1. Network EvolutionAs every other network, your network is evolving. Either it is in early stages or mature there is something new in your network. Deployment of new features, new layering like micro or pico layers, deployment of Half Rate, AMR, deployment of GPRS, EGPRS.
And each phase of evolution has an impact on the QoS. For example, putting GPRS timeslots on BCCH carrier and having voice priority over data might need re-dimensioning of the BCCH/TCH allocations.

2. Network PerformanceAs every other network (even a mature one), your network is expanding with addition of new sites, sectors or carriers. Each and every single element of expansion has a contribution to network performance and QoS either in positive or negative direction. But it has an incremental effect on the total interference and decremental effect on the availability of clean ARFCNs.
Depending on the rate of expansion, it might be necessary to change the frequency plan and spectrum usage in that region after every phase off expansion.

3. Network-wide or Region Specific In some networks it is a preferred approach to put a common
set of parameter and spectrum usage rules to apply network wide. In today's complicated network environment with distributed features enabled, site, sector, carrier variety in each region or city, it might be a necessity to use a different spectrum, frequency plan and even parameter set in geographically or demographically classified regions or cities.
For example, use of allocated spectrum in different forms in an area of high density of 3x3x3 sites and in an area of high density of 1x1x1 sites might be more efficient.

4. Multiband Operation Today most of the networks have operating licences
in more than one band mostly in the form of PGSM900/GSM1800 combination. Vendors have different schemas for support of multiband operation.
Independent of the vendor specific multiband application, it is necessary to correctly dimension BCCH and TCH usage on each and every band of operation.

5. Over-Limited Spectrum Independent of the band of operation and the number of
available channels your network has in that band, spectrum is always limited and each available ARFCN is an asset. However some networks especially in countries where more than 2 operators exist in the same band, the spectrum is usually over-limited with probably less than 40% of the available ARFCNs for each operator.
In such cases optimal usage of the allocated spectrum is one of the biggest challenges for the network operator.

6. Frequency Plan ChangesFor network-wide or regional frequency plan or frequency planning strategy changes, whether because of network expansion or because of QoS degradation, re-dimensioning of the BCCH/TCH carriers and or a radical change of the spectrum usage plan might have surprisingly positive effects on network performance increase.
For example, a network with non-hopping frequency plan with single block spectrum split might successfully migrate to a hopping frequency plan with interleaved or multiblock spectrum split.

7. Layering Architecture Most of today's networks have a layered infrastructure with overlaying macro sites and under-laying micro sites with in-building micro/pico architectures as well. Although a great importance is given to cell selection/reselection and handover parameter settings, the frequency plan for micro and pico sites are usually done by randomly picking up from macro layer BCCH and TCH channels and sharing them which may not be the optimal solution.

8. Re-Farming Needs Most of today's networks now have WCDMA Networks on top of existing 2G Networks and LTE is on the way.
There are some definite advantages of WCDMA900 in rural areas and also LTE deployments in GSM/DCS spectrums. In all cases a portion of GSM or DCS spectrums might be needed to reallocated for WCDMA900 or LTE in near future.
