offers more choice than most towns of a comparable
size, with a wide variety of fashion retailers, and with the
big name brands alongside independent outlets. Marek
Jurczyk, who is pictured on our cover checking out the
suits in Roulette Clothing, is organising a fashion show
for local clothing retailers in the Town Hall on
Wednesday 25th March. This ticketed event promises
to be most enjoyable and it will also raise funds for the
local branch of the Stroke Association – the Parish
website www.sthelier.je has details.
The month also sees the prize-giving ceremony in
the Town Hall following the Jersey Eistedfodd’s Spring
Festival of Arts and Crafts, the launch of the Parish’s
2015 Community in Bloom Campaign, and the Miss/Mr
and Junior Miss St Helier competitions when the Parish
will choose its young ambassadors for the year ahead.
All in all March looks like being extremely busy and
before we know where we are Easter will be upon us
and the school holidays. The arrival of longer days and
warmer weather will also be keenly awaited across
the Parish!

Later in the month, the Amici Artium classical seriescontinues at Jersey Arts Centre on Tuesday 10 March as theŠkampa String Quartet perform a selection of Haydn andBorodin. The Quartet can trace their roots back to the earliestensembles, such as the Bohemian Quartet of 19th CenturyPrague, continuing the Czech Republic's reputation as thecradle of traditional European Chamber Music. Having playedat some of the world's most prestigious venues, belonging tothe respected Wigmore Hall Live Label and their appointmentas the first Artists-in-Residence at Wigmore Hall, this quartet isone not to be missed.
Finally, why not spend a day with a loveable ogre, a talkingdonkey and princess unlike any other, as Jersey Arts Centrepresents Shrek Day! D’Auvergne School visits the Depot andour Recycling Centre As part of its campaign to raiseawareness and increase participation in the kerbside recyclingscheme, the Parish invited a number of schools to view therecycling facilities at the Parish Depot. Municipal ServicesDirector Debra D’Orleans was delighted to receive the first visitfrom the Eco-team at D’Auvergne School on Friday 6th February,and the group was able to see the sorting, processing and balingof the recyclables from the purpose-built viewing corridor withinthe recycling facility. This provides a fantastic view point acrossthe whole building, from which the children were able to see thecardboard travel up the conveyor belt and drop into the balingchamber. Once the chamber’s full of compressed cardboard, thebale is tied off and dropped onto a pallet board and weighed,prior to loading onto the trailer. The children learned that thetrailer is shipped to our recycling partner in France, whodistributes the commodities to the relevant European market tobe used in recycled products such as coffee cup holders orcardboard boxes.
The Eco-team learned a number of interesting facts aboutrecycling such as recycling one aluminium can saves enoughenergy to power your TV for three hours, and for every tonneof recycled newspaper we save 17 trees, and the group wasparticularly surprised to learn that plastic bottles could be madeinto a fleece jacket. The children went away with a supply ofred and blue recycling bags in order to participate in the scheme.

St Helier Allotments Situated in Ruette Pinel, locatedin the field to the east of Surville Cemetery, the allotments havebeen a great success, with 33 of them growing a huge range ofplants and vegetables. An area to the north of this location isnow marked out and ready for a further 28 new allotmentholders, and these are now being distributed to those onSt Helier’s waiting list. Whilst this gives an improvement on thecall for more allotments it still does not satisfy the currentwaiting list, and the search for more locations within the Parishcontinues. We are currently looking at an additional site andhopefully, if all goes well, we’ll have more news later in the year.

