About PQM The Promoting the Quality of Medicines (PQM) program,
funded by the U.S. Agency for International Development (USAID), is
the successor of the Drug Quality and Information (DQI) program
implemented by the United States Pharmacopeia (USP). PQM is USAID’s
response to the growing challenge posed by the proliferation of
counterfeit and substandard medicines. By providing technical
assistance to developing countries, PQM helps build local capacity
in medicine quality assurance systems, increase the supply of
quality medicines to priority USAID health programs, and ensure the
quality and safety of medicines globally. This document does not
necessarily represent the views or opinions of USAID or the United
States Government. It may be reproduced if credit is given to PQM
and USP.

Background The U.S. Agency for International Development (USAID)
and U.S. Pharmacopeia (USP) have been providing technical
assistance to the Amazon Malaria Initiative (AMI) since 2001, first
through the USP Drug Quality and Information (DQI) program and,
currently, through the Promoting the Quality of Medicines (PQM)
program. AMI offers a multidisciplinary approach with international
partners and country stakeholders to provide support to prevent and
control malaria in Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru
and Suriname. During the last several years, assistance has also
been provided to selected countries in Central America. PQM
provides assistance to ensure the availability of good quality
medicines and strengthen Quality Assurance and Quality Control
(QA/QC) systems in the participating countries. AMI international
partners and representatives from the countries who participate in
AMI and the Amazon Network for the Surveillance of Antimalarial
Drug Resistance (RAVREDA, its acronym in Spanish) attend annual
meetings to share their activities and accomplishments and to
discuss prospective activities. Subsequent to the AMI/RAVREDA
meeting, the international partners attend AMI’s semi-annual
Steering Committee (SC) meeting to discuss future plans, strategic
approaches, and other pertinent issues. In Panama, PQM has been
working with the Instituto Especialiazdo de Análisis (IEA) to
strengthen its Quality Management System (QMS). In May 2010, PQM
evaluated the QMS of Panama’s Official Medicine Control Laboratory.
In response to the observations made during the evaluation, a
corrective and preventive action (CAPA) plan was developed to
assist IEA in implementing a stringent QMS. Purpose of Meeting
• Attend the X Annual AMI/RAVREDA and XIX Steering Committee
meetings with in-country partners
• Follow-up on CAPAs from PQM QMS evaluation of IEA performed in
May 2010
Source of Funding The trip was funded by the USAID Bureau for
Latin America and the Caribbean, AMI. Meeting Highlights X Annual
AMI/RAVREDA Meeting
March 22–24, 2011 See Annex 1 for a detailed agenda and Annex 2
for a full list of participants. PQM gave five presentations (see
Annexes 3-5) that covered the following topics:
• DQI/PQM contributions to AMI/RAVREDA • Results from the First
Part of a Case Study of Malaria Medicine Quality in the Private
and Informal Market (note: this presentation is not included in
the annexes as the data is being prepared for journal
submission)
• Medicine Quality Virtual Forum: Update on development and
capabilities
