Chapter 1Introduction
1-1. Purposea. This regulation establishes policies, prescribes procedures, and outlines detailed

b. The procedures and formats are provided to operate the standard FORSCOM Ammunition Basic LoadComputation System (ABLCS) for use in either a manual or automated environment.

1-4. Responsibilitiesa. Commander, FORSCOM:
(1) Prepares and maintains the Ammunition Basic Load Master File.
(2) Prepares and sends to installations the automated Ammunition Basic Load Data for units
assigned to the installation and for USAR units scheduled to mobilize at the installation.
(3) Maintains, for reference purposes only, one copy of the approved Ammunition Basic LoadAuthorization and Ammunition Basic Load Authorization Recap for all supported units. Maintains onecopy of the Ammunition Basic Load, DODAC Summary Report for all ARNG units.
b. Commander, United States Army Materiel Command (AMC). See paragraph 3-5 below.
c. Installation commander will monitor the receipt and review of Ammunition Basic Load Data andensure that authorized ammunition is on hand or on requisition.
d. Unit commander will review Ammunition Basic Load Data and submit request for authorizedammunition.
e. CONUSA Commander. Monitors and reviews Ammunition Basic Load (ABL) procedures of ReserveComponent (RC) units to ensure that current ABL computations are maintained for readiness andmobilization purposes.

f. Chief, National Guard Bureau (NGB). Prepares and sends to ARNG State headquarters theautonated basic load data for ARNG units scheduled to mobilize. National Guard State headquarters isthe approval authority for basic load authorizatons for ARNG units.

Chapter 2
Ammunition Basic Load Computation System
2-1. General
a. The ABLCS is designed to compute unit Ammunition Basic Load Data by automation for ActiveComponent (AC) and USAR units. The Ammunition Basic Load Data is produced in two parts, theAmmunition Basic Load Authorization (shown in figure 2-1) and the Ammunition Basic Load AuthorizationRecap (shown in figure 2-2). The ABLCS combines unit weapon and equipment density information fromVertical The Army Authorization Documents System (VTAADS) with allowances specified for that weaponand/or equipment to derive the unit ABL data.
b. Ammunition basic load data may be prepared manually on FORSCOM Form 149-R, Ammunition BasicLoad Computation Sheet, when the requirement exists. Instructions for manual preparation are atappendix C. FORSCOM Form 149-R (figure C-I1) will be locally reproduced on 8 1/2- by 11-inch paper.Copies are available from local forms management officers.
c. The NGB prepares automated basic load printouts for ARNG units. These printouts, titled TheAmmunition Basic Load, DODAC Summary Report, are comparable to the Ammunition Basic Load AuthorizationRecap.
2-2. Proceduresa. HQ FORSCOM
(1) Prepare and send the automated Ammunition Basic Load Data for AC and USAR units to theinstallation for review and processing.
(2) Maintain a file of each approved Ammunition Basic Load Authorization, Ammunition BasicLoaod r.thorization Recap, and Ammunition Basic Load, DODAC Summary Report provided by supportedinstallations.
b. Installations
(1) Upon receipt from FORSCOM, send Ammunition Basic Load Data to appropriate units forreview.
(2) Upon completion of unit review and posting, check computations and approve the AmmunitionBasic Load Authorization and the Ammunition Basic Load Authorization Recap submitted by AC and USAR
units.
(3) Mark appropriate storage location (installation or AMC) of ammunition items on approvedcopies of the Ammunition Basic Load Authorization Recap or Ammunition Basic Load, DODAC Summary Report.
(4) Return two copies of the approved Ammunition Basic Load Authorization and AmmunitionBasic Load Authorization Recap to AC or USAR units. Return two copies of the posted Ammunition BasicLoad, DODAC Summary Report to appropriate ARNG State headquarters.
(5) Provide HQ FORSCOM with one copy of each approved Ammunition Basic Load Authorization andAmmunition Basic Load Authorization Recap for AC and USAR units, and one copy of the approved
Ammunition Basic Load, DODAC Summary Report for ARNG units.
(6) Ensure that AC and USAR units which do not have the automated ABL data manually prepare
basic load computations according to instructions in appendix C. (This applies to units whose table
of organization and equipment/modification table of organization and equipment (TOE/MTOE) are not
listed in the VTAADS data base and/or which do not receive the automated Ammunition Basic Load Data.)
(7) For manually prepared computations, approve and return two copies of the computation form
to the unit.
(8) Review the Ammunition Basic Load Data annually in conjunction with unit reviews.
(9) Requisition authorized ammunition in accordance with chapter 3.
c. AC and USAR Units.

