    For 31 years, Thaddeus “Ted” Lowdenserved the Evesham Fire Department.

    At the Nov. 10 meeting of the EveshamTownship Council, the township honoredLowden for his more than three decades of service and congratulated him on his re-cent retirement.

    Lowden, a lifelong resident of the town-ship, first began his service to the town asa volunteer with the Marlton Fire Compa-ny in 1975, before becoming a career fire-

    Tis the season, as they say. ‘Tis

    the season to be jolly. ‘Tis the

    season to bundle up and drink

    hot chocolate. ‘Tis the season to spend

    extra time with loved ones. ‘Tis almost

    the season to start your holiday shop-

    ping – if you haven’t already. And ‘tis

    the season to shop local.Next week marks the official start to

    the holiday shopping season, but if 

    you’ve been out and about this month,

    you have noticed holiday decorations

    and specials at stores throughout our

    area.

    Much of the attention of the holiday

    shopping season falls on two days – 

    Black Friday and, now, Cyber Mon-

    day – but don’t forget to shop local for

    your holiday gifts.

    Keeping your spending dollars in

    your hometown, or at least in the re-

    gion, has immense benefits on the

    local economy.Even companies as large as Ameri-

    can Express are touting the impor-

    tance of shopping local. The company

    started the now well-known Small

    Business Saturday – the Saturday

    after Thanksgiving, the day after

    Black Friday – in 2010 to promote

    small businesses. Studies have found

    that almost $6 billion is spent at smallbusinesses on that day each year!

    A vibrant and successful local busi-

    ness community has a trickle-down ef-

    fect on our own pockets. Just think:

    • Successful local businesses make

    other businesses want to locate in our

    town.

    • More businesses equals more rata-

    bles, which, in turn, lowers our taxes.

    • The more ratables we have, and the

    lower our taxes are, the more attrac-

    tive our community becomes to futureresidents.

    It all starts with you. If you have a

    choice between buying a gift at a big

    box store or a local mom-and-pop, sup-

    port your neighbors by making that

    purchase locally.

    Our small businesses are already

    fighting an uphill battle against the

    marketing dollars of the big box

    stores. Let’s all help them out by open-

    ing their doors and opening our wal-

    lets to them. We can make it a truly

    happy holiday season.

    The Marlton Elks have an-nounced continued support for

    Operation Yellow Ribbon of South Jersey with a donation of $500 to support shipments of carepackages to troops in the MiddleEast.

    On the night of Tuesday, Nov.10, Operation Yellow Ribbon of South Jersey, through groupchair Dave Silver, accepted the do-nation from the Marlton Elks.

    Silver explained the care pack-ages sent to troops cost $25 to

    send and that is where the Elksdonation will go.

    Operation Yellow Ribbon of South Jersey will also have acookie drive on Dec 5. The Marl-ton Elks also provided a VeteransDay Breakfast to 15 vets duringthe Elks’ monthly breakfast.

    In addition to that role, overthe years, Lowden has also beenactive in many other fire serviceorganizations, including the NewJersey State Career Fire ChiefsAssociation, the National Societyof Executive Fire Officers, theBurlington County 200 Club, theNew Jersey Fire Chiefs Associa-tion, the International Associa-

    tion of Fire Chiefs, the Burling-ton County Fire Advisory Boardand the Burlington County FireChiefs Association.

    Upon receiving so manythanks for his years of service,Lowden gave his own thanks tothe township and its residents forallowing him the chance to serveand provide for his family.

    “The fire department made mylife and my family’s life and forthat I’ll always be allegiant to itand dedicated to it,” Lowden said.

    “We have a great fire department,not because of what I did, but be-cause of what a lot of people didalong the way.”

    Lowden said he was extremely

    fortunate to get a job with the firedepartment so early on in his life,and thanked the township and itsresidents for continuing to sup-port various fire district elections

    and bond issues over the years.“We never asked for more than

    what we thought was good for thefire department, and thereforegood for the people in this com-munity, and you supported usevery time,” Lowden said.

    Lowden also thanked his wifeand son for all the support they’vegiven him during his years of service, even if it meant therewere family moments he had tomiss and times where he couldn’t

    always be as involved as he wouldhave liked.“They supported me the whole

    way and for that I’m apprecia-tive,” Lowden said.

