1 INTRODUCTION

1.1 SCOPE AND PURPOSE OF THE DOCUMENT This document is the deliverable 03 of the METIS project. It is elaborated within the activity A – GNSS Regional Plan of the project and is to provide some inputs for the other work packages of this activity.

It aims at providing the reader with:

An overview of the existing GNSS infrastructure of the MEDA region as per information contained in METIS D01 “Report on Current Status and Evolution plans of the Navigation Infrastructure”. As D01 gives the snapshot at T0+12M, possible evolutions which may occur afterwards will be included in the periodic project reports;

An overview of the on-going projects or initiatives in the surrounding regions, especially Africa (AFI) and Middle East (MID) from which MEDA countries may directly benefit.

1.2 APPLICABILITY This document is one of the outputs of Activity A WP2200, and it forms the basis for the inputs to the Regional Plan.

1.3 DOCUMENT OVERVIEW This document aims at providing the reader with an overall picture regarding GNSS status over the Mediterranean Region as well as the on-going projects and initiatives evolutions in this respect.

An iterative process will progressively expand this report, respectively at T0+12 months (July 2007) and T0+24 Months (July 2008).

The GNSS Status under consideration in this document is threefold:

Differential GPS (DGPS) system in the MEDA Region, namely Egypt, Algeria and Turkey will be addressed. This section is a summary of METIS D01 related section.

EGNOS extension over the Mediterranean region will also be addressed, in terms of deployment status and plan for the upcoming years. This second section is also a summary of METIS D01 related section.

Finally, countries surrounding MEDA countries, mainly Africa (AFI) and Middle-East (MID) have also some systems or on-going projects which could somewhat affect the

2 DGPS STATUS OVER THE MEDA REGION The only considered infrastructure for GNSS in Egypt is the marine radio beacon of the DGPS (IALA DGNSS).

In 1998 Egyptian Maritime Safety Administration established the marine Differential GPS radio beacons servicing and covering the two cost-lines along the Mediterranean and the Red Sea through 6 DGPS stations. Such service provides safe GNSS navigation to vessels approaching the Egyptian waters. Also such service covers the important international waterway, the Suez Canal.

For further information on this IALA DGNSS system, please refer to D01, Section 6.1.2.

2.1 PLANNED DGPS INFRASTRUCTURE Noticeable marine infrastructure in Turkey in the last few years was the planning of establishing of marine DGPS station. The last update of the world DGPS database issued in July 2006 shows the Turkish Authorities has envisaged a plan for the DGPS system. Five DGPS beacons were suggested to be implemented on the Turkish coast. Though, the DGPS beacons were made to aid marine navigation in and near by the Turkish waters and waterways, the system will be available for other applications at the coastal cites. Potential utilization is also feasible in the term of road navigation, railway and fleet management

3 EGNOS STATUS OVER THE MEDA REGION Since July 2005, EGNOS is in his so-called Initial Operation Phase (IOP), 18 months long, which has the objective to ramp-up, stabilise and qualify the EGNOS operations. ESSP is managing a wide team in charge of the management of the operations performed at each facility.

During the EGNOS IOP the configuration of the EGNOS system is remaining under control of ESA; this, also to facilitate the industrial team responsible for the development of EGNOS to the complete closure of some open actions. As a consequence, at present ESSP has not control on the performance of the system, if not for what concern the impact of possible initial operation procedures and test on the system performances.

The status for the EGNOS Services introduction is in the following paragraphs.

The EGNOS Open Service is planned to start as soon as the EGNOS system update to broadcast the Message Type 0/2 will be completed and tested. This modification has started with the switch off of the ESTB last June, and the inclusion of the Message Type #0/2 in the messages broadcasted by the EGNOS GEOs. Such modification allows users equipped with mass-market SBAS receivers (like the one developed for the US market) to use EGNOS for not-guaranteed application.

The EGNOS Commercial Data Distribution Service is expected to be provided following the addition of an EGNOS Data Access Server, enabling the commercial provision of EGNOS products to authorised users (i.e. Added value Service Providers) for the development of application for professional users.

The EGNOS Safety of Life service is expected to be provided following completion of qualification activities, started last March 2007 with the Initial Operation’s qualification phase. Once the EGNOS Operation Qualification Review will be successful, and after the system and his provider is certified according to the regulations applicable to the specific applicative domain, then the service will be guaranteed for Safety of Life applications such for civil aviation Approaches with Vertical guidance (APV) within the coverage area.

Regarding the status of the EGNOS Services in the specific MEDA area coverage, it is related to the following factors:

• The status of the EGNOS system main components (in terms of GEOs, control centres, support facilities and uplink stations);

• The status of the RIMS that most contribute to the performances in the MEDA area (with different weight between them).

