NAGA CITY -- It’s all systems go for the Com-missions on Elections (Comelec) in Camarines Sur as it gears for the midterm elections in May 13.

This was disclosed by Comelec Camarines Sur spokesman Alexander Mar-puri during the FORUM@PIA held April 27. The pro-gram was carried live over DWRB Radyo ng Bayan as Marpuri and members of the local tri media here in the province discussed election-related issues and concerns.

Marpuri disclosed 1,559 Precinct Count Optical Scan (PCOS) machines

had already been delivered in the province and in their cus-tody. They are expecting 76 more as reserves should these PCOS breakdown during the election day.

“I can say that in terms of preparation, Comelec Cama-rines Sur is 90 percent ready for this year’s conduct of the election. We have already conducted training with members of the Board of Election Inspectors (BEIs), PCOS technicians were already trained and have passed through the examina-tions. Similarly, all responses thereto must be coursed through the BIR boss. Any “Illegal or Unauthorized Disclosure/Divulgence of Official or Confidential Info” or failure to maintain the “Integrity and Security of Official Documents and Info” both constitute grave offense – punishable under the BIR Code of Conduct.

TRENDING: With the full-scale campaign of the President in favor of his senatorial team – it appears that the P-Noy Team is poised to get at least nine winners. Still fighting to get into the winning column are Senate returnees Jun Magsaysay (son of the most revered president “Magsaysay is my Guy”) and Jamby Madrigal, and Riza Hontiveros. UNA’s Binay and JV have the brightest chances – followed by reelectionist Honasan, then Zubiri and Jack Enrile.

The result of the senatorial race hinges on the performance (and endorsements) of the winning local candidates. There are provinces, cities and towns where the incumbents (or relatives) are unopposed. That situation is a big plus to the senatorial candidates of the same party – assuming that the winning incumbents have commanded their campaigners to support allied senators. The scenario spells trouble for the independents.

VOTE-BUYING: Eleven days before election date – there are no indications as yet that vote-buying may become massive. But the politicians know by experience that the few votes available for sale might spell the difference between winning or losing. Those who are “selling” are immorally selling their souls for a few measly pesos. Let us remember that politicians who are prone to vote-buying will surely recoup their “investment’ through graft and corruption!

For incumbent candidates, voters must look at their performance records, like programs accomplished or legislations approved. In Lucena City – a “returning” councilor was the most “productive” legislator of his time. He printed his authored resolutions into a compendium for everyone to read. His name: Councilor BENITO J BRIZUELA. My family and associates will vote for him 100%.

WISDOM: The deeper our roots in the soil of service, the more abundant fruit on the tree of leadership.

STOCK SALES: We use to advise our clients who are selling real properties owned by their wholly owned corporation to just sell the shares of stock – instead of the corporate assets that it owns. Thus – the sale of the realties are not subject to the 6% creditable withholding tax since technically there is no such realty sale. Writing about partisan politics, the brand enthusiastically practiced by our politicos, is never a satisfying pastime. If you take politics with all its failings seriously, you may end up with a big headache.

My secret is, I don’t.Their world which is apart from ours,

is inhabited by men and women, some of them from the Wild, who won’t hesitate to devour you, head, body and all.

The finest among them, and there are some, are, however , in the minority.

Of politicians, former Sen. Rene Saguisag, in a recent interview with GMA, said that in the US, men of noble character enter the ministry but the finest among them go into politics.

I wish this could prove true in the Philippines, I mean, the presence of men described by the former senator as in habiting every nook and corner of the US. We must have some of them here.

But are we that cursed that what thrive within our shores are the opposite of what

America has in abundance in its bosom.Those who believe that there has

been an improvement in the quality of our politicos may be in for disappointment. The common perception is that there is little or no improvement at all in their stock.

I hope I am wrong.So, what does it mean? It means

that with the deteriorating quality of our

elected public officials, public service will likewise deteriorate. Amen.

The losers will be you and me and the whole country.

Right now, this land is seemingly lying prostrate on the ground. The plight of the so-called run-away OFWs in Jeddah, Saudi Arabia and right here at home, the death of four dumpsite workers in Metro Manila buried by tons of stinking garbage, clearly illustrate the suffering of our people.

