2007-2008 Chapter State of Affairs Report Thomas Joseph, Chair We had a very successful year. The Chapter is financially stable. Steps have been taken to attract new members and increase student participation in Chapter activities. To increase regular meeting attendance, meeting times were adjusted to end earlier. We committed to continuing the dessert presentation by a graduate student discussing their work. Topics for regular meetings were on advanced materials and included hybrid structures, material for nuclear power, high performance aircraft landing gear applications, and research and development of hard disk drives. We participated in the National Engineers Week activities at the Carnegie Science Center by having several materials-related items to demonstrate. The event went very well and everyone that participated (both visitors and volunteers to our table) seemed themselves. We are getting prepared to host back-to-back ASM International Materials Science & Technology conferences in 2008 and 2009. I would like to thank all of the Executive and Regular Committees for making it a successful year.
2008–2009 Chapter State of Affairs Report Anthony Rollett, Chair It has been a full year as always and in particular, we made an effort to vary the content and locations of the Technical Meetings. The March meeting, for example, was held at Robert University in Moon Township which was the first time that we have been there. This gave us the opportunity to recognize the new student chapter that started this year thanks to Professor Priyadarshan Manohar’s leadership. We had a moving ceremony that was led by the Katz family to award the first Owen Katz Memorial Scholarship to Nathaniel Ondeck. As we attempt to reach a wider audience with programs, we always value the member’s feedback, so please do not hesitate to email or call any of the Officers to let us know what you think. As we near the end of the year for the Pittsburgh Golden Triangle Chapter, we have many interesting events to look forward to. Our ASM Trustee visitor is one of our own this year, Riad Asfahani from US Steel, who is also a former Chair of the Pittsburgh Chapter. He gave a brief account of developments in the Society as a whole at the Technical m meeting in April We look forward to the ceremony in May to mark the acceptance of the Beehive Coke Ovens as a Historical Landmark, which will also be a social even for the Chapter. We have about twenty high school teachers registered for the High School Teachers Camp in June, which will be held on the Carnegie Mellon campus. We are planning to offer short courses in association with MS&T09 on Designing with Stainless Steel and on Designing with Titanium. In closing, I would like to thank the numerous volunteers who are involved with making the Chapter as successful as it is.

2009–2010 Chapter State of Affairs Report Howard Kuhn, Chair We can look back with pride on a number of accomplishments this past year. A highly successful Materials Camp for Teachers was hosted by Tony Rollett on the CMU campus. Courses given by Chapter members at the MS&T Conference were will attended. Also at the MS&T Conference, another outstanding Materials Camp for K-12 students was presented. Chapter volunteers demonstrated phase changes at the National Chemistry Week at the Carnegie Science Center. Past Chair, Dr. Sandra DeVincent Wolf, gave the annual Pittsburgh Lecture on “Advanced Materials for our Energy Future”. Dr. John Barsom gave the Andrew Carnegie Lecture on cause and prevention of structural failures. At Young Members Night, Engineers Without Borders gave the Dessert Presentation on the activities and mission of their large and active Pittsburgh Chapter, and John Harkness gave an excellent talk on “Materials and Processes in the Manufacture of Civil War Small Arms”. John brought along several pieces for examination. The Chapter continues to be financially stable despite unfavorable economic times.
2010–2011 Chapter State of Affairs Report Stephen Fyfitch, Chair It’s been an exciting and occasionally hectic Chapter year once again. In particular, we continued to vary the content and locations of the Technical Meetings in an effort to allow the entire membership more convenient access to the meetings. For example, we held meetings in Cranberry Township, Moon Township, Oakland, and the North Side. We conducted a Chapter survey in April. I thank everyone that responded to the survey, especially those of you that personally responded with an interest in becoming more active in the Chapter. The incoming Chair will soon be in touch with you. Although the overall survey response was not high (about 6% of the membership), we received some very informative and interesting feedback. A summary of the survey of the results will be on the Chapter website. The Andrew Carnegie Lecture this year on titanium metallurgy was given by Mark Sabota of TechSpec, Inc. in honor of his brother Ed Sabota who started TechSpec in Derry, Pa to serve a niche market of titanium finishing and died in a flying accident in 2010. Paul Allen, TIMET, gave an exciting talk on material for modern gas turbine engines. The Bain Award went to Dr. Warren Hunt for his work on aluminum alloys for today’s technology. A Pittsburgh Power Arena Football game is plan as a social event. In closing, I would like to thank everyone that has supported and attended our meetings this year. I hope you enjoyed yourselves and were able to learn something new and exciting as well as had an opportunity for developing some networking among your peers. I would also like to thank each of the volunteers that have been involved with making our Chapter as successful as it is. In particular, I would like to thank Paul Allen, Sandra Smith and Phil Smith for the extraordinary efforts to supporting me and the Chapter. I am confident that Paul and Phil will continue to run the Chapter through their tenure as officers on the Executive Committee.

