• One of the major recent disasters that occurred in Egypt, is the widespread of Avian Influenza nationwide since February 2006, It resulted into 19 deaths and 26 recovered cases of infection. The poultry sector suffered major economic losses.

- Objectives: Assurance of the strict application of the ongoing
preventive measures & response and contingency procedures of Avian Flu, toward avoiding mutation of the virus.
Providing the concerned parties with the standard response measures & contingency procedures to ensure effective inter-agancy communication in handling of pandemic Influenza.
Preparation of all governorates for an effective response & management of Pandemic Influenza on all levels.

- Objectives: Secure the normal provision of essential services. Maintain the provision of all essential services for
health sector during the Pandemic. Application of strict control on the internal immigration
between governorates as a precautionary & preventive measure to contain the Pandemic if occurred.

- The Egyptian National Plan for Preparedness & Response to encounter the Pandemic Influenza relied on the following three major components: Preparation of the National Scenario for the Pandemic
Influenza Management (Prepared in consultation with all concerned parties).
Development of the National Plan of the Health Sector to encounter the Pandemic Influenza (Prepared by the Ministry of Health & Population and delivered to all Governorates).
Development of Governorates’ Response Plans to encounter the Pandemic Influenza “Prepared by the Local Operational Level (Governorates)” with the support of IDSC.

• Establishing Simulation Sub-committee to organize the Pandemic Simulations & Exercises, headed by The Cabinet Information & Decision Support Center (IDSC) and the membership of:
- Ministry of Defense & Military Production.- Ministry of Interior Affairs.- Ministry of Health & Population.- Ministry of Information.- Ministry of Agriculture & Land Reclamation.- Ministry of State for Environment Affairs.- Ministry of State for Local Development.- Representative of National Security Council.
• The Committee holds regular meetings to discuss the mechanisms of organizing Table-top, & Simulations Exercises.

- IDSC has developed three Notification & Response chains of Command, in order to help Ministries, Governorates & concerned entities in developing their plans as follows:

- The three Chains of Command were endorsed by the Cabinet Secretary General & circulated to all concerned parties.

- IDSC initiated the following activities:A. On the National Level:
A Simulation Training Exercise was conducted at the Ministry of Health & Population in order to test Reporting Track, & the procedures taken by the health directorates to validate detection of the Pandemic Influenza. The training was held with 3 Governorates (El-Beheira, Red Sea & Menia Governorate).
B. On the Local Level: Reviewed, developed, & evaluated Menofiyah
Governorate plan aiming at encountering the Pandemic Influenza to be used as a model for the other Governorates.

A Simulation Training Exercise (using Desktop Exercise) was held in Menofiyah Governorate in order to test & revise the procedures set to encounter the Pandemic Influenza, test the Reporting Track, Soundness of the procedures, different roles of the directorates & ensure comprehensiveness of the plan.
Preparation of a Pandemic Response Chain of Command on the Local Level (Governorate Level).
Preparation of a Manual on how to develop Governorates Response Plans to the Pandemic Influenza.

Holding a meeting for all Governorates General Secretaries to discuss how governorates could prepare their integrated preparedness plans to face the Pandemic Influenza. The meeting aimed at presenting the following: The Manual of Developing Governorates’ Response
& Preparedness Plans to encounter the Pandemic Influenza.

- The IDSC received all Governorates’ Response & Preparedness plans.
- All Plans have been revised & accepted.- Accordingly, the Egyptian National Plan for Preparedness &
Response to the Pandemic Influenza has been completed by finalizing its 3 previous mentioned components.
- The next step is to organize A Simulation Training Exercise in all Governorates in order to test, revise & validate the Plans.
