BIR EV encourages taxpayers to pay the right taxes

As part of its advocacy to encourage taxpayers the right payment of

taxes, the Bureau of Internal Revenue, Revenue Region No.14 in Eastern Visayas has formally launched its 2014 tax campaign recently. This year’s tax campaign is carrying the theme “I love the Philippines, I pay my taxes right. It’s as easy as RFP (Register, File and Pay)”. Atty. Diosdado R. Mendoza, Regional Director of the Bureau of Internal Revenue (BIR) in Eastern Visayas said, the purpose of the tax campaign is to educate the people about the taxpaying process and raise their tax compliance awareness. He also underscored the significance of registration, filing and payment of correct taxes as a civic

duty of every Filipino citizen to spur economic growth and development of the country. Although a 20% shortfall has shown in the month of January and February 2014 against the goal as taxpayers in the region were also affected by the strong typhoon that struck in November. However, BIR in the region is optimistic to meet the target collection for this year with the strict enforcement of the law. Bureau of Internal Revenue Commissioner Nelson M. Aspe who was the keynote speaker during the launching was overwhelmed of the overflowing support coming from heads and representatives of various national government agencies, industry, trade and business sector, ordinary taxpayers,

schools, students and the media. “I would say that with so many participants here because I don’t expect that this place would be fill with more than 50 percent this morning with the event that happened last year, but with the overflowing crowd and with the supportive crowd, I think I should say that Eastern Visayas, at least to this event has risen”, Aspe added. This is only an indication, according to Aspe, that Revenue Region No. 14 does not have to wait for three years in order to recover. Relative to this, BIR is also reminding taxpayers to file the tax returns early to avoid penalties and the inconveniences for late filing. (PIA-8)

Ms. Rowena Cuanico, HR and Administration officer of ChildFund All positions below are for vacant postings on our RISE program which is being implemented in coordination with UNICEF and being implemented across the Eastern, Central, and Western Visayas. The ChildFund/UNICEF program entitled Rebuilding Institutions and Safe Environments for Children in the Visayas in response to Super Typhoon Yolanda (Haiyan) (RISE) is an eleven month program. The RISE goal is to assist families and children affected by the Super Typhoon Yolanda (Haiyan) in 9 municipalities in Regions VI, VII & VIII of the Philippines with an integrated response addressing their well-being, development, education, participation and protection needs during the relief and early recovery stage. The available positions are that of a Project Manager who will be based in Roxas with regular travel throughout the Visayas Region, with possibility of extension; and that of Monitoring and Evaluation Specialist who will be based Roxas with regular travel throughout the Visayas Region. The Project Manager provides leadership, management and technical direction in the implementation of a child protection and education grant project that will facilitate and support family tracing and reunification, promoting child well-being through structured psychosocial support including access to temporary

learning spaces/child centered spaces ( TLS/CCS); strengthening structures and systems at barangay and municipal levels in relation to child protection, trafficking, case management and child-focused disaster risk reduction; and restoring access of children to adequate day care services and elementary and secondary education in safe and protective learning environments. Specifically, the position will directly manage and work closely with a team composed of Team Leaders, Technical Officers, an M&E Officer and Location Coordinators, to ensure timely delivery of project outputs according to approved project objectives and time frames. The specific qualification include social science or on related college degree, with demonstrated expertise in child protection and/or education, extensive experience managing child protection and education grant projects funded by major international donors, preferably with an INGO, and in-depth knowledge of standard humanitarian guidelines. The incumbent will be posted in Tacloban City. Meanwhile, the Monitoring and Evaluation Specialist shall provide technical assistance in the development and implementation of monitoring and evaluation system for the grant project, develops capacity of staff in data collection and analysis, and promotes networking with program stakeholders. Successful candidates should have the following: progressive work experience in planning, monitoring and evaluation with development organizations; demonstrated knowledge on strategic planning approaches including needs assessment and programs design, logical framework development, selecting indicators, implementing

monitoring plans, coordinating evaluations and data analysis; and above-average practical experience on utilizing M&E methods and approaches (including quantitative, qualitative and participatory work with children). The M&E Specialist will be assigned in Roxas and/or Tacloban City with regular travel throughout the Visayas. Specific Qualifications include Bachelor’s degree, preferably in Development Studies, Statistics, or relevant human services discipline, or equivalent relevant work experience; advanced degree desirable. Skills and work experience: At least five years experience in planning, monitoring and evaluation in development organizations, at least 2 years of working in child centered programs design and implementation experience including working with community based organizations and managing field staff ; computer proficiency in general office software applications (i.e. Word, Excel, Outlook); outstanding written and oral communication skills in English; Fluency in a local language preferred; experience in sponsorship organization highly desirable; demonstrated diplomacy in building relationships and working with diverse cultures and audiences and sensitive situations and subject matter; experience in strategic planning approaches – including, needs assessment and programs design, logical framework development, selecting indicators, implementing monitoring plans, coordinating evaluations and data analysis; experience in M&E methods and approaches (including quantitative, qualitative and participatory work with children); high computer proficiency including deep knowledge of and practice in