2011–2012 Chapter State of Affairs Report Paul Allen, Chair I cannot believe how quickly the time has passed and how infrequently I’ve managed to make the meetings due to business travel. I’m indebted to my fellow board members especially Phil Smith as the Vice Chair and meeting organizer, as they have stepped in and run the proceedings (probably more effectively) in my absence. A tour of Latrobe Specialty Steel’s VAR and VIM facilities was one of the highlights of the year. The state-of-the-art facilities were impressive and the tour guides very knowledgeable and willing to address many questions. Our appreciation goes out to Bud Nusselt and all of his colleagues at Latrobe Specialty for their time and hospitality during the excellently organized visit. A joint meeting was held with AIChE Pittsburgh where nanotechnology oxygen carriers were the topic. Other meeting topics included conservation of natural history collections, intellectual property, material and process modeling, the history of aluminum, refractory metals, and the safety of the Fukushima reactor. Our social event for the year is a Pittsburgh Power Arena Football game. I’d like to take the opportunity to express the Chapter’s appreciation of the efforts of the individuals that contributed to the success of the following events:
Paul Ohodnicki and his Committee for the hugely successful YMN event at the University Club. Drs. Manohar and Shu for the organization of the venue and sustaining members support for our meeting at RMU. The eight past Chairs whose stewardship of the Chapter spanned from 1974 to 2007 for attending our meeting. And congratulations to our Bain Award Winner, John Grubb, the Own Katz Scholarship, Brad Fulton, and Outstanding Young Member, Nate Eisinger.
Despite declining membership, the financial state of the Chapter is looking healthier than expected. The generous support from our sustaining member companies remains pivotal in the Chapter’s financial health, but we have also received some significant personal and academia donations toward scholarship funds and other events.
2012–2013 Chapter State of Affairs Report Phil Smith, Chair As we near the end of our 2012-2013 year, I think back on our accomplishments. We started the year off with a lovely Spouses Night meeting at the Borelli-Edwards Galleries, held joint meetings with SME and ASQ, and sponsored and organized a two-day Mini Materials Camp at the MS&T Conference for over 400 students. We did such a fine job organizing the mini camp, AISTech asked us to help organize a Mini Materials Camp at the AISTech 2013 Conference to be held at the David L. Lawrence Convention Center May 5-8, 2013. The one-day minicamp will take place on May 7. We sponsored an outstanding Young Members Night event involving three universities where outstanding students were awarded monetary prizes, and the students participated in a poster

competition. Our April meeting featured our National Officer, Dr. Linda Schadler. My personal thanks to all of you for an outstanding job. An action-packed meeting scheduled for May. This year we are holding the Past Chairs Night celebration at our May meeting to allow our past chairs to partake in the Andrew Carnegie Lecture and observe the awarding of the E. C. Bain Award. The Andrew Carnegie Lecture speaker is Anthony Rollett, a past chair himself. In addition, the Meetings Committee has planned a Gateway Clipper River Board Cruise for our social event on June 7. My thanks and congratulations to the officers, executive committee members and all that help make this a successful year.
2013-2014 Chapter State of Affairs Report Priyadarshan Manohar, Chair The ASM Pittsburgh Golden Triangle Chapter is in the midst of a radical change – from traditional metallurgy to modern materials and advanced manufacturing processes for the future. The national debate rages on why major cities in the rustbelt like Detroit are struggling to survive while Pittsburgh not only survives but bucks the trend and shows growth? From the melt-down of the steel industry of mid-1980s, Pittsburgh has emerged smaller but stronger, smarter and younger! Key reasons for the Pittsburgh’s second chance are the outstanding research that is being conducted in the local universities and their strong collaborations with local industries that are adapting very well to the significant technological changes. The materials research has diversified from its roots in the quest for strong and specialty steels to aluminum alloys, titanium and its alloys, computational materials science, robotics, materials for 3D printing, new energy technologies and Marcellus shale gas drilling, additive manufacturing, and medical materials and technologies. And ASM Pittsburgh has noticed the change, adapted to it and led from front by enthusiastically accepting, supporting and promoting the great diversity in materials research. ASM Pittsburgh Chapter has over 750 individual members and twenty four sustaining member companies. A significant number of the individual members are the retirees, but young student members also get added due to the three very active Materials Advantage student chapters located at Carnegie Mellon University (CMU), University of Pittsburgh (Pitt) and the new kid on the block - Robert Morris University (RMU). ASM Pittsburgh Chapter has been consistently recognized as a five star chapter of ASM International. Since 2013, the star rating system was changed by ASM and replaced by Outstanding Achievement Awards. I am proud to say that ASM Pittsburgh Chapter won two of the five national awards for Outstanding Achievements in ‘Innovative Programming’ and ‘Communication’. The talks were organized on the themes that reflect the emerging technological trends: Bio and Biomed technology, Energy Technology: Marcellus Shale gas drilling; Alternative, Clean, Efficient, Sustainable Energy and Interdisciplinary Research. Some of these talks were organized in collaboration with the professional organizations: American Society for Quality (ASQ), Society for Manufacturing Engineering (SME), American Institute for Chemical Engineering (AIChE), and National Association for Corrosion Engineers (NACE). The chapter also hosted two Materials Minicamps in the past two years at MS&T conference. One more is around the corner in Oct. 2014. Chapter’s communication with its members was also recognized by ASM Headquarters as exemplary due to its multi-faceted nature: the chapter published a quarterly newsletter that is

