Ganga basin is the largest river basin in India in terms of catchment

area, constituting 26% of the country’s land mass (8,61,404 sq km) and

supporting more than 43% of its population. The basin covers an area of

1,086,000 sq km, extending over India, Nepal, Bangladesh and China.

About 79% area of Ganga basin lies in India covering 11 states viz.,

Uttarakhand, Uttar Pradesh (UP), Madhya Pradesh (MP), Rajasthan,

Haryana, Himachal Pradesh (HP), Chhattisgarh, Jharkhand, Bihar, West

Bengal and Delhi.

It is a widespread belief that river Ganga, has the ability to purify all that

cames into contact with it. On the contrary, no river can sustain its self-

purifying power with the kind of over-use, misuse and abuse of its waters,

as is the case with river Ganga.

‘Namami Gange Programme’, is an Integrated Conservation

Mission of Government of India. This ambitious

programme was approved as ‘Flagship Programme’ by the

Union Cabinet on 13th May, 2015 with 100 percent Central share and

budget outlay of Rs. 20,000 Cr. with the aim to attain the twin objectives

of- effective abatement of pollution, conservation and rejuvenation of the

revered River Ganga and all its tributaries under one umbrella.

Namami Gange programme, accentuated on 7 thrust areas viz. pollution

abatement, river front development, conservation of bio-diversity, river

development, capacity building, research and monitoring and spreading

awareness along with 21 action points comprising interventions of

determining and maintaining environmental-flow, upgradation and

management of sewerage treatment plants, Ghat repair, rural sanitation,

industrial pollution abatement, development of Ganga-Grams,

development of Ghats, creation and modernization of Crematoria,

river-front development, afforestation etc. with distinctive emphasis on

communication and public outreach activities to clean and rejuvenate

river Ganga.

The implementation of the Namami Gange program has been divided into 3 Levels-

Short-Term Activities (for immediate visible impact) :

Medium-Term Activities (to be implemented within 5 years of time frame for quantum improvement in river water quality)-

About NMCG - registered as a Society under Societies Act, 1861 and now vested with status of Authority under section 3 of the Environment Protection Act (EPA), 1986.

Mandate - to take-up measures and interventions for pollution abatement, sustaining ecological flow and for rejuvenation of Ganga river basin system.

NMCG empowered under section 5 of the EPA, 1986 to issue directions for compliance of the environmental standards prescribed by CPCB/ MoEF&CC or NMCG for pollution abatement in the Ganga basin.

Roles and responsibilities of SPMG

• Overall state level planning and management of river Ganga basin.

• Liaising with NMCG, State Ganga Committees and District Ganga Committees for effective implementation of various State level activities and interventions.

• Timely release of funds to Executing Agencies and monitoring of physical & financial progress of projects.

• Capacity building of Executing Agencies.

• Community participation and outreach activities.

• Compliance of Quality Assurance of capital investment projects.

Pollution Abatement Through Enhancing the Wastewater Treatment Capacity

Uttarakhand - Total 30 works with project cost of Rs. 1010.72 crores, aimed at creating 155.45 MLD STP capacity have been taken up, out of which 13 works have been completed.

Uttar Pradesh - 25 projects at an estimated cost of Rs. 4033 crore, in 13 towns aimed at creating 503.50 MLD of sewage treatment capacity have been taken-up. Out of 25 projects, 4 projects have been completed and 119 MLD sewage treatment capacity has been created.

Bihar - 19 projects at an estimated cost of Rs. 4105.97 crore aimed at creating 526 MLD of STP capacity, have been sanctioned by NMCG. Out of the 19 projects, 8 are under progress while 8 are under bidding.

Jharkhand - Sewerage infrastructure projects are approved for two towns i.e Sahibganj and Rajmahal which will create new STP capacity of 15.5 MLD and approximately 89.21 km of sewerage network will be laid at an estimated cost of Rs. 149.6 crore.

