Last week, the Palm Coast Tennis Center hosted the 2014 USTA Pro Circuit Men’s Futures Tournament
which began with 106 players from 31 countries playing qualifying matches. After a week of qualifying,
Main Draw Singles and Doubles moved on with 14 countries represented. Rain delayed play on two days of
the week, but the week concluded with a kids day, attended by 20 kids ages 6-12; a ProAm, 12 Pro’s and 12

Palm Coast Citizens…Take the Survey
The City of Palm Coast is participating in a new University of Missouri-Columbia research study
regarding emergency tornado notification and is encouraging all Palm Coast residents to take the
survey. The survey will help researchers learn how residents and businesses inside the City were
notified of the Starlight Tornado threat on Dec. 14, 2013, and what they did with the information, in an
effort to understand how people receive and react to emergency information.
All adults who lived in Palm Coast in December 2013 are encouraged to take the survey – whether
they lived in the neighborhoods affected by the Starlight Tornado or not and whether they were
directly affected by the tornado or not.
The survey is now open and will remain open through Feb. 17. The survey can be completed online by
visiting: http://www.palmcoastgov.com/emergency/codered. Those who would prefer to complete the
survey by telephone may call toll-free at 800-453-8436.
The results of the survey will be shared with us in an effort to improve emergency communication
initiatives and outreach. For more information, please read the attached news release.

Applications Division continued working on the new website for the Business Assistance Center.
Applications Division continued configuration and testing of the OnBase Agenda Management solution.
Operations Division received 120 Track IT’s this past week.
Operations Division continued to roll out IPads to administration staff throughout the city. Our IPads workforce is now close to 50.
Operations Division assisted with FPL power upgrade at WTP3. Staff enacted a plan that allowed for the completion of the upgrade, while keeping the City’s data room up and running.
Operations Division prepared inventory for the Employee Purchase Program. This program is well received by employees who enter a lottery to be able to purchase older technical equipment.
Operations Division researching vendors for cloud VoIP to replace aging legacy PBX (phone switch).
CODE ENFORCEMENT
Applications Division previewed the new Invoicing Module within CD Plus for Code Enforcement. Applications will continue to work with Code Enforcement to finalize their specs to transfer workloads from Munis into CD Plus.
Applications Division planning on diagraming Code Enforcement workflow to monitor changes from current process to new workflows created by CD Plus enhancements. Workflow diagram is also used to insure all tasks are transferred over to new CD Plus module
COMMUNITY DEVELOPMENT
Applications Division has completed full integration of ProjectDox Testing environment and is working with Community Development to troubleshoot ongoing testing.
M-3 Water Control Structure Rehabilitation Project for 2014 (ITB-SW-14-01) - Council approved the contract award to S.E. Cline Construction, Inc., in the amount of $439,325.00 on 12-17-13. Water level in the area has been lowered in preparation of the upcoming construction. Notice to Proceed date is Feb. 10, 2014.
Stormwater Model Construction Improvements for Sections 35 and Section 37
Public Works continues construction on pipe & ditch improvements. Burroughs Drive completed on 1-31-14. Currently working on Burnside Drive.

Colechester @ College Waterway Bridge #63 Rehab Design - Stone Engineering Group submitted the design proposal. Staff is presenting a Work Order to Council at Workshop on 2-11-14.
Indian Trails Middle School Additional Fields – Staff met with school representatives on 1-30-14 to discuss project. Preliminary survey work was completed on 2-1-14. Conceptual design to start soon.
Seminole Woods Multi Use Path
Public Works continues on Phase 1 construction – FPL pole relocations are scheduled to start on 2/10/14. Swale work has started on the south end of the project and sod is almost complete, concrete is approaching the northern Ulaturn. Grading is almost complete to Utah. Started installation of barrels and benches. Phase 2 design (70%) will be ready for permitting soon.

In the past week, the department responded to 205 calls. There were 2 structure fires and 1 vehicle fire. A total of 134 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 194 out of a possible 800 and the fire danger is moderate.

