Collection Spotlight: Publications for young Manitobans

Many government departments produce documents that are intended for young Manitobans.

Did you know that 4-H Clubs in Canada began in Roland, Manitoba in 1913? The Manitoba Legislative Library has many documents produced for 4-H throughout their history.

The Be Bear Smart program is focused on keeping children and adults safe, and protecting bears and their environment.

Since 1909, the waters along the Canada-US border have been governed in accordance with the Boundary Water Treaty, but much has changed in the last 100 years. This engaging volume brings together experts from both sides of the border to examine the changing relationship between Canada and the US with respect to shared waters, as well as the implications of these changes for geopolitics and the environment. Water without Borders? is a timely publication given the increased attention to shared water issues, and particularly because 2013 is the United Nations International Year of Water Cooperation.

Water without Borders? is designed to help readers develop a balanced understanding of the most pressing shared water issues between Canada and the United States. The contributors explore possible frictions between governance institutions and contemporary management issues, illustrated through analyses of five specific transboundary water flashpoints. The volume offers both a historical survey of transboundary governance mechanisms and a forward-looking assessment of new models of governance that will allow us to manage water wisely in the future.

Joe Clark’s How We Lead is like the honorable man: thoughtful, intelligent, a tad dry but worth the effort. With its descriptions of non-governmental organizations that once provided aid without a fat moral strap and a country once deeply involved in social issues, it’s a nostalgic book.

It’s as if the former Progressive Conservative prime minister is describing a country that existed long ago, far away and fading fast from memory.

Clark documents a sea change in Canadian policy under Stephen Harper that includes switching the focus of foreign aid from poverty to trade and ditching the Kyoto Protocol on climate change. […] In Clark’s view, Canada is a nation that increasingly draws the blinds and shuts the door on the world. […] Clark praises Harper strategies such as the commitment to a long engagement in Afghanistan and an emphasis on respected military and trade initiatives, but cautions they are only part of the equation. Why, he asks, would Canada give up its role as “consensus builder” when other nations are only now moving to the Canadian model?

“Canada now talks more than we act and our tone is almost adolescent — forceful, certain, enthusiastic, combative, full of sound and fury.” […]

Clark the politician always seemed outgunned by Mulroney or Peter MacKay. But he’s found his niche as the conscience of a nation that may be losing its soul. He doesn’t throw around such allegations in How We Lead. Instead it’s the seemingly inescapable conclusion of rows of assembled facts that make an unpleasant point about our government and our passive selves.

Who would have thought that Joe Clark could turn out to be Canada’s Cassandra?

Counterfeiting is as old as money itself, and tales of the cunning criminals that try to outsmart the system have always enthralled us. This richly illustrated book introduces the reader to the history of the crime and some of the grisly punishments meted out in the past. It explores the “arms race” between the issuers of money and the counterfeiters, as well as cases of official counterfeiting in wartime.

The focus then moves to Canada’s experience with bogus bills and coins from the seventeenth century to the present day. While emphasizing that counterfeiting is not a victimless crime, the authors present fascinating case studies and profiles of the criminals and their adversaries.

Today, the Bank of Canada and the RCMP are the front line in the fight to maintain confidence in Canada’s currency. The changing face of bank note security is examined, culminating with the new polymer notes, and major counterfeiting busts by the RCMP are highlighted. The book wraps up with a look at the new frontier of counterfeiting crime: fraud involving credit and debit cards and electronic payment systems.

The first part of the book focuses on discovery, exploration, and colonization of the Alaskan, Canadian, Russian, and Scandinavian north. Art, natural history, and technology used in probing and making the places habitable are discussed as they changed over time. The second part moves into the operation of society, economics, culture, and social/artistic imagination in established northern settlements.

It also contributes important comparative analysis not previously available.

Featuring contributions by many of Canada’s most prominent scholars of public administration, Deputy Ministers in Canada examines a number of factors in the evolution of deputies’ roles. Taking into account social, political, and administrative history, the essays probe topics such as the socio-economic characteristics of administrative elites, the politicization of recruitment processes, the impact of New Public Management, and varieties of ministerial-bureaucratic relations.
