INTRODUCTION

Bangalore Metro Rail Corporation Limited (BMRCL), a joint venture of Government of India and

Government of Karnataka is a Special Purpose Vehicle entrusted with the responsibility of

implementation of Project.

The Phase 1 is 42.3 KM and the completion cost is expected to be

REACH 1 : The 7 km of Reach 1 is commissioned on 20th

Oct 2011. So for 75 Lakh trips have been made.

East-West Corridor .

Tunneling and civil works at stations are

progressing well . The Tunnel between Majestic

and Central college has been completed. Overall

44% Progress has been achieved.

North-South Corridor

Civil works at ramps and for the shaft are under

progress. Tunneling work will start soon.

PHASE 2

It consists of Four Extensions to the existing

lines and Two New Lines, The Route Length

is 72.1 KM with 61 Stations

The Phase-I (42.3 km) and Phase-II (72.10 km), together will

create a Metro Network of 114.40 km, with 101 Stations (80

Elevated, 19 Underground and 2 At-Grade)

Elevated viaduct consisting of prestressed concrete “U” shaped/Box

shaped single cell/I-Section Girders on Single pier/Portal with

pile/Open foundations.

Communication System:

Four Extensions to EW &NS lines in Phase – 2 will have following sub-systems as already

adopted in Phase – 1.

• Fibre Optic Transmission system (FOTS), GE and SDH.

• Telephone system (EPABX & direct lines).

• Radio system (TETRA).

• Broad Band Radio System (BBRS).

• Closed Circuit Television system (CCTV).

• Passenger Information Display System (PIDS).

• Public Address system (PAS).

• Master Clock system.

• Telecom- Supervisory Control and Data Acquisition (T-SCADA).

New lines between Gottigere - Nagawara and R V Road – Bommasandra will also have the

above features.

Extensions to EW &NS lines of Phase -1 will have the following features:

• Central Computer (upgradation if existing vendor, else new CC).

• Station Computers.

• Station equipment viz. Automatic Gates, TOM, Customer Care & RVCT.

• Automatic TVMs.

• Interface with Banks and other operators for add-value function.

• Contactless Fare Media.

New Developments

• Common Fare Media (MORE Bangalore) interoperable on BMRCL, BMTC, KSRTC, Cabs,

Micro payments.

• Integration with Transaction Settlement House.

• NFC deployment.

• New lines between Gottigere - Nagawara and R V Road – Bommasandra will also have the

above features.

Metro Rail Project does not require Environmental Clearance. However,

Environment Impact Assessment is necessary to assess the impacts. Accordingly,

DMRC, as part of the DPR, has made Environmental Impact Assessment.

FINANCING PLAN It is proposed to fund with a mix of equity, interest free subordinate debt and institutional

credit. The proposed funding is based on that in Phase–I works as detailed below:

BANGALORE METRO PHASE-2 Innovative sources of Finance devised by BMRCL/ GoK.

The GoK has approved additional resource mobilisation measures by way of

the following.

1. Development Cess: Levy of development cess on new layouts and

property developments in Bengaluru City. This is estimated to yield revenue

of Rs. 1250 crore in five years.

2. Cess on additional floor area ratio (FAR): Allowing Additional Floor area

Ratio (FAR) in the influence areas on either side of the metro alignments in

the Phase-1 and Phase-2. This is estimated to yield Rs. 430 crore in five

years.

3. TDR in lieu of compensation for Land: This will reduce the acquisition

cost of land.

BANGALORE METRO PHASE-2 Differential pricing in fare.

The two lines viz. Baiyappanahalli to ITPL-Whitefield and R.V. Road

Bommasandra via Electronic City will help the IT industry in a big way. A

slightly higher fare than normal fare could be fixed in respect of certain

specified stations for the trips originating or ending in such stations. Similarly,

a higher fare in the peak hours on these two lines as well as on other lines

will be explored to improve the fare box collections and thereby enhance

financial sustainability of the project.

As regards Hessaraghatta cross to BIEC section, the intension is to provide

connectivity to BIEC as the huge facility at present is underutilized because

of lack of quick connectivity. However, in order to make this alignment more

viable, it is proposed to charge ‘differential fare’ for BIEC station.

Public Private Partnership (PPP).

• It is proposed to explore possibility of Public Private Partnership in

respect of two new lines i.e. Gottigere to Nagavara and RV Road to

Bommasandra.

• The civil infrastructure is proposed to be established by BMRCL

including meeting the cost of land and property and utility shifting.

The PPP Partner is expected to meet the System Costs such S&T,

Rolling Stock, track and traction, and O&M cost.

• The model envisages to bring in private sector efficiencies, while

ensuring that the ownership of the assets remains with the

Government

• GoI will be approached for VGF.

• If the PPPs come through the project cost is expected to come

down by Rs.6065 Crore.

BANGALORE METRO PHASE-2 • Status Position- PRELIMINARY WORKS OF PHASE-2.

1. The Interim Consultancy for priority-1 lines

• Total length of 40.785 Km has been entrusted to M/s. RITES Limited in July 2011

for Reach-1 Extension, Reach-2 Extension and Reach-5 line (RV Road-

Bommasandra).

• The General Arrangement Drawings for all the three lines have been finalised after

final location survey.

• The land plans have been prepared for all the three lines. The preliminary

notification for acquisition for all the three lines will be completed in stretches in

a period of 1-2 months.

2. The Interim Consultancy for priority-2 lines.

• Total length of 31.310 Km has been entrusted to M/s. RITES Limited in July 2012

for Reach-3 Extension, Reach-4 Extension and Reach-6 line (Gottigere-Nagawara).

• The survey work has started and will be completed in five months period.

3. The Geotechnical Investigation work for first three lines

• The work has been awarded to M/s. SECON Private Limited for R1 extension, M/s.

Consulting Engineers Group for R2 extension and M/s. L&T Limited for R5 (RV

Road-Bommasandra).

• The agencies have mobilised their Rigs and work is in progress in all the three lines.

• Presently progress of 35% is achieved and balance will be completed by Dec-12/Jan-

13. However, tender drawings and tender documents can be prepared with 50%

bore logs available.

4. Geotechnical Investigation for balance three lines.

The Tenders have been invited and opened on 14.09.2012. The evaluation of

Technical Package is in progress. The work will be awarded by October 2012. The

completion period is 4-6 months.

5. The DDC (Detailed Design Consultancy) for viaduct and stations of five

elevated lines

The Tenders have been invited and Technical bids have been opened already. The

evaluation of Technical Package is in progress. The work will be awarded by October

2012.

The five elevated lines are R1 extension, R2 extension, R4 extension, R5 line (R.V.

Road-Bommasandra) and R6 elevated line (Gottigere-Swagath Cross Road).

General Consultancy services:

The GC staff requirement for Civil works, E&M works, System Group etc have been

assessed for all four extensions consisting of total length of 32.025 Km.

The present GC consortium will be continued for the Four extensions.

Negotiations will be conducted and supplementary agreement will be executed in

November 2012.

For the Two independent lines, separate GC/continuing same GC is under

discussion.
