JULY 2013 5 Memorandum of Mutual Recognition of Membership (MMRM) between the Hong Kong Institute of Surveyors (HKIS) and the Royal Institution of Chartered Surveyors (RICS) The HKIS, on 2 July 2013, issued a letter to the RICS to terminate the MMRM, by which the termination will take effect on 2 January 2014. The current MMRM between the HKIS and RICS was signed on 14 November 2005. This superseded an older agreement dating back to 30 November 1998. Members may be aware that the RICS and HKIS have a long history of cooperation. In fact, over 90 percent of HKIS members were also members of the RICS during the early stages of the agreement. The relationship somewhat diminished when the RICS temporarily retreated from Hong Kong after 1997. Since the RICS returned in early 2000, the difference between the two institutes had grown. Over the past two years, HKIS members have observed that the MMRM may no longer be meeting its original expectations and sought a review. Over the past few years, there have been many structural changes in the division of the professions and admission routes, as well as the entry procedures for new RICS members, which have deviated from our expectations. Changes in the RICS’s reciprocity policy have also caused concern for HKIS members. The Board of Membership (BOM) and the HKIS/ RICS Liaison Committee, therefore, led a discussion on the operation of the MMRM. In fact, the above concerns of the HKIS were conveyed to the RICS during liaison meetings between the two organizations over the past two years, but no further response was received by the HKIS. Discussion forum was organized in the HKIS SLC on 24 June 2013 for members to express their views on the proposed termination of the MMRM During this period, much debate had occurred between the Divisions and YSG. The HKIS General Council decided on a formal consultation between the six Divisions and YSG after a discussion during the annual retreat in February 2013. In April 2013, the six Divisions and YSG reached a consensus to terminate the MMRM. In its subsequent meeting, the HKIS General Council decided to start the consultation with the RICS to commence the termination. The HKIS/RICS Liaison Committee was asked to assume the consultation. Following that, a discussion forum was organized on 24 June 2013 in the HKIS Surveyors Learning Centre for the proposed termination of the MMRM. The forum aimed to discuss the operation of the existing MMRM and collect views from members for the HKIS to finalize its views with regards to: 1. The MMRM being obsolete and the need to review it. 2. The impact of "alternative routes to membership". 3. The initial thoughts of the Executive Committee, Divisions, and Liaison Committee on dispensing with the current MMRM. Attended by about 40 members, the forum was hosted by Sr Wong Bay, HKIS Past President and Chair of the HKIS/ RICS Liaison Committee, who introduced the background and the previous discussions of the MMRM within the HKIS General Council, Divisions, and Board of Membership, as well as with the RICS during the Liaison Committee meetings.

Theforumdiscussedthefollowingproblems in regards totheMMRM:
1. Over theyears, ithasbeenapparent that therehavebeenmany structural changes in thedivisionofRICSmembership, resulting in amismatchwith theHKISDivisions.
2. TheRICS’snewadmission routesandprocedureshavedeviated from themutual expectations and is notacceptableby theHKIS asmeeting its requirements.Examples are the RICS Academic Route, EminentMembership,ProfessionalExperienceRoute (PER),andSeniorProfessionalRoute.
• That it no longer serves itsoriginalpurposeand theexpectationsoftheHKIS,soareviewoftheagreementandtheexistingarrangementarenecessary.
• The fact thatbothorganizationswereno longeronparwitheachother, since theRICShadevolved fromaDivisionsandFaculties structure intoaProfessionalGroups structure,whilst theHKIShasmaintained itstraditionalstructureofDivisions.
• The fact that someRICScandidatesdidnothave thesufficientrequisiteexperienceandacademicknowledgeforadmission into the respectiveHKISDivisionsduetothesubdivisionofprofessionalareasbyRICS.
• Concerns over a possible loss of “internationalrecognition/status”iftheMMRMisterminated.
• Theneed for theHKIS to leave a route for youngermembers. If theHKISterminatestheMMRM, itshouldconsiderprovidinganalternative route toadmitRICSmembersorrecognizetheirqualifications.
Terminationdoes notmean an end to the relationshipbetween theHKIS and RICS, since it only dealswithmembership recognition. Cooperationbetween the twoinstituteswillcontinue,as themajorityof themembersoftheHKISarealsomembersoftheRICS.
IMPORTANT NOTICEMembersshallnotethattheexistingMMRMwouldceasetohaveeffecton2January2014.
