MSA based on national Comprehensive Approach Layered and federated approach, starting first from

national to reach trans-regional level Multinational Dialogue and Cooperation policy MCB

Federation of regional levels GMA Navy as MSA collector for military and civilian purposes:

“You cannot do it ALL from commercial traffic systems” Legal aspects have to be improved

Identify common operational requirements for a harmonized cross-sectoral and cross-border MSA

Identify a common Security Strategy, define a Data Policy and implement the related Action Plan

Adopt a federated-distribuited architecture:allow Nations to directly control the management of

shared information, maintaining their own sovereignity

permit Nations to look for the best industrial solution