    Regarding the future of the de-partment, Lowden said takingsomething one loves and passingit over to someone else can be atraumatic experience, but in hiscase, it wasn’t so because he hadpassed the reins to former assis-tant chief and now new chief Brian Ward, who Lowden charac-

    terized as extremely capable.“He’s going to be a great fire

    chief and he’s just going to pick itup and make it his own, and he’sgoing to do great things for the

    township,” Lowden said.Upon presenting Lowden with

    a proclamation honoring his dedi-cation and years spent with thedepartment, Mayor Randy Brown

    praised the great working rela-tionship between the departmentand township under Lowden’sleadership.

    “What you’ve brought to Eve-sham fire and what you’ve meantto us as an organization has beenamazing, and we are really proudof what you’ve done,” Brownsaid.

    Lowden received numerousawards during his career, includ-ing the Burlington County 200

    Club’s Distinguished ServiceAward, the Burlington CountyEmergency Services LifetimeAchievement Award, the C. Ken-neth Anderson Lifetime Achieve-ment Award from the New JerseyFire and Emergency MedicalServices, as well as being runnerup for the Fire Chief of the YearAward as sponsored by the Inter-national Association of FireChiefs in 2005.

    ther research, but his initial reac-tion was Zeuli’s requests werefeasible if contained within an or-dinance council approved.

    “You can establish protocols,you can establish some limitationupon yourselves,” Gillespie said.

    However, Gillespie noted thatsuch ordinances would be similarto any other ordinance passed bycouncil, meaning they could berepealed, amended or modifiedunder the standard process of council introducing such changesat one council meeting and coun-cil passing them at a second meet-ing after a public hearing.

    In response to concerns he hadheard from members of the pub-lic, Deputy Mayor Bob DiEnna

    also asked about the creation of an ordinance so any potential, fu-ture sale of the authority to a pri-vate company could only occur byway of a public referendum.

    “I would want the folks to knowthat in performing our due dili-gence, we’re trying to leave nostone unturned,” DiEnna said.

    Gillespie again said his initialreaction was such a requirementwould be possible, and would ac-tually impose a greater burdenupon the council than in many re-spects what the MUA would cur-rently have to undergo if it choseto sell water and wastewater serv-ices.

    “The MUA doesn’t have to dothose things,” Gillespie said.“You’re asking us if we can createthese safeguards by way of the or-dinance that currently don’t evenexist over there.”

    Mayor Randy Brown said hewould be fully supportive of re-quiring a public referendum be-

    fore any potential sale of thewater and wastewater system.

    “I think the public shouldmake that decision down the line,not five council people,” Brownsaid.

    At the meeting, Brown alsogave a presentation on the state-mandated legal process the coun-cil would have to go through if itchose to dissolve the MUA, aprocess he said had been distort-ed in recent weeks by Internetpostings.

    Before the MUA could be dis-solved and absorbed under thetownship, council would have tointroduce an ordinance to dis-solve the MUA and introduce anordinance to refund the debt of the utility, as well as adopt a reso-lution approving a financial advi-sor’s plan and a resolution au-thorizing township staff to pre-pare an application to the LocalFinance Board under the state

    Department of Community Af-fairs.

    Such ordinances and resolu-tions were those tabled at the Nov.10 meeting.

    Brown noted that dissolutionwas a decision for council and theLFB, and he repeatedly pointedout that the MUA board of com-missioners had no say in the mat-ter.

    A vote to dissolve the MUAfailed to take place at the Nov. 4

    MUA board of commissionersmeeting when no board memberwould motion to take up the relat-ed resolutions on its agenda.

    “If they (the Local FinanceBoard) say yes, it will come backto us … if they say no, regardlessof what we say as council, it’sdead, period, end of story,” Brownsaid. “The Local Finance Board isthat third-party arbitrary entitywho helps make that decision.”

    Township manager Tom Cz-erniecki said only after approval

    from the LFB could the townshipschedule a public hearing on theadoption of the dissolution ordi-nances.

    In past presentations, Cz-erniecki said ratepayers could po-tentially realize $4.3 million insavings over 10 years if MUA debtwas reissued as municipal debtthrough MUA dissolution.

    Other potential benefits of dis-solution Czerniecki has noted inthe past include the release of about $9 million in cash reservesthe MUA is required to carry forits $31 million in debt service,overlapping operational savingsand savings to come from morecoordinated planning of capitalimprovements.

    “The manager has stated manytimes that this is a name changeonly. There will be no loss of jobs,and I believe it’s an opportunityfor departments to get together,”Brown said.
