MARYLAND FILM PRODUCTION REBATE FUND REPORT
Summary of Program
The Film Production Rebate Fund was initially enacted during the 2005 legislative
session as the Film Production Wage Rebate Program. During the 2007 legislative
session, the Program was revised from a program based on wages to one based on a
percentage of the total qualified spend – including wages. The Program was repealed on
June 1, 2011 with the passage of the Maryland Film Production Employment Act of
2011.
For the length of the program, the Film Production Rebate Fund was instrumental in
securing 17 productions to film in the state: Rocket Science, Step Up, Step Up 2, Boy of
Pigs, seasons 4 and 5 of The Wire, From Within, Bumper, My One and Only, The Dead
Ones, Lovely Molly (aka, Possession), Brooklyn Brothers Beat the Best, L.U.V. and
Game Change and three pilots for television series, The Washingtonienne, Past Life and
VEEP. Since the inception of this program, Maryland has rebated $19,848,729 and
received $108,739,909 in direct expenditures. This resulted in an economic impact of
$236 million and included 3,108 local Maryland hires of crew, 13,911 local Maryland
hires of actors/extras and business for 4,874 Maryland companies and contractors.
Five grants closed during FY2011 and the first part of FY 2012. The grants were
$125,000 for Lovely Molly (aka, Possession), $125,000 for Brooklyn Brothers Beat the
Best, $782,319 for the pilot episode for VEEP, $170,931 for L.U.V. and $3,175,593 for
Game Change. $290,000 in grant funds were encumbered for another independent film -
Exists - which ultimately ended up filming in another state. The grant agreement was
dissolved and the funds were released back into the general fund. These five productions
generated a combined qualified spend of $17,642,913.
The economic impact in Maryland from these five productions, calculated with a
multiplier of 2.17, is approximately $38.3 million and includes 380 local Maryland hires
of crew, 1,281 local Maryland hires of actors/extras and business for 749 Maryland
companies and contractors.

Description of Program – Chapter 87, Act of 2007
which amended Chapters 96 and 97, Acts of 2005
In 2007, House Bill 1185 (Chapter 87) was passed to amend Chapters 96 and 97, Acts of
2005 which established the Maryland Film Production Employer Wage Rebate Program
to help retain film production in Maryland. HB 1185 amended the old statute by altering
the program from a rebate based on a percentage of wages to one based on a percentage
of the production spend – which includes wages. In addition, the legislation removed the
$2 million per project cap. The program title was changed to the Film Production Rebate
Fund.
The legislation required the Department of Business and Economic Development to
administer the Film Production Rebate Fund.
The program allowed a qualified film, television or commercial production company
filming on location in Maryland to claim a rebate of up to 25% of the total direct costs
incurred in the State while filming on-location. Production companies spending a
minimum of $500,000 in Maryland were eligible to apply for the rebate. Funding for the
program has ranged from $1 million to $6.785 million.
The Film Production Rebate Fund was repealed, effective June 1, 2011, with the passage
of the Maryland Film Production Employment Act of 2011 during the 2011 legislative
session.

Details on the Rebates
The following grant closed in FY2011:
Lovely Molly (aka, Possession) marked the return of director Eduardo Sanchez, a current
Maryland resident, to film in Maryland. Sanchez was the director/writer/producer on one
of the most successful independent films of all times which also filmed in Maryland, The
Blair Witch Project. Lovely Molly is a psychological thriller revolving around one
troubled young woman. Filming took place in and around Frederick and Washington
Counties. The film premiered at the Toronto Film Festival. The production began
filming on October 17, 2010 and wrapped its 20 day shoot on November 12, 2010. The
production hired 20 local technicians, 36 local actors/extras and provided business for
168 local vendors and contractors. Lovely Molly (aka, Possession) received a grant for
$125,000 and had an economic impact of over $1.2 million.
The following grants closed in FY2012:
VEEP was the pilot episode of a half hour comedy series about the first female Vice-
President of the United States, starring Julia Louis-Dreyfus. This project was the first
episode of an 8 episode series. The project was created, written, and directed, by
Armando Ianucci who wrote and directed the critically acclaimed political satire In the
Loop. The series was picked up and returned, as a recipient of one of the first Maryland
Film Production Employmnet Act tax Credits, to film in the fall/winter of 2011. The
series is scheduled to air on HBO in March. The production began filming on February
26, 2011 and wrapped its 6 day shoot on March 5, 2011. The production hired 107 local
technicians, 125 local actors/extras and provided business for 156 local vendors and
contractors. VEEP received a grant for $782,319 and had an economic impact of over
$6.8 million.
Brooklyn Brothers Beat the Best is a buddy film that follows the road trip of two
aspiring musicians and the comical situations they get themselves into while achieving
success. The producer of this project, Jason Berman, is originally from Maryland and
still has family here. Filming took place around Baltimore City, Baltimore County and
Ocean City, Maryland. The film premiered at the Toronto Film Festival. The production
began filming on October 12, 2010 and wrapped its 18 day shoot on November 3, 2010.
The production hired 29 local technicians, 68 local actors/extras and provided business
for 201 local vendors and contractors. Brooklyn Brothers Beat the Best received a grant
for $125,000 and had an economic impact of over $1 million.
L.U.V. is a coming-of-age story set in the streets of South Baltimore. The film stars,
Common, Danny Glover and Roc Dutton. L.U.V. was produced by Jason Berman who
also filmed the independent feature, Brooklyn Brothers Beat the Best, in Maryland.
Filming took place around Baltimore City. The film is premiering in competition at the
2012 Sundance Film Festival this month. The production began filming on April 18,
2011 and wrapped its 18 day shoot on May 9, 2011. The production hired 31 local
technicians, 60 local actors/extras and provided business for 67 local vendors and

contractors. L.U.V. received a grant for $170,931 and had an economic impact of $1.5
million.
Game Change follows John McCain’s 2008 presidential campaign, from his selection of
Alaska Governor Sarah Palin as his running mate to their ultimate defeat in the general
election. Based on the bestselling book of the same name by John Heilemann and Mark
Halperin, the film was directed and executive produced by Jay Roach and written and co-
executive produced by Danny Strong, whose previous collaboration was HBO’s Emmy
Award winning film, Recount, which earned an Emmy and DGA Award for Roach and
an Emmy nomination and WGA Award for Strong. The film stars Julianne Moore as
Sarah Palin, Ed Harris as John McCain and Woody Harrelson as Steve Schmidt and will
premiere on HBO in March. The production began filming on April 27, 2011 and
wrapped its 32 day shoot on June 10, 2011. The production hired 193 local technicians,
992 local actors/extras and provided business for 157 local vendors and contractors.
Game Change received a grant for $3,175,593 and had an economic impact of over $27.6
million.
The production, Exists, received a commitment for a $290,000 rebate, but ultimately
ended up filming elsewhere. The grant agreement was dissolved and the committed
funds were released.
