[3] Centralized Presentation – major investment:

There is no “do nothing” status quo scenario with “zero impact”.

Status quo (continued decentralized presentation) will require a $13.1M English Services capital investment.

Status quo will result in an estimated $1.4M+ increase in operating costs, with future increases likely.

There is no payback or return on investment for a status quo business case.

Status quo will lock us into our current radio network architecture for at least another five years, and take us in the wrong direction.

WHY NOT STAY THE WAY WE ARE?

CENTRALIZED RADIO NETWORK ARCHITECTURE ARE AS FOLLOWS… Centralized presentation is in-line with the needs and goals of a “content company”, maximizing our flexibility to move

content and target transmission / streams to best suit shifting audience needs.

Replaces the current decentralized radio architecture, whose design is 50 yrs old.

Saves / avoids $3.7M in annual operating costs

Avoids duplication of effort and provides operational efficiencies

Radio & TV Presentation integrated on 6th floor in Toronto.

ETN Capital Overview

Over the Next three Years there are a number of major initiatives on which ETN will spend about 87M in Capital

87M sounds like a lot but its not really sufficient to maintain or improve our overal asset inventory

Main areas of investment over the next three years are as follows:

Modernizing Toronto Presentation for DTV 18.2

Beginning the SX Replacement 14.0

DTV Transmitters 15.5

Replacing Production Equipment 14.1

DeskTop TV 6.6

Modernizing Toronto Presentation for DTV - 18.2M

The current automation system dates from the start of the Broadcast Centre so its replacement is well timed with the need to present HD signals

Project involves a complete re-build of the NOC and is co-timed with a similar project in Radio

The project will Create a more efficient operational model

Support our content company agenda by making it much easier to move content between platforms

Put radio and TV on the same automation system

Convert the entire infrastructure to HD

Beginning the SX Replacement - 14M

ETV owns about 270 SX cameras which were purchased starting in 1998 so most are already well past the industry benchmark of 10years for a field camera

SX replacement in total will cost more than 24M and will stretch over four fiscal years and is co-timed with a similar project in French Services

In addition to replacing aging equipment the project will

Make a true file based workflow possible within News

Provide HD gathering capability

DTV Transmitters - 15.5M

ETV currently reaches over 99% of the Canadian population with a fleet of nearly 500 Transmitters, many of which were implemented as a part of the Accelerated Coverage plan in the late 70’s.

The vast majority of our analog transmitters are past their end of life but funding is simply not available to replace them. The cost to do so would be more the 500M

Our DTV transmission plan scales the number of transmitters down to 14 for English, one in each of the supper hour locations. These transmitters will cover just less than 80% of the Canadian population

For the balance (about 20%) of the Canadian population will be dependent on various BDUs (Satellite and Cable)

Replacing Production Equipment - 14.1M

Replacement of aging production equipment is a part of what we have to do to simply stay in business

Unfortunately our capital funding envelope is not sufficient to replace everything that should be replaced in the appropriate time frame.

The problem is getting worse as we move towards more and more computer based production equipment which typically has an effective life-span of less than 8 years

The funding shortfall forces us into some tough choices.

DeskTop TV - 6.6M

We will be completing the roll-out of DeskTop TV with our final location, Yellowknife in fiscal years 10/11

In the coming year we will also be introducing two key new features

WAN Browse aka Drag and Drop will allow users in one location to browse the server in another location, mark content for transfer, and transfer it over the network to their home location. All this in a self-serve mode very similar to what currently happens in Radio

The delivery of WAN Browse won’t be complete until the Next Generation Converged Network (NGCN) is completed in May 2011

Over the next three years we will be investing about 19M in News production over and above the projects like SX replacement and DeskTop TV

Representative projects include

Replacement of old SNG units and additions to the fleet

Replacement of early ParkerVision systems

Replacement of Toronto Robo-Cams

Additional VJ Capabilities

Changes to Foreign Bureaus to make them more efficient
