Dear Valued Customer, In this issue of Market Access, we examine some of the dynamics in the energy marketplace and the corresponding challenges faced by manufacturers, purchasers and technology users.

Nowadays, it is difficult to open a newspaper, turn on the television or follow some community media outlet without hearing buzz about the latest in renewable energy products or devices. Proclamations continue to bombard us nearly everyday with mentions that a renewable energy product or device will help save the planet or help make a greener future.

Regardless of your position on climate change, almost all agree that the current situation of global energy demand growth, environmental pollution, political and socioeconomic factors make it a prudent step to diversify the current supply of energy and the baseline for how we produce and spend our energy dollars.

As you might already know, the TÜV Rheinland solar team has a long and proud history in the renewable energy markets. The TÜV Rheinland solar testing organization is the world’s largest of its kind and currently consists of seven dedicated solar testing centers strategically located across the globe – supporting key manufacturing and development regions. The experience of these centers dates back over three decades – long before renewable became the trendy energy source. The centers feature dedicated staff and facilities specifically for solar technologies and the solar supply chain related elements of the photovoltaic systems. This supply chain includes system elements, such as inverters, trackers or mounting systems, up to complete PV systems. It is estimated that over 60% of the solar technology independently tested and evaluated on the market today is done by TÜV Rheinland.

Today, and regardless of your position on climate change, most agree that energy supply diversification is the first step to alleviate current strain and address future, global energy demand. Solar and renewable sources of energy are underway, with TUV Rheinland PTL helping to lead the way, and these sources are already facing increased pressure because of the global and economic burdens already taxing current supply sources.

In 2009, world energy consumption decreased for the first time in 30 years largely due to the financial and economic crisis. Despite that downturn, energy

consumption growth remained vigorous in several key developing countries, specifically in Asia. During that time, China became the world’s largest energy consumer (18% of the total) since its consumption surged by 8% during 2009 (from 4% in 2008). [1]

Over time, as the global economies continue to grow, tension among the source and supply issues will continue to grow. Around the world, electricity remains the most vital component of national or international development; this is a problem that will only intensify as developing nations move to a higher standard of living and higher level of commercial development.

Making For A Brighter FutureMost of the world’s energy resources come either directly or indirectly from the sun’s rays hitting earth. Some of that energy has been preserved as fossil energy. Some is directly usable as solar power. Solar power is by far the Earth’s most avail-able energy source; it is easily capable of providing many times the total current energy demand of the world’s population. It is estimated that covering 4% of the world’s desert area with photovoltaics could supply all of the world’s electricity.[2]

For those of you that follow the renewable industry, you might be surprised to learn that one of the world’s longest standing regulatory agencies is also at the forefront of the green technology revolution.

TUV Rheinland Photovoltaic Testing Laboratory (PTL) and the TÜV Rheinland Group have teams of solar experts across the globe dedicated to the imple-mentation and integration of solar technology. TÜV Rheinland solar teams are leading the way to devel-oping a sustainable path for solar power to reach its fullest potential as both a key to a sustainable energy future and as an economic driver for the regions of the world.

The TÜV Rheinland role in the renewable space has some similar elements to our historical role as a regulatory services provider, namely to help ensure the product is safe for the consumer. However, in solar technologies, our participation does not end there.

Today, under the TÜV Rheinland solar team, the vision of the laboratory is growing to encompass an entire range of testing solutions for many segments of the energy marketplace. Due to our technical capabilities and long history in renewable technol-ogy, many of the world’s most highly recognized manufacturers have come to utilize TÜV Rheinland photovoltaic testing core competencies as part of their product research, product development and product performance analysis.

intervers on the energy supply side. Consistent with TÜV Rheinland philosophy, we also provide services to independently test and analyze the entire supply chain for the end devices produced. These supply chain elements include: glass; connectors; cables; backsheets; and, junction boxes, which are integral to good end product performance.

As the renewable energy industry grows, an evolu-tion of grid related electronic products is also taking take place. These include many of the smart grid and grid electronic control devices on the consumer demand side. From smart grid and distributed grid controllers, to micro power inverters, to a range of

wireless control electronics, these grid electronic products all support integration of renewable energy technology and alternative power forms into our everyday energy consumption. The industry refers to this product segment as the “balance of system.”

Here again, TÜV Rheinland technical competency supports the independent analysis of these grid electronic elements, along with the system as an entire working unit. The TÜV Rheinland solar team is providing solutions; demonstrated by coupling unique technical capability, and independent approach to the technology, with the demands from the consumer and purchaser protection side. Buyers see the explosion of technologies and quite frequently do not know where to turn for inde-

New North American Test Lab Opening in 2011Bentonville, Arkansas Location to Accept Products for Testing in First Quarter

TÜV Rheinland is pleased to announce its new testing facility in Bentonville, Arkansas. The laboratory is currently under construction, scheduled to be completed in early November 2010, and it will begin to accept products for testing in Q1 2011.

