The following issue is the FALL PRINTED Issue of the MARK 5 which will be done by Win Whitehurst, again due to my vacation plans. If anyone has any questions or concerns about these dates and changes please contact me and we will work out any conflicts. Thanks, D/Lt Tom Reichard, AP Editor - MARK 5 12-15 August 2010 Summer Rendezvous returns to Solomons Island on Thursday, 12 August to Sunday, 15 August 2010. Holiday Inn will serve as our base of operations, where you will find the registration table, a raffle with lots of tempting prizes and our Saturday night feast and award presentations… attire for the evening is summer casual/squadron shirts. Plan to arrive on Thursday along with the Northbound or Southbound cruise to start the weekend’s festivities. Check the D/5 website for more details. Friday has a full schedule. Bring your dinghy or your comfortable walking shoes to participate in a poker run while strolling the streets or cruising the waterways of Solomons Island. Canoe and kayak rentals available at Solomon’s Harbor Marina Holiday Inn. Join the tour of Sotterley Plantation, the only remaining Tidewater Plantation in Maryland that is open to the public, which stands majestically on the banks of the Patuxent River. Transportation will be provided by boat or car and lunch will be served on the portico. There is a 15 minute uphill walk from the pier to manor house. Reservations required. Afternoon offerings include lawn games, swimming, shopping, art galleries and the Calvert Marine Museum. What better way to end the day than a picnic at the Museum under the Drum Point Lighthouse? Boat Operator Certification (BOC) The United States Coast Guard has asked congress to authorize the Transportation Secretary to establish requirements for standards of proficiency for recreational boaters. BOC Certifiers will be available during the weekend to certify members at various levels of recreational boating proficiency. Check D/5 website for details. Saturday morning, RISE and SHINE and join the D/5 Bridge, Color Guard and Squadron Commanders for the Flag Raising at the Calvert Marine Museum. Summer Council Meeting immediately following in the Museum auditorium. Section 2.1 of the USPS Operations Manual states: “The objects of USPS shall be to encourage and promote a high amateur standard of skill in the handling and navigation of yachts, power and sail; to encourage and promote the study of the science and art of navigation, seamanship and small boat handling; to develop and promote instructional programs for the benefit of members and to stimulate members to increase their knowledge of and skill in yachting, through Continued on page 6

Outreach Awards

The Summer issue of MARK 5
2009 contained a description of
the Outreach Awards available
to Districts and Squadrons of
the United States Power
Squadrons. A further description of the awards follows.
These awards are the Charles F. Chapman Award, The Carl C. Mahnken Commander’s
Cup Award and The Roger Upton Award.
The Charles F. Chapman Award recognizes outstanding scrapbooks that are documenting
Squadron local outreach efforts. The scrapbook submitted documents the history of the
Squadron’s public relations effort. It also records the activity of that Squadron for the
year under consideration. The scrapbook is acceptable in paper or electronic format.
The Carl C. Mahnken Commander’s Cup recognizes the best slide show that promotes
USPS civic service. This too can document the year of activity of that Squadron.
The Roger Upton Award is given to recognize outstanding Squadron video productions. This award will document
Squadron civic service. The production can usually be used as a membership recruitment tool.