Constructioncompanies(orcontractors)areproject-basedorganizations.Theyorganizeprojectteamstoexecuteandmanageconstructionworksonconstructionsites.Largeamountofvaluableknowledgeisembeddedinindividualsworkingintheconstructionteam,whoactuallycreateandapplyknowledgeintheconstructionprocess.Encouragingthe individuals to share their knowledge is critical forimprovingprojectperformances.A construction teamconstitutesprofessionals fromdifferentdisciplines (e.g.engineering,quantity surveying). It is important for theprofessionals tosharetheirdiverseknowledgetoobtainmutualunderstanding,achievecollaboration, jointlyseekeffectivesolutions,andimproveworkefficiency.ThisstudyaimstoinvestigatefactorsaffectingindividualknowledgesharingbehaviorinconstructionteamsinHongKong.
TheoryofPlannedBehavior (TPB)andSocialExchangeTheory(SET)areemployedastheoretical lenstodevelopapreliminaryresearchmodelandhypotheses.Tovalidatethe researchmodel, a two-stage research design isformulated. In thefirststage,anexploratorystudywithsemi-structured interviews is conducted to evaluatethe factors that affect knowledge sharingbehaviourin construction team. The second stage involves anexplanatory studywith a questionnaire survey forcollectingempiricaldatatotestthehypotheses.
This study finds thatprofessionals’knowledgesharingbehavior issignificantlydeterminedbytheir intentiontoshareknowledge,whichinturnissubstantiallyinfluencedbytheirattitudetowardandperceivedbehavioralcontroloverknowledgesharing.Research findingsalso revealthatprofessionals’perceptionsof losingfacenegativelyaffectstheirattitudetowardknowledgesharing,whiletheperceptionsofknowledgefeedbackandknowledgeself-efficacypositivelyaffecttheirattitudetowardknowledgesharing. Besides, it is discovered that professionals’perceivedbehavioralcontroloverknowledgesharing isinfluencedbyperceivedspaceresource,includingphysicalspace resource, social spacecreatedbysocialactivities,andvirtualspacefacilitatedbyICTsupport.
Thereare threemaincontributions in this study.Firstly,severalnewmeasureswithadequate levelof reliabilityandvalidityaredeveloped.Secondly,thisstudy isoneofthefirst toemployexistingsocialpsychological theoriestostudyknowledgesharingbehavior intheconstructiondomain. Itprovidesanewdirectionfor furtherresearchand advances knowledge by developing a holistictheoreticalmodeltoexplainknowledgesharingbehavior.Thirdly, thisstudyadvancesmethodology inknowledgesharingresearchbytakingadvantageoftherobustnessofatwo-stageresearchdesign.Usingcontext-specificfactorsexploredfromanexploratorystudyhelpstoenhancethevalidityoftheresearchmodel.

TheBuildingEnvironmentalAssessmentMethod(BEAM)PlusandLeadership inEnergyandEnvironmentalDesign(LEED)assessmentsaimtopromotebetterenvironmentalperformances for buildings during their life cycles.However, thehigh initial costsof the relevant facilitiesare a big barrier to implement these greenbuildingassessments.ThisstudyseeksinnovativesolutionstomeettherequirementoftheBEAMPlusandLEEDassessmentsbytwogreensystems‘SolarChimney’and‘EarthTube’,ofwhichperformancesareevaluatedbyemployingabuildingenergynumerical simulationprogramcalled‘EnergyPlus’.
The findings show that natural ventilation by solarchimneycanbe improvedby increasing thechimney’sheightandwidthor theairgapwidth. Second, solarchimneyperformanceissignificantlyaffectedbydifferentfacingorientations.Third,mostcasesof solarchimneysimulations in the studycanprovide sufficientnaturalventilationduring theirworkingperiods against thebenchmark fromASHRAE 62.1-2007 (0.36ACH atminimum in a living/bedroom/office).However, solarchimneycannoteffectively improvethermalcomfort foroccupants.Moreover, inanair-conditionedapartment,solar chimney increases its cooling loadbecause the

outdoor air temperature is higher than the roomtemperatureduringairconditioners’operation. In an earth tube system, the inlet air temperaturedecreasesaspipelengthsandburieddepthsincreaseandpipe radiusdecrease.Second,underadesignflowrateof0.08m3/s,anearthtubesystemcanprovidesufficientfreshairventilationagainstthebenchmarkfromASHRAE62.1-2007. Furthermore, anearth tube candecreasecoolingloadsinanair-conditionedapartment(coolingsetpoint28˚Corabove)forthesummerdesignday‘July21’inHongKong.
