    As Evesham Chief of PoliceChristopher Chew likes to put it,the department recently gainedsome “family members” with thecreation and implementation of its new police chaplain program.

    According to Chew, the pro-gram first materialized as the de-partment was thinking aboutways to further bring in the com-munity as part of the police de-partment.

    “The overriding idea behindthis was if there was a tragic(event) that happened in our com-munity, we needed stakeholdersin our community for assistance,whether it be delivering tragicnews to a family, a critical inci-

    dent involving a communitymember or an incident involvingthe police with the community,”Chew said.

    Once the department starteddoing its research, Chew said itimmediately recognized a policechaplain program was one of thebest ways to achieve that goal.

    After months of negotiationsbetween the township and schooldistrict, the Evesham TownshipCouncil has officially approved ashared services agreement withthe Evesham Township SchoolDistrict to hire and share fourpart-time police officers who will

    be used as school resource offi-cers by the district.

    another heated race between can-didates running for the Evesham

    Township School District Boardof Education, as there are twiceas many candidates running thanthere are seats available.

    According to the BurlingtonCounty Clerk’s office, incumbentboard president Joseph FisicaroJr. and board member KevinStone are running for re-election,along with four other candidates:Michele Hassall, Phil Wessner,Darin J. Thorn and Jeff Bravo.

    This year there are three openseats, each for three-year terms.

    Incumbent board memberTrish Everhart is not runningagain.

    There are no 2015 elections forthe Evesham representative onthe Lenape Regional High SchoolDistrict Board of Education orfor council members on the Eve-sham Township Council.

    This year elections will takeplace on Tuesday, Nov. 3.

    ew Jersey State Police are

    spending $1.5 million to outfit

    1,000 troopers over the next

    nine months with body cameras. It’s a

    hefty price to pay for technology, but a

    very small one when considering the

    good it will do.

    Body cameras for police have be-come increasingly popular throughout

    the country following police shootings

    that made national headlines in places

    such as Ferguson, Mo.

    Troopers will wear the body cam-

    eras on either their shirt or their hat,

    and will be required to turn them on

    during traffic stops, protests, investiga-

    tions and while making arrests.

    Acting state Attorney General John

    Hoffman said the cameras “will act as

    an objective witness in police-involved

    shootings and other use-of-force inci-

    dents.”

    Some local police departments, such

    as Glassboro, Paulsboro, Evesham and

    even Rowan University, have already

    adopted body cameras for their police

    forces. And more could be coming, as

    the state plans to use $2.5 million in

    forfeiture funds to help other local de-

    partments buy cameras.

    Police body cameras are a wonderful

    idea, and any state money that can be

    used to help local departments outfit

    their officers with them is a good

    thing.The safety and security of the people

    of New Jersey are of the utmost im-

    portance, above all other concerns of 

    living in our state. Any initiative that

    improves that safety and security – 

    while at the same time serving as an

    objective judge for citizens and offi-

    cers – is something that should be ex-

    plored and implemented.

    However, after the BOE approved theagreement and sent it to the townshipcouncil last December, council ultimatelytabled the issue.

    At the time, Evesham township managerTom Czerniecki and Police Chief Christo-pher Chew explained the officer would dealwith truancy issues, as well as help plan se-curity initiatives in the schools and rotatebetween schools throughout the day, butMayor Randy Brown raised concerns.

    Brown said he theoretically loved theidea, but wanted more assurances the offi-cer’s time would be documented accurately,

    and also believed more could be done tohire multiple officers so one was placed ineach of the district’s eight school build-ings.

    Those concerns had Brown lead most of the council in tabling the agreement.

    Through further discussions betweenthe school district and township, both par-ties reached the current agreement of thefour officers the township and district willnow share.

    Brown said he wanted to keep the

    “when” and “how” of what the officers willbe doing as “not public information” aspossible, but said it was still his opinionthere should be somebody in all of thetownships schools every day schools are insession.

    “Right now we are at four. It is still mybelief that we should be at eight, but I amhopeful, though, with some more negotia-tions that we can get to eight relativelysoon,” Brown said. “I think four is a goodstart. By no means am I satisfied withfour.”

    Brown said he implored the school board

    to find a way to get additional money so itwould eventually have eight school re-sources officers.

    “I don’t want to put a date on it yet, butthe sooner they can do it the better,” Brownsaid.

    Czerniecki said the details of how thefour new officers would be shared and paidwas mostly the same as what the school dis-trict proposed with just the one original in-dividual officer last fall.

    This means the officers will be part-

    time, level II police officers, with salaries of $26,000 a year with no pension or healthbenefits.

    Officers will work no more than 20 hoursa week, and any salary costs and timeworking will be divided evenly between theschool district and township.

    Czerniecki said the district also reachedout to other districts that used the officersfor more than just truancy control, wherethe officers could become integrated intothe administrative staff regarding schoolsecurity issues.

    On the township end of things, Czerniec-

    ki said full-time officers occasionally havea presence at some of the township’s recre-ational activities and facilities, so when thenew officers are not at schools, they couldbe used in similar ways to build up securi-ty.

    Chew said many times whenmembers of the public see a po-lice officer, they might think neg-

    ative things are going to happen,as officers usually arrive to han-dle potentially dangerous or ille-gal situations or deliver tragicnews.

    “It’s usually we’re not gettinginvited to birthday parties orChristmas parties or anythingalong those lines,” Chew said.

    Yet with the police chaplainprogram, Chew said those in-volved can act as a mouthpiece of sorts for the department when in-teracting and speaking to their

    specific congregations.“Some people might come up

    and ask them questions – ‘why dothe police do this,’ ‘why do the po-lice do that’ – hopefully, if theydon’t have the answer, they’ll beable to come back to us and we’llcommunicate to that specificgroup,” Chew said.

    Evesham Police Capt. ThomasReinholt said the departmentreached out to every congrega-tion that had a house of worshipor facility in Evesham and wasable to identify 11 religious mem-bers from the community to vol-unteer for the program.

    Reinholt said the departmentthen sent those 11 individuals toan intensive two-day training runby a national organization for po-lice chaplains.

    “We got a great response,”

    Reinholt said. “Every religiousfaith responded back to us withinterest.”

    Mayor Randy Brown also hadhigh praise for the program’s cre-ation, and said it was somethinghe had discussed with Chew andhis predecessors and was some-thing in his opinion that has longbeen needed in the department.

    Brown said the program wouldbe good for the well being of themembers of the department as

    well as the community as a whole.“The scenes that these menand women are on … are at timescatastrophic, and too often wehave said ‘they’re too tough, theydon’t need people to talk to.’ Wellthey’re human as we are,” Brownsaid.

    Brown also said he appreciatedthe chaplains for standing up andvolunteering to help the commu-nity and become an even biggerpart of it.

    “We’ve got a top-ranked police

    force, by what the numbers say,but what I want is a top-rankedmental police force that has theability to communicate whenthere’s issues, and all of us havethem at one point or another,”Brown said.

    The religious organizations in-volved with the chaplain programinclude Fellowship AllianceChapel, Wiley Church, MarltonAssembly of God, SovereignGrace Church, Calvary Chapel of Marlton, Marlton UnitedMethodist Church, Christ Presby-terian Church, St. Isaac Jogues,St. Joan of Arc, Prince of PeaceLutheran Church and Congrega-tion Beth Tikvah.

    “We’re just multiplying bynumbers at this point in our or-ganization, and they are officiallyour family members,” Chew said.
