Marwood Community Hall Update May 2015 As I write this in mid April it is great to be able to see the final construction activities taking place and the 30th April completion date being maintained. I hope many of you will able to come to look at the building on the afternoon of Saturday 2 nd May and see for yourselves its great potential. Please do come along to the official Opening Event as well to satisfy your curiosity - Saturday 13 th June 2 - 4pm, where, in addition to cream teas, we hope to have displays manned by prospective hall users. The new hall will be a great addition to the facilities we have in Marwood, so please do come and enjoy it. `Report of the MARWOOD PARISH COUNCIL MEETING Thursday 26 March 2015
Starting at 19.00, thirty-eight members of the public attended a pre-meeting to discuss the planning application no 59023, outline application for proposed residential development of 15 homes at land adjacent to the Ring O' Bells Prixford. The main points put forward opposing the application were; it is too large a settlement and is not in the right area; no provision for additional infrastructure; the access junction with the road through Prixford is already “dangerous” with poor sight-lines; with only one bus a week, residents have to use their own vehicles and this development will increase the traffic flow. Thirty members of the public left at 19.35 The Parish Council Meeting started at 19.40 Members Present: Cllrs G Tamlyn, Mrs S Darling, C Spear, M Darling, C Wallis, R May, T Bigge, Apologies: Cllrs J Glanville, C Latham. Cllr Mrs Davis. Cllr F Tucker. In Attendance: PCSO Kingdon. M J Measures (Clerk to the Council) Eight members of the public Minutes of the Parish Council Meeting 19 February 2015 The Minutes were AGREED and signed as a true record. Police Report PCSO Kingdon said no crimes had been reported in the past month. He left the meeting at 19.52 Finance Invoices passed for payment included Marwood Methodist Church £250.00; St Michael & All Angels £250.00; (half-year grants towards cemetery up-keep) and Marwood Methodist Church £300.00 (annual hire). The Clerk reported the balance as £5430.22 Planning Applications 58845 – Field House Muddiford. Erection of stable block Recommend : Approval 58936 – Field House Muddiford. Formation of menage to provide all-weather exercise arena and a winter turn-out area. Recommend : Approval 59023 – Land adj. to Ring O' Bells , Prixford. Outline application for proposed residential development of 15 houses with some matters reserved. Members examined the plans and reports and fully discussed the comments raised by members of the public at the pre-meeting. Serious concerns were expressed that this is a distorted development and that another location would be more appropriate. Access on to the road through Prixford is questioned as there already exists poor sight-lines with no opportunity for improvement. Following an interchange of opinions it was AGREED by 4 votes to 3 to Recommend: Approval only if a different access is provided on to the main road. Seven members of the public left the meeting at 20.35 Members agreed to discuss this late applications 59038 – Retrospective siting of a temporary mobile home to allow living on site to manage livestock at Whitefield Down Muddiford. Recommend : Approval Elections 2015 The Clerk reminded Members of the timetable for the North Devon Elections. Reports from Councillors Footpaths/Trees - Cllr Mrs Darling said DCC has carried out considerable work on the footpaths and Cllr Wallis said he is in the process of carrying out more work. Contd. Contd. from P2 Highways and Transport. The matter relating to Prixford Barton was deferred to the next meeting but the Clerk will inform County Highways and the County Councillor Community Hall. Cllr May said the Hall is due to be completed in April and opened in June. TAP Funds The Clerk reported that the Fund for 2014/15 is now finished . Members expressed a vote of thanks to Chris Wallis for carrying out the work over the past year. The Council agreed a TAP Fund partnership with Heanton Punchardon Parish Council for the year 2015/16 to carry out maintenance work on footpaths and public Rights of Way. The Clerk stressed that there is no cost to the Parish Council Dates of Meetings. Members agreed to hold a meeting on 23 April 2015 in order to consider the accounts for the financial year ending 31 March 2015