Followingthesimulation,afeasibilitystudyonapplicationsof solar chimney and earth tube systems shall beperformed inorder todetermine if theirperformancescanhelpmeetcreditrequirementsmoreefficiently intheEnergyUse (EU)and IndoorEnvironmentQuality (IEQ)sectionsofBEAMPlusandLEEDassessments,respectively.Finally, the findings demonstrate that both greenarchitectural applications canpotentiallyhelpachievecreditrequirementsinsomesubsectionsofBEAMPlusandLEEDassessmentsduetotheirenergy-savingcapabilitiesinthermalcomfortor/andventilation.
Feasibility Study on Applications of Solar Chimney and Earth Tube Systems for BEAM Plus and LEED Assessments
implementingPFSSinHongKong.Industrialpractitionersgenerally agree that PFSS is effective inHongKong’sconstructionindustry.Allrespondentsranked“increasedsafetytraining”and“enhancedsafetyawareness”asthetwomostsignificantbenefitsofPFSS.Ontheotherhand,theyranked“plentyofpaperworkrequiredforcertifyingpayment to contractor” and “complicated contractdocumentsand lengthyassessmentprocess”as its twomostchallengingdifficulties.
Hence,improvementsareneededtofacilitateasmootherimplementationofPFSS inthefuture. Aseriesofeightstructuredface-to-face interviewswereconductedwithrelevant senior safetypractitioners fromHongKong’sleadingmaincontractors. Theywere invitedto illustratethose safety incentives ormeasures implemented atthe subcontractor level, commenton the feasibilityofextending PFSS to subcontractors, and recommendpossible payable safety items for subcontractors.
The interviews revealed thatmonetary awards, peerrecognition,andcertificatesofappreciationwere thecommonsafety incentivesoffered to frontlineworkers.Most intervieweeswereoptimisticaboutextendingPFSSto subcontractors and recommended somepossiblepayablesafetyitems.Additionalsafetymeasuresforhigh-riskoperationsworthconsideringwere identifyinghigh-riskoperations (e.g.major falseworkerection, towercraneinstallationandoperation,tunnelingwork,etc.)andprovidingcorrespondingsafetymeasures,pre-tasktraininginhigh riskprocesses.“double shackle” safetybelts,elevatorworkingplatformsandwelfarefacilities.
The study’smajor contributionwil l be to fi l l theknowledgegap inapplyingPFSStoconstruction. WiththekeybenefitsandpotentialdifficultiesofPFSSidentifiedby this study inmind,decisionmakerswillhavestrongevidencetodeterminewhetherornot toadoptPFSS infutureprojects.

TheCommitteewas formed in 2007with the aim ofencouragingHKISmembers to participate in volunteerservicesandtoorganizecharityandcommunityprograms.TheCommitteeheldmeetingson26February,16April,and25June2013.
Project SPARKLEFollowingthesuccessofProjectSPARKLE(SupportingPreteenAccess toResource,Knowledge,LoveandEducation) inpastyears, theCommittee jointly implementedtheproject’sMentorshipProgramwiththeTWGH’sJockeyClubTinShuiWaiIntegratedServicesCentreagainin2013.First launched in2010,ProjectSPARKLE is amentorshipprogram that aims to create aharmonious andhealthyenvironmenttofacilitatethebetterdevelopmentofchildreninTinShuiWai.
TheResearchCommitteewasformedto initiateanddeviseresearchprojects for theGeneralCouncil’sconsideration.TheCommitteevets researchproposals fromeachDivisionand recommends some to theExecutiveCommittee forformalapproval.
With theCommittee’s recommendation, the ExecutiveCommitteerecentlyendorsedatwo-yearresearchprojectbytheBuildingSurveyingDivisiontitled,“LifeCycleofBuildingElementandComponents”.

Items1and2wereearlierapprovedby theEC/GC. TheFinanceCommitteedidnotsubmitaproposal for Items3
and4totheEC/GC,astheyweregenerallynotsupportedby theDivisions/YSG. Aproposal for Items5and6wasapprovedbytheECinitsJune2013meeting.SubjecttotheapprovaloftheGC,Item5willbeimplementedin2014.
MembersmayrecallthataquestionnairesurveywascarriedoutbetweenFebruaryandMarchofthisyear inconnectionwithmembers’claimstatus fora taxdeductionfromtheirmembershipsubscriptions. Inthemorethan200responseswereceived,morethanhalfofourmembersclaimedsuchadeduction. Hence, theHKIS couldnot enjoy the taxexemptionunderSection24(2)oftheIRO.
Last, Iwould like to takethisopportunity toacknowledgethecontributionmadeby thevariousHonoraryTreasurersandCindyTangoftheAdministrationOffice.
