Center Building 1, Mesa, AZ 85210. II. Approval of Minutes It was moved by Susan Brenton, seconded by Shelley Reimann, to approve the HCDAB minutes from the September 3, 2020 meeting. Upon tabulation of votes, it showed: AYES – Benson-Brenton-Humphrey-Koval-Powell-Richards-Reimann NAYS – None Chad Cluff was not present for the vote. III. Items from Citizens Present There were no items presented. IV. Discussion and Action Items A. Recognition of Ray Thimesch Housing and Community Development Director Michelle Albanese recognized Ray Thimesch (Housing and Community Development Administrator) for his 21+ years with the City of Mesa, with 10 years in the Housing & Community Development (HCD)/Community Services department. He has been a vital part of the HCD/Community Services department. Ray spoke on his experience working with City of Mesa and the nonprofits the City serves. The Board members gave their best and shared positive experiences they’ve had with Ray, especially his experience assisting

Meeting Minutes

The Housing and Community Development Advisory Board (HCDAB) of the City of Mesa met on October 1, 2020,

at 6:00 p.m. via a telephonic conferencing platform, with some staff attending telephonically/via Zoom and some staff attending at our office location, 200 S. Center Building 1, Mesa, AZ 85210.

II. Approval of Minutes It was moved by Susan Brenton, seconded by Shelley Reimann, to approve the HCDAB minutes from the September 3, 2020 meeting. Upon tabulation of votes, it showed: AYES – Benson-Brenton-Humphrey-Koval-Powell-Richards-Reimann NAYS – None

Chad Cluff was not present for the vote.

III. Items from Citizens Present There were no items presented.

IV. Discussion and Action Items

A. Recognition of Ray Thimesch – Housing and Community Development Director Michelle Albanese recognized Ray Thimesch (Housing and Community Development Administrator) for his 21+ years with the City of Mesa, with 10 years in the Housing & Community Development (HCD)/Community Services department. He has been a vital part of the HCD/Community Services department. Ray spoke on his experience working with City of Mesa and the nonprofits the City serves. The Board members gave their best and shared positive experiences they’ve had with Ray, especially his experience assisting

other municipalities working with Community Development Block Grant (CDBG). Ray Thimesch retires the beginning of November 2020.

B. FY21/22 Annual Funding Process and Feedback from the FY20/21 Funding Process – Michelle Albanese presented a review of the annual funding process and touched on the new aspects added to the process this year. Michelle referenced the 5-year Consolidated Plan, the City Council priorities on funding projects, and types of projects that will not be a priority. She facilitated a discussion with the Board regarding last year’s scoring application process and discussed what went well and what needed improvement. The Board asked the City staff to solicit feedback from the agencies that apply, to get their perspective as well.

C. Housing Assistance Programs – Housing and Community Development Deputy Director Mary Brandon presented an overview of the various Housing Assistance Programs available in Mesa. The following programs assist with rental assistance: Housing Choice Vouchers Program (HCV), Veterans Affairs Supportive Housing (VASH), and Project-Based Vouchers (PBV). There is also security and utility deposit assistance available for Mesa residents. (See Attachment A)

D. Meeting agenda topics for FY 2020/2021 – The Board asked City staff to bring suggestions of possible topics and/or agency tours to a future meeting to discuss further.

V. Scheduling of meetings, future agenda items, and general information, including those set forth below

A. Next HCDAB Meeting – November 5, 2020, 6:00 p.m. Via Zoom – information available on https://www.mesaaz.gov/government/advisory-boards-committees/housing-community-development-advisory-board

VI. Adjourn the meeting It was moved by Johanna Richards, seconded by Shelley Reimann, to adjourn the meeting.

Upon tabulation of votes, it showed: AYES – Benson-Brenton-Cluff-Humphrey-Koval-Powell-Richards-Reimann NAYS – None The meeting was adjourned at 7:31 p.m.
