i. Meeting initiated at 0900 by Mr. Cesario at the Renaissance Hotel, Fort Lauderdale.
ii. USCG CAPT Gould , Sector Commander provided opening remarks:
a. Provided brief history of career and experience. Expressed appreciation for such a large turnout (approx 45).
iii. AGENCY REPORTS: a. No agency provided reports.
iv. USCG Sector Miami (Mr. Vince Cesario): Table-top exercise – Most Probable Worst Case Spill Scenario – Port Miami (see attached slides below).
a. Main objectives of the TTX included: 1) Demonstrate access and usage of the new SE FL Area Contingency Plan (ACP) DVD to: a) Identify proper notifications and response communications. b) Ability to access and deploy response equipment; identify any specialized personnel and/or equipment required for specific scenario response. c) Identify appropriate spill containment measures. d) Coordinate organizational and partner agency personnel with responsibility for spill response; to the extent possible exercise the Unified Command. e) Identify environmentally sensitive areas and resources within the area. f) Identify approved disposal sites for recovered contaminated material.
b. Scenario: While outbound from Miami River to sea, a coastal freighter loses power and allides with a container ship moored at Seaboard Marine, Port Miami, rupturing the container ship’s port fuel. Maximum contents in the tank is 4000 bbls of bunker C fuel and started leaking into Biscayne Bay.
c. The cause of the loss of power aboard the coastal freighter was due to a main space fire (engine room). The ship eventually grounded on a shallow area just SE of the Port Miami channel.
d. The TTX “kicked-off” at the start of the first Command & General Staff Meeting (attendees present). The Unified command had convened earlier (via

teleconference) and developed the initial response objectives. The following were read to the attendees for commencing the ICS planning cycle (included as attachments): 1) Initial I-201; 2) Updated briefing from time of incident to time of Command & General Staff meeting; and 3) Unified Command initial objectives.
e. The room was sub-divided into organizational elements as defined in the ACP: Command and Command Staff, Planning Section (including Scientific Support Committee and technical specialists), and Operations Section (OSROs, Marine F/F, Salvage support, and Branch Directors). Attendees were seated in accordance to their pre-assigned ICS positions (see roster above).
f. The Planning cycle (“P”) was discussed describing each meeting, required attendees, and roles of each organizational element (Ex: Information Officer, Situation Unit, Recovery Branch Director, etc.).
g. As each organizational element and phase of the process was discussed, the new ACP DVD was demonstrated to illustrate how each organizational element could access information or response tool on the DVD. Information included SE FL ACP, Geographic Response Plan (GRP), Environmental Sensitivity Indexes, sources of supply, notifications and consultations, etc.
h. The participants then were guided through the Tactics and Planning meetings including discussions into any required consultations, introduction and usage of the numerous technical specialists (present), developing strategies and tactics using the I-215 worksheet (initial response assets were entered for demonstration purposes), and general unified response organization protocols.
i. At the end of the TTX attendees were given copies of the new SE FL ACP DVD for future reference.