The new lab is a key component in the strategy to expand TUV Rheinland’s presence, scope and market share in the North America market, servicing retailers, manufacturers and importers.

Initially, the Bentonville lab will offer testing and consulting services for toys, children’s products, textiles, chemicals and green initiatives for both U.S. and Canadian regulations and standards, with plans to expand rapidly to include other product categories.

North American medical device manufacturers looking to expedite process for receiving Medical Device Directive CE Marking certificates, resulting in a quicker path to certification and shorter time to the European Union (EU) market, will want to learn more about a new 10-day Service Guarantee for accelerating approval and market entry.

The Medical Device Directive (MDD) defines essential quality and safety requirements for all medical devices imported, sold and used in the EU. In addition to its 10-Day Service Guarantee, TÜV Rheinland provides medical device manufacturers with a full suite of safety and regulatory solutions including FDA 510k Reviews, electrical safety testing, electromagnetic compatibility testing, environmental compliance services and analytical services.

Looking to improve upon the industry standard, TÜV Rheinland, a European Notified Body for numerous European Union Directives, recently announced the new Service Guarantee for 10-day turnaround.

TÜV Rheinland’s new 10-day MDD Service Guarantee was created to provide the medical device market a faster approval process for the ultra-competitive EU market. With ongoing process improvements, dedicated resources, and improved communication tools, manufacturers are provided with a transparent certification timetable from the beginning of the auditing process, bringing predictability and control to their product launch schedules.

The discussion on new and renewable sources of energy continues to be a big part of the national, and international, conversation as ever increas-ing demands are threatening our current energy resources. Specifically, our current electrical power grid is in need of serious overhaul and has led to exploration of new generation and distribu-tion methodology.

For background purposes, the electrical power grid refers to an electricity supply chain that runs from major power plants to every household. There are thousands of power plants that generate elec-tricity using alternative sources or nuclear energy, coal, hydro, natural gas and a variety of other types of generation.

One of the key requirements within this system is reliability. Currently, the demarcation point for this supply chain is the electrical meter with communi-cation capability on the utility side, the FAN network (WIMAX, LTE, BPL, etc.), and the premises side, the HAN/SE network (ZigBee, Wi-Fi, HomePlug).

However, in many areas, the entire system is under stress. Tremendous growth in energy usage has caused the transmission system to be at or above capacity - in particular during peak times in the summer. Amplifying these peaks and add-ing to grid instability, wind turbine plants and solar power plants provide energy only intermittently. Additionally, and in the case of solar, energy is also provided very suddenly.

The resulting peaks are served using very capital extensive natural gas power plants that are operating at very low duty cycles, perhaps ten days in one year.

Adding to this, additional devices will start to make their influence felt, such as wind-turbines, plug-in vehicles (PEV’S) and micro grids powered by PV

devices. All of these devices are non-dispatch-able (unlike conventional plants) and difficult to predict. Hence, the electrical grid is becoming increasingly unstable. In order to preserve the quality of the electricity service, to lower the carbon dioxide emis-sions and to better utilize the infrastructure, a new approach has been proposed: the Smart Grid.

Smart Grid refers to monitoring, analysis, control and communication capabilities between the electrical production, distribution, transmission and delivery systems. Its goal is to balance the usage and maxi-mize the throughput of the system while reducing energy consumption and increasing reliability of supply. The Smart Grid will allow utilities to manage supply, transmission, distribution and consumption of energy. It allows the consumers of electricity to inter-act and communicate with producers, distributors and potentially wholesalers of electricity directly.

used by electric utilities, but it adds a new quality ofcommunication and control capabilities.

The Smart Grid does take advantage of new commu-nication standards and will enable new technologies, such as plug-in vehicles (PEV’s), various forms of:

The single most important factor for success will be a multi-vendor and standards based approach to the challenges at hand. Security and data privacy will be required for customer satisfaction and network safety under all conditions.

While this is not limited to the U.S., the Obama Administration has cleared the path for this new era of power distribution, and the utility companies are implementing a multitude of changes. Over $40-bil-lion in the U.S. stimulus package has been targeted for Smart Grid, infrastructure and clean energy.

NIST was consequently tasked to provide interoper-able solution across the grid, and it has created 18 (initially 16) PAPs (Priority Action Plans) that address issues from interoperability over security to wireless technologies. Examples include:

NIST stepped up to the task with significant force and created the Smart Grid Interoperability Panel (SGIP) with many sub-committees to address the issues on the table. The following is an overview of the struc-ture of the SGIP.

As the first order of business, NIST released a list of recommended standards which will, in one way or the other, play a role in the Smart Grid environment. Further, in order to create a manageable concept, NIST created the following model.

The SGIP has made tremendous progress during the one year it has been in existence. The Testing and Certification Committee (TCC) is currently final-izing the first set of guidelines for standards to be interoperable.