I think it is only in poor countries like the Philippines where you can feast your eyes on such tragedy. The four workers were part of villages surrounding the dumpsite, making a living collecting garbage.

Years ago, the world was shocked by reports of several families buried by a landslide at a dumpsite in Payatas. The picture was brought into the living rooms of people outside the country by

that the people have already forgiven him. NP Senator Villar may run with Senator Bongbong Marcos as his running mate.

Vice President Jejomar Binay will run for President as he said so long time ago and I guess he may have either Senator Jinggoy Estrada or Chiz Escudero as his running mate.

Lakas may also field Senator Bong Revilla for President. His party can just choose his running mate depending on the result of the election.

This election is very important for the

present and the future of the country. Let us study who of all the candidates in the national and local level can best serve the interest and well-being of the people by looking at their qualifications, accomplishments in their homeground, performance in Congress and their character. Newcomers can also present their credentials and personal records.

Noynoy Aquino is here in the province to campaign for the Liberal Party’s candidates. We can’t blame him. Camarines Sur is composed of 33 municipalities and two cities and there is only one mayor who is from the Liberal Party. That is Naga City’s Mayor John Bongat. The Liberal Party’s candidate for Governor is Atty. Anselmo Cadiz. But why are the Liberal Party’s candidates for Congressman in the 5th district (Rinconada), Cong. Fortuno and Aga Muhlach in the 4th district (Partido) not supporting Atty. Cadiz? They are

I believe retired Archbishop Oscar Cruz who publicly revealed recently that he learned from a reliable source that presidential sister, Kris Aquino, will run for Vice President in the 2016 election. This may be the reason why all of a sudden, Kris is endorsing candidates in the different parts of the country. She is seemingly making preparation to have leaders in different places from Luzon, Visayas and Mindanao.

Mega Star Sharon Cuneta is also doing the same because her husband would also like to run for Vice President but may be asked to run for Senator and be the Senate President.

The May 13, 2013 is indeed a prelude to the 2016 presidential election. That is why even if he does not need to do so personally, President Benigno S. Aquino is campaigning all over the country for the Liberal Party’s candidates especially the Team P-Noy for senators.

I guess, if Cynthia Villar wins, her husband Senator Manny Villar will run again for President to redeem himself from the C-5 road fiasco. He might think

Aquino inaugurates newly upgraded Naga City hospital

NAGA CITY - President Benigno S. Aquino III led the inauguration Friday May 3 of the newly upgrad-ed Naga City Hospital for the health care needs of the poor Naguenos.

“Sa pagbalik natin dito sa Naga, hatid natin ang isa na namang magandang bali-tang bunga ng ating bayani-han at pagpiling iangat ang kapwa ---ang mas pinaunlad na Naga City Hospital,” the President said in his message during the inauguration.

“Iisa ang diwa ng ating mga programang pangka-lusugan: binibigyang-lakas natin ang ating mamamayan para maiangat, hindi lamang

ang kanilang mga sarili, kun-di maging ang buong bayan,” he said.

The Department of Health allocated P15 million under its Health Facilities Enhancement Program for the upgrading of the hospital’s main building. Under the P15-million up-grade, the DOH enhanced the Naga City Hospital’s operat-ing room and delivery room complex.

In addition to the facil-ity upgrading, the DOH also allotted P3 million for the purchase and installation of modern medical equipment such as portable anesthesia machine, ECG machine, and oxygen therapy set.

Aside from enhancing the medical capabilities of the Naga City Hospital, the Presi-dent said the expansion and rehabilitation works of the Bicol Medical Center, also located in Naga City, is also ongoing to widen its services especially to poor Bicolanos.

He added that this initia-tive is being supported by the DOH and the office of Sen. Franklin Drilon.

The President pointed out that providing the health care and social services needs of Filipinos, as well as increas-ing the budgets of agencies providing health care services

andsocial support were among his top priorities when he as-sumed office in 2010.

