identify the eligible exporters as per the Government of India

scheme and credit their accounts with the eligible amount of interest equalisation.

(ii) From the month of February 2016 onwards, banks shall reduce the interest rate charged to the eligible exporters as per our

extant guidelines on interest rates on advances by the rate of interest equalisation provided by Government of India.

(iii) The interest equalisation benefit will be available from the date of disbursement up to the date of repayment or up to the

date beyond which the outstanding export credit becomes overdue. However, the interest equalisation will be available to the

eligible exporters only during the period the scheme is in force.

B. Procedure for claiming reimbursement of interest equalisation benefit already passed on to eligible exporters:

(i) The sector-wise consolidated reimbursement claim for the period April 1, 2015 to January 31, 2016 for the amount of

interest equalisation already passed on to eligible exporters should be submitted to RBI by February 29, 2016.

(ii) The sector-wise consolidated monthly reimbursement claim for interest equalisation for the period February 2016 onwards

should be submitted in original within 15 days from the end of the respective month, with bank's seal and signed by authorised

person, in the prescribed format given inAnnex I.

(iii) The claims should be accompanied by an External Auditor's Certificate (with stamp and membership number) certifying

that the claim for interest equalisation of Rupees…………….. for the month ended ………….. has been verified and found to

be strictly in accordance with the provisions of the Government scheme enclosed with the circular DCBR.CO.SCB.Cir.

No.1/13.05.000/2015-16 dated February 11, 2016. Claims for reimbursement will be considered for settlement only after

receipt of this certificate.

(iv) The claims may be submitted to the Principal Chief General Manager, Department of Cooperative Bank Regulation,

Reserve Bank of India, Central Office, C-7 Bandra Kurla Complex, 1st and 2nd Floor, Bandra (East), Mumbai – 400051.

(v) The reimbursement of interest equalisation claim will be made as and when the funds are received from Government of

India.