available both as a print and electronic pdf format, a regularly updated chapter website, e-mail communications and a year book. While these efforts are being made more remains to be done to reach out and get more members to attend the monthly meetings and volunteer at society activities. I strongly encourage you, each and every member of ASM Pittsburgh chapter to get actively involved your chapter and help the chapter organize even more exciting talks and events. Lastly, let me say that none of this would be possible without the true volunteerism of chapter members and the dedication of chapter executive committee members and officers. It is my pleasure and distinct honor to be of service to ASM Pittsburgh Chapter. Best wishes for future!
Quality Performance Ratings
The ASM International Chapter Quality Performance Program of ASM International and its awards are meant to encourage and recognize levels of Chapter operational achievement. All Chapters, regardless of size, can be top achievers. The objective of the program is to encourage well-rounded, effective Chapter Operations by providing a self-evaluation program
There are three (3) award levels indicating increasing levels of achievement; three (3) stars, four (4) stars, and five (5) stars. Quality is measured by a minimum satisfaction of items listed with three goal parameters: educational outreach, membership services, and core activities. The rating system emphasizes educational outreach and membership services above core activities.
A FIVE star ASM Chapter: This rating has been reserved for the ASM Chapters that have maintained the highest level of quality activities. These are the ASM Chapters that have excelled beyond the difficulties of core activities, and they have provided their members with educational and associational benefits.
A FOUR star ASM Chapter: These are the Chapters that have excelled beyond the difficulties of core activities and have provided their members with associational benefits. However, their educational program needs improvement.
A THREE star ASM Chapter: Accomplishes core activities very well, serves their members with several associational benefits and plans to provide an educational program. However, more associational services are required and their educational program needs improvement.
The Pittsburgh Golden Triangle Chapter has achieved FIVE star ratings in each consecutive year since publication of the last yearbook in 2005-2006. In 2012, ASM International replaced this system with a Chapter Health Assessment process.

Rules for Government
ARTICLE I – NAME ASM International shall be referred to as The Society. The Pittsburgh Golden Triangle Chapter shall be referred to as The Chapter.
ARTICLE II – PURPOSEThe purpose of The Chapter shall be to advance and disseminate scientific, engineering, and technical knowledge as related to the manufacture, treatment, selection, and application of metals and other engineered materials. These goals will be accomplished through education, research, and the compilation and dissemination of information useful to the membership and beneficial to the general public.
ARTICLE III – MEMBERSHIP
SECTION 1. CLASSESThe membership of The Chapter shall consist of Individual Members, Sustaining Members or their representatives, Student Members, Retired Members, and Life Members. There shall be no bar to membership in The Chapter on the basis of race, creed, color, sex, citizenship, or country of origin.
SECTION 2. QUALIFICATIONS
A. Individual MemberAn Individual Member shall be any person engaged in or interested in furthering the purpose of The Society, who has been elected to membership by an ASM International Chapter or The Society.
B. Sustaining MemberA Sustaining Member or their representative shall be any person, firm, or corporation engaged in or interested in furthering the purpose of The Society who has been elected to membership by The Chapter or by The Society. Each Sustaining Member shall designate one (1) individual to act as voting representative on all occasions. The Managing Director of The Society must be informed of the designated individual who will continue until the Sustaining Member or representative indicates a change. A voting representative shall have all the rights and privileges of an Individual Member and in addition also may be an Individual Member if properly elected as such.

C. Student MemberA Student Member shall be any person engaged in or interested in furthering the purpose of The Society whose principal occupation is attendance at an institution of learning as a graduate, undergraduate, or cooperative student enrolled in metallurgy, materials science, or related discipline and who has been elected to membership by The Chapter or by The Society. A Student Member shall remain eligible for this class of membership until six (6) months after ceasing to be principally a student.
D. Life Member A Life Member shall be any Individual Member who is in good standing, who has reached the age of 65 years, and whose years of membership plus age equals 100 or more. A Sustaining Member shall not be eligible for Life Membership, but the voting representative shall become a Life Member by fulfilling the above requirements for age and years of membership either as an Individual Member, as a voting representative of any Sustaining Member; or as any combination thereof except for concurrently running years. Classification as a Life Member shall not interfere with the rights or privileges of any person as an Individual Member. A Life Member may choose to be exempt from payment of annual dues to the extent permitted by The Society.
E. Retired MemberA Retired Member status must be requested by an ASM Individual Member who has been an ASM Member continuously for ten (10) years, who has attained the age of sixty (60) and retired from regular work. The years the Individual Member is in the Retired Member category will accumulate toward Life Membership at the regular retired fees rate. Retired members will be assessed a membership fee established by The Society. The Retired Member status does not apply to Chapter Sustaining Membership, however, it does apply to representatives of Chapter Sustaining Memberships when they are no longer representatives.
SECTION 3. USE OF TERM "MEMBER" As used by these Rules for Government, the term "Member" shall be construed to include all classes unless otherwise indicated.
SECTION 4. ELECTION AS INDIVIDUAL MEMBERS, SUSTAINING MEMBERS, AND STUDENT MEMBERS Application for membership shall be designated by the society according the members application to The Society and payment of the appropriate fees. The membership list is maintained by The Society and is available to The Chapter from the ASM International website.

