Council responses on matters raised at the October meeting SPECIAL GUEST ZALI STEGGALL COUNCIL ANNOUNCES MAJOR NEW INITIATIVES Following Manly Community Forum's representations, we are pleased that Northern Beaches Council (NBC) has announced some major new initiatives. Manly Resident Parking Scheme Harsh resident parking permit restrictions have been scrapped by Northern Beaches Council in a new draft of Manly's parking scheme. Council's original framework document was met with howls of protest from residents and community groups, and after direct discussions between senior Council personnel and Forum reps, things have changed. Manly residents will now be able to apply for up to two parking permits (which will be linked to vehicle registration and address) whether they have off-street parking or not. They will even be able to apply for a third permit "in extenuating circumstances". The "visitor permit" has been re-instated: one will be available for each household and it will now be linked to that specific residence, but not to a specific car. Linking permits either to a car or a household has been introduced to stop on-selling of permits, which has been a major problem. Businesses can apply for permits, but they will be limited to one each. Some special issue permits will be available for schools, charities, clubs etc, but their numbers will be reduced and applications must be made in writing. Other changes from our existing system are that only motor vehicles (no boats, trailers or caravans) will be eligible for permits, and the price of permits will rise. While Roads and Maritime Services (RMS) is pushing for changes to Manly?s non-compliant parking scheme (there are many more permits issued than street parking spaces available), we are pleased that Council has recognised that Manly is different, and is now recommending small changes only to the scheme. The updated framework is on display on the Council's Your Say web page, and is open for comments until 24th November. After that it will go to Council for ratification.

Following Manly Community Forum's representations, we are pleased that Northern Beaches Council (NBC) has announced some major new initiatives.

Landscaping and infrastructure improvements to Little Manly beach and park are one step closer, with the new plan to be presented to Northern Beaches Councillors this month. If approved, the plan, which covers all parts of Little Manly beach and Little Manly Point Park, will be implemented over several years.

Changes, as presented at the forum's October meeting, include re-routing the beach access pathway so it goes around, not through, the kiosk area; improved food storage areas at the back of the kiosk and a rebuild of the beach seawall to provide wide stepped seating as access to the beach.

Little Manly Point Park gets attention with a complete redesign of the children?s play area, improvements to landscaping, and a much-needed toilet block near the carpark. There will be better pedestrian access along Craig Ave a push to use 34 Stuart St for recreational or educational activities, and the possibility of demolishing existing buildings at 40 Stuart St and adding that land to the beach reserve next door.

Forum members asked for more details on Craig Ave access, 34 and 40 Stuart St, beach reserve landscaping and storage areas, and Little Manly Point Park.

Lit t le Manly Beach Tidal Pool

Little Manly pool is set for a half million dollar make-over. The work, to be completed by NBC, will be a complete rebuild with new steel pylons; new heavy duty stainless steel encased nylon netting to replace the existing bars; and new slightly-wider walers (which serve as a boardwalk). The diving platform will be kept, as will the access ladders on the inside and outside of the pool enclosure. But there will be no ladder on the beach. The new netting, which will be strong enough to withstand use as a climbing wall, should also provide a home for seahorses. And it 's blue, which Council staff say is a sexy colour for the litt le creatures. Work will start next May and should be completed in time for the 2020 swimming season. The $480K proposal was presented at our October meeting, where it was unanimously approved. Details are also on our website.

NBC reported that it regularly monitors Little Manly Reserve due to a legacy of contamination on the site from its time as a gasworks. Recent sampling from the western embankment rock face showed values that marginally exceeded Australian drinking water guidelines. Samples taken from harbour waters and within Little Manly tidal pool showed no risk to people swimming in the area. Council will complete further sampling and a human health and ecology risk assessment of Little Manly Point Reserve.

NSW is facing one of the worst droughts in living memory. The impacts are being felt well beyond the farm gate to include almost all businesses on the land and in country towns. There will be new faces at Little Manly Kiosk this summer with NBC putting out a new tender for the site. Sadly the existing team - Carli and parents Phil and Judy - will not be re-applying, as the new lease requires considerable financial input to the premises. They are set to leave at the end of this month. It?s clear the community values the easy going Little Manly style. We have the chance to emphasis this and support the current cafe style on the Council's Your Say web page. Submissions close 27th November.

The National Parks and Wildlife Service defended its management of Collins Beach in response to a query by forum member Cathy Griffin about beach cleanliness and safety. A spokesperson said officers remove rubbish from the beach regularly on weekends, and more frequently in Summer. In addition, RMS sends beach cleaners after periods of persistent southerly winds.

Manly police have promised to help with patrols of the area and after-hours complaints including parties or fires. National Parks will continue to work with penguin wardens and RMS to protect breeding habitat and enforce restrictions on boats entering the critical habitat area from little Manly to Cannae Point. Signs are in place that clearly ban dogs and the lighting of fires, and track and bridges continue to be maintained.

Council staff reported that consultants TBLD have been engaged to produce a photo montage of the proposed remediation of the stormwater outlet along Fairy Bower pool with initial engineering designs completed.

This is currently in a draft stage and will be available to the public once completed. Council will organise community consultation.

The Fairy Bower pool pump is run for two hours either side of high tide only, as it may be out of the water at other times.

Allowance has been made to isolate the pool scuppers with the stormwater (to ensure that the stormwater flow does not contaminate the pool) with a proposed stainless steel section to convey pool flows consistent with current flows.

The Council is continuing to chase Sydney Water for its remediation work.

The matter has been referred to Manly State MP James Griffin.

Northern Beaches Council has issued a Request for Proposals for the vacant clubhouse and recreation space in District Park, North Manly.

The site, which used to house the North Manly Bowling Club, sits on the corner of Pittwater and Kentwell Roads.

It is in the heart of a vibrant recreation and sporting precinct, which caters to a range of community groups, sporting interests and clubs.

The Council is seeking concept ideas of how this site could best be used to meet current and future community, sports and recreational needs.

At this stage of the process, the focus is on concept submissions rather than detailed business plans.
