Training Seminar Officer Involved Shooting Instructor: John Kempf John Kempf is currently a Detective Lieutenant with the Idaho State Police Investigations Division. John began his career as a Trooper with the Idaho State Police in 1997 and was promoted to Detective in 2000 where his primary focus was narcotics investigations. As a Detective John lead and participated in hundreds of narcotic cases ranging from street level investigations to complex conspiracy and federal wire tape cases. In 2008 John was promoted to Sergeant and supervised a narcotics unit whose primary focus is mid to upper level drug traffickers. Currently Lt. Kempf is the manager of the Idaho State Police Investigations Office in Idaho Falls, Idaho and his unit is part of the Eastern Idaho Critical Incident Taskforce. Lt. Kempf has been involved in every aspect of officer involved critical incidents investigations including lead investigator, supervisor and unit manager of investigative teams. John has been called to testify in Federal Court as an expert witness on drug investigations and is one of the lead instructors and organizers of the Idaho Basic Narcotics Officers Course. John has received numerous accolades for his law enforcement efforts including a U.S. Department of Justice Award for Public Service, Certificate of Merit from the Governor of Idaho and Outstanding Supervisor award from the Idaho State Police. John has also been awarded the Idaho State Police Silver Star and the Idaho Medal of Honor for Bravery. Officer Involved Shootings
Today almost every officer involved shooting or in-custody
death will garner some national media attention and scrutiny.
Law enforcement officers and the citizens they serve, deserve a
professional and unbiased investigation of these incidents. This
3-day course provides 20 hours of training to prepare officers to
conduct investigations into critical incidents / officer involved
shootings and in-custody deaths (OICI). This course covers the
four important phases of the OICI including the initial
assignments, incident scene investigation, involved officer
interviews and case completion. Other topics that will also be
covered will be legal issues, media relations, and court
preparation.
This program will prepare investigators to professionally
investigate officer involved shootings, in-custody deaths and
uses of force that result in serious injury. This course is
intended for those investigators who are specifically assigned to
the criminal investigation of officer involved shootings and in-
custody deaths. It is also appropriate for those detectives or
uniform personnel who may be required to assist in these types
of investigations.