SECTION 5. CHANGE OF CLASS OF MEMBERSHIPAny member who desires a change in class of general membership shall contact The Society. A change in class is only affected when The Society re-designates the member’s class in the membership records.
SECTION 6. CHANGE IN CHAPTER AFFILIATION Any member whose geographical location changes may be re-affiliated with a chapter that has jurisdiction for that location by directly contacting The Society or by contacting a membership chair. The Chapter has no ability to accept, reject, or re-designate any member’s chapter affiliation without referral to The Society.
SECTION 7. VOLUNTARY CESSATION OF MEMBERSHIPAny member of The Chapter whose fees to The Society remain unpaid long enough to be removed from The Society's member roster shall automatically cease to be a member and will be required to pay non-member fees to attend any chapter functions.
SECTION 8. PRIVACYThe membership records as reflected by the latest roster downloaded from the ASM International website, including but not limited to names, addresses, company affiliation, and membership classification, shall be considered private and shall be used only to fulfill the purpose of The Chapter and The Society. The roster shall not be sold or given to any commercial institution nor transferred to another engineering society if the purpose of said transfer is of a commercial nature. The roster may be released to other technical or educational institutions for the express purpose of advancing and disseminating scientific, engineering, and technical knowledge with the approval of a two-thirds majority of the Executive Committee.
ARTICLE IV – OFFICERS
SECTION 1. DESIGNATION Officers of The Chapter shall consist of a Chair, a Vice Chair, a Secretary, and a Treasurer and shall be elected from The Chapter membership. Non officers shall include other members of the Executive Committee and shall be elected from The Chapter membership. Members of the Executive Committee may serve in multiple roles if accepted by the current Chair.
The Chair and Vice Chair shall have served previously as elected members of the Executive Committee. Other officers may be appointed by the Executive Committee to fill unexpired terms. All officers of The Chapter, except officers appointed by the Executive Committee, shall be elected at or prior to an annual business meeting of The

Chapter and shall take office on a day after the annual business meeting, determined by The Chapter, but not later than July 1st. They shall serve until the close of the next succeeding annual business meeting of The Chapter, and thereafter until their successors are qualified to take office. Officers appointed by the Executive Committee shall serve the remainder of the unexpired term. The fiscal year of The Chapter shall begin on June 1 and end on May 31st of the following year.
SECTION 2. DUTIES A. Chair The Chair shall preside at all meetings of The Chapter and at all meetings of its Executive Committee. As Chief Executive Officer of The Chapter, the Chair's actions are subject to the approval of The Chapter's Executive Committee at all times. The Chair shall make an annual report which shall appear in the next published yearbook of the Chapter and shall forward such report to The Society before the date required by The Society.
B. Vice ChairThe Vice Chair shall perform the duties of the Chair if the Chair is absent or unable to act, and such other duties as are delegated by the Chair or by the Executive Committee. The Vice Chair shall be Chair of the Regular Meetings Committee.
C. SecretaryThe Secretary shall see that full minutes are kept of all Executive Committee meetings and any readings deemed necessary at Chapter meetings. The usual duties of a recording and corresponding Secretary will be performed using whatever assistance is required. The Secretary, or such person as he shall designate, shall prepare a report in writing of each meeting of the Executive Committee. The report shall be forwarded to all Executive Committee Members within sixty (60) days after the meeting, and shall show the attendance of the members and guests, the business transacted at the meeting, including papers and discussions presented, and any other matters which The Chapter or The Society shall deem to be of interest to the members of The Society. The Secretary shall fulfill all the Treasurer's duties, including check signing, during any period when the Treasurer is incapacitated.
D. TreasurerThe Treasurer shall be the financial officer of The Chapter. All funds of The Chapter shall be deposited in the name of The Chapter in such bank or banks as the Executive Committee shall determine or shall be invested in the name of The Chapter at the direction of the Executive Committee. All monies for the account of The Chapter shall be disbursed and shall be properly accounted for with receipts. The retiring Treasurer shall submit an annual budget estimate to the Executive Committee at its first meeting of

