Mass Rescue Operation
• Mass Rescue Operation: A civil search and rescueactivity characterized by the need for immediate assistance to a large number of persons in distress, such that the capabilities normally available to search and rescue authorities are inadequate (IAMSAR).
• MRO’s are low-probability, high-consequence events.
• NO SINGLE AGENCY CAN SOLVE MRO ALONE!

A mass rescue operation depends on effective and efficient coordination…
Partnership + Planning + Practice = Preparedness
•Partnership: Identify your partners & formalize your relationship (MRO plans, mutual assistance pacts, etc). In a disaster, a unified command is important;
•Planning: Identify risks and MRO scenarios and plan accordingly;
•Practice: Train all personnel and all partners (preferably utilizing a Unified Command) and practice, practice, practice…and Exercise Plans.

Mass Rescue Operation
• Phase 1: SAR, establishing communications between SMC, EOC, cruise ship and IC, obtaining crew/passenger list, identifying a landing site/reception area, establishing an Incident Command Structure to prepare to receive survivors.
• Phase 2: Receiving survivors and providing medical, shelter, water and food.
• Phase 3: Return of passengers to origin.

10 MRO Realities/lessons learned
1) MROs are not confined to a single organization, or to strictly search and rescue functions.
2) Accounting for passengers and crew will be difficult.3) There will be delays between rescuing and officially
accounting for people; rushing lowers accuracy.4) The demand for information will be overwhelming
unless a process is implemented early to manage comms .
5) Dedicated SAR resources will be limited, so “Good Samaritan” resources will be critical.

10 MRO Realities/lessons learned6) SMCs, OSCs and watch standers receive minimal
training in managing MRO activities.7) The physical or emotional condition of survivors may
prevent them from helping themselves.8) Local communities are vital partners in providing
shoreside MRO response actions, but most have minimal guidance or training.
9) Once on shore, accountability, emergency medical care, human health, shelter, food and other survivor support needs must be continued and coordinated.
10)Past success does not guarantee future results.
