A. NUISANCE MITIGATION

NOISE

MedLeaf’s equipment and operations do not include any substantial noise producing components. Accordingly, MedLeaf does not foresee any noise-related nuisances involved with its operations. However, MedLeaf’s facility manager and community relations designee will make themselves available to address any potential noise producing activities as they may arise.

ODOR

MedLeaf will utilize odor-absorbing ventilation and exhaust systems to ensure that any odors generated inside the premises are not detectable outside the premises. MedLeaf’s finalized plans include an HVAC system and carbon filters that will allow it to fulfill its odor control obligations and to mitigate any potential odor-related nuisance. (See Air Quality Plan)

INCREASED VEHICLE TRAFFIC

MedLeaf’s facility design and site-plans comply with the parking requirements established by the zoning designation. Further, MedLeaf’s plans have been drafted to comply with the Oceanside Traffic Code, and our delivery operations will not have a significant impact on community traffic.

INCREASE IN WASTE

MedLeaf’s Enhanced Product Safety plan includes a waste disposal plan that is aimed at complying with the regulations imposed by the City of Oceanside and the Medical Adult-Use Cannabis Regulation and Safety Act (MAUCRSA). Any cannabis related waste will be handled in accordance with our waste disposal plan. There will not be a significant waste burden and MedLeaf foresees no nuisances with respect to its waste generation.


IMPACT TO RIGHT OF WAY ACCESS

MedLeaf’s site plans designate sufficient parking to avoid any potential impact to pedestrian rights of way. Further, MedLeaf will comply with the requirements set forth by the City of Oceanside Traffic Code concerning parking and loading around its business premises. Our operations require limited traffic and pose no threat to right of way access.

INCREASE IN SAFETY CONCERNS

MedLeaf’s safety and security plan outline extensive security protocol aimed at addressing any potential safety concerns associated with operating a commercial cannabis business. Given the comprehensive security procedures that will be employed by MedLeaf, MedLeaf anticipates that its presence within the neighborhood will actually lessen safety concerns for itself and nearby businesses. 24-hour security monitoring and video surveillance with alarms and live feed connections provided to the Oceanside Police Department will ensure that our presence in the neighborhood improves overall safety.

GRAFFITI REMOVAL AND LOITERING BAN

MedLeaf will implement a walkabout policy designating on duty managers to survey the business site on foot on at least a daily basis. Security personnel will also be instructed to monitor the premises for graffiti and littered rubbish and to quickly inform management of any transgressions. All graffiti on the site shall be removed or painted over to match the color of the surface to which it is applied within twenty-four hours of its occurrence. Staff and security personnel will also regularly monitor the premises to ensure that no loitering is taking place. The property and all associated parking, including the adjacent area under the control of the Licensee and any sidewalk or alley, shall be maintained in an attractive condition and shall be kept free of obstruction, trash, litter, and debris at all times.


COMMUNITY OUTREACH PLAN 1 MedLeaf will utilize the addresses submitted for CUP19-000014 of all occupants within a 1500ft. Radius of 2935 San Luis Rey Rd. to allow for public comment. Addressee’s will receive a postcard in the mail with a place to physically mail comments and an email address for digital commentary.

● MedLeaf joined the Oceanside Chamber of Commerce on September 12, 2019 ● MedLeaf sponsored a booth to participate in Oceanside Harbor Days 2019

The MedLeaf Booth featured a 3x4ft foam core board displaying Oceanside’s current cannabis licensing information directly from the Oceanside City website to inform the public about our pending CUP process. MedLeaf spent Saturday 9/21 8AM - 5PM informing and collecting public comment on branded sheets.