(1) Receive Ammunition Basic Load Data for review.
(2) Review Ammunition Basic Load Authorization annually for conformance with TOE/MTOEauthorizations of weapons and equipment.
(3) Where substitutions have been made, post corrected entries to the Ammunition Basic LoadAuthorization in accordance with the ammunition allowances shown in appendix A.
(4) Post appropriate changes to the Ammunition Basic Load Authorization Recap to show totalammunition requirements by Department of Defense Ammunition Code (DODAC).
(5) Base ammunition requirements on the quantity of weapons and equipment required.
(6) Send annotated Ammunition Basic Load Authorization and Ammunition Basic LoadAuthorization Recap to installation for approval. (Installations will return two approved copies tothe unit.)
d. AC and USAR units whose TOE/MTOE are not listed in the VTAADS data base and/or which do notreceive the automated Ammunition Basic Load Data will:
(1) Prepare ammunition basic load computations manually according to instructions inappendix C.
(2) Send manually prepared reports to installations for approval.

3-1. GeneralThis chapter sets policy, prescribes procedures, and outlines detailed responsibilities forrequisitioning unit basic loads of ammunition.
3-2. Requisition and storage policya. Requisitions will be submitted upon receipt of approved Ammunition Basic Load Authorization
and Ammunition Basic Load Authorization Recap or the manually prepared basic load computation.Mobilization station (supporting installation for semiactive and/or state operated installation) willsubmit requisitions for all deployable RC units.
b. The criteria which will be used to requisition ABL are provided in table 3-1.
3-3. Unit responsibilitiesUpon receipt of approved Ammunition Basic Load Authorization and Ammunition Basic Load AuthorizationRecap, unit commanders will prepare and submit request for ABL as directed by the installation.

3-4. Installation responsibilities
a. Ensure that each unit has an approved copy of its Ammunition Basic Load Data.
b. Provide guidance to units relative to requisitioning of ABL.
c. Submit requisitions (DD Form 1348M) for basic load items to be stored at the installationlevel, to include document identifier code "AOD" in card columns 1 through 3 and project code "YSQ" or"YUU" in card columns 57 through 59.
d. Submit requisitions for basic load items to be stored at AMC storage facilities. Thefollowing special instructions apply:
(1) Insert document identifier "AOD" in card columns 1 through 3.
(2) Insert appropriate unit identification code (UIC) in the ship-to field, card columns 45through 50.
(3) Insert project code "YRS", "YUR", or "YUT" in card columns 57 through 59.
(4) Card columns 62 through 64 will be left blank.
(5) Send requisitions by automatic digital network (AUTODIN) to United States Army Armament,Munitions, and Chemical Command (AMCCOM) and/or United States Army Missile Command (MICOM) asappropriate.
e. Provide requisition status to the unit.
f. Check the ammunition basic load supply action by reviewing the approved computation recap and
the basic load requisition status list provided by AMC.
g. Report discrepancies noted on the basic load requisition status list to Commander, AMCOIM/MICOM, as appropriate.
h. Give AMCCOM/MIOM a cancellation card (AC 1) when there is a change to the requisitioncurrently submitted. Submit a new requisition containing the revised data with the cancellationaction.
3-5. AMC responsibilitiesa. Provide or store basic load ammunition in accordance with requisitions submitted by the
installation commander.
b. Furnish requisition status to the requisitioner.
c. Furnish annually to installations and HQ FORSCOM, a basic load requisition report which lists
the numbered requisitions on hand.
3-6. Movementa. Administrative
(1) All units will deploy with complete TAT.
(2) Upon notification of unit deployment, installations will initiate a message for release
and shipment to installation/mobilization station of ABL stored in AMC facilities under project
code "YUR" or "YUT" as shown in figure 3-1.