Two wheeled parking in Clairvale Road Whether inresponse to the States-approved Transport Strategy or becauseresidents of St Helier wish to beat the ever-increasing trafficcongestion and parking charges, the ownership of both bicyclesand motorcycles appears to be growing. The Parish RoadsCommittee, which has responsibility for traffic-related matterson St Helier by roads, has supported the inclusion of twowheeled parking in its parking policy, acknowledging that up tofive motorcycles or bicycles can be accommodated in one carparking space.
In 2003 a request to create motorcycle parking in ClairvaleRoad, near its junction with Brighton Road, was approved andduly installed. It has operated satisfactorily for the past twelveyears and has been well used, but a recent letter to the Parishsuggests that the facility could be relocated to a differentposition in the street where it would be next to a blank wall,thereby reducing nuisance to adjacent homes and removing itfrom a busy junction.
Before making a decision the Committee would like to hearfrom residents who live in the area as to whether the relocationwould be a positive move or whether the current motorcyclebay should be retained and an additional facility created,thereby doubling the capacity. The plan and photographs belowshow the proposal. Storage tank at People’s ParkFollowing discussion at Parish Assemblylast September, approval was given forDandara to create a surface water holdingtank at People’s Park, to be built with theentire infrastructure at no cost to theParish but available for Parish use. Thetank will have a capacity of 120,000litres of water held in a concrete watertank buried in the Park underneath acovering of soil of 1.20m. The tank areais 12x12 metres and, once finished, willbe covered and grassed over, allowingthe area to still be used for events.
The water will be a valuable resourceto the Parish and will be drawn off forstreet cleaning, gulley cleaning and Parksirrigation. Very quick progress has beenmade, with the facility being made readyfor use this Spring.Work on the site started in December

Blow away those winter blues and getset for summer with the annualBarclays Jersey Boat Show.
Now in its eighth year, this three-daymaritime extravaganza takes place in andaround St Helier Marina and WeighbridgePlace over the Bank Holiday weekend ofSaturday 2 to Monday 4 May 2015.
Approximately 30 boating brandsfrom across the Channel Islands, UK andFrance are expected to take part with upto 65 vessels on display. Premium yachtmanufacturers in attendance will includeSunseeker, Fairline, Princess, Beneteauand Jenneau represented by many localmarine traders and an increasingpresence of overseas based businesses,with brands including Bavaria, Bayliner,Sessa, Duchy, Technohull Ribs, CobraRibs, Discovery Yachts, Sealine, Ballistic,Aquastar, Brig, XO, Ribeye, Robalo,Rodman, Windy and White Shark.
The pontoons will be openthroughout the weekend withopportunities to step aboard and get upclose to a wide range of sailing yachts
and watercraft of all shapes and sizes.Private viewings can also be arranged bycontacting the individual brokers.
This year’s show will see the returnof the Royal Navy with a number ofvisiting vessels open for viewing as wellas ‘Beat Retreat’ public performances onFriday 1 and Saturday 2 May inWeighbridge Place by the Band of HerMajesty’s Royal Marines Collingwood,who last performed in the Island in 2013.
And for those who want to keep theirfeet dry there will be an array of retailand craft stalls along the quaysideoffering both maritime and lifestyleaccessories as well as the latest nauticalgadgets and gizmos. And of course, therewill be a feast of food and refreshmentstalls throughout the arena to tantaliseyour taste-buds and a full entertainmentprogramme on the Main Stagethroughout the weekend.
Group Commercial Director for Portsof Jersey, Myra Shacklady, who heads upthe organising team on behalf of JerseyMarinas, said: “Not only does the showregularly attract in excess of 30,000people over the three days, it remains avital showcase for our local maritimeindustry, is an integral part of the Island’stourism offering and an opportunity forus as a business to broaden our overseas
marine connections. NOT THAT AGAIN!
I’m afraid so. The subject of States’ reform has alreadybeen raised during Question Time in the States, with oneSt Helier Deputy pointing out that if the Council of
Ministers’ avowed intention of concentrating most newhousing development in St Helier is realised, the position ofSt Helier’s voters will become even more unfair than it is atpresent. Our Parish is already under-represented in theStates, and increasing the number of electors in St Heliercan only make that position worse. But does it matter? Formany Islanders, the preservation of the ‘Parish System’ in itscurrent form means that every parish Constable must havea seat in the States, even though that makes it impossibleto achieve voter equity. This is presumably why thereferendum last October on ‘keeping the Constables in theStates’ was won by the ‘B campaign’. (St Helier supportedthe ‘A campaign’, albeit by the slimmest of margins.)Equality of votes may not sound important as a concept, but
what it means in practiceis that in Jersey the amount ofrepresentation you have – your influence over yourgovernment – and the amount of attention you can expectfrom your States’ Members, depends on where you live.It has a particularly important effect when it comes to keyvotes in the States whose outcome affects the lives ofSt Helier residents, such as whether the States should payrates. Perhaps Estate Agents should state, alongside ‘quietcountry location’, that the owners of a particular propertybeing offered for sale will enjoy more political power thanif they buy a house in town! Joking aside, this is surely anunacceptable situation for an island which wants tocontinue to develop its international reputation, and it needsto be rectified soon.

