We have the possibility of making some use of an exploratory well, which was drilled by the State in 1963 at Kawaihae and listed as Well 1116. This well was abandoned by the State and we would be interested in finding out what would be necessary for us to take this well over and what compensation the State would require for this. I understand that this is done in some cases. such as Puuwaawaa Ranch a couple of years ago.
Please let me know what the procedure is and I would be much obliged.

We are pleased to cooperate with you in your survey of the geothermal possibilities on the island of Hawaii and will make our thousand-foot Kawaihae Well 16 (Well No. 6147-01) available to you for your temperature checks and resisti vity tests.
In order to safeguard our investment, we will consider granting this permission under the following conditions:
1. That a copy of all the temperature checks made in the well and the resistivity tests will be submitted to our office for our files.
2. That Water Resources International, Inc. be considered as the IlContractorll and will be subject to the applicable requirements specified in the Division of Water and Land Developmentls lIStandard Specifications for Construction Work ll dated 1964.
3. That Water Resources International, Inc. will repair all damage to the existing well resulting from their work in the well. All repairs shall be done in a manner satisfactory to the ManagerChief Engineer of our Division. If the damage cannot be repaired, Water Resources International, Inc. will drill another well of the same size and dimensions as the existing well. The new well will be drilled on the same site and will be cased and pump tested under the same specifications used to drill, case, and test the existing well.

Further to my telephone conversation of today' s date with W. Watson, we wish to request permission to run tem.perature checks in the well, and resistivity tests at the site of the 1,000 foot Kam.ue1a Exploratory Well,
(approxim.ately 1962). This will be done at our expense and a copy of the results will be provided for your files.
The work would be scheduled for June or July, 1973, and would take one or two days. I believe that the original tem.perature taken approximately 1962 showed an unusually high reading of around lOOoF.
We are presently interested in locating geotherm.a1 possibilities, and this locati on m.ay show som.e potential. I believe that geotherm.a1 power will be an im.portant resource in the near future, and it m.ay be tim.e1y for the state to becom.e involved in sub- surface steam. rights legislation, and m.aybe actual exploration by your Department.
As you tnay know, the Federal Governm.ent has an act, passed in 1970, to cover this, and it m.ay be a good model for the state to m.odify and adopt.