West Bengal - 9 sewerage infrastructure projects are approved to create new STP capacity of 223.63 MLD and approximately 952.25 km of sewerage network at an estimated cost of Rs. 1805.40 crore. Out of this, 1 project has been completed creating 8.23 MLD STP capacity.

For a better River-Human interface, Swachh Kinara initiative of NMCG envisages various activities including development of river front; providing clean Ghats; changing rooms facilities; community toilets; crematoria and efficient solid-liquid waste management along the Ghats.

Trash skimmers have been deployed to collect all kinds of floating waste materials in the river which are unhealthy for the river and make it look dirty.

Apart from the trash skimmers, workers are also being deployed to collect waste material from the riverbank so that the entire area can be declared “litter free”. Floating waste is collected manually where apparently due to the lesser depth of water mechanical cleaning is not posible. Waste collected along the banks is disposed-off on daily basis. Certification/verification of services is recorded and monitored on daily basis by respective Urban Local Bodies (ULBs).

The idea of river surface cleaning is to clean and collect trash off the Ganga & Yamuna river so that people can feel a visible difference in the cleanliness levels of the river waters. Trash skimmer machines and trash booms are deployed at eleven (11) cities including Haridwar, Allahabad and Varanasi etc. to arrest floating material and tackle river surface pollution.

On site treatment is simple, easy-to-operate and does not require major modification of the drain. Naturally occurring or activated microbial consortia/nutrient media is used in this treatment process to degrade sewage in flowing conditions without diverting the flow and no additional requirement of land or power is involved.

On behalf of NMCG, Forestry Research Institute (FRI), Dehradun has prepared a detailed plan for afforestation of 1,34,106 hectare areas across five Ganga main stem states of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal. The overall objective of the project is to contribute towards clean Ganga, particularly Anant Van and Aviral Dhara besides maintenance of ecological and geological integrities of the Riverscape.

For Indians, river Ganga has always represented the most significant sacred river, with many religious centres having developed on its banks. Water as one of the tatvas is symbolically associated with creation, dissolution, fertility and cleansing and is inherent in the larger Indian Cultural ethos.

Ancient texts such as Narada Purana and others have laid out the construction techniques for water bodies and also their upkeep for the welfare of the community. The concept of Ekram kshetra, a city originating around temples and water tanks has also contributed to the vocabulary of ghats and step wells as an indigenous expression of man- water relationship in the Indian sub continent. The Indian landscape went through many transformations in the subsequesnt eras and regimes.

The term Ghat came to be commonly used in many parts of Northern South Asia referring to a series of steps leading down to a body of water, this set of stairs could lead down to something as samll as a pond or as large as a major river. These were historically used for bathing, prayers, religious functions, cremations, recreation, community gatherings etc.

Ghats in India represent strong cultural, spiritual and historical significance, and are envisaged as transitional spaces between the built settlement and natural river ecology, spiritually percieved as a confluenec between heaven and Earth. It is vital that these areas be dynamic, ecologically resilient, conviniently accesible, offer safe and hygenic environment while retaining their historic and scared significance.

Subject: Participation in Namami Gange Programme of Ganga Rejuvenation – Expression of Interest.

Sir, River Ganga has been the source of physical and spiritual sustenance of Indian civilization for millennia. To the mind of every Indian, river Ganga is a living Goddess – Mother Ganga.

Though I live abroad, it has always in my subconscious mind to do something for betterment of life in my motherland. I am happy to learn that Government of India has taken up mammoth task of reviving and rejuvenating Mother Ganga by restoring its wholesomeness. Through this letter of intent, I express my intent to be a participant in the holy task of cleaning and rejuvenating Mother Ganga.

I, __________, express my willingness to take up following activities:-

(i) Develop a new Ghat/ a group of Ghats at _______ (may pick up from list provided) and adopt it/them for ___ years for its/their maintenance.

(ii) Develop a new Ghat/ a group of Ghats at _______ (may pick up from list provided) and hand over to the concerned agencies for operation & maintenance.

(iii) Renovate and modernize existing Ghat/Ghats at ________ and maintain it for _____ years.

(iv) Renovate and modernize existing Ghat/Ghats at ________ and handover ________ for maintenance.

