1. Purpose. To provide the annual update of doctrinal proponents and
assigned doctrinal publications.
2. Cancellation. MCBul 5603.
3. Background
a. The reference designates the Deputy Commandant, Combat Development
and Integration (DC CD&I), as the Commandant's executive agent for the
development, review, maintenance, and publication of Marine Corps Service
doctrine. It also grants authority to DC CD&I to assign selected Marine
Corps organizations as doctrinal proponents.
b. Doctrinal proponency assigns the responsibility for the preparation,
review, and periodic update of a doctrinal publication to a Marine Corps
organization with the required subject matter expertise. Doctrinal
proponency is intended to take advantage of the expertise within the Marine
Corps supporting establishment to ensure that Marine Corps Service doctrine
is timely, relevant, and compelling. Enclosures (1) through (8) list

c. Publications are listed only if they currently exist on the Web site
or, for new publications, have entered the coordinating draft phase.
d. The enclosures represent relationships and publication information
from the database as of January 2018. Any approved changes since then will
be reflected on the next annual MCBul 5603.
e. Doctrine Facilitated by Air, Land, Sea Application (ALSA) Center
(1) ALSA is a joint organization chartered by a Memorandum of
Agreement under the authority of the Commanders, Army Training and Doctrine
Command, Marine Corps Combat Development Command, Navy Warfare Development
Command, and Headquarters, Curtis E. LeMay Center for Doctrine Development
and Education to facilitate rapid development of multi-Service tactics,
techniques, and procedures (MTTP).
(2) The mission of ALSA is to rapidly and responsively develop MTTP
publications, facilitating joint information exchange and operational
solutions across the entire military spectrum. The MTTP publications are
designed to fill interoperability voids between units, staffs, and the
Services.
(3) The Proponent’s responsibility for an ALSA-facilitated
publication entails Service representation on content matters and providing
or sourcing Service representation (two subject matter experts) on joint
working groups (JWGs) to revise or write the publications. There are
typically two five-day JWGs during the development or revision of an ALSA-
facilitated publication. Marine Corps participation in JWGs is funded by DC
CD&I.
f. Doctrine Facilitated by the American, British, Canadian, Australian
and New Zealand (ABCANZ) Armies' Program. ABCANZ is a land-focused
organization that establishes common procedures for use by the five national
armies, the Royal Marines and United States Marine Corps. The Service
representative to the ABCANZ Executive Council is the ACMC with oversight
provided by the Director, Capabilities Development Directorate. ABCANZ
standards, when used by the Service, are embedded in Service doctrinal
publications. ABCANZ handbooks are on the Service Doctrinal Hierarchy as
Marine Corps reference publications. Use of ABCANZ publications is one
method to achieve interoperability with our closest allies.
g. Doctrine Facilitated by the North Atlantic Treaty Organization
(NATO). NATO consists of 28 nations allied for their common defense. A
primary focus is interoperability and standardization of land, sea, and air
forces. To achieve this, NATO produces doctrinal publications and material
standards collectively known as standardization agreements (STANAG) through
the NATO Standardization Office and the Military Committee's working groups.
The Marine Corps is the custodian of a number of these publications and
standards, which has the effect of making a Service standard into a NATO
STANAG. All NATO doctrinal and material standards are reviewed by the
Service, and where appropriate, implemented in Service doctrine or United
States military standards. Doctrine proponents and integrators have the
option of using a NATO publication, with or without supplementation, if the
publication meets Service needs.

4. Action. Organizational heads listed in enclosures (1) through (8) are
assigned as doctrinal proponents and should take the following actions:
a. Review the information provided in the applicable enclosure to this
Bulletin.
b. Conduct a content review of each assigned publication due for review.
In reviewing each publication, assess its currency, utility, and relevance to
current and emerging Marine Corps doctrine, tactics, techniques, and
procedures.
c. Submit recommendations for changes or modifications in proponency
assignments to the existing publication listing to DC CD&I (C 116) at the

5. Reserve Applicability. This Marine Corps Bulletin is applicable to the
Marine Corps Total Force.
6. Administration and Logistics
a. Privacy Act. Any misuse or unauthorized disclosure of Personally Identifiable Information (PII) may result in both civil and criminal
penalties. The Department of Navy (DON) recognizes that the privacy of an
individual is a personal and fundamental right that shall be respected and
protected. The DON’s need to collect, use, maintain, or disseminate PII
about individuals for purposes of discharging its statutory responsibilities
will be balanced against the individuals’ right to be protected against
unwarranted invasion of privacy. All collection, use, maintenance, or
dissemination of PII will be in accordance with the Privacy Act of 1974, as
amended (reference (b)) and implemented per reference (c).
b. Records Management. Records created as a result of this Bulletin shall be managed according to National Archives and Records Administration
approved dispositions per reference (d) to ensure proper maintenance, use,
accessibility and preservation, regardless of format or medium.
c. Cancellation Contingency. This Bulletin is cancelled one year from the date of publication.