the fiscal year, usually June, of the year in question (this is the Treasurer's last meeting as Treasurer).
The retiring Treasurer also shall make an annual report to the Executive Committee at this first meeting. The report shall contain a complete summary of the finances of The Chapter showing the amounts received and expended by The Chapter for the previous year, in sufficient detail as to make it perfectly clear to all Executive Committee members. A copy of the annual report shall be forwarded to The Society not later than the required date dictated by The Society. All checks and other instruments for payment of monies of The Chapter shall be drawn in the name of The Chapter and shall be signed by the Treasurer. The financial documents shall be retained for a minimum of 7 years.
E. Executive CommitteeThe affairs of The Chapter shall be governed by an Executive Committee consisting of the Chair, Vice Chair, Secretary, Treasurer, and up to eleven (11) other members, one of whom shall be the past Chapter Chair. Regular meetings shall be held at least every two months, except between May 31st and September 1st. Special meetings may be called at the discretion of the Chair or at the request of three or more members of the committee. The Executive Committee shall decide on matters of policy by a majority vote but may bring such questions to a vote of the membership if it is considered desirable. The Executive Committee shall create such committees as it may deem advisable, including the standing committees described in Article VI, and shall define the powers and duties of any committee so created in accordance with these Rules for Government. The Executive Committee may establish additional procedures for the execution of its fundamental duties and those of the committees which it creates. These additional procedures must eventually be incorporated into these Rules for Government as set forth in Article IX.
The Executive Committee of The Chapter may recommend to The Society the expulsion from The Society of any member of The Chapter. Such a recommendation shall require the affirmative vote of two-thirds (2/3) of the total voting membership of the Executive Committee, after hearing the evidence at any regular or special meeting of the Executive Committee. At least a thirty (30) days written notice of such a meeting and the purpose of the meeting shall be given to the member, who shall have the right to appear personally and be represented by counsel. A written report of any action taken, with the reasons therefore, shall be transmitted immediately to The Society.
SECTION 3. QUORUM A majority of the total membership of the Executive Committee shall constitute a quorum at any of its meetings.

SECTION 4. MEETINGS The Executive Committee shall meet a minimum of four (4) times each year.
ARTICLE V - ELECTION OF OFFICERS
SECTION 1. NOMINATIONS AND ELECTIONSCandidates for each elective office shall be selected by the Nominating Committee appointed by the Executive Committee. A report signed by all members of the Nominating Committee shall be submitted to the Secretary not later than one week prior to the February Chapter meeting. Before presenting nominations the Nominating Committee shall first obtain the consent of the nominees to serve in case of election. The report shall be published with the February Chapter meeting notice, distributed electronically through The Society’s electronic mail distribution system, or posted on the Chapter website prior to the February Chapter meeting. The report shall be accompanied by the following statement: "Any member of The Chapter may submit other nominations by presenting to the Secretary, no later than fifteen (15) days after the February meeting, a written petition signed by at least twenty (20) members in good standing. Any candidate so nominated must give consent to serve in case of election before the fifteen-day limit has expired. Upon receipt of such request the Secretary shall have proper ballots mailed to every Chapter member. These ballots must be mailed to the Secretary postmarked no later than midnight, March 25th, in order to be counted. The Secretary shall report the results of the election at the April Chapter meeting. If, however, there are no other nominations than those made by the Nominating Committee within the prescribed fifteen-day period, no ballot shall be taken and the Secretary shall certify the election of the nominees at the April Chapter meeting."
SECTION 2. TENURE OF OFFICE
A. The Chair, Vice Chair, Secretary, and Treasurer shall take office on the first day of the fiscal year and shall hold office until the close of the fiscal year and thereafter until their successors are elected and take office. Officers appointed by the Executive Committee shall serve out the current unexpired term and may be elected to a term of their own. In the event of a vacancy in the office of Chair, the Vice Chair shall complete the unexpired term.
B. The remaining elected members of the Executive Committee, except the retiring Chapter Chair, shall serve thereon for three (3) years. At the April meeting in each year, The Chapter shall elect the successors to the members of the Executive Committee whose terms then expire. The members so elected shall take office on the first day of the fiscal year and shall hold office until the close of the third fiscal year thereafter, and until their

