It remains on time for building targets and on budget. In this edition we will learn more about key people involved in delivering the project programme, ensuring the highest quality that can be afforded and keeping the project on budget both during the build and right through the defects period some 12 months after the centre is open. Christ Swinkels is Contract Manager for the construction company Pellikaan. Christ has a Bachelor degree in construction and joined Pellikaan some 23 years ago, immediately from university. Christ has been a Contract Manager for 18 years and has built 7 leisure centres - 2 in the Netherlands, 1 in Germany, 1 in Belgium and 3 in the UK. Christ’s day to day activities include being actively involved in the design process, quality of products and processes, procuring sub-contractors and products, placing orders, raising invoices and making payments. He also is involved in the programming of works, coordination between different parties and reporting to the client, directors of Pellikaan and ensuring all of this is meeting the needs of the end users. This role is slightly different from most UK contract managers as most of their activities are financially focused. Every day of the Morden Leisure Centre project is different for Christ as he also gets involved in design progress, quality issues and aftercare. Of course, he doesn’t do all of this alone, rather he works alongside the project manager, designers and site managers. By using each other’s strengths, decisions are taken by the team and not by any one alone. The team work harmoniously together to improve the process of the works and to achieve quality outcomes. CONSTRUCTION CONTINUES

The construction of the new centre is moving at a pace. It remains on time for building targets and on budget. In this edition we will learn more about key people involved in delivering the project programme, ensuring the highest quality that can be afforded and keeping the project on budget both during the build and right through the defects period some 12 months after the centre is open.

Christ Swinkels is Contract Manager for the construction company Pellikaan. Christ has a Bachelor degree in construction and joined Pellikaan some 23 years ago, immediately from university. Christ has been a Contract Manager for 18 years and has built 7 leisure centres - 2 in the Netherlands, 1 in Germany, 1 in Belgium and 3 in the UK.

Christ’s day to day activities include being actively involved in the design process, quality of products and processes, procuring sub-contractors and products, placing orders, raising invoices and making payments. He also is involved in the programming of works, coordination between different parties and reporting to the client, directors of Pellikaan and ensuring all of this is meeting the needs of the end users.

PROGRESS UPDATE

The concrete diving tower is now fully in place and the external low level brickwork is complete.

The roof structure, cladding and window installation is well underway with the building expected to be water tight within a matter of weeks.

The secondary pool structures are almost complete as is the steel structure frame, the ground floor drainage and the first floor metal decking.

Works are underway on the internal blockwork and the mechanical and electrical installations.

Great Crested Newt monitoring is continuing in accordance with the Protected Species Licence.

QUALITY TESTING

In December 2017 the 25metre main swimming pool was tested for compliance in line with British Standard 8007. The assessment was carried out by independent Health & Safety advisors, TCSL, employed by Pellikaan for compliance and monitoring of all Health & Safety matters.

The construction site was also audited for plant emissions compliance by The Regulatory Services Partnership at Merton Council, who are doing these audits across many London boroughs, delivering a GLA initiative for improving air quality.

There’s a big difference in the levels of pollutants that come from some of the older engines that are found in things like excavators and generators, compared with newer engines that are available. The Non-Road Mobile Machinery [NRMM] Audit ensures that sites adhere to regulatory requirements in regard to their diesel engines.

Pellikaan got a great result at audit, as all of their plant, as well as that of their subcontractors, was compliant, and most of it exceeded requirements, being cleaner than the regulations stipulated.

Proper attention to NRMM regulatory compliance delivers real health benefit to Londoners as well as demonstrating the green credentials of developers.

QUANTITY SURVEYOR (QS) – COST CONSULTANT

G&T are providing the following range of services at various stages on the build:

Pre-Contract - assists the client to establish a basic budget for the scheme using in-house data and benchmark costs; assesses what facility mix is possible for the client’s budget. As the design develops the QS produces Cost plans and Cost Estimates based on information from Architects and Engineers. These both give a more accurate reflection of the direction of the costs based on the client’s requirements.

Procurement and Tendering - lead the process of acquiring a Contractor to deliver the scheme to design and budget, by working with the entire design team to prepare the tender documentation for Contractors to price and tender on. Then assess the bids with the client and design team for compliance, accuracy and price as well as the contractor’s skill, experience and ability to deliver the scheme.

Post Contract - contractor appointed; contract signed and works are underway. The QS’s job at this stage is to carry out a monthly valuation assessment to establish the actual cost of the works complete for payment to the contractor. With all construction scheme’s inevitably there is always changes or unforeseen additional works that come up. These are known as variations, it is the QS’s job to ensure if and when changes do arise that they are valued fairly and reasonably. The QS will manage the overall costs on the project and provide regular cost reports to the client as works progress.

Final account - typically the final job of a QS on a project. Once the project is complete and all costs and changes are accounted for the QS prepares a Final Account figure - this being the total cost the Contractor is due to be paid for all the works completed.

MORDEN AREA FORUM

A photographic presentation was made at the Morden Area Forum on 24 January and detail of works and activities already undertaken were shared with the community and councillors in attendance.

The community asked…

Will the café be dog friendly?

Dogs can either be tied up outside whilst the visitors use the café inside or visitors can sit on the terrace outside with their dogs.

What happens to the water that is being used to test the quality of the main pool?

The water is pumped from the main pool to the secondary pool for that to be tested and then pumped back to the main pool for further testing and so on and so forth until the pools are fully tested and compliant. At that point the water will be emptied in a timely and controlled way into the centre’s drainage system.