Aloysius Francis Bernan: ‘Voice of Asia’ No. 1‘‘Students are like fires

waiting to be lit.”This was how Aloysius

Francis Bresnan, 16, began his winning oration at the very first Voice of Asia international speech competition held on April 17 at the Emilio Aguinal-do College auditorium in Taft Avenue in Manila.

His words rang true when he shone the brightest among five other contenders from around the continent, taking home the grand prize and the honor of being the very first champion of the Voice of Asia.

The Naga City native proudly represented the Phil-ippines alongside finalists Frinsen Johnny Hutagalung of Indonesia; Feras Abdulrahman Al Anazi for the Kingdom of Saudi Arabia; Dzung Hoang of Vietnam; Ye Eun Park of South Korea; and Liu Hui Tse of Tai-wan.

The Voice of Asia is the first of its kind speech com-petition in the country that opened to high school students nationwide late last year. The national finals were held on March 19 also at the EAC au-ditorium. Bresnan competed with 19 other talented orators from different schools all over the Philippines before earning the privilege of representing the country on Wednesday.

As champion, Bresnan took home a cash prize of $500 and full scholarship for a dual de-gree program from the Emilio Aguinaldo College (EAC) and The Manila Times College (TMTC).

Meanwhile, South Korea’s Park finished second, while Taiwan’s Tse landed third place. Both finalists also won cash prizes and full scholar-ships from EAC and TMTC as

well.After the three-hour compe-

tition, The Sunday Times Mag-azine (STM) interviewed the triumphant Bresnan who, with his newfound voice, shared his experiences in the competition, his opinions on the education system, and his dreams for the future.A major win

Confident on stage, and more importantly, with his answers to a myriad of ques-tions, it was as if the Voice of Asia was not Bresnan’s first experience—and victory—in a public speaking competition. It was indeed a surprise to dis-cover that this is even the very first time he competed in any-thing outside his school.

A senior at St. Joseph School in Naga City when he joined Voice of Asia, Bresnan—who is now an incoming college freshman—admitted that the

BResnanonly contests similar to public speaking he joined at school were debates. Moreover, his initial exposures to public speaking only took place as host of several campus events.

“As a senior, they pick me to emcee programs from English Day to intramurals,” Bresnan revealed.

He admitted, however, that he is the most talkative mem-ber of the Bresnan household.

“My mom remembers that when I was four-year-old, I hosted my own birthday party. And I just kept on talking even when my guests were trying to break the piñata. I was just like a commentator. So I guess you can say that I was a speaker from a very young age.”

Never did he dream, how-ever, that he would best 19 gifted Filipino speakers from 11 different regions many years later, as well as five Asian con-

tenders. Clearly, Bresnan’s feat was no easy task for it entailed lots of hard work for many months on top of complet-ing his requirements for high school graduation.

Sheepishly, he confessed to The Sunday Times Magazine, “I’m very relieved it’s finally over because I can actually go on summer vacation now! After graduating, all my class-mates were very relaxed, but I had to get ready for the com-petition.”

He also graduated as first honorable mention of his batch and gained leadership awards as well as recognitions in pub-lic speaking and cultural per-formances.

But he quickly added that his happiness outweighs his eagerness to take a much-de-served break.

“I am very happy not just for myself but for my mom and dad and the rest of my family who have been very supportive of me. I’m also very happy for my coach who worked with me, and that all our hard work paid off.”Inspiring the youth

According to Bresnan, the Voice of Asia also strengthened his love for public speaking.

“I simply relish the feeling of talking in front of a crowd. It gives an adrenaline rush. Sometimes I also get very nervous. Earlier in the com-petition, my hands were really cold, but once I got out there and started to speak, it was ex-hilarating,” he expressed.

While he originally planned to take up Medicine to become a doctor, it seems that Bresnan’s win at the Voice of Asia might add on to his ambitions.

shovels cement, mixes, pours, and spreads concrete. She smoothens and finishes fresh-ly poured cement -- a whole new experience for a woman who persists despite life’s dif-ficulties.

Five months have passed since the day her husband abandoned them without any word. She now assumes the full parental responsibility over her sons performing both the roles of a mother and a fa-ther.