Apopular petrol forecourt and service station has reopenedat First Tower, providing resident and passing motoristswith a convenient stop off point to refuel.
‘The Fuel’ is part of the Mansell group of high qualitymotoring businesses, and will offer quality products suppliedby RUBiS. The station has undergone an eighteen monthtransformation since it was bought by The Mansell Collection in2013, whose chairman is Nigel Mansell, including architecturalnods to the iconic Art Deco-style design of the MansellCollection further up St Aubin's Road.
There has been a petrol station on the site at least as far backas the 1920's when there were just two pumps standing road-sidein front of a small cottage. RUBiS has been supplying productsthrough the forecourt for many years.
A great deal of thought and planning has gone into therefurbishment of the garage, including installing state-of-the-artpumps and new storage tanks beneath the forecourt with theproject team overcoming significant engineering challenges.
The completed petrol station has been designed to meet thevery latest national and local guidelines, which have beendrawn up in consultation with petrol station operators acrossthe UK. As the newest petrol station to open in Jersey, ‘TheFuel’ therefore benefits from national expertise as well asabiding by local regulations.
Nick Crolla, Head of Sales & Marketing at Fuel Supplies CILimited said, 'The Fuel’ has been completely transformed fromhow it was before. It has always been an extremely well run andpopular service station, but the redesign of the forecourt will givecustomers a much better experience when they stop off to top up.This is the start of an exciting partnership between RUBiS and theMansells, which will go from strength to strength.
Leo Mansell of The Mansell Collection added, “'The Fuel’ issecond to none in Jersey. It has been mine, and my father Nigel's,dream to create a very modern forecourt, with a Formula 1 styleservice area behind it. We are very proud of what has beenachieved.”
The service area will house part of the Full Service Centre,which is also part of the Mansell group of companies, providingafter-sales care not only for Mitsubishi owners but drivers of allmakes of vehicle.
‘The Fuel’ re-opened just before Christmas and an officiallaunch was held towards the end of January, for customers ofRUBiS and The Mansell Collection. At the launch a competitionwas announced offering RUBiS card holders the chance to win£100 worth of fuel each month, whenever they fill up with 30litres or more of petrol at ‘The Fuel’. At the end of the year, all 12monthly prize draw winners will be entered into a competition towin a brand new Mitsubishi car worth more than £12,000,together with three years' free servicing.
Nick Crolla said, “This is a great competition to rewardcustomer loyalty and it is open to new and existing RUBiS Cardholders. To enter the competition motorists can pick up aRUBiS Card application form from the forecourt kiosk, or ourhead office at La Collette.”

The fashion show is the brainchild of the St Helier RetailDevelopment Group (pictured) which meets regularly in theTown Hall. It is being organised by Marek Jurczyk and the
Group’s Events Sub Committee to showcase the creativity andfashion outlets in St Helier. The evening will have an artistictheme with live street dancers from Total Mayhem and artcreations from Ben & Vince @ Fresh Prints, with funds beingraised to support the Jersey Branch of The Stroke Association.

be heard: what they want isn't on sale cheaply, in the right sizeor the right colour. It's astonishing to hear the muttering of thosewho say that there's too much choice but that they haven't gotexactly what one would like at the price one would pay. There'ssomething to suit everyone. Well, you can't please everyone, butthere's probably someone else who'd do their best to make aprofit by selling something which would please whoever hasnot received satisfaction. That's how trade works – but one canalways ruin one's reputation. It takes two to make a bargain.