TÜV Rheinland offers a wide variety of testing ser-vices for products that reside in the Smart Grid ecosystem. As a consistent participant in the UCA, NIST and other international efforts, TÜV Rheinland keeps updating their offering when new standards are being released. TÜV Rheinland is an appointed test house for ZigBee, Wi-Fi, SunSpec and the U-SNAP Alliances. More technologies will follow soon to encompass al the Smart Grid technologies.

In 2004, TUV Rheinland Rail Sciences, Inc. was contracted by The Catton Group International to help integrate a new pullback protection technology into remote control locomotive (RCL) switching operations. The stopping distance calculations performed by TUV Rheinland Rail Sciences have since allowed for more accurate and safer pullback operations.

With the development of GPS and remote transponder systems, traditional two-person RCL long pullbacks can be performed with the use of only one remote control operator. Properly placed remote transponders backed by a GPS overlay can replace the functions that an on-board watchperson would perform, such as preventing the train from entering a grade crossing, reaching the end of the pullback track or entering the mainline track.

For this system to function with one man operation, the remote transponders must be placed at appropriate intervals to monitor and adjust the speed of the train based on tonnage and available stopping distance. TUV Rheinland Rail Sciences has the unique capability of being able to complete the full range of data collection and analysis needed to determine effective transponder placement.

To complete a full pullback transponder placement analysis, data on the layout and elevation of the pullback tracks are needed, as well as, the start and

Remote Control Locomotive Equipment Helping to Ensure More Accurate, Safer Pullback Operations New Technology Allows for Single Remote Control Operator TUV Rheinland Rail Sciences, Inc.

ending points of the pullback zones, the safety zone length and the stopping point. This information is sometimes provided to us by the railroad, while other times, we collect the data onsite.

TUV Rheinland Rail Sciences sends out a team of field engineers with total station survey equipment to measure the elevation of the pullback track and its feeder tracks. The location of the starting and ending point of the pullback zones, the safety zone and stopping point are recorded, as well as the location of switches, road crossings, mainline track and structures.

Once the data is collected, our engineers input it into a complex braking algorithm calculation model. Developed by RSI, the model has been validated by TUV Rheinland Rail Sciences engineers through actual train stopping data in real world braking tests.

Clients are provided with safety zone stopping distance information for the placement of transponders based on the specific parameters of how many locomotives,

type of locomotives, brake valve type and desired maximum tonnage.

Once clients receive their layout plans, the track is commissioned and tested based on the data provided by the braking model. Once tested, we are able to make adjustments in the model if the client finds they need a less conservative plan.

TÜV Rheinland, the worldwide leader in global market access, announces that its cTUVus mark has been accepted by the government of Mexico as an equivalent of its NOM standards for product safety. The company’s subsidiary TÜV Rheinland de Mexico, S.A. de C.V., located in Mexico City, will handle testing and international approvals under this safety standard locally.

The scope of equivalent standards includes: NOM-001 (Electronic products in general), NOM-016 (Office equipment and devices), NOM-019 (IT products), ANSI/UL 60065 or CAN/CSA-C22.2, ANSI/UL 60335-1 or CAN/CSA-E60335-1/4E-03 (R2007), ANSI/UL 60950-1 or CAN/CSA-C22.2 No. 60950-1-07, and ANSI/UL 60065 (applicable in the U.S. and Canada). Only audio and video products are applicable to ANSI/UL 60065 (NOM-001). Other electronic products under the NOM-001 scope – such as video projectors, battery chargers, and adapters – must obtain the NOM certificate locally.

“Acceptance of cTUVus certificates equivalent to the NOM standards extends our current service offering to manufacturers worldwide as well as within Mexico,” said Bernd Indlekofer, TÜV Rheinland de Mexico’s President. “Our cTUVus mark already helps increase access to global markets quickly and cost-effectively. With the addition of this option to TÜV Rheinland services, we can become a single solution for companies that want to launch products in North America.” NOM is a mandatory Mexican standard that regulates the safety of products imported into the country. Electrical, electronic, medical, wireless, and telecom

products must be tested to the national, mandatory NOM standards by an accredited Mexican laboratory. Products subject to NOM cannot be imported into Mexico unless certified as compliant.

Mexican authorities must receive a copy of the cTUVus certificate with a “Mexico Addendum” to guarantee products clearance through customs and immediate access to the Mexican market. The “Mexico Addendum” can be requested by the TÜV Rheinland de Mexico office. Products imported through the “Standards Equivalent Scheme” are subject to a document follow-up inspections program currently being developed by the Mexican authority.

The acceptance in Mexico of our certificates boosts TÜV Rheinland’s service offering in North America. The company is also accredited as a Nationally Recognized Test Laboratory by the U.S. Occupational Safety and Health Administration and the Standards Council of Canada, and the company’s cTUVus mark is recognized as the equivalent and direct replacement to the UL and CSA marks.