The objective is to achieve the performances as reported in the EGNOS MRD v2.0 in the section dedicated to the MEDA region performance, i.e. to achieve APV-I level for the Safety of Life services. A simulation of the final expected performances (availability) is reported in the following picture (source: GJU presentation at METIS KO).

Note: at the time of the writing, the RIMS indicated in Cyprus in the simulation below has been moved to Tel Aviv

Such status and the date for the related operational introduction (source: ESA, Euro-Mediterranean Transport Forum, GNSS working Group, 4th meeting, held in Brussels last 20th November 2006, lately updated in April 2007 following a meeting organized between ESA and the Industry involved in EGNOS deployment) is in the next table.

4 GNSS STATUS OVER MID AND AFI

4.1 NIGCOMSAT-1 A complete presentation of the NIGCOMSAT-1 mission is available in D01, Section 7.1.2.

The satellite has been launched on the 14/05/07:The Long March 3-B carrier rocket blasted off from Xichang Satellite Launch Center in southwest China's Sichuan Province

A company, called Nigerian Communication Satellite (NIGCOMSAT) Limited has been created under the Nigerian Federal Ministry of Science Technology whose mission is to be the leading communication satellite operator and service provider in Africa. NIGCOMSAT is a public private partnership with the private sector envisaged to have a controlling share.

NIGCOMSAT shall provide comprehensive, transmission and application services via digital or analogue system, operate same by either fixed or mobile satellite, direct broadcast satellite services, end-to-end solution and also engage in transponder leasing services.

In particular, this satellite encompasses a L band navigation payload with 2 transponders (L1/L5), which may provide Navigation Overlay Service based on EGNOS, and which offers a global coverage:

4.2 WAAS TEST BED As mentioned in the Report of the 5th meeting of the middle East GNSS task force (GNSS TF/5) held in Cairo, from the 12th to the 14th of September 2005,

“The meeting also noted that the proposal from US Trade and Development Agency (USTDA) for feasibility studies of the possibility of implementing a GNSS/SBAS in the Middle East Region is due to start in year 2007. The meeting renewed its support for trials of all kinds of options for GNSS augmentation scenario in the Region and therefore formulated.

The following Draft Conclusion that will replace the MIDANPIRG Conclusion 9/34:

That, the States of the MID Region willing to participate in the study of the GNSS SBAS demonstration test beds provide facilities for the reference stations when required.”

At this time, no other information has been made available to know the status of the deployment of a WAAS test bed over the MID Region.

At MIDANPIRG 10th meeting (15th-19th April 2007), the Secretariat presented a status of GNSS developments and activities in the MID Region. Regarding the status of a WAAS test bed it has been reported (section 2.6):

“CN/ATM/IC SG/3 and GNSS TF were apprised of the proposal from US Trade and Development Agency (USTDA) for feasibility studies of the possibility of implementing a GNSS in the MID Region. Both meeting renewed their support for trials of all kinds of options

for GNSS augmentation scenario, however had concerns on these test beds and trials since no progress had been observed.”

4.3 EGNOS EXTENSION OVER THE ACAC REGION The initial concrete mission objective of the EGNOS system extension over the ACAC Region is to provide an operational Satellite-based Augmentation Service (SBAS) to GPS over the Middle East beyond the MEDA Area and ISA Regional Extension Modules (REM)

The EGNOS Extension over the ACAC Region is called ARG (ACAC Regional GNSS).

In the frame of the European PROGENY Project, Galileo Joint Undertaking has ordered a definition study in order to:

• Define potential infrastructure scenario and implementation plan over the ACAC Region

• Define and establish an institutional framework

• Define a demonstration, training and awareness plan.

The leadership of this study was transferred to the GSA the 01/01/2007.

4.3.1 REM Concept The REM concept is an implementation solution of this RIMS network extension. A defined area could be covered either by one or several REMs.

The mission requirements of the REM are:

• Providing additional RIMS in order to cover a service area near Europe,

• Providing a level of power to the regional authorities,

• Providing the infrastructures for regional RIMS and their connection to Europe,

• Providing the capability to isolate the REM network (communication and RIMS) from EGNOS core.

The REM Concept is detailed in the figure below:

4.3.2 ARG Studied coverage The feasibility study has highlighted 3 sub-regions within the ACAC Region:

• ARG-1: MEDA countries, which have been studied in the frame of the Africa extension during EGNOS V2.2 PDR,

• ARG-2: AFI countries, which have been studied in the frame of the Africa extension during V2.2 EGNOS PDR,

• ARG-3: ACAC/ Middle East and some MEDA / Middle East Countries, corresponding roughly to the whole Arabian peninsula, are the area of interest of this study.