Ihave always found the opening night of any show captivatingand Dance Fusion was no different. The performances arefresh, full of anticipation fuelled by the mixture of the
performers’ nerves and excitement. The families and friends wereequally anticipant, discussing costumes and the effort theirchildren had put into their routine. That’s what I love aboutJersey – everyone says hello and it really creates a communityatmosphere.
Emma Jane’s dance school’s annual show of talentand hard work had entertainment for all. There was arange of styles showcased, from ballet and tap to streetand modern. Of course, the cheerleading group, JerseyRockettes, performed too. “I’m excited and a tadnervous!” said cheerleader Hannah Mundy, just one daybefore opening night. “The older girls who do streetdance are really good, and there are some cute little balletdancers too.”
Indeed, all routines were impressive. The older girlswho have danced for years not only pulled off the fastestpaced, most mind bogglingly brilliant routines, but alsolooked great doing it. I find that you can tell whether aperformance is of a high calibre or not by how much youwant to join in, and I really, really did! As for the youngerdancers, for any toe out of line or any turn that went thewrong way (honestly, there weren’t many!) their smilingfaces and snazzy costumes more than made up for it.
What I loved was the range: the ages of the performers,the styles, and the music varied significantly from routineto routine. Towards the end, there were some more spookynumbers, based around witches and one dance was called
‘The Plague’. They were of an especially high standard and thesedances stood out the most as the mood of the performances wasso sinister.
Dance Fusion certainly lived up to its name. The fusion ofso many styles meant that there was something for everyoneand I thoroughly enjoyed it. Four performances over three daysmeant it may have been difficult to make time to go for some,but I would fully recommend it for next year!

Valentines Meal Grainville Schoolonce again hosted its annual ‘Valentine’sMeal’ for over 100 senior citizens onThursday 5th February. This tradition hasbeen running for over 30 years and beganas a Harvest Supper where studentswould bring in produce to contribute. Itlater developed into a Christmas meal butthe principle, however, remains the sametoday: students and staff at Grainvilleinvite the senior citizens from the localcommunity for an evening of food, funand entertainment.
This year the guests were treated to avegetable medley soup (with heart-shapedcroutons), a winter beef casserole withcreamed potatoes and vegetables and, totop it off, Valentine Cupcakes. Studentsworked all day to help prepare the mealfor the 100 plus guests and acted aswaitresses/waiters during the evening.
Eleven pupils from First Tower PrimarySchool have just attended The Diana Award Anti-BullyingAmbassadors Training which is in partnership with theDfESC. The event took place on 3rdFebruary 2015 at Victoria College. Theycreatively explored the issue ofbullying through interactive sessions,networked with other passionate youngpeople, and exchanged ideas aboutsharing good practice. The children
gained practical ideas and received top tips on how to stopbullying; enabling them to continue to prevent bullying andensuring everyone feels safe and happy in their school.

Nowadays, with the Town Beachbuilt over and buried underreclaimed land, there's not so
much sign that the Town used to be avery sandy place. Those of us withgardens in Town are occasionallyreminded of how things used to be, aftera storm has sent sand-laden gusts to tearour precious foliage to shreds. In the olddays, before reclamation, when the shorewas so much closer to the centre ofTown, sweeping out the sand wouldhave been a daily chore in households.Many traditional old Jersey houses usedto have sanded floors – one might as wellmake use of what was to hand.
The Town of Saint Helier wasoriginally laid out as a strip along the topof a dune-like ridge running along whereKing Street, Broad Street and QueenStreet are. The land, such as it was,dipped down into the marshland to theNorth and sloped to the shore to theSouth. A town wall was constructed
parallel to the sea running West from theTown Church slightly to the North ofwhere Commercial Street is now. Thiswall was a protection not only againststorms’ tidal surges but mostly from thewindblown sand that continuallythreatened to engulf the Town. Roadnames such as La Rue des Sablions(Sand Street), La Rue des Mielles (theroad of the dunes), La Banque (thesandbank: Conway Street) preserve someof this history; one of the names for theWestern end of Broad Street – La Rued'Égypte – may also refer to the sandynature of this end of Town as it led outinto Les Mielles (the dunes, later to belaid out as The Parade). However, it'spossible this refers to a cluster of Jewishbusinesses in this location.
The shifting sands of time have beena powerful force in our Parish's history –something to remember the next time thefamily's playing with bucket and spadeon our surviving beaches.