“Pangarap ko para sa aking mga anak na makatapos ng pagaaral. Hanggat kaya, ika-kayod ko para sa kanila [I only wish my children would finish their studies. For as long as I can, I will do it for them].”

This was the emotional utterance of Rose Oximar, a mother of two, who shares the same dream just like any mother would do.

She earns a living by sal-vaging garbage in their com-munity. On average, she earns P300 a week which is enough to buy them rice. However, she was forced to try a con-struction job and was accept-ed as a paid laborer in their community.

“Nagtanong ako kung pwede pumasok at tinanggap naman ako. Dagdag naman kasi yun sa kikitain. [I in-quired if I could apply and I was accepted. It will be an ad-ditional earning],” she said.

She provides any form as-sistance whenever the mason asks for her help and gets paid with P300 daily which is bet-ter than collecting and selling trash.

“Alas singko gising na ako para magigib ng tubig. Naglu-luto na rin ako para sa buong araw kasi iiwan ko na ang mga anak ko para makapag-trabaho. [I wake up at five in

A mother’s love does not end in preparing and cooking the dishes, washing clothes, tidying up the house, looking after the kids and performing other household chores. It en-tails a greater fortitude when traversing difficult situations.

“Kahit anong trabaho pina-pasok ko mabuhay lang ang dalawa kong anak kasi wala naman akong ibang maasa-han [I will apply to any type of work just to support my kids because there’s no other person whom I can rely],”she said.

Though her engagement in the construction is temporary, she was very thankful for it.

“Malaki ang tulong nito sa amin kasi wala akong ibang trabaho kundi ang pagbaba-sura tsaka lumayas ang aking asawa [It is a big help for us because the only work I know is to make money out of gar-bage and my husband left us],” Rose said.

On the other hand, being part of the people in making a long time dream come true is monumental for her. The con-struction of their health center

Veterans Bank 1q net income hits 484MPhilippine Veterans

Bank (PVB) unaudited net income for the first quarter of 2013 was re-ported at P484 million, al-ready surpassing the 2013 target of P353 million and 2012 yearend net income figure of P355 million.

PVB officials said that substantial gains from se-curities trading activities augmented the interest income on the loan side which was affected by the prevailing historical low

interest rates.In terms of total assets,

PVB’s total resources were at P56.93 billion as of the same period, P1.98 billion higher than the P54.95 billion level as of December 2012. Bank officials cited the growth to the increase in the Bank’s de-posits, which found their way to incremental loans and mar-ketable securities.

“We’re very satisfied with the Bank’s performance this early in the year, thanks to the support of our clients. We

are optimistic that the Bank will meet or even surpass its growth target of P60B total assets by yearend. On the in-come side, we have already surpassed last year’s annual net income of P355 million.” said PVB President & CEO Ricardo A. Balbido Jr.

PVB’s capital also in-creased to P9.5 billion, up by 34% from P7.1 billion as of 2012 year-end, mostly due to retained earnings and Net Un-realized Gains on Available for Sale Financial Assets. Its

latest Capital Adequacy Ratio was at 19.03%, much higher than the BSP’s mini-mum requirement of 10%.

PVB is owned by some 384,000 Filipino WWII veterans, widows & heirs. Twenty percent (20%) of the private bank’s net in-come is annually given to the Board of Trustees for the Veterans of World War II (BTVWWII) which man-ages programs for the ben-efit of the WWII veterans & their surviving families.

Agricultural Training Insti-tute (ATI), the extension and training arm of the Department of Agriculture will soon have its own office and regional training com-plex at the diversion road at Barangay San Agustin of this municipality. The cer-emonial ground breaking ceremonies was held onsite on April 16th and graced by Dr. Asterio P. Saliot, ATI national director together with the other ATI center directors from the different regions of the country, DA staff and local officials.