The ARG-3 shall provide services over the ACAC / Middle-East countries which comprises the following countries:

• Bahrain,

• Iraq,

• Jordan,

• Palestine,

• Lebanon,

4.3.3 ARG-3 Study Progress Status This study started in December 2006, and should end by October 2007.

The Feasibility study has been performed, and the study Mid Term Review (MTR) has been performed on the 20th of April 2007.

The main achievements were:

• 5 possible extension scenarios have been contemplated (4 REM based, 1 homogenous EGNOS extension over the zone)

• A complementary status has been requested by ESA and GSA to further detail the Processing Facility expandability, as well as to better present the qualification approach for the 5 proposed scenarios.

Those documents have been delivered on the 19th of June, and will be discussed on the MTR close-out planed for the 6th of July 2007.

The next phase of the study will be to address:

• The ARG-3 Architecture definition,

• The ARG-3 Implementation Plan,

• The ARG-3 Cost Assessment.

4.3.4 Latest MIDANPIRG Conclusion At the MIDANPIRG 10th meeting (15th-19th April 2007), the Secretariat revised the MIDANPIRG Conclusion 9/33 with Draft Conclusion 10/A:

“That European Space Agency (ESA) and GNSS Advisory Authority (GSA) define the EGNOS architecture / feasibility of using additional Ranging Integrity Monitoring Systems (RIMS) for achieving APV and to support the regional cost benefits analysis in the MID Region”.

4.4 ARABSAT INITIATIVE ARABSAT, the Arab States Satellite Operator has released beginning of 2007 a Request for Proposal for its 5th generation of satellites.

In this RFP, 3 satellites are requested:

• 2 Telecommunication satellites,

• 1 Optional satellite, itself having as an option a 1 L1/L5 Navigation payload, the aim being to provide Navigation signals for Middle East, Africa and South of Europe area.

ARABSAT is supported by the GACA, General Authority for Civil Aviation (Saudi Arabia), also member of ACAC.

On the basis of this RFP, a co-contracting (Astrium & Thales Alenia Space) agreement has been signed on June 16, 2007 in Riyadh for the in-orbit delivery of the 2 baseline satellites.

At this stage, the 3rd satellite option has not been exercised, but may remain valid.

4.5 NAVISAT PROJECT NAVISAT is a project aiming at developing a space-based infrastructure for the provision of CNS services over Africa and Middle-East regions.

The objective of NAVISAT is to allow major improvements in CNS services, and thus to contribute to the safety and efficiency of air transport in AFI/MID.

NAVISAT will be composed of 1 navigation payload (L band) with 2 Transponders (L1/L5).

4.5.1 Detailed NAVISAT Mission & Objectives The detailed NAVISAT Mission and objectives are:

• Fixed Aeronautical Communication

• Communication links between ground ATM facilities via satellite (VSAT)

• Voice and Data Services

• Mobile Aeronautical Communication

• Communication links between Aircraft and Ground

• Cockpit Services (Air Traffic Services, Airline Operational Communication)

• Passenger Services: GSM telephony (phone, SMS), Internet

• Satellite Navigation Augmentation (broadcasting of augmented navigation signals over the region)

• Communication links between ground navigation system facilities (VSAT)

• Broadcast of GNSS augmentation signal

• Service Coverage: Africa and Middle East.

4.5.2 NAVISAT Project Status TAS has conducted in 2005&06 a study to define and assess the economic feasibility of the most appropriate solutions for NAVISAT. A steering committee composed of the Egyptian, French and South African CAA, the ACAC and ICAO regional office has been put in place to follow the study.

The NAVISAT study produced a consolidated Business Case for the ATM satellite infrastructure.

Based on those elements a NAVISAT company has been created end of 2006 in Egypt. The full name is "Navisat Middle East & Africa". It is a private company, although sponsored by Egypt government.

At this stage, the Phase 1 is not yet started. In MIDANPIRG 10th meeting (15th -19th April 2007) Egypt presented a progress report on NAVISAT Project where this study has to start in

June 2007, financed by the Egyptian Government (around 2 Millions Euro). The study should be completed in one year, and present the following planning:

The same report also states that during ACAC 17th meeting held in Rabat (2nd to 4th April 2007) “the ACAC Air Navigation committee has announced its continuous support to the NAVISAT as a regional system to offer the aeronautical communication and navigation services according to ICAO CNS/ATM recommendations as the offered services are cost effective than the similar available services”.