Inameetingbetween the representatives fromtheHKISLiaisonCommitteeand those from theRICSHongKongLiaisonCommitteeheldon30May2012, bothpartiesagreedthattheir Instituteswouldrevisit theMemorandumofMutualRecognitionofMembership (MMRM), signedbetweentheHKISandtheRICSon14November2005withaviewtorevisinganyoutdatedtermsorconditions.
TwomeetingswereheldbytheHKIS/RICSLiaisonCommitteethereafterand theDivisional andYSG (YoungSurveyorsGroup) representatives referredback to their respectiveCouncils/Committeestocommentontheissuesthataffectedthem, includingthecontinuationofthemutualrecognitionarrangement.
The initial findingsby theCommitteeshowedthatwhilsttherewereconcernsover thedifference in structureandthe levelofprofessional standardsbetween theHKISandtheRICS,theCommitteeconcludedthattheMMRMshouldbemaintained. Italso recommended that theadmission
requirements be strengthened and that the individualDivisions should identify theirownpathways formutualrecognition.
At the annualHKISRetreatheld in February2013, theGeneralCouncildiscussed the Institute’s relationshipwiththeRICSinviewofincreasingconcernsbymembersoverthechangesinthereciprocitypolicyanditsimpactonthemutualrecognitionofmembershipbetweenthetwoInstitutes.TheGeneralCouncildirectedtheHKIS/RICSLiaisonCommitteetoconductfurtherconsultationswiththeDivisionsandYSGandreconsidertherelationshipandpossibleterminationofmutualrecognitionwiththeRICS.
After the consultationsweremade, theDivisions andYSG arrived at amajority agreement to terminate theMMRM,since itno longerserved itsoriginalpurposeandtheexpectationsof theHKIS,andtheRICSwasno longerconsideredonparwiththeHKIS.
The HKIS/RICS Liaison Committee and the ExecutiveCommitteemeton15March2013todeviseastrategyandactionplanforproceedingwiththematter.Ameetingwith
Amembers’forumwasorganisedbytheHKIS/RICSLiaisonCommitteeon24 June2013 todiscuss the futureof themutual recognitionofmembershipbetweentheHKISandtheRICSandforHKISmemberstoexpresstheirviewsontheproposedterminationof theMMRM. AbriefsummaryoftheDiscussionForumisgivenunderHKISnewsonpage5.

After the relocation to theWingOnCentre, theWorkingGrouphascontinued tomonitor theoutstandingworks,whichincludedthereinstatementofthepremisesatJardineHouse, therectificationofalldefectsandvariationworks,andmakingobservationsofthepostdesignandfitting-outworks.Itobservedthattheventilationandair-conditioningintheLectureRoomwereinadequatewhenitisfullyoccupied.Proposedworks to improve the air-conditioning andcirculationwereconsideredandapprovedbytheExecutiveCommitteeand theworks shallbecarriedout shortly. IexpectthattheworksassignedtotheWorkingGroupwillbefullydischargedbytheendofthesummerseason.
TwoCPDeventswereorganized in Shanghai in recentmonths.The firstwasaproject visit to theKerryCentrein Jingan District on 16March. The Kerry Centre isa comprehensive developmentwith a GFA of about450,000m2ownedbyKerry Properties. About25HKISmembersjoinedtheevent.ThesecondeventwasaseminaronnakedStablesinMoganshanheldon4July.ItisthefirstLEEDPlatinumresortinChinatobeawardedbytheUSGBC.Theownercumarchitect,Ms.DelphineYip,gaveatalkonthe“design,buildandoperation”oftheresortandhowsheengagedthe localcommunityandused localconstructiontechniquestobuild it. About20HKISmembers joinedtheevent.
On5 June, theChiefExecutiveof theHKSAR,HonC.Y.Leung, visited Shanghai. Iwashonoured tobe invitedalongastheHKISrepresentativetoaccompanytheCEandexpressed the Institute’smajor concernsoverworking in
TheCEPACommitteewas formed to consolidate eachdivision’s requestsonCEPA-related issues and raiseourconcerns toHongKongandMainlandgovernmentbodiesorofficials. TheCommitteealsopusheseachdivision toestablishandmaintain closedialoguewith itsmainlandcounterpart. For thosedivisions thatmutually recognizetheirmainlandcounterparts, theCommitteemonitorsandobservesmembers’ concerns over the registration andpracticeissuesundertheCEPA.
The HKIS hadmade several replies inwriting to theDevelopmentBureau in response toa listofenquiries inrelation to its stanceon the exemptionof examination
papers/subjects for HongKong professionals and therecognitionofthecontinuedprofessionaldevelopment(CPD)milestonestheyachievedinHongKong.
