Political and decision-making levels

Ensure that political decisions be translated to proper engagement of and follow-up by decision-makers in the countries

Involve Russia in the implementation processes (NDPHS a good example)

Ensure stronger support of NCPs in the implementation processes (this will also ensure better consistency in the approach of various institutions on a country level)

Financial issues

Encouraging Russian co-funding for projects in which Russia wants to be engaged

Aligning funding in the next programming period. Engaging PACs in the development of BSR programmes’ priorities

Funding for PCA work and travel; COM support

Health and social well-being ”under-invested” compared to other sectors

Project implementation phase: (i) scarce and fragmented international funding; (ii) very scarce national funding

Project development and application phase: (i) limited international funding; (ii) very scarce national funding

Institutional issues

Ensuring committed and enjoying ample resources leadership in each priority action/flagship project (proper geographical distribution)

Ensuring committed and engaged PAC enjoying ample resources for the overall coordination of the PA work

Holding thematic meetings of PACs and NCPs

Laying down an “institutional infrastructure” for the implementation of the priority actions/flagship projects in all countries (i.e. proper engagement and support of institutions and other stakeholders from each country)