The site is part of the DA‘s regional nursery and is only about 500 meters away from the DA regional office. The DA through former regional executive director Jose V. Dayao and with the concurrence of secretary Pro-ceso J. Alcala has approved the request of ATI through its center director, Efren C. Sabularse to utilize a portion of the vacant lot adjacent to the regional nursery for their center. The memorandum of agreement signed by then DA regional executive director Dr. Jose V. Dayao and ATI director Saliot on June 18, 2012 stipulates that the DA has allowed the use of the lot at no cost for an initial period of ten 10) years , subject to renewal for same or longer term but not to exceed twenty

years in every renewal.According to Dir. Saliot,

the one-storey building to be constructed on the site will not only serve as an office but a learning venue, training site and on-farm tourism. He explained that part of the vi-sion ”Agri-tecture of ATI ‘ is to transform farms into farm tourism.

Sabularse related that the first regional ATI center in Bicol was housed in 1989 inside the Camarines Sur State Agricultural College CSSAC (now Central Bicol State Agricultural University

) while the farmers training center was cons-tructed at the compound of Bicol Col-lege of Agriculture and Fish-eries in Guinobatan, Albay. In 2004, with the merger of ATI and the farmers train-ing center, the ATI office and personnel were transferred to BUCAF. But of late BUCAF has notified ATI that it would be using the building it has for its own development plan thus, the need to transfer to a new site.

NAGA CITY -- Differen-tiated from the White and Purple Votes, here comes the Catholic Vote which is choosing candidates using “Catholic lens” other than ideological one.

Archbishop Rolando Tria Tirona, author of the 74-page booklet entitled “The Catho-lic Vote, Top 30 Questions” launched Wednesday here, explained that from the con-tents of the booklet come the ideals and concepts of the Catholic teachings and expe-riences.

Tirona acknowledged that the booklet could serve as a manual for group discussion in the Parish Pastoral Council for Responsible Voting (PP-CRV) in its continuing edu-cation activities.

He said the contents of the booklet must be reflected upon even though reflection “may open Pandora’s Box” in order to confront and know oneself.

The booklet is a three-part thematic reflection On the Catholic Life, On the Catho-lic Vote and On Catholic Pub-lic Square.

Tirona enjoined the Cath-olics to embrace, practice and spread the teachings of the Roman Catholic Church, which “includes the renun-ciation of abortion, contra-ception, same-sex marriages, and euthanasia.”

A new co-management scheme is underway for pi-lot LGUs such as Tinambac, Camarines Sur, Jose Pan-ganiban, Camarines Norte, Castilla. Sorsogon. Under the new scheme, the LGUs will subject itself to a planning process with DENR provid-ing guidance aimed at ensur-ing their respective FFLs remain to be their assets and source of sustained income, goods and services. DENR Regional Executive Director Gilbert Gonzales sees the co-management scheme as an opportunity for both DENR

and LGU to be equipped technically. He believes the process is essential for any LGU seeking to improve its basic services.

For an LGU to avail itself of the technical assistance from DENR, they will have to first send a letter of intent to DENR indicating their willingness to participate in a series of workshops that will rationalize the allocation of FFL areas. The DENR will seal an agreement with the LGU to provide technical as-sistance. They will also help form a technical working group from both the LGU and the DENR. The LGU will allocate budget for the planning workshops until the FLUP gains legitimacy through an Ordinance passed for its implementation.

The FLUP will make an essential component of the Comprehensive Land Use Plan (CLUP). The CLUP in turn will serve as a sound basis for determining invest-ments, conservation and de-velopment priorities set by the LGU.

Tirona, as examples of social conscience in action, cited advocacy for the protec-tion of the environment, the spirit of volunteerism of non-government organizations, and the exercise of one’s pro-fession with service as prime consideration.

He asked all Catholics to cast a meaningful vote, one that will bring the social or-der in consonance with Gos-pel values.

“A Catholic Vote is free, informed and evangelized vote. When a Catholic casts his/her vote, she/he partici-pates not only in the nation, but in building of God’s king-dom if his/her decision is in accord with the Gospel.”

Kris may have another reason but we are the same in not voting for a straight ticket.

There is the hope, however, that things will brighten up the coming polls may produce men and women of sterling qualities, those whom we have devoutly longed for all these years.

The Naga City Hospital is a non-profit, service ori-ented institution catering to the health care needs of poor Naguenos. Licensed to oper-ate as a primary hospital, the Naga City Hospital has a bed capacity of 16 but actually implementing 29 beds. There are 10 beds for medicine, 10 for pediatrics, four for obstet-rics, two for isolation room and three for infirmary.