successors are elected and take office. The retiring Chapter Chair shall serve on the Executive Committee starting on the first day of the fiscal year and shall serve until the close of the fiscal year following.
C. If any committee chair becomes an officer of The Chapter, then the Executive Committee should elect a replacement from the general membership to serve thereon.
SECTION 3. VACANCIESThe Executive Committee by election should fill any vacancy occurring due to the resignation of an elected member. Any member elected to fill a vacancy shall complete the unexpired term of the member being replaced.
ARTICLE VI - STANDING COMMITTEES
SECTION 1. DESIGNATIONS AND DUTIESThe following committees are to be appointed annually and are to work under the direction of the Executive Committee, preferably having their committee chair be members of the Executive Committee. The Chair of each committee shall be appointed by The Chapter Chair, subject to confirmation by the Executive Committee. They shall take office immediately upon their appointment and shall hold office until the close of the next succeeding fiscal year or for such period as the Executive Committee may prescribe. The Chair and Secretary shall be members ex-officio of each committee except the Nominating Committee and Auditing Committee. Duties of each Committee are to include, but not be limited to, the following descriptions.
A. Auditing CommitteeThis Committee, consisting of at least two (2) members, is appointed by the Executive Committee by March 31st of the fiscal year for the purpose of making an annual audit of the books of The Chapter at the end of the fiscal year, at which time the accounts covering the full fiscal year shall be reviewed. A report of their findings, available to any member on request, shall be made at the next Executive Committee meeting and henceforth forwarded to The Society. No member of this Committee may be an officer of the Chapter for the year being audited.
B. Awards CommitteeThis Committee shall be responsible for recommending to The Society suitably-chosen and properly-qualified members for the classification of Fellow and for the various National Awards and honors bestowed by The Society. Nominations for the Chapter's E. C. Bain Award and nominations for officers of The Society shall come from the Awards

Committee. This Committee shall also be responsible for selecting the Outstanding Young Member.
C. Membership CommitteeThe Membership Committee will promote the growth of The Chapter by the solicitation of new members (Student, Individual, or Sustaining) and the retention of existing membership in Chapter activities. This Committee shall oversee maintenance of the membership records of The Chapter. Programs aimed at retaining existing members and adding new members will be proposed and implemented by this Committee on an annual basis. Efforts to increase the number of Sustaining Members and to improve the rapport between The Chapter and Sustaining Members will be actively promoted.
D. Education CommitteeThe Education Committee shall work to increase the technical competence of persons working in the field of science, engineering, and technology of metals and related materials. Seminar series, preferably yearly, on topics of current interest, will be sponsored for the benefit of the membership and The Society as a whole.
E. Strategy CommitteeThe purpose of this Committee is to periodically re-assess Chapter operations beyond the current fiscal year to ensure that The Chapter adapts to changing economic and social conditions which might influence financing, programming, and membership services and to innovate programs and activities which expand the horizon of The Chapter in furthering the goal of The Society. The Chair of the Committee shall be the immediate Past Chair, and the Vice Chair shall be the Past-Past Chair of The Chapter.
F. Materials Engineering Institute (MEI) CommitteeThis Committee will arrange for any individuals or company-wide training programs involving all or part of one or more M E I courses as a means of continuing education for The Society members and the general public.
G. Publicity CommitteeThis Committee shall advertise or publicize the activities of The Chapter to its members and, where desirable, to The Society as a whole or to the public. The Committee shall provide information to the Yearbook Committee and the Newsletter Committee.
H. Newsletter CommitteeThis Committee shall assemble and have published The Chapter newsletter at least three times a year. The newsletter will include meeting announcements and other information

relating to chapter activities. Advertising to be included in the Newsletter will be contracted for by this Committee.
I. Nominating CommitteeIt shall be the duty of the Nominating Committee to select candidates annually for each elective office. The Past-Past Chair shall be chair of the Nominating Committee. A majority vote of the Executive Committee shall be necessary for the selection of each member.
J. Regular Meetings CommitteeThis Committee shall make all arrangements for the programs of the regular Chapter meetings, including selecting and obtaining the principal speakers, supplementary speakers, when desirable, and technical chair. Arrangements for dinners, refreshments, and entertainment at the regular Chapter meetings shall be handled by this Committee. This Committee shall be chaired by The Chapter Vice Chair with the Treasurer as Vice Chair. The Regular Meetings Committee shall distribute the monthly meeting notices through The Society’s electronic mail distribution system.
K. Student Awareness Committee This Committee is responsible for promoting awareness of materials science to students at the high school level. Activities of the Committee generally include the following: (1) arranging for Materials Scientists/Engineers to visit local high schools and discuss Metallurgy/Materials Science and careers in this area, (2) coordinate tours for local high school students to visit local plants and laboratories engaged in materials production or research, (3) provide financial support and provide "Judges" for the annual Pittsburgh Regional School Science and Engineering Fair and Engineers Week activities (generally at the Pittsburgh Carnegie Science Center) and finally, (4) the Committee annually awards a Pittsburgh Golden Triangle Chapter scholarship (in memory of Owen Katz) to a high school senior planning to major in engineering at an accredited college or university.
L. Student Development CommitteeThis Committee is responsible for projects that will involve college students in Chapter activities. The Committee acts as liaison among the local universities and The Chapter. It shall award two Pittsburgh Golden Triangle Chapter Scholarships, one to a sophomore and one to a junior, at either the University of Pittsburgh, Robert Morris University or Carnegie Mellon University. Outstanding Senior Award scholarships can be given one from each of the University of Pittsburgh, CMU and RMU. These are selected by the universities’ Materials or Mechanical Engineering Departments.