MEMORANDUM OF UNDERSTANDING

This Memorandum of Undertaking (MOU) is made on this day, the ………………………. between National Mission for Clean Ganga (NMCG) herein referred to as NMCG having its office at 1st Floor, Major Dhyan Chand National Stadium, India Gate, New Delhi 110002 which expression shall include authorized representative Mr. , Executive Director (Finance) of the first part

and

XYZ Limited having its Office at …………………………………………………………………… (Hereinafter referred to as XYZ represented by its authorized representative) of the second part The activities for which this MoU is signed are to be known as “CSR activities under the umbrella of Namami Gange Program”

Whereas XYZ is desirous of executing a project under the umbrella of Namami Gange Program, detailed proposal of which is annexed, has approached NMCG to certify that the project will aid in the rejuvenation of Ganga to enable XYZ to include that activity as a CSR activity that ensures environmental sustainability.

And Whereas NMCG has appraised the detailed proposal submitted by XYZ and is satisfied that the project proposed to be executed by XYZ will, on completion, aid in the rejuvenation of Ganga and is agreeable to certify it as such subject to the terms and conditions stated hereinafter:

1. Responsibilities of XYZ

XYZ shall;

a) Execute the project activity as per the detailed proposal approved by NMCG

b) Display “Namami Gange” board / s at such location /s at the project site as may be prescribed by NMCG

c) Furnish reports on the project to NMCG or any other agency designated by NMCG in such format and periodicity as may be prescribed by NMCG.

d) Provide assistance for inspection of the project site by officers of NMCG or any other persons authorized by NMCG as and when required by NMCG. Cost of such inspections, if any, will be borne by NMCG.

e) Facilitate audit, by officers of NMCG and such other persons as may be authorized by NMCG, of the expenses incurred on the project to enable NMCG to furnish a certificate of expenses incurred on the project. Cost of such audit, if any, shall be borne by XYZ.

f) Not make any financial commitment on behalf of NMCG, nor shall take loans or create any other financial liability binding NMCG under this MOU.

2. Responsibilities of NMCG:

The NMCG shall:

a. Carry out inspections of the project site after due notice to XYZ and carry out such inspections during regular working hours of XYZ.

b. Not divulge any information relating to the project executed by XYZ or any other details relating

to XYZ to any third party without the prior approval of XYZ. However, this condition shall not apply to NMCG supplying information to any statutory authority in compliance of any statutory requirements.

c. Furnish a certificate to XYZ in accordance with the scheme within a period not exceeding one month from the completion of the project to the satisfaction of NMCG.

3. Force Majeure

In the event of non-fulfillment of the terms and conditions of this MOU due to any reason of force majeure namely fires, wars, riots, strikes, natural calamities, etc., neither XYZ nor NMCG shall be held responsible for any loss or consequential loss.

4. Indemnity

The XYZ hereby agrees to indemnify NMCG, its representatives, administrators and properties from and against all action, demands, proceedings, prosecutions, attachments, and the like arising out of its liabilities and all charges, taxes, etc.

5. Liabilities

NMCG shall not be liable for:

a. Any payments of claims by employees of XYZ

b. Discharging any financial commitments made by XYZ

c. Any suit on account of demands for infringement of any laws by XYZ

6. Breach of MOU

NMCG shall have the right to terminate the MOU with XYZ in case XYZ either fails to execute the project in accordance with the approved proposal as annexed hereto or violates any of the clauses mentioned in the MOU.

7. Amendment to the MOU

The obligation of XYZ and NMCG have been outlined in this MOU. However, during the operation of the MOU, circumstances may arise which call for alteration or modifications of this MOU. These modifications/alterations will be mutually discussed and agreed upon in writing.

8. Period of Validity

This MOU shall be valid for the project construction period as indicated in the annexed detailed proposal and may be renewed subsequently by mutual consent of both the parties.

9. Arbitration

Any dispute arising with regard to any aspect of this MOU shall be settled through mutual consultations and agreements by the parties to the MOU.