A primary hospital, Naga City Hospital’s services are limited to providing firsthand contact emergency cases and confinement for simple cases.

The Naga City Hospital up-grading under the new DOH classification minimizes refer-rals to other tertiary hospitals in the medical management of tertiary medical cases.

With the upgrade, the hos-pital could now provide wider laboratory services for more

Located at the university belt area, the produce of the mothers can be sold to teach-ers in adjacent schools and universities.

“Keeping them busy and giving their hands something to work on will take their at-tention away from selling illegal drugs. The root of engaging in the illegal drug trade is somehow rooted in

their inability to look for de-cent sources of living. I hope that this project will be the start of these positive chang-es,” Guialani added.

Sitio Sagrada Familia lo-cated in Peñafrancia Avenue, Naga City, known before as Isla Sison was notorious as a place for illegal drugs vend-ing. In the past, the said sitio has been a regular subject of police entrapment and buy bust operations.

Guialani, together with the city government of Naga is bent on removing the harsh tag and make the best chang-es to convert it into a better community.

Meanwhile, Volunteers Against Crime and Corrup-tion (VACC) Chairman Dante Jimenez will donate one com-puter set at the NCPO exten-sion office.

Bresnan thought about this because he also realized the power of public speaking in inspiring people and effecting change.

“I think if we can be coura-geous enough, teenagers like us can to stand up and talk about [societal] issues that affect us. And when others youths see us, just like they did in Voice of Asia, they might be inspired to voice out their own opinions and be heard on the things that are important to them.”

He expressed hope that the next Voice of Asia competition will be bigger and will encour-age more high school students to be involved in discussing the very issues that affect them.Bresnan bytes

With youth and education as the theme for the first Voice of Asia competition, Bresnan and the other finalists were asked such questions as, “Does the Internet makes teachers unnecessary?”; “Should Asian students read more Asian books rather than European books?” “Who is more effec-tive in making you learn, a teacher who lectures through

One very interesting ques-tion that came Bresnan’s way was, “Should students be forced to compete in at least one sport?” While schools generally encourage physical activities among students, he bravely answered in the nega-tive and took the stand that sports should never be en-forced on the youth. He added that mandating a student to go into something that does not interest him will simply make him feel inadequate.

“It will not help them,” he stressed. “Students should be able to pursue instead what they want, be it the arts, sports or academics.”

For this interview, Brenan took the opportunity to share his opinion on the new K-to-12 education program initiated by Education Secretary Brother Armin Luistro. While it will no longer affect him, he disclosed that he agrees with the new framework.

“I have read a lot about it. And I am for it because we are the only country in Asia that is not following that program,” he explained. “So I believe that we should have it not only to make students globally com-petitive but also to give Fili-pino students the opportunity

to study in other countries with the same kind of educational system.”

He further lauded the two-year senior high school com-ponent of K to 12, which is equivalent to a two-year col-lege course. “This will benefit many Filipinos who urgently need jobs because they can go to work right away.”

He is grateful for being able to share his thoughts on the state of Philippine education

through the Voice of Asia.“I think education is impor-

tant because it is the best tool that you can have to make a change in our society. The bureau meanwhile also conducted the 21st Na-tionwide Competitive Ex-amination for the Fisheries Scholarship Program (FSP) – Industry Leaders recently to also select scholars among high school graduates who belong to the Top 10 of his/her graduating class.

A total of 24 students from Albay, Camarines Sur, Ca-marines Note and Sorsogon availed of this examination and the top three placers will receive the scholarship grant for a four-year Bachelor of Science in Fisheries course starting on the first semester of school year 2013-14 at the

The 13 recipients of the two BFAR scholarships are entitled to a P2,500 monthly allowance, P2,000 book al-lowance, P3,000 thesis sup-port and P500 graduation support.

Del Socorro assured that the bureau will even support the successful graduates of the scholarship programs for their employment, stressing that graduates will prioritized during hiring should they choose to work in BFAR.
