The Medal of Valor represents the highest award our community can bestow upon the men andwomen who protect us and our property through the conscientious enforcement of our laws. Andalthough this coveted award is presented to those few individuals who have distinguished them-selves through meritorious service, it is, in a sense, a sincere tribute to all police officers.Sponsored by the Crusade Against Crime of America and the St. Louis Area Police Chiefs’

Association, the Medal of Valor is presented in recognition of a conspicuous act of bravery exceed-ing the normal demands of police service. It expresses the community's gratitude for the soundjudgement demonstrated by the officer in the performance of his or her duty, often without regardfor personal safety, yet with full awareness of the reasonable attainment of his or her objective. Theaward guidelines were broadened in 1974 to provide for the recognition of citizen involvement inperforming a heroic act out of concern for the safety and welfare of a police officer or in the pre-vention of a crime.Since its inception in 1969, the Medal of Valor has been presented to over 275 police officers and

local citizens, including several individuals who have each received the Medal twice for heroicdeeds. The recipients are selected each year from nominations submitted to the Medal of ValorJudges Committee by more than 140 Police Departments in the St. Louis metropolitan area. Theguidelines governing the qualifications for nominations were established by a panel of high-rank-ing police officers. All nominees must be approved by their respective chiefs.While the Medal of Valor provides a unique opportunity for honoring the heroism of individual

police officers and citizens, it also offers the means through which everyone can express their sup-port of all law enforcement officers.

OnMay 19th, 2010 Citizens Ronald Conner and Todd Gilliam observed avehicle submerged in the flooded waters of the River Des Peres. Fearing there may be a person in the vehicle, themen decided to enter the water and attempt to save anyone inside. As they began to do so, Evidence TechnicianOfficer Brian King arrived and quickly joined the men in the fast moving waters. While in the water, and on thesubmerged vehicle, the men found an unresponsive man in the driver’s seat. They worked quickly to free him,but were initially unable, because of a seat belt securing him in the car. Eventually, they freed him from the seat-belt, but still were unable to remove him, because theman apparently was caught on something. Officer King sub-merged himself into thewater andwith the help ofMr. Conner andMr. Gilliamwas able to free theman. The threemen pulled the driver from the car and to the shore where EmergencyMedical Technicians were waiting. The vic-tim was rushed to the hospital, but unfortunately later passed away from his injuries. Officer Brian King andCitizens Ronald Conner and Todd Gilliam spared their own personal safety to save the life of another.Their actions are truly exemplary and deserving of the Medal of Valor.

PROGRAM EMCEE

Karen Foss was named as senior vice president, Communications and BrandManagement, of Ameren Corporation in April 2009. Foss joined AmerenUE, the corpo-ration’s Missouri utility, in February 2007 as vice president, Public Relations.Foss is a nationally recognized former newscaster who spent more than 25 years as

anchor of KSDK-TV in St. Louis.The six-time Emmy award winner was in 2005 inducted into the Silver Circle by

the National Academy of Television Arts and Sciences for her 25 years of journalisticexcellence. Foss is equally well known for her community contributions.

Foss has also actively supported a range of organizations from The SalvationArmy to Paraquad—a non-prof-it dedicated to helping the disabled establish homes and jobs to become more independent.In 1983, Foss received the “Paraquad Service Award.” She also was the first recipient of the St. Louis

Ambassadors’ “Spirit of St. Louis” award in 1985. The St. Louis Suburban Journals named her “Woman ofAchievement” in 1989. Also in 1989, the YMCA honored Foss with the “Special Leadership Award” for herlong-standing volunteer commitment to improving the lives of the disabled and youth in St. Louis.In 1992, the St. Louis Chapter of the NAACP honored Foss when she became the first television reporter to

receive the “Roy Wilkins Freedom Award.” She holds a bachelor’s degree from the University of Missouri-Kansas City, her hometown.

Judge Robert G. Dowd currently serves on the Missouri Court of Appeals in theEastern District of Missouri. Judge Dowd has served in this position since 1994 andrecently was reelected for a twelve year term ending in 2020.Judge Dowd has served as a judge for 32 years, beginning in 1978 when he was elect-

ed to the 22nd Judicial Circuit. He remained in the 22nd Judicial Circuit until hisappointment to the Missouri Court of Appeals.Prior to his appointment as a judge he worked as a lawyer with his own private prac-

tice and also served in the United States Senate as a Page in 1967.Judge Dowd attended the University of Missouri Saint Louis, graduated from

Quincy College with a Bachelors of Arts and has a Juris Doctor from Saint Mary’sUniversity.

