Open Houses

The Open Houses were held to provide a SR-710 Study overview and update, inform stakeholders of the Environmental Review process, and present the twelve (12) alternatives developed by Metro’s technical team. The meetings were held throughout the Study area in El Sereno, Eagle Rock, La Cañada Flintridge, El Monte, South Pasadena, Alhambra, and Pasadena. Over 400 individuals attended the Open Houses including community members, 24 elected o;cials, and the media. A total of 890 comments were received and reviewed by the Study team.

What You Shared

Your input included a wide range of commentary concerning freight and goods movement, air quality, pollution, noise, suggestions for outreach, specific input of each alternative, property values, community culture, environmental justice, and local street improvement.

What is being considered?

Several alternatives are being considered including a no-build option, TSM/TDM, highway, freeway, and BRT/LRT concepts.

no build conceptRefers to not building anything within the study area, except for what is already being planned by local jurisdictions and/or included in the Southern California Association of Governments’ Regional Transportation Plan.

tsm (transportation systems management) conceptStrategies are designed to maximize e;ciency of the existing transportation system to improve capacity and reduce the e=ects of bottlenecks. Examples include: > Increasing transit service > Improving tra;c signal coordination > Installing traveler information systems > Improving intersections > Improving local streets > Introducing advanced technologies (e.g., Intelligent Transportation System, Guided Electric Vehicle Technology, Inherently Low Emissions Vehicles, Dual Mode Systems, Automated vehicle systems)

tdm (transportation demand management) Strategies are designed to reduce the demand in peak tra;c periods by: > Shifting vehicle trips to o=-peak tra;c hours > Encouraging ride sharing > Promoting use of public transit > Eliminating trips (e.g. telecommuting)

highway concepts Improving surface streets to serve a higher-capacity for both local and regional travel.

freeway concepts Extending the 710 freeway via: > Underground tunnel options > At-grade/depressed surface freeway option

lrt/brt conceptBuilding a new public transit system that includes: > Light Rail Transit (LRT, similar to the Metro Gold Line in East Los Angeles through Pasadena) and; > Bus Rapid Transit (BRT, similar to the Metro Orange Line in the San Fernando Valley)

What is the SR-710 Study?

The State Route 710 (SR-710) environmental study evaluates transportation options to improve mobility and relieve congestion in the area between State Route 2, Interstates 5, 10, 210, and 605 in Northeast Los Angeles and San Gabriel Valley. The study considers a range of multi-modal alternatives and their proposed e=ects to the surrounding communities.

Why is the SR-710 Study needed?

> The transportation network within the study area does not adequately handle the demand for regional and local travel. > Travel speeds on freeways are low, delay is high and travel times are unpredictable. > Local streets are a=ected by excess freeway traffic causing increased congestion and low speeds. > Without changes to the transportation system or demand patterns, the transit system will continue to operate at unacceptable levels. Operations will deteriorate as population growth and future traffic demands increase.

What is the SR-710 Study timeline?

where we’ve been…In the spring of 2011, the public participated in a series of meetings that resulted in a scoping process to identify a range of multimodal alternatives that would be analyzed throughout the Environmental Review Process. In addition to the scopping process, the technical teams at Metro and Caltrans incorporated the feedback from the Open Houses into their analysis and developed a set of multimodal initial alternatives, as follows:

> Seven (7) BRT alternatives > Five (5) LRT alternatives > Eleven (11) Freeway alternatives > Thirteen (13) local Highway alternatives > Three (3) TSM/TDM alternatives > One (1) No-build alternative

where we’re going…In the spring of 2012, the initial set of alternatives were narrowed down to 12, which were presented at the seven Open Houses in May. These include:

> Two (2) BRT alternatives > Two (2) LRT alternatives > Four (4) freeway concepts > Three (3) tunnel alternatives > One (1) at-grade/depressed surface alternative > Two (2) highway concepts > Two (2) TSM/TDM concepts > One (1) No-build concept

Reuniones comunitarias

Las reuniones comunitarias se organizaron para proveer la visión general y una actualización del Estudio de la SR-710, informar el público del proceso de Revisión Ambiental y presentar las doce (12) alternativas desarrolladas por el equipo técnico de Metro. Las reuniones se montaron dentro del área de estudio en El Sereno, Eagle Rock, La Cañada Flintridge, El Monte, South Pasadena, Alhambra y Pasadena. Más de 400 personas asistieron las reuniones comunitarias incluyendo miembros de la comunidad, 24 funcionarios electos y la prensa. Un total de 890 comentarios fueron recibidos y revisados por el equipo del Estudio.

Sus comentarios incluyeron un espectro amplio de temas como el transporte de carga, la calidad de aire, la polución, el ruido, sugerencias para alcance comunitario, ideas específicas para cada alternativa, los valores de propiedades, la cultura de la comunidad, la justicia ambiental y el mejoramiento de las calles locales.

¿Qué es el Estudio de la Ruta Estatal 710?

El estudio ambiental de la Ruta Estatal 710 (SR-710) evalúa las opciones de transportación para mejorar la movilidad y aliviar la congestión en el área entre la Ruta Estatal 2 y las autopistas 5, 10, 210 y 605 en el noreste de Los Ángeles y el Valle de San Gabriel. El estudio considera un espectro amplio de alternativas multimodales y sus efectos propuestos en las comunidades a sus alrededores.

¿Por qué se necesita el Estudio de la SR-710?

> La red de transportación dentro del área de estudio no soporta adecuadamente la demanda de viajes regionales y locales. > Las velocidades en las carreteras son bajas, la demora es alta y la duración de viajes es imprevisible. > Calles locales son afectadas por un exceso de tráfico de las carreteras, causando más congestión y velocidades bajas. > Si no se hacen cambios al sistema de transportación o el patrón de tráfico, el sistema de transporte seguirá funcionando a niveles inaceptables. Operaciones se deteriorarán en cuanto la población y las demandas futuras del tráfico crecerán.

Cronología del Estudio de la SR-710

donde hemos estado…En la primavera de 2011, el público participó en una serie de reuniones, lo cual resultó en un proceso de alcance para identificar un espectro de alternativas multimodales que se analizarán a través del Proceso de Revisión Ambiental. Además del proceso de alcance, los equipos técnicos de Metro y Caltrans incorporaron los comentarios de las reuniones comunitarias en sus análisis y crearon un grupo de alternativas multimodales inicial de:

> Siete (7) alternativas de BRT > Cinco (5) alternativas de LRT > Once (11) alternativas de autopista > Trece (13) alternativas de carreteras locales > Tres (3) alternativas de TSM/TDM > Una (1) alternativa de “no construir”

hacia donde vamos…En la primavera de 2012, el grupo de alternativas inicial se descartó a 12 alternativas, las cuales se presentaron en siete reuniones comunitarias que se montaron en mayo. Estas incluyen:

> Dos (2) alternativas de BRT > Dos (2) alternativas de LRT > Cuatro (4) conceptos de autopista > Tres (3) alternativas de túnel > Una (1) alternativa a nivel/superficie hundida > Dos (2) conceptos de carretera > Dos (2) conceptos de TSM/TDM > Un (1) concepto de “no construir”

Con el estudio de la Ruta Estatal 710 en marcha, estamos más cerca que nunca de transformar el futuro de transportación y movilidad en su comunidad.