M. Website CommitteeThis Committee is responsible for projects involving The Chapter website. The Committee will update the website on an on-going basis to include meeting announcements, course announcements, and other related Chapter announcements.
N. Yearbook CommitteeThis Committee shall assemble and have published a Yearbook (a.k.a., Membership Directory and Buyers Guide) on at least a biannual basis showing the full listing of The Chapter members in good standing. Advertising to be included in the Yearbook will be contracted for by this Committee. The Committee shall serve until its duties are discharged by the distribution of its Yearbook.
O. Young Member's Night CommitteeThis Committee has the complete responsibility for one monthly meeting of The Chapter. The speaker and topic are to be a source of inspiration and broadening of perspective for members whose careers are in the early stages of development. Recommendations for an award given to an outstanding young member of The Chapter are made by this Committee in concert with the Awards Committee for approval of the Executive Committee. This Committee shall also administer the Student Travel Grant Program and Graduate Student Poster Competition.
SECTION 2. SUPPLEMENTAL COMMITTEESThe Chapter Chair, with the approval of the Executive Committee, shall empower other Committees as the need arises to function for the good of The Chapter and The Society. The Chair shall disband such Committees when their work is completed. Suggestions for such Committees may come from the general membership.
SECTION 3. ANNUAL REPORTS The Chair of each Committee, with the exception of the Yearbook Committee, shall submit by May 31st a written report of the activities of the Committee to the Chair of The Chapter.
ARTICLE VII - MEETINGS AND FISCAL YEAR
SECTION 1. MEETINGS The Chapter may hold educational, technical, engineering, or scientific meetings or conferences at such times and places as agreed upon by the Executive Committee. Unless otherwise ordered by the Executive Committee, the Annual Meeting of The Chapter shall be the regular April monthly meeting. The Chair is encouraged to present a State of The Chapter talk.

SECTION 2. FISCAL YEARThe fiscal year of The Chapter shall begin on June 1st and end on May 31st of the following year.
SECTION 3. VOTING AND REPRESENTATIONEach member, regardless of class, shall be entitled to cast one (1) vote, in person, on each question arising at any meeting of The Chapter. A Sustaining Member, if a firm or corporation, shall designate an individual to represent it, and such individual shall be entitled to cast one (1) vote for the firm or corporation represented. A Student Member, however, is not entitled to vote.
SECTION 4. QUORUM The Executive Committee may elect to seek a member vote on a topic during a regular meeting, or any other meeting at which business is to be transacted. The act of a majority of the voting members in attendance at any meeting at which a quorum is present shall constitute the act of The Chapter. Four percent or more of the Individual Members of The Chapter in good standing shall constitute quorum.
ARTICLE VIII - DISSOLUTION
In the unlikely event of dissolution of The Chapter, the Executive Committee, through the Treasurer, shall transfer to The Society the net assets remaining after the payment of all debts and obligations.
ARTICLE IX - NATIONAL CONSTITUTION
The Provisions of the Constitution and By-Laws of The Society are incorporated in these Rules For Government to the extent that they are applicable to The Chapter, and nothing contained herein shall be construed to be contrary to or inconsistent with the Constitution and By-Laws of ASM International, located at Materials Park, Ohio, 44073-0002.
ARTICLE X – AMENDMENTS
SECTION 1. ADOPTION These Rules For Government may be amended by two-thirds affirmative vote of the total membership of the Executive Committee at a regular or special meeting of the Executive Committee provided that the proposed changes shall have been announced at a prior Chapter or Executive Committee meeting and that notice of the vote on the changes shall have been given at least six (6) days in advance of the Executive Committee meeting at

which action is to be taken. Similarly, five (5) members in good standing may file a written petition for an amendment which must be approved as above.
SECTION 2. EFFECTIVE DATE Any changes in these Rules for Government shall become effective at the next regular Chapter meeting by simple announcement at that meeting. The approved changes must be transmitted to The Society and issued as part of the next Chapter Yearbook.

“William Kelly independently invented the pneumatic converter process about the same time as Henry Bessemer of England (1856-57). Although he had worked on the idea since 1847, earlier than did Bessemer, Kelly’s first trials of the bottom-blown tilting converter occurred in 1861 at the Cambria Steel Works (later Bethlehem Steel).”

Under its prior name, the Vanadium-Alloys Steel Company, its employees developed a family of vanadium steel alloys useful in wear resistant cutting tool applications. Today, the plant still produces tool, high speed and specialty steels as well as super alloys as part of Teledyne-Allvac.”

Beehive Coke Ovens, Southwestern Pennsylvania
“Beehive coke ovens, so named because of their dome shape, marked a major advance in manufacturing coke, and the significant profits made from these operations were reinvested in education and research, driving further progress of the region and eventually the country. The last beehive ovens ceased operating in 1972. Today, in scattered locations in southwestern Pennsylvania, long banks of decaying beehive ovens offer mute testimony to the importance these ovens once had in the coal, coke and steel industries and to which America owes much of its modern day success.”