“A DAY IN THE LIFE” OF THE PALM COAST COMMUNITY CENTER:
Thursday, February 6 – Our day began at 8:30am with participants arriving for their weekly
Qigong class. This program, conducted by a private resident who reserves the facility one day
per week, is comprised of breathing, physical, and mental training methods.
Shortly after (at 10:30am), the People Who Need People social group started arriving for their
weekly meeting. Attended by 24 individuals, this group gathers to discuss and plan social
activities for the upcoming day, week and month. Many of these individuals are among the over
50 regular attendees who meet weekly for the City hosted Game Day Social. Staff quickly sets
up tables and chairs so participants can play a variety of card and table games between the hours
of 1-4pm.
As the Qigong class ends, participants start arriving for the daily exercise programs conducted by
Wellness with Chrissy (11am). Again, a private resident reserves the facility to conduct these
daily exercise programs that are open to the public.
From Saturday, February 1-Thursday, February 6, the Community Center welcomed 806
visitors.

Playground Pals –February 26, Playground Pals (toddlers ages 2-5 years) will meet at one of
the City’s local parks for active play, arts, crafts and games. The second Playground Pals of the
new-year will meet at the playground located at Waterfront Park, on Wednesday, February 26 at
1 pm. No fee, but pre-registration is required.
Little Chefs – Do you have a little “Guy Fieri” or “Rachel Ray” in your home? Bring your
“Little Chef” to learn how to make healthy and tasty snacks. Little Chefs will be held on
Tuesday, February 18 with the theme of “Healthy Gummy Hearts”. Free to attend but pre-
registration is required.

Game Day Social This relaxed social atmosphere allows our participants to meet new friends while enjoying the
friendly competition of dominos, cards, or the game of their choice. Participants are encouraged
to bring their own games to share with others. Held every Thursday from 1-4pm at the Palm
Coast Community Center.
Co-ed Athletics at ITMS, 5505 Belle Terre Parkway Basketball – Tuesday & Thursday nights through May 22 from 7-9:30pm. Pre-registration and

Critic’s Choice Club – Thursday, February 13 at 5:30 pm Oceanside Bar and Grille, Palm
Coast. Join us on this monthly adventure to new restaurants in ours and surrounding
communities. Pre-registration required. Cost of meals and transportation is at the participant’s
expense.

Thursday, February 20 from 6-8pm at the Palm Coast Community Center. This month’s project
is a glitter vase. Pre-registration and payment of $14 fee is required. Materials are included in
the class fee.
Fantasy of Flight, Polk City – Saturday, February 22 departing from the Palm Coast
Community Center at 8am (returning approximately 5pm). Registration fee of $60 includes
roundtrip motor-coach transportation, entrance fee and lunch. Join the flight crew and climb
aboard the legendary aircraft that changed the course of WW II, the B-17 Flying Fortress.
Experience all eras of inspiring aircraft in the world’s largest private collection of vintage
aircraft.
Women’s Self Defense Class – Held for 3 consecutive weeks, begins on Monday, February
24 from 6-8 pm at the Palm Coast Community Center, 305 Palm Coast Parkway, NE.
Instruction provided by Corporal Lutz of the Flagler County Sheriff’s Office. Women will learn
effective methods to ward off an attacker. Appropriate for ages 12 years and up. Pre-registration
is required; cost is free.
AARP Driver Safety Program – Wednesday, February 26 from 9am-3:30pm at the Palm
Coast Community Center, 305 Palm Coast Parkway, NE. Join the nation’s first and largest
course for motorists ages 50 and older. Pre-Registration and payment of $20 fee required (AARP
Member Discount $15).