Judge Dowd is a member of the American Bar Association, Missouri Bar Association, Metropolitan SaintLouis Bar Association, Lawyer’s Association, Quincy College Alumni Association and the Saint Mary’sUniversity Alumni Association. He also attended the National Judicial College and the American Academy ofJudicial Education. Judge Dowd is a past member of Rule 90 Supreme Court Committee, Judicial EducationCommittee and the Judicial Finance Commission.Judge Dowd is also a member of the Catholic Church. He serves on several boards, which include the CYC,

Mental Health Association, Daughters of Saint Paul and the Dismas House.Judge Dowd was awarded the Supreme Court of Missouri Award of Appreciation, Division of Family

Services Award of Appreciation, Missouri House of Representatives Resolution, Mental Health Association ofSaint Louis Distinguished Service Award, and the Award of Appreciation of Saint Louis, Proclamation ofRecognition.Judge Dowd is married with children and resides in Saint Louis Missouri.

On May 27th, 2010 Officer Joseph Haman was working nearGrand and Natural Bridge when he stopped a suspicious vehicle.While talking to the vehicle’s occupants, a man in the rear seatsuddenly began firing a gun at Officer Haman, striking him sixtimes. Although seriously injured, Officer Haman drew his ownweapon and dove for cover near his police car as the gunman gotout of the car and continued to fire at him. Officer Haman quicklyreturned fire, causing the gunman to retreat. Officer Hamanradioed for help and gave responding officers a description of thegunman. While being treated for his life-threatening wounds,Officer Haman continued to provide officers with detailed informa-tion on the gunman. The gunman was later located and arrested.The actions Officer Haman are truly exemplary and deserving

of the Medal of Valor.

On October 5th, 2009 while off duty and in “street”clothes, Officer Isabella Lovadina and a friend were leavingthe home of another friend when they were approached bytwo armed gunmen, who at gun point forced them back intothe residence. The gunmen robbed Officer Lovadina, herfriend and the home’s occupants, which included severalyoung children. The gunmen terrorized the group andthreatened their lives for more than twenty minutes.Suddenly, without cause, the gunmen ordered the victimsinto the basement. Believing their intention was to kill thegroup, Officer Lovadina refused to go into the basement andalthough unarmed she took the first opportunity presentedto her to attack one of the gunmen. The officer struggled withthe gunman and attempted to disarm him. During the strug-gle, she was shot several times by the second gunman, whoalso fired shots at the other victims. The gunmen then fledthe residence, but were later captured. Sadly, another victimwas also shot and later passed away.The actions of Officer Lovadina are truly exemplary and

deserving of the Medal of Valor.

On August 9th, 2009, Officers Anthony Amaro, Nicholas Nazzoli and Stephanie Percich were onpatrol when they discovered a home and its attached garage engulfed in flames. Believing the res-idents may be inside; the officers forced open the front door and entered the home. While inside,the smoke overcame the officers, but they refused to leave and instead dropped to their knees andcrawled through the home in search of the residents. During their search, the officers located a cou-ple in their bedroom and helped them to safety. The couple told the officers that their son was sleep-ing in the basement. The officers quickly reentered the burning home, located the couple’s son andhelped him to safety.The actions of these Officers are truly exemplary and deserving of the Medal of Valor.

On March 30th, 2010 Detective Marc Wasem had returned home froman evening with his family when he observed four men acting suspi-ciously in a parking lot. Detective Wasem, although off duty, approachedthe men to investigate. After asking the men if they lived in the building,one of the men pulled up his jacket and exposed a gun in his waistbandand ordered Detective Wasem to give him his property. Detective Wasemidentified himself as a police officer and attempted to arrest the man, butall four fled on foot. Although alone, but knowing his duty, DetectiveWasem pursued the men and called in the incident and his pursuit withhis cellular phone. While phoning in the incident the gunman suddenlypulled the weapon from his waistband and fired at Detective Wasem.Wasem returned fire and relentlessly continued to pursue the gunmanuntil he eventually caught him. Despite being caught, the gunman con-tinued to resist arrest and a struggle ensued. Detective Wasem again per-sisted and was able to overpower the man and take him into custody.His actions are truly exemplary and deserving of the Medal of Valor.

Although in a running gun battle, the officers remained calm and were relentlessin their pursuit of a threat to the community.Their actions are truly exemplary and deserving of the Medal of Valor.