(3) The operation plan (OPLAN) executed and the supporting AMC Logistics (LOG) Plan willcause non-TAT ABL stored at AMC facilities to be shipped administratively by AMC to the theater forissue to units. If required, FORSCOM will provide exception data to AMCCOM and MICOM.
b. Tactical Movement. When an OPLAN requires that units other than those authorized to storetotal ABL at home station deploy to a forward combat area and be capable of assuming a "ready-to-fight"posture, units will deploy with their total basic load. That portion of the unit basic load which isstored in AMC facilities will, upon receipt of request/instructions from the Commander, FORSCOM, bereleased and shipped to the delivery point designated by HQ FORSCOM. A format similar to figure 3-2will be used to initiate the shipment.
c. Units that store total ABL at home station will deploy with the total ABL in all casesregardless of OPLAN executed.
d. When a Continental United States (CONUS) defense plan requires that units be employed to
defend the continental United States, AMC facilities will release and ship basic loads directly to the
delivery point designated by HQ FORSOM.

Appendix CInstructions for Manual Computation of Ammunition Basic Loads
C-1. "UNIT, UIC, & LOCATION" column. Enter the unit designation and UIC as they appear on the
morning report. The location is the installation to which the unit is assigned.
C-2. "TOE" column. Enter the MTOE. number. In this column enter the LIN of the authorized weapon,
equipment, or munition (WEM).
C-3. "TYPE OF WPN" column. Enter the type of WEM as shown in appendix A.
C-4. "TOTAL WPN" column. Enter the total quantity of WEM required by the MTOE or other
authorization.
C-5. "ROUND PER WPN" column. Enter the quantity authorized as listed in- the "QTY PER WEM" column

Ammunition Basic Load (ABL)The quantity of conventional ammunition authorized by the major commander to be on hand in units. Thebasic load is carried by the individual or on the unit vehicles so that the unit can accomplish itsmission until resupply can be made. FORSCOM basic loads are stored at the installation or in AMCfacilities.
Ammunition Basic Load AuthorizationAn automated computation which shows ammunition allowances by weapon or weapons system and specifiesweight and cube characteristics for load planning. This computation displays the unit ammunitionbasic load.
Ammunition Basic Load Authorization RecapAn automated computation which consolidates ammunition requirements by DODAC from the Ammunition BasicLoad Authorization.
Ammunition Basic Load Computation System (ABLCS)The automated process used to compute unit ammunition basic loads.
Ammunition Basic Load DataThe Ammunition Basic Load Authorization and the Ammunition Basic Load Authorization Recap.
Ammunition Initial Issue Quantity (AIIQ)That quantity of ammunition, used for procurement and distribution actions, that provides each
deployable weapons system and unit the initial capability to perform its TOE combat mission; isexclusive of the resupply quantity; and is not considered during sustainment computations. This
quantity will be used to compute the FORSCOM basic load for all deployable units. As an exception,units authorized by FORSCOM to store total ABL necessary for a tactical deployment will continue to
compute ABL based on operational necessity and not the AIIQ. If necessary, additional ammunition will
be issued from theater stocks in the area of operation to complete theater ABL requirements.
Basic Load Master FileA file of ammunition allowances and data on each conventional weapon and item of materiel in the Armyinventory used to compute ammunition basic loads.
Department of. Defense Ammunition Code (DODAC)An eight-character code assigned for identification of items of ammunition in federal supplyclassification (FSC) Group 13.
Line Item Number (LIN)A six-position alpha numeric character assigned to the generic nomenclature of a specific weapon or
item of equipment for which ammunition is authorized.
Modified Table of Organization and Equipment (T0EB)
A table which prescribes in a single document the modification of a basic TOE necessary to adapt it to
the needs of a specific unit or type of unit.
National/NATO Stock Number (NSN)A 13-position number assigned each item of supply (to some items of amunition in this system)repetitively used, purchased, stocked, or distributed within the Federal Government. Ammunition items
that are not assigned a DODAC are identified by NSN.
Routine ComputationsABLCS computations which use weapons density data from the VTAADS and ammunition allowances from the
Basic Load Master File.
Table of Organization and Equipment (TOE)
A table which prescribes the normal mission, organizational structure, and personnel and equipmentrequirements for a military unit and is the basis for an authorization document.

Unit Identificationi Code (IJIC)The code assigned to identify a specific TOZ unit in the ASLCS system which is reflected in outputdocumentation.
Unit of Issue (IJI)A degree of measure referring to the quantity of an item. In the ABLS, it is the measure' used toissue items of amunition.