Re: Week in Review
The average water demand for the week was 6.359 million gallons per day; average wastewater flow
was 5.693 million gallons per day.
Installed 11 new domestic meters, 6 new PEP tanks and replaced 1 PEP tank.
This week 339 utility customers were shut off for non-payment.
Began smoke testing in Section 27 (Woodhaven area). Completed 39,080 feet to date and replaced 55
clean out caps. In addition, the Inflow/Infiltration crew cleaned 8,100 feet and TV’d 16,375 feet of
gravity sewer and inspected 63 manholes.
Beachside Pump Station and Sewer Force Main – Contractor continues working on punch list items. The
generator load bank test was successful. A power transfer panel board failed testing and will be replaced.
Preliminary as-built drawings have been received.
ZLD Water Treatment Plant #2 – Electrician installing electrical conduits under the dewatering building
slab. The new sulfuric and caustic acid bulk feed lines have been activated. Contractor has finished
pouring clarifiers 1 & 2 and the lime sludge thickener and removing forms from the site. Also the
contractor is filling and compacting the ultrafiltration building columns and foundation slab.
Seminole Woods Multi Use Path (MUP) – Phase 1 (between the two Ulaturns) - Bench and receptacles
have been installed as well as landscaping and mulch. Sod is currently 85% done on this phase. Phase II
Ulaturn to Utah - 50% of the concrete has been placed, approximately 1200 feet.
Graded 7,753 feet of swales, repaired 1 outfall and cleaned 63 culvert pipes. Screened 3,000 cubic yards
of dirt for recycling.
Palm Coast Parkway West Gateway Sign Project – Fabricated, painted and installed the foam decorative
boarders. Currently waiting for the vendor to install the logo and lettering.
Mowing on Belle Terre Parkway and Palm Coast Parkway. Landscape crew cut decorative grass,
mulched and trimmed palm trees on Old Kings Road south center median.
The traffic division implemented signal changes at Belle Terre and Pine Lakes South, removing 5
section heads and installed two 3 section signal heads.
Inmates mowed and weeded 48,485 linear feet of ditch in the “C” and “W” sections.
Stormwater Modeling Project, Section 35 - replaced 1 pipe crossing at Burnside Drive and continued
final grading on the adjacent ditches.

Palm Coast, Fla. – The City of Palm Coast is participating in a new University of Missouri-Columbia research study regarding emergency tornado notification.
On Dec. 14, 2013, the National Weather Service reported an EF-1 tornado with maximum winds of 110 mph that touched down and crossed the northern sections of Palm Coast. The survey will help researchers learn how residents and businesses inside the City were notified of the tornado threat and what they did with the information, in an effort to understand how people receive and react to emergency information.
The survey will be open Monday, Feb. 3, through Monday, Feb. 17. The researchers are asking all adults (age 18 or older) who live(d) in Palm Coast in December 2013 to participate in the survey – whether they live(d) in the neighborhoods affected by the Starlight Tornado or not.
The survey may be completed online by visiting the City website at www.palmcoastgov.com and clicking on the CodeRED logo. Those who would prefer to complete the survey by telephone may call toll-free at 800-453-8436.
The results of the survey will be shared with the City of Palm Coast in an effort to continuously improve emergency communication initiatives and outreach. The City currently utilizes the CodeRED emergency notification system to provide automated warnings of impending severe thunderstorms, tornadoes and flash floods, as well as City or neighborhood emergency alerts. To register for future notifications, visit www.palmcoastgov.com to submit information into the emergency database, which will only be used for Palm Coast emergency alerts.
“We are very excited that our City was selected to participate in this survey, and we look forward to partnering with the University of Missouri-Columbia for this research initiative,” said Palm Coast Fire Chief Mike Beadle. “We encourage all of our residents who are over 18 to make sure they participate. The findings of this research will help us understand any communication limitations that exist within our community and ways we can improve early warning communication to our citizens to protect life and property.”
The University of Missouri-Columbia study will also survey residents and businesses in Douglas County, Ill., which was impacted by an EF-3 tornado in November 2013 for a comparison of emergency notification technology utilized and how it was received by the public for weather

I've also discovered various facts about some of the successes in your young life: your ranking as an Expert in Marksmanship; your qualification as Expert Rifleman in the Appleseed Course; your ranking as Captain in the AJROTC; and the 63 merit badges (twice the required amount) you've earned as a Scout.