Dr. Owen Katz died on September 1, 2007. Dr. Katz served as ChapterChair in 1973 and Secretary from 2000 to 2004. His contributions toboth the metallurgical community and the Chapter were recognized in2004 when he received the Edgar C. Bain award. Due to the classifiednature of his work at Westinghouse Bettis, Owen was not permitted tofreely discuss of published details of his research. Regardless, he wasrecognized for his expertise by being selected as a Fellow of ASMInternational in 1983.

Professor Henry F. Andrejasik passed away on November 17, 2007.Professor Andrejasik served as Chapter chairman in 1980, received theChairman’s Award for his exceptional service to the Chapter, andchaired the Student Affairs Committee from 1985 to 1987. He alsoserved as Academic Advisor for the University of Pittsburgh’s jointASM/TMS student chapter from 1984 to 1997. He was well known forhis expertise in the area of mechanical metallurgy including fatigue,impact, fracture toughness, and non destructive testing.

Samuel D. Harkness III passed away on December 13, 2007. Dr.Harkness, an ASM Fellow, was a pioneer in the fields of materialscience for nuclear energy applications and a proud and passionatesupporter and enabler of nuclear power and its potential to relievesome of the world’s energy crises. His work in the industrial researchlaboratories at Combustion Engineering, Westinghouse, and Bettis washeavily concentrated on the development of advanced nuclear fuels,fuel cladding and nuclear structural materials.

Edward A. Loria passed away on February 28, 2010. Ed was adistinguished metallurgical engineer, internationally known for hiswork in transferring research findings and plant developments intocommercial practice for a wide range of metals and alloys. He joinedthe Pittsburgh Chapter in 1944, was presented the E.C. Bain Award in1982, gave the Andrew Carnegie Lecture in 1984, the ASM WilliamHunt Eisenman Award, and was elected an ASM Fellow in 1973. In hiscapacity with TMS over a 16 year period from 1989 to 2005, heorganized six Symposia on Super alloys 718, 625, 706 and derivativesand compiled and edited the books of technical papers whichaccompanied each of the six conferences.

Edward F. Sobota passed away on August 7, 2010. Ed started hiscareer in the steel industry and then taught high school math andchemistry for several years. Ed returned to the metals industry andstarted TechSpec Inc. (TSI) located in Derry, PA, a small town inWestern Pennsylvania. Ed built TSI to be an established leader in theniche market of titanium finishing and a reputation as a leader in thetitanium industry including serving as the president of theInternational Titanium Association. He was an ardent supporter of thePittsburgh. Ed was a true entrepreneur, but tragically lost his life in aflying accident while pursuing his other passion as a licensed pilot.

Dr. George A. Roberts passed away on February 15, 2013. Dr. Roberts’contributions to Carnegie Mellon University and ASM Internationalwere numerous. He served as a university trustee and hiscommitment to the university culminated with his contribution for theinitial funding of what is now Roberts Engineering Hall. He served asthe chair of the Pittsburgh Golden Triangle Chapter in 1949. He wasrecognized by the Chapter as the Pittsburgh Night Lecturer and an ASMAndrew Carnegie Lecturer.

Owen Katz Scholarship The Owen Katz scholarship, (known as the Gilbert Soler Scholarship prior to2009), is awarded annually by the Pittsburgh Golden Triangle Chapter to honorDr. Owen Katz. The scholarship is given to an outstanding high school seniorwho studies within Pittsburgh regional high school and who intends to pursuehis college education in metallurgy or materials science and engineering at anaccredited engineering program. The scholarship amount is set at $1,500. Thehonor is most fitting, because of Dr. Owen Katz's outstanding character, provenmetallurgical expertise, and enthusiasm for promoting student interest inmetallurgical engineering.
Owen M. Katz, Ph. D. was an active member of ASM since the 1950’s. He servedas chairman and secretary of ASM. Dr. Katz was a recipient of the Edger C. Bainaward in 2004 and became an ASM Fellow in 1983. He received both his B.S.and M.S. degrees in Metallurgical Engineering from Carnegie Tech in 1954 and1958, respectively and began his career at Westinghouse Research andDevelopment. He received his Ph. D. in metallurgical engineering 1963 from theUniversity of Pittsburgh. Owen then transferred to Westinghouse's BettisAtomic Plant Division as senior engineer where he instituted state of the artmetallographic technology and worked on failure analysis until retirement in1998. Dr. Katz then began a second career as an adjunct professor at theUniversity of Pittsburgh supporting students and faculty. Dr. Owen Katz died onSeptember 1, 2007 at the age of 74.

Assistance Scholarships (PCEAS) The Pittsburgh Golden Triangle Chapter will make two awards every year of$500 each to a college sophomore and a college junior enrolled in metallurgy ormaterials science at a Pittsburgh regional college or a ASM Pittsburgh chaptermember’s child enrolled in metallurgy or materials science in a school outside ofthe Pittsburgh region.