On January 23rd, 2010 OfficersChris Lovelady-Armstrong andRonald Vaughan observed a vehi-cle make a traffic violation. Whenthe officers attempted to stop thevehicle the driver refused to pullover. On October 29th, 2009 Detective Joshua Becherer and two otherdetectives saw a man walking out of an alley acting suspiciously. Thedetectives stopped the man to investigate, but when they attempted,the man fled on foot. The detectives pursued the man, and as DetectiveBecherer gained ground on him, the man turned and attempted to firehis weapon. The weapon misfired, but the man continued to try to getthe gun to function. Becherer wasted no time and drew his weapon justas the man was raising the gun to sight at him. Detective Becherer thenfired his weapon striking the man, who fell to the ground but retainedpossession of his gun. Still resistant to resist and harm the officer, theman raised the gun again aiming at the detective, who again fired atthe man ending, the threat.The detective’s actions are truly exemplary and deserving of the

Medal of Valor.

On February 22nd, 2010 Sergeant David Bonenberger responded toa call for a man with a gun. Sergeant Bonenberger located the man,who was armed with a gun, and ordered him to drop his weapon, butinstead the man fled on foot. Sergeant Bonenberger pursued the manand continued to gain ground on him during the pursuit. Suddenly,the man turned his gun toward Sergeant Bonenberger. SergeantBonenberger quickly fired his weapon in defense striking the gunmanand ending the danger. Sergeant David Bonenberger acted bravely inpursuing a man who was an imminent danger to both himself and thecommunity.His actions are truly exemplary and deserving of the Medal of

Valor.

On January 16th, 2009 DetectiveSergeant John Applegate and DetectiveRobert Simons were attempting to locatea man wanted for several felony charges.While conducting surveillance at a loca-tion the man was known to frequent, thedetectives located the man, but when theyattempted to take him into custody hefled on foot. The detectives quickly pur-sued the man. While in pursuit the mansuddenly took cover behind a vehicle andbegan firing multiple shots. The detec-tives returned fire, forcing the man to fleeagain. The detectives continued their pur-suit, but while doing so, the man againturned and fired shots at the detectives.Both detectives again returned fire strik-ing the man and ending the threat.The actions of these Detectives are

truly exemplary and deserving of theMedal of Valor..

On July 1st, 2010 a man robbed awoman at gunpoint and momentslater carjacked a couple. NarcoticsDetectives, including Jason Collins,Jeremy Cotton, JosephMcCloskey andRyan Linhorst responded to the areain an attempt to locate the man andthe vehicle. When the detectives locat-ed the vehicle, the man abandoned itin a parking lot and fled on foot.Detectives Cotton, Collins andLinhorst pursued the man who sud-denly turned and fired several shotsat them. The detectives retuned fire.An ensuing gun battle occurred. Thegunman then turned his gun and firedshots at Detective McCloskey whohad positioned himself to assist.McCloskey returned fire and struckthe gunman, which allowed the detec-tives to arrest the man.The actions of these detectives are

On January 29th, 2010 Sergeant DarrenRogers was assisting Detective CorporalGerald Williams and, other JeffersonCounty Narcotics Unit members, in locatinga man wanted for burglary where nearlyfifty guns were stolen. Through their part-nership the officers located the man, butwhen the officers attempted to arrest him,he resisted arrest and a struggle ensued.During the struggle the suspect produced agun and began firing at the officers, strikingDetective Corporal Williams in the arm.Sergeant Rogers acted quickly, drew hisweapon and returned fire striking the man.The officers then took the man into custody.Sergeant Darren Rogers and Detective

On April 8th, 2009 OfficerMatthew Crosby and LieutenantJordan Lewis received a 911 callafter a woman was assaulted byher boyfriend with a handgun.The victim informed the officersher boyfriend had expressed nofear in dying by the police andwas extremely violent. Whilespeaking to the woman the offi-cers observed her boyfriend runinto his apartment and the offi-cers quickly followed to attemptto arrest the man. The officersknocked on the door and themancame out as requested, after theofficers distanced themselves at

On March 28th, 2010 Officer Robert Keithley responded to an apartmentbuilding fire. When Officer Keithley arrived he noticed the building had filledwith smoke, and some residents were not aware of the pending danger.Withouthesitation, Officer Keithley entered the building and rushed door-to-door toalert the residents. After several minutes Officer Keithley was overcome by thesmoke and was forced to leave the building. While recovering from the smokeinhalation, Keithley discovered two residents were still in the building. Despitehis condition and the danger of reentering the building, he rushed back in andassisted the residents out. Officer Keithley was later treated at the hospital forsmoke inhalation. The actions of this Officer are truly exemplary and deserv-ing of the Medal of Valor
