• Request for submissions from all football stakeholders
• Consultation with WAFDT and WAFL Development Officers to determine current statistical data
• Management Sub Committee with an external executive officer, Andrew McBean, to collate and produce a draft statistical analysis
• Analysis of the Draft by the Zoning review committee in conjunction with the terms of reference to produce the final report

• Department of Planning and Infrastructure for providing all of the population projections data, the LGA statistical data and general planning and mapping expertise

Terms of ReferenceMetropolitan:
• This zoning should be undertaken with the view that the zones should remain in place for a period of at least seven years. (It is acknowledged that the Peel licence is to be reviewed after five years and zoning may need to be modified accordingly.)
• Notwithstanding the above, demographic projections for the period 2004 –2010 should be used to predict future population densities and the potential of the playing population to increase or decrease as the case may be
• Consideration is to be given to the number of teams playing in each age group for each zone in order to develop a sustainable competition for as many age groups as possible within each zone.

Terms of ReferenceMetropolitan (continued):
• Natural boundaries such as freeways, rivers and major arterial roads should be considered.Comment: For the National ABS & AFL census the local government boundaries have been followed where possible.
• The historical associations with WAFL clubs should be considered.
• The current junior club boundaries should be considered. Junior clubs should not be split between two zones where possible.
• Consideration should be given to clubs that have been moved from one zone to another under previous rezoning schemes.

Terms of ReferenceMetropolitan (continued):
• Rules should be recommended for implementation to allow for:- the development of players from the current zone to be recognised; and- to avert the mass registration of players from the ‘existing zone’ prior to
implementation of the new zone.
• The number of schools in the area should be considered. Primary focus for development in future years will be the targeting of the growth of football within schools. Consideration should be given to the number of players participating in school football program for 12-17 yr olds.
• When determining player numbers, consideration should be given to the number of players within a team, not just using a standard number of players across all zones, eg. One team = 20 players.NB: National AFL Census uses 25 players per team as their estimate

Terms of ReferenceCountry:
• Consider allocation of leagues to WAFL Clubs rather than regions to minimise the number of Country Leagues split between WAFL Clubs.
• The Pilbara should be allocated as a WAFL zone. Rules should be recommended for recruitment of players from the Kimberley.
• Consider current and future travel subsidies for outlying zones.
• Consider geographic relationship to the metropolitan zones.

The primary consideration for determining zones should be the number of players competing in the zones.

Rule changes to accommodate rezoning
10.1.1 In the year of a zone change only players who are listed in the WAFL 16’s championships are eligible to be registered with a WAFL club, should the zone change affect their zone status. All such players would remain zoned to their original club. Any other player who changes zone would automatically be zoned to his newly zoned club immediately.

Rule changes to accommodate Re-zoning1.5.2 The Brother / Brother Rule
The Rule is only to apply where brothers are forced to play with different WAFL clubs due to changes in the zone boundaries.
1.5.2a. The first brother to play must have played his first game prior to reaching 19 years of age and
b. Both Brothers’ must have the same Mother or Father andc. The first brother must play either Colts, Reserves, or League level at the time
of application, or has progressed onto AFL level through that WAFL Club
