Barr Engineering Co. 4300 MarketPointe Drive, Suite 200, Minneapolis, MN 55435 952.832.2600 www.barr.com Memorandum Subject: Summary of Environmental Conditions Phase 1 Residential Development Area, UMore Park Dakota County, Minnesota Date: September 15, 2017 This memorandum describes the past use and environmental investigation results of the Phase 1 Residential Development Area (435.546 acres at the University of Minnesota Outreach, Research and Education (UMore) Park in Dakota County, Minnesota (Figure 1). UMore Park includes portions of the former Gopher Ordnance Works (GOW), which was constructed and operated from 1942 to 1945 by E.I. du Pont de Nemours (as a contractor for the U.S. Government) for the manufacture of smokeless gunpowder (i.e., nitrocellulose), oleum (an intermediate used in the manufacture of sulfuric acid), and nitric acid for the World War II effort. After the war ended, the GOW was decommissioned and acquired by the University for research, agriculture, and third party tenant uses. The environmental conditions at UMore Park, including the UMore Mining Area (UMA) and the UMore East subarea (Figure 2), have been the subject of numerous investigations by the University, U.S. Army Corps of Engineers (USACE), and others since 2002 and a Public Health Assessment (MDH, 2014). These investigations, which were conducted with oversight by the Minnesota Pollution Control Agency (MPCA), have included record reviews, site reconnaissance, and environmental sampling and analysis to better understand past site use and to characterize soil and groundwater quality. Investigation work plans, reports, and other information regarding past use and environmental conditions at the Phase 1 Residential Development Area and UMore Park are available at the UMore Park online document repository: http://www.umorepark.umn.edu/ planning/gowinvestigation/repository/index.htm Previous Phase I ESAs Phase I Environmental Site Assessments (ESAs) were completed for UMore Park by Peer Engineering (Peer, 2006) and for the UMore East subarea by Barr Engineering Co. (Barr, 2011) to identify recognized environmental conditions (RECs). The Phase I ESAs were performed in conformance with ASTM, International (ASTM) Practice E 1527-05. The following RECs were identified in the Phase 1 Residential Development Area (Barr, 2011): Potential presence of asbestos containing building materials on the ground near GOW structures/former GOW buildings. Documented releases associated with the GOW construction, use, or decommissioning/ demolition activities associated with the GOW rail lines.

Potential releases associated with the GOW construction, use, or decommissioning/demolition
activities associated with the partially constructed GOW aniline plant.
Figure 3 shows the Phase 1 Residential Development Area at the time of the GOW decommissioning in
1945. Prior to the construction of the GOW, the Phase 1 Residential Development Area included three
farmsteads and was used for agricultural use. During GOW operations, the western portion of the Phase 1
Residential Development Area served largely as buffer property around the GOW and was intersected by
rail lines and access roads. The southeast portion of the Phase 1 Residential Development Area was the
planned location of the GOW Aniline Plant that was partially constructed but reportedly cancelled before
construction was completed. Additional support areas within the Phase 1 Residential Development Area
included the GOW Parking Lot, GOW Guard Towers, a temporary garage, and a safety office (Figure 3).
After the GOW was decommissioned, the University used the Phase 1 Residential Development Area for
agriculture and research and leased portions for tenant use (Figure 4). The University Beef Facility was
formerly located in the Phase 1 Residential Development Area and was used to board cattle for research.
The U.S. Air Force/Navy leased a portion of the Phase 1 Residential Development Area and constructed
the Navy barracks. The Jensen Air Field included a grass airplane landing strip and airplane
hangar/storage buildings. Two small plane crashes (Sites A and B on Figure 4) reportedly occurred north
of the air strip (Barr, 2011). In 2014, a haul road was constructed on the former GOW rail line to support
the gravel mining operations in the northern portion of the UMA.
Previous Environmental Investigations
The soil sampling locations from previous environmental investigations at the Phase 1 Residential
Development Area are shown on Figure 4 and the analytical results are included in previously published
reports (Barr, 2009a, 2009b, 2012, 2013, and 2017; Versar, 2010). Areas of known or suspected
environmental impacts at UMore Park are shown on Figure 5.
The findings from past investigations conducted in the Phase 1 Residential Development Area are
discussed below.
GOW Rail Line/UMA North Haul Road
Nine surface soil samples were collected along the former GOW railroad as part of the Phase II
Investigation of Sites of Concern (SOCs) 1-3 and 6-8 in the UMA (Figure 4; Barr, 2009). The samples were
analyzed for semi-volatile organic compounds (SVOCs), metals, and volatile organic compounds (VOCs).
Soil samples were also collected from two soil borings near the former GOW rail line and analyzed for
metals, VOCs, pesticides, and nitrocellulose. No analytes were detected above the Minnesota Pollution
Control Agency (MPCA) Tier 1 Soil Reference Values (SRVs) for unrestricted land use except for
benzo(a)pyrene equivalents (B(a)Pe), which exceeded Tier 1 SRVs in one surface soil sample.

A follow-up investigation was conducted along the railroad track in the area where the B(a)Pe exceeded
Tier 1 SRVs (Barr, 2013). An additional 16 soil samples were collected and analyzed for SVOCs. No analytes
were detected above the Tier 1 SRVs.
Navy Barracks
A total of 31 soil samples were collected at the former Navy Barracks as part of the Environmental
Baseline Survey (Figure 4; Versar, 2010). The samples were analyzed for PCBs and one sample was
analyzed for metals and PAHs. PCB-impacted concrete, asphalt, and shallow soil were identified, removed,
and disposed offsite (Versar, 2010). Samples collected from the base of the excavation were below Tier 1
SRVs for PCBs (Versar, 2010).
GOW Aniline Plant
Four surface soil samples were collected in the planned GOW aniline plant as part of the UMore East
Remedial Investigation (Figure 4; Barr, 2012). The samples were collected from test trenches excavated
near/below partially constructed buildings intended for chemical storage or in areas of potential
disposals. The samples were analyzed for SVOCs and metals. No analytes were detected above the Tier 1
SRVs for unrestricted land use (Barr, 2012).
Groundwater and Soil Gas
Groundwater samples have been collected from soil borings and monitoring wells installed at UMore Park
as part of past investigations and in conjunction with the UMA gravel mining operation. There are no
releases to groundwater or soil gas under investigation.
